    According to four people with knowledge of Blinken’s response, he conveyed that the U.S. isn’t actively encouraging Ukraine to retake Crimea, but that the decision is Kyiv’s alone. The administration’s main focus is helping Ukraine advance where the fight is, mainly in the east.

    That assessment echoes comments from Pentagon officials in recent weeks, who have spoken about the grinding fight still raging in the Donbas and in the country’s south, and who have questioned Ukraine’s ability to take Crimea in the near future.

    Blinken, according to two of the people, gave the impression that the U.S. doesn’t consider a push to retake Crimea to be a wise move at this time. He didn’t say those words explicitly, they underscored.

    Two other people didn’t take Blinken’s comments that way. The secretary remarked that it is solely the Ukrainians’ decision as to what they try to take by force, not America’s. That signaled to them that Blinken was more open to a potential Ukrainian play for Crimea.

    While U.S. and NATO diplomats and military officials have never wavered from publicly stating that Crimea is part of Ukraine, since 2014 they have done little to contest Russia’s invasion and occupation of the peninsula.

    “Overall the message is that there is a lot of uncertainty on how things will go from here with real questions about capacity of either side to make big gains,” one of the people said.

    The four people spoke to POLITICO on the condition of anonymity to discuss the contents of an off-the-record conversation. The State Department declined to comment on the Zoom call, similar to others the secretary has had with experts to get outside perspectives on the conflict.

    Blinken will join foreign dignitaries, including Ukrainian officials, at the Munich Security Conference this week. The diplomat will speak to them about how to coordinate future security assistance to the country as the war enters its second year.

    Blinken, who was accompanied by Under Secretary of State Victoria Nuland in the session, is the latest senior Biden administration official to throw some cold water on Ukrainian designs on Crimea. Two weeks ago, senior Pentagon officials told members of the House Armed Services Committee that they didn’t think Ukraine could recapture the peninsula in the near future.

    That assessment followed comments by Gen. Mark Milley, the Joint Chiefs chair, who has long signaled skepticism about the prospects of a Ukrainian advance.

    “I still maintain that for this year it would be very, very difficult to militarily eject the Russian forces from all — every inch of Ukraine and occupied — or Russian-occupied Ukraine,” he said during a meeting of the Ukraine Defense Contact Group in Germany on Jan. 20. “That doesn’t mean it can’t happen. Doesn’t mean it won’t happen, but it’d be very, very difficult.”

    Some experts don’t believe Ukraine will try to retake Crimea, but instead will attempt to isolate it. “There are three critical points: the land bridge to Russia, the Kerch Strait bridge, and the naval base at Sevastopol. They should knock out all three,” said Kurt Volker, the former U.S. special envoy for Ukraine, who wasn’t on the call. “This would leave a lot of Russian forces without adequate support, without Ukraine actually trying to overrun Crimea, and it would still be a severe blow to Russia’s military effort.”

    Occupied Crimea is bristling with air defenses, ammunition depots, and tens of thousands of troops. Many of those infantry forces are dug into fortified positions stretching hundreds of miles facing off against Ukrainian troops along the Dnipro River.

    Punching through those Russian lines would be difficult for Ukrainian troops, even with the influx of artillery and armored vehicles arriving from Western donors.

    The Ukrainian government has for months called for long-range artillery to begin hitting positions far behind Russia’s front lines, including in Crimea, where Russian forces have moved their headquarters and critical depots out of the 50-mile range of the rockets the U.S. has provided.

    Kyiv has said that Army Tactical Missile Systems, fired from existing launchers, could hit those targets. The Biden administration has so far refused to provide them, initially claiming they were concerned Ukraine would launch attacks into Russia. U.S. officials have also said recently that there aren’t enough ATACMS in U.S. stockpiles to spare.

    Speaking in Brussels Tuesday after another meeting of the Contact Group, Milley said “the Ukrainians are holding. They’re fighting the defense. The Russians, primarily the Wagner Group, are attacking, but there’s … a very significant grinding battle of attrition with very high casualties, especially on the Russian side.”

    Meanwhile, the White House is privately up in arms over a Washington Post story on Monday featuring comments from an unnamed senior official questioning U.S. weapons aid through the end of the war. Officials say the comment didn’t reflect administration policy, reiterating that America’s support will proceed for “as long as it takes.”

    Stephen Colbert celebrated Valentine’s Day with his Late Show audience on Tuesday evening by discussing the news that Nikki Haley, Donald Trump’s ambassador to the UN, is running against her former boss for the Republican 2024 presidential nomination.

    “Get excited!” wrote Haley, the former governor of Colbert’s home state of South Carolina, in a tweet on Tuesday morning. “A grateful pass,” Colbert responded.

    “Of course, any political veteran will tell you there is no better time to drop the biggest political news of your life than on Valentine’s Day at 6.48am,” he noted of the announcement tweet. “A day everyone is thinking about something else, at a time when no one is awake. Only way this could make a smaller splash is if Haley whispered it into a bowl of soup.”

    Haley’s announcement was accompanied by a campaign video in which she tossed out what Colbert called “some classic culture-war red meat”.

    In the video, Haley notes that she grew up “different” as the child of Indian immigrants in a segregated South Carolina town, but claimed that “some look at our past as evidence that America’s founding principles are bad. Some think are ideas are not just wrong, but racist.”

    “She knows that America’s founding principles aren’t racist!” Colbert deadpanned. “She learned that as a little girl in her hometown that was split by a railroad track right down the middle to keep the white people on one side and the Black people on the other. You know, not racist.”

    In the same video, Haley also said: “I don’t put up with bullies.”

    “That’s right, she doesn’t put up with bullies like the ex-president,” Colbert joked, referencing her call to Trump to ask him if she could run for president. “Because nothing says strength like picking your bully’s brain before doing anything.”

    Jimmy Kimmel also mocked Haley’s plan to run against Trump in 2024, in which she said she believes the Republican party needs to go in a new direction. “I think you’d have more luck convincing a swarm of moths to go in a new direction,” Kimmel laughed. “The whole ‘towards the light’ thing isn’t really working.”

    “I guess this means Trump has to come up with a mean nickname for her,” he noted. “Right now he’s pacing around Mar-a-Lago going ‘Sicky Nikki, Nikki Fail-y, ooh, Nikki Epic Fail-y.”

    Over the weekend, he added, the New York Times reported that Trump’s nickname for another rival, Florida governor Ron DeSantis, is “Meatball Ron”. “Why? I have no idea,” said Kimmel, “but now that Nikki Haley is running, everyone wants to know what that means for Meatball.”

    “He’s so charismatic, you know?” he deadpanned. “Trump is going to eat that meatball like a snack.”

    And on The Daily Show, guest host Sarah Silverman poked fun at Haley’s first campaign video, in which she promised: “I don’t put up with bullies. And when you kick back, it hurts them more when you’re wearing heels.”

    “Um, 1997 called, it wants that joke back,” said Silverman. “Oh wait, it just called again – it wants this joke back.”

    The ad wasn’t too bad, Silverman joked. “I’m excited to buy whatever pharmaceutical product that nice lady was selling.”

    She also assumed it would be a tough campaign for Haley, who was polling at 1%. “That’s pretty bad. I mean, even Mike Pence is at 2%,” she said. “Mike Pence’s noose rope is at 5%, which is VP material.”

    “But you do get some advantages if you run against your former boss,” she added, imitating Haley: “My opponent’s economic plan is terrible, and when he poops in his office we all hear him go ow ow ow ow.”

    Authorities in the Kingdom of Saudi Arabia (KSA) have dismissed predictions about a potential quake in the Red Sea by a prominent Saudi geologist as ‘mere personal opinions’.

    The warning comes after tens of thousands of people were killed in Turkey and neighboring Syria by the quake, which caused widespread destruction and sparked a large-scale international relief effort.

    In an interview with Al Hadath TV on Friday, Abdul Aziz bin Laboun, a prominent geologist in the Kingdom, said, “This major tremor is expected and could happen at any minute. Seismic surveys show at least 1,000 tremors occur along the Red Sea. Consequently, we have to coexist with this situation, but precaution should be taken.”

    “We should thoroughly read the geological history of the region. These are not incidental events. They are characteristic of the region,” Bin Laboun said without elaborating.

    At the same time, the Saudi geological survey confirmed that the number of tremors that are monitored in the Red Sea does not exceed dozens per week, and they are not felt and do not constitute a danger.

    The official spokesman for the Saudi geological survey, Tariq Aba Al-Khail, said in a statement reported by the Emirate of Makkah Al-Mukarramah on Saturday, “The Geological Hazards Center in the Saudi Geological Survey continuously monitors, around the clock, seismic activity in the central Red Sea region along the groove rift.”

    “The seismic magnitude ranges from weak to moderate, as it is considered a tectonic tension zone as a result of the divergence of the African tectonic plate from the Arab tectonic plate, which is characterized by mostly weak to moderate seismic activity,” he added.

    He indicated that “the timing and locations of earthquakes cannot be predicted,” and “everything that has been raised recently is just personal judgments that are not based on studies, follow-up, and monitoring, but rather mere predictions.”

    He also explained that the Saudi Geological Survey is the concerned authority entrusted with seismic monitoring in the Kingdom, stressing the need to take the correct information from the official authorities with regard to seismic monitoring.

    The Oscars are wading into a Russian-Ukrainian geopolitical minefield.

    Of the five films shortlisted by the U.S. Academy of Motion Picture Arts and Sciences for this year’s best documentary, one is about Russian opposition figure Alexei Navalny and another is “A House Made of Splinters,” about a Ukrainian orphanage in the war-torn east of the country.

    While neither film will warm the heart of Russian President Vladimir Putin, the competition between the two has sparked a conflict between Ukrainians and the Russian opposition.

    “Ukraine has been invaded by Russia and tens of thousands have been murdered by the Russian army, millions have been kicked out of their homes. Therefore, I can understand that reaction to a film that focuses on the fate of one single — Russian — person,” said Christo Grozev, a Bulgarian investigative journalist who is in the Navalny movie. “This is why I will never start arguing with Ukrainians who are upset about the film getting nominated for an Oscar.”

    “Navalny,” directed by Canadian filmmaker Daniel Roher and produced by HBO Max and CNN Films, tells the story of the opposition leader who led a growing political movement against Putin, was almost killed by a nerve agent and then returned to Moscow despite the threat of arrest; he’s now languishing in a Russian prison. The movie does touch on Navalny’s nationalist views and his dalliance with far-right forces, but it’s all too little for Ukrainians aghast at Navalny’s stance on the 2014 occupation of Crimea.

    At the time he denounced Putin’s annexation as a “flagrant violation of all international norms” but he also said the peninsula wouldn’t go back to Ukraine. “Is the Crimea a sandwich or something you can take and give it back? I don’t think so,” he told Ekho Moskvy radio.

    But his political leanings haven’t stopped a wave of support for his bravery in standing up to Putin.

    “Navalny” got wide recognition, distribution on HBO Max, a Times Square poster and was praised by Hollywood stars. Actor Hugh Jackman has supported the movie in a video recommendation tweet.

     “It is a documentary about a man who is literally risking his life every single day,” Jackman said.  

    However, Ukrainians, deeply traumatized by the ongoing Russian invasion, see the documentary as an attempt to whitewash Navalny, who they accuse of still being a Russian nationalist despite opposing Putin.

    Tetiana Shevchuk, a lawyer with the Anti-Corruption Action Center, complains that Navalny’s backers have been pressing for his release, but haven’t done much to protest the war.

    “They were silent for 11 months of the war, but now that Oscar is on the horizon, they have become more active and imitate the anti-war movement. If the Academy awards them an award, it will be another tone-deaf gesture,” Shevchuk said.

    Questioning Navalny’s credentials can provoke outrage.

    Maria Pevchikh, who heads Navalny’s team of anti-corruption investigators and is one of the producers of the documentary, refused to answer POLITICO’s questions on that topic, saying they were offensive and unprofessional.

    However, Pevchikh is scathing about allegations that Navalny and his supporters are pussyfooting around the war to not risk offending nationalist Russians.

    “Is that why Navalny’s supporters have been talking about the war to an almost entirely Russian audience of ten million people on a specially created channel since the first day of the war? Without interrupting for a single day? Apparently this is a clever attempt on our part not to lose their audience,” she tweeted.

    Less promoted but still visible

    “House Made of Splinters,” a co-production of Denmark, Ukraine, Sweden and Finland, tells the story of children from a special orphanage in the eastern Ukrainian city of Lysychansk made just before Russia’s full-scale invasion last year; the city is now a field of ruins and under Russian occupation.

    “Children are all safe now. They were evacuated abroad. And their educators have been internally displaced to other regions of Ukraine. So, they are also relatively safe,” said Azad Safarov, assistant director of the film. “However, the special orphanage was destroyed after a missile strike.”

    Splinters got strong reviews and recognition at cinema festivals last year, but it made less of a splash than “Navalny,” said Darya Bassel of the Moon Man production studio, a Ukrainian co-producer of the film.

    “The film, for example, does not have an American distributor. So, the result — an Oscar nomination — indicates that the film really impressed academics and maybe they just advised each other to watch the film, and thus the film was nominated,” Bassel said, calling it: “Word of mouth radio.”

    When asked about what she thinks of the Navalny documentary competing for the same award, Bassel said that everyone fights for what is important to them. For her, it is important to talk about Ukraine and how Russia’s war ruins lives in her country.

    “I just don’t want us to be placed at the table with Russian opposition and pushed to start a dialogue,” Bassel said.

    Navalny’s views

    In “Navalny,” Grozev, lead Russia investigator with Bellingcat, a Netherlands-based investigative journalism group, helps the opposition leader figure out who tried to kill him by placing Novichok nerve agent in his underwear.

    However, Grozev initially had significant reservations about Navalny due to his past public statements about Crimea, his view of Russia and much more.

    “I enquired about him from many Russian colleagues who have an uncontested liberal, non-imperialistic worldview, and they all had the opinion that he has evolved from an opportunistic populist to a staunch democrat with liberal democracy values,” Grozev said. 

    The journalist spent days arguing with Navalny about politics, concluding he was pretty mainstream and not an imperialist. According to Grozev, nowadays Navalny thinks that Russia should be decentralized, the president’s power should be cut down to a minimum and that a successful Ukraine would be a competitive benchmark for Russia. 

    But Crimea remains a sore point; Navalny can’t break with the overwhelming view among his countrymen of all political views that the peninsula can’t simply be returned to Ukraine.

    “We did argue a lot with him over his views on Crimea. While I never agreed with his view, I must also admit that it is very different from that that is claimed now by many anti-Navalny activists,” Grozev said.

    According to him, Navalny still views the annexation of Crimea as an egregious violation of international law. But now that it has happened, Russia and Ukraine should sit down and prepare a long-term plan for giving the residents the right to decide which nation they want to belong to — after “advertising campaigns” by both countries and a U.N.-controlled period of independence. However Ukrainians warn that the idea makes no sense as more than 800,000 Russian colonists have moved to Crimea since it was annexed.

    “In my opinion, Navalny and his anti-corruption team are now doing everything they can to stop the war — including him shouting against the war in each court hearing, writing anti-imperialistic and anti-war op-eds that get him further punishments, and his organization paying for fines for anti-war protests and running a separate full-time anti-war TV channel,” Grozev said.

    “Unfortunately, none of this has led to mass protests in Russia, and I can completely understand many Ukrainians’ sentiment that all Russians bear collective guilt for not doing enough to stop this barbarism,” he added.
