    New Delhi: The Supreme Court on Friday recorded the assurance given by Solicitor General Tushar Mehta that Varanasi district administration will provide sufficient water facilities to the devotees performing ‘wuzu’ (ablution) in Gyanvapi mosque.

    A bench, headed by Chief Justice of India D.Y. Chandrachud and comprising Justice P.S. Narasimha said: “We record the statement of the Solicitor General that in order to facilitate the performance of wuzu, the District Magistrate shall ensure that there are sufficient number of tubs and facilities of water made available in proximity so…..no inconvenience is caused to the devotees who come for performing namaz”.

    During the hearing, Mehta submitted that toilets have been 70 metres away from the place, but they are asking for these facilities inside the premises of the mosque.

    Senior advocate Huzefa Ahmadi, appearing on behalf of the Committee of Management of the Anjuman Intezamia Masjid, submitted that the disputed area had been in use by Muslim worshippers for years for the purpose of wuzu. He stressed that this is the last Friday just before Eid.

    The bench queried Mehta as why can there be no arrangements made for Friday and Saturday? Mehta responded that it is not possible because the entry to the bathroom is through the disputed area where the purported ‘Shiva Linga’ or according to them, a fountain is located and emphasised that the toilets are just 70 metres away.

    Ahmadi questioned why should Muslim worshippers be forced to go outside the premises for the purposes of doing wuzu? Mehta replied that it is not wuzu, rather he was talking about the toilet facilities and assured that water will be provided to the Muslim worshippers for the performance of wuzu, and that there are six tubs.

    The bench stressed that to facilitate the performance of ablution, long tubs should be provided. Mehta emphasised that authorities will provide sufficient water in order to ensure that everyone can perform wuzu.

    In November last year, the apex court had extended the protection of the area inside Gyanvapi mosque where a “Shiv Linga” was found till further orders.

    The top court had said the interim order, passed in May 2022, will remain in operation till further orders.

    Committee of Management Anjuman Intezamia Masajid Varanasi, in its plea, contended the ablution area of the mosque where the “said object” has been found which, the petitioner maintains, is in fact a part of an old fountain. The plea further added that it was sealed by the district authorities and remains sealed till date, and the washroom alongside the same also remains sealed.

    The plea contended that it has created inconvenience for the worshippers where they are deprived of the wuzukhana needed for offering namaz as well as the washroom. It pointed that the door to access the washroom was through the ablution area and the same remains sealed.

    SRINAGAR: The markets across Kashmir did not exhibit any indication of revival even after the delayed crescent added a day to the Eid shopping in the subcontinent. People remained busy in managing the basics including bread, mutton, vegetables and other foods.

    Jammu and Kashmir Bank that is the custodian of almost two-thirds of deposits in Jammu and Kashmir has made public some basic information about the transactions in their system. Till 5 pm, on April 21, the data suggested Rs 564 crore was transacted through a total of 16.72 lakh transactions. This includes Rs 331.89 crore of transactions using the MPay as the card transactions were at Rs 118.5 crore and UPI transactions at Rs 115.08 crore.

    In the last three days, as already reported, the bank transacted Rs 2510 crore.

    However, the business transactions were not very encouraging. Insiders in the banking sector told TheNewsCaravan that not much of the transactions took place using the POS (point of sale) machines that most of businesses use. During the entire day, one insider said Rs 8.51 crore was transacted in 60232 sales, which is very insignificant given the tradition and practices on the eve of Eid.

    Even the cash that moved out of the banking system during the day was too little – only Rs 89 crore in 177292 crore.

    “Transactions did take place but people avoided spending the money,” one banker said. “People tend to spend as less as possible. Most of the transactions did not result in movement of cash out of the system and the digital transfer in business was too little.”

    In the last three days, the traders thought that the inclement weather was playing the spoilsport but Friday exhibited that while people were out and there were no rains, people avoided markets. Most of the markets remained deserted for the entire day. “Compare the figures of last Eid with this Eid, you will come to understand where the economy is heading,” one senior trader said.

    Market insiders hope that the onset of marriage season may trigger some turnaround.

    Now, Pelham is facing a felony charge that could result in years of jail time for allegedly firing a 9mm pistol in the direction of deputies.

    The sheriff’s deputies indicated that when they arrived at his house, Pelham sent his young daughter outside before he began firing gunshots.

    “After putting the child in the patrol car, Deputy J.W. heard gunshots coming from inside the residence,” according to the newly revealed charging documents. “Deputy J.W. reported that the gunshots were spread out in time and that they were not towards the HCSO personnel. Deputy J.W. moved his patrol car away from the front of the residence for additional safety.”

    The deputy who first said he shielded Pelham’s daughter arrived at about 8:40 p.m. An hour later, according to the filings, Pelham’s father arrived on the scene and another shot was fired.

    “[T]he bullet from this gunshot came in so close proximity to myself that I could hear the distinct whistling sound as the bullet traveled by me and then strike a metal object to my right side,” one of the deputies, identified only as J.W., reported.

    An FBI agent arrived on the scene at about 10:40 p.m. to help put Pelham under arrest. He said he heard another six to seven gunshots fired.

    The court documents indicate that Pelham has a 2003 Texas felony conviction, which barred him from being in possession of a firearm.

    SRINAGAR:  Tulip Garden in Srinagar has recorded the highest-ever tourist footfall this season as over 3.60 lakh people from different countries and states visited the garden in the last 30 days.

    Shayiq Rasool, Floriculture Officer, Tulip Garden t said that a total of 3,65,624 people visited the garden so far from  March 20 to April 18.

    He said that of total 3.60 lakh visitors, 58,600 were locals while 3,03,870 were from different states of the country, adding that 3154 foreign tourists also visited the garden in the last 30 days.

    The officer said that it is for the first time that such a massive rush of visitors has been witnessed at the garden. “Tulip garden has witnessed a record-breaking tourist footfall this season,” he said.

    Pertinently, Prime Minister Narendra Modi in a tweet a few days ago said that Jammu and Kashmir is beautiful, and even more so during the Tulip season.

    Tulip garden was thrown open by the authorities for the general public on March 19 while the administration in wake of the rush of the visitors had also issued traffic advisory to ensure that there is no inconvenience to the people.

    Republicans contend they are pushing for the bill, SB 1616, at the urging of the Florida Department of Law Enforcement, the agency which now manages the state plane used by the governor and which has been inundated with record requests. GOP lawmakers asserted that releasing the information would allow someone to look for “patterns” that could jeopardize DeSantis’ security.

    “Everything we do is monitored,” said Senate President Kathleen Passidomo (R-Naples). “Bad actors can find out a lot. … I think it’s perfectly appropriate. Here we have a young governor who has young children, a young family. God forbid something would happen because information is out there.”

    Republican supporters also said there was nothing in the legislation that would alter campaign finance laws that require state political officials to disclose when they use political committees or campaigns to pay for travel.

    But Democrats ripped the bill as a way to keep DeSantis’ actions out of public view while open government advocates called it one of the worst ever proposed exemptions to the state’s much-lauded Sunshine Law.

    “It’s so clearly an attempt to protect this information from reporters wanting to know how taxpayer money is being spent,” said state Sen. Tina Polsky, a Boca Raton Democrat.

    Barbara Petersen, the executive director of the Florida Center for Government Accountability, called the legislation “stunning” and “unbelievable.”

    “It’s beyond the pale,” said Petersen, an attorney who has tracked open records laws and issues for 30 years. “It blows a hole in the public records law. … This is a governor who doesn’t want anyone to know what he’s doing.”

    Under then-Florida Gov. Rick Scott — a multimillionaire who owned his own jet — the state sold off planes used by the governor and other top officials. Scott sharply criticized two of his rivals in the 2010 governor’s race by pointing to news articles that detailed how they had used the state plane at the expense of taxpayers. In one instance, a state auditor questioned whether then-Attorney General Bill McCollum had misused state resources in how he used the state plane.

    After DeSantis took office, state legislators authorized spending millions to acquire a jet that could be used to get the governor around the large state and where commercial travel in and out of Tallahassee is not easy.

    DeSantis routinely will use the state plane if he travels somewhere to hold a press conference or to deal with emergency response efforts. The Florida Department of Law Enforcement has been slow to turn over record requests showing when and where the state plane has been dispatched.

    Flight tracking websites show that this year, DeSantis has used private chartered planes — or planes used by prominent Floridians — on out-of-state trips such as those connected with his book promotional tours. The governor’s office has said no state dollars have been used on those trips, but DeSantis’ political operation has not answered questions about the private planes.

    But the bill legislators are poised to pass would essentially shield all information related to “security and transportation services” provided to DeSantis, his family, as well as visiting governors and their families, legislative leaders, the chief justice of the Florida Supreme Court and members of the Florida Cabinet.

    Passidomo asserted that she was not worried about DeSantis misusing the state plane if his travel records were no longer public.

    “He thinks about these things,” she told reporters.

    New Delhi: Led by Unified payments interface (UPI), payment modes like debit and credit cards, prepaid payment instruments – mobile and prepaid cards processed 87.92 billion transactions worth Rs 149.5 trillion in 2022, a report showed on Monday.

    The UPI Person-to-Merchant (P2M) and Person-to-Person (P2P) are the most preferred payment modes among consumers with a market share of 40 per cent and 44 per cent, respectively, in terms of transaction volume (UPI was 84 per cent in total).

    In 2022, UPI clocked over 74.05 billion transactions in volume and Rs 126 trillion in terms of value, according to the report by Worldline, a global leader in payment services.

    The average ticket size (ATS) for UPI P2P transactions was Rs 2,753 and ATS for UPI P2M transactions was Rs 687 (by December 2022).

    However, in terms of value, UPI P2M accounted for 18 per cent share whereas UPI P2P accounted for 66 per cent of digital transactions, according to the report.

    Payment through credit and debit cards accounted for 7 per cent in volume and 14 per cent in value.

    “The adoption of multiple payment solutions is a boon in our journey to realise the dream of a less-cash India,” said Ramesh Narasimhan, CEO, Worldline India.

    For UPI, the transaction volume and value almost doubled since last year as it recorded a 91 per cent increase in volume and over 76 per cent increase in value in 2022 as compared to 2021.

    As of December 2022, the total number of POS terminals deployed by merchant acquiring banks crossed the 7.55 million mark – a 37 per cent YoY growth.

    The total number of credit and debit cards in circulation by the end of 2022 was 1.02 billion, the report showed.

    In 2022, credit cards volume and value stood at 2.76 billion and Rs 13.12 trillion respectively.

    The debit card transactions volume and value stood at 3.64 billion and Rs 7.4 trillion, respectively.

    By December 2022, the number of prepaid payment instruments was 16.23 billion. Out of which, 13.34 billion were wallets and 288.8 million were cards, said the report.

    Dhaka: The heatwave has gripped many parts of Bangladesh, including the capital Dhaka, as the country enters the height of summer, the Meteorological Department said.

    According to the Bangladesh Meteorological Department, the highest temperature of the day, recorded in the country’s Chuadanga district, nearly 215 km west of Dhaka, was 41.8 degrees Celsius, Xinhua news agency reported.

    It said the temperature in Dhaka on Sunday reached 40.5 degrees Celsius, which was the highest in 58 years.

    Dhaka streets had fewer pedestrians than usual on Sunday afternoon and work had stopped in some open-air construction sites.

    The bitumen on several roads in Dhaka had melted in the midday heat, further evidence of the blistering temperature.

    SRINAGAR: Amid forecast for very light rain and thunderstorms in the next 24 hours and fairly widespread precipitation thereafter till April 21, night temperature recorded a rise on Saturday, officials said.

    A meteorological department official here said that Srinagar recorded a low of 9.1°C against 9.0°C on the previous night and it was 1.5°C above normal for the summer capital.

    Qazigund, he said, recorded a low of 6.2°C against 6.0°C on the previous night and it was 0.3°C below normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of 4.6°C against 3.6°C on the previous night and it was 1.8°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of 10.6°C against 9.4°C on the previous night and it was 4.5°C above normal for the place, the officials said.

    Gulmarg recorded a low of 7.0°C against 5.4°C on the previous night and it was 5.5°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at 6.2°C against 5.6°C on the previous night and it was 0.1°C below normal for the north Kashmir area.

    Jammu recorded a low of 21.2°C against 20.3°C on the previous night. It was 2.0°C above normal for J&K’s winter capital, he said.

    Banihal, he said, recorded a low of 9.3°C (above normal by 1.1°C), Batote 13.2°C (above normal by 2.7°C), Katra 19.4°C (2.9°C above normal) and Bhadarwah 8.9°C (1.9°C below normal). Ladakh’s Leh and Kargil recorded a low of minus 0.2°C and 3.3°C respectively, he said.

    Regarding the forecast, he said, isolated very light rain and thunderstorms were expected in the next 24 hours.

    He said from April 16-17, generally cloudy weather with intermittent light rain, thunderstorm and lightning “with occasional moderate intensity rains for short period” scattered to fairly widespread places of Kashmir and a few places of Jammu division.

    From April 18-19, he said, the weather is likely to be generally cloudy with intermittent light to moderate rain (light snow over higher reaches)/thunderstorm/lightning at fairly widespread places of Kashmir division and few places of Jammu division.

    From April 20-21st, he said, generally cloudy weather with intermittent light rain, thunderstorms and lightning was expected at a few places. “From April 22-26, the weather is likely to be mainly dry weather.” (GNS)

    Navarro acknowledged that at least 200 to 250 records in his possession belong to the government, but he contended that no mechanism exists to enforce that requirement — and that doing so might violate his Fifth Amendment rights against self-incrimination. Last month, U.S. District Court Judge Colleen Kollar-Kotelly rejected that claim, ordering Navarro to promptly return the records he had identified as belonging to the government.

    But Navarro appealed the decision, rejecting the notion that the Justice Department had any legitimate mechanism to force him to return the records. And he urged the court to stay Kollar-Kotelly’s ruling while his appeal was pending. But the appeals court panel — which included Judges Patricia Millett and Robert Wilkins, both appointees of President Barack Obama, and Judge Neomi Rao, an appointee of President Donald Trump — rejected Navarro’s stay request.

    Within minutes, Kollar-Kotelly put the squeeze on Navarro, ordering him to turn over the 200 to 250 records “on or before” Friday. She also ordered him to perform additional searches or presidential records that might be in his possession by May 8, with further proceedings scheduled for later in the month.

    The flurry of filings is the latest twist in a saga that began when the National Archives discovered that Navarro had relied on a ProtonMail account to do official government business — the result of a congressional investigation into the Trump administration’s handling of the coronavirus crisis.

    Navarro is also trying to fend off criminal charges for defying a different congressional investigation — the probe by the Jan. 6 select committee — into his role in strategizing to help Trump overturn the results of the 2020 election. He faces charges for contempt of Congress for defying a subpoena issued by the select committee, a case that has been repeatedly delayed amid battles over executive privilege and immunity for presidential advisers.

    In its brief order rejecting Navarro’s stay, the appeals court panel concluded that returning the documents would not violate Navarro’s protection against self-incrimination.

    “Navarro has failed to articulate any cognizable Fifth Amendment injury,” the panel wrote. “Because the records were voluntarily created, and he has conceded both that they are in his possession and that they are the property of the United States, the action of physically returning the United States’ records to it will not implicate his [Fifth Amendment right].”

    It was not immediately clear whether Navarro would appeal the panel’s ruling.

    Justice Department attorneys argued that despite Navarro’s claim, there is a method for the government to enforce its ownership interest in the records Navarro has acknowledged retaining — a provision of the Washington, D.C., code. That statute, known as “replevin,” provides a mechanism for property owners to reclaim stolen materials even while court proceedings are pending.

    Navarro has contended that this procedure was not contemplated in federal recordkeeping laws and had never been used to enforce the return of presidential records before. But the appeals court panel said he had “not adequately demonstrated that the United States cannot proceed under the replevin statute.”

    However, the panel said it would not “prejudge” any additional arguments about that issue that might be made as the case proceeds.
