EC notice to Karnataka Cong on ‘rate card’ ads against BJP, seeks ’empirical’ evidence

New Delhi: The Election Commission has issued a notice to the Karnataka Congress over its “corruption rate card” advertisements published in newspapers targeting the BJP, and sought “empirical evidence” to prove its allegations by Sunday evening.
The notice was issued on Saturday following a complaint lodged by the Bharatiya Janata Party (BJP).
Citing provisions of the model code of conduct (MCC), Representation of the People Act and the Indian Penal Code (IPC), the panel said it appears “prima facie” that the Congress has “violated” provision of the model code by publishing the advertisement.

Ahead of the May 10 assembly polls in Karnataka, the Congress released a set of posters and advertisements listing “corruption rates” in the state, between 2019 and 2023, while terming the BJP government a “trouble engine”.
“It is a fair assumption that INC possesses the material/empirical/verifiable evidence based on which these specific/explicit ‘facts’ have been published, an action which can fairly be assessed to embed knowledge, motive and intent to do so by the author,” the Election Commission (EC) notice read.
It asked the Karnataka Pradesh Congress Committee (KPCC) president to “convey the empirical evidence of the same, for example, the evidences for rates for kinds of appointments and transfers, kinds of jobs and kinds of commission mentioned in the advertisement given by you along with if any explanation, by 19.00 hrs on 7th May 2023, and also put that in public domain”.
It said if the party fails to share the evidence, it has to show reasons as to “why action should not be initiated against you for violating the model code of conduct and relevant legal provisions under the Representation of the People Act and IPC, by 7 pm on May 7”.
The poll panel further said that the criticism of the policy and governance of opponent parties is a right guaranteed under the Constitution as well as an essential function of various political actors under the Indian electoral process.

“However, while exercising this right and performing this essential function, various political parties are expected to uphold high standards of public discourse and adhere to various provisions of MCC and relevant laws,” it said.
While general references and allusions to the alleged lack of achievement, misdeeds, not ensuring corruption-free governance of political opponents, do float in political campaigns, specific accusations and charges need to be segregated as the same must be backed by verifiable facts, it observed.
“Making specific charges, without any factual basis, is an action proscribed by the penal statues… without any corresponding informational verification vitiates the electoral process by disturbing level playing field by potentially misleading the elector, marring the exercise of making informed choices,” the poll watchdog said.
The allegations and imputations made in the advertisement were not general, the EC said.
“The advertisement, in its very content and format, makes very specific charges, accusing all levels of government machinery (political and bureaucratic) of being, compromised and saleable. This brings into disrepute the entire administration, which has the potential of fomenting a feeling of distrust and undermining the legitimacy of the governance system at large, which otherwise, inter-alia, is vital for the smooth conduct of the poll itself,” it pointed out.
The high-decibel campaign for the May 10 Karnataka Assembly election will end Monday evening and votes will be counted on May 13.

Cong ups attack on BJP, shares ‘rate card of corruption in Karnataka’

New Delhi: With just a few days to go for the May 10 assembly elections in Karnataka, the Congress on Friday targeted the ruling Bharatiya Janata Party (BJP) on the issue of corruption, and also released a “rate card” of alleged corruption in the southern state.
The Congress first shared the rate card from the official Twitter handle of the party in a bid to scale up attacks on the issue of corruption.
In the post, the Congress alleged that the Karnataka Chief Minister’s post was up for grabs for Rs 2,500 crore and the rate of ministerial posts was Rs 500 crore.

Sharing the post on Twitter, the party wrote, “Kannadigas! Here is the corruption rate card of the ‘TROUBLE ENGINE’ 40% Sarkara.”
The post also highlighted figures for “Appointment and Transfer Rates”, “Job Rates”, and alleged commission for government deals.
Following the party’s stand, even former Congress president Rahul Gandhi also shared the post and targeted the BJP, saying “trouble Engine BJP is in love with the number 40, people of Karnataka will give them 40 seats only”.
In a tweet, Rahul Gandhi said: “BJP’s 40% Commission Sarkara’s ‘Rate Card’! ‘Trouble Engine’ BJP is in love with the number 40, people of Karnataka will give them 40 seats only!”
The Congress and Rahul Gandhi has been attacking the BJP over the alleged corruption in the BJP government in the state.

Last year, the Congress launched PayCM campaign in the state to highlight the alleged corruption.
The Congress has been campaigning aggressively in Karnataka and has cornered the BJP on issues of corruption and several other matters.
The Congress released its manifesto on Tuesday and also announced several promises for the people of the state.
The party also promised to repeal, within one year of coming to power, “all unjust laws and other anti-people laws” passed by the BJP government in the state.
To woo the voters in the state, Congress announced Gruha Jyothi (200 units of free electricity), Gruha Lakshmi – Rs 2,000 monthly to every woman head of the family, Anna Bhagya – 10 kg of food grains of their choice (among rice, ragi, jowar, millet) to every person in a BPL family.
The election for the 224-member assembly is scheduled on May 10 and counting of votes will take place on May 13.

US Fed hikes interest rate, 10th in 14 months

New York: The US Federal Reserve has approved its 10th interest rate hike in 14 months, increasing its key interest rate by 0.25 percentage points.
The Fed also signalled that Wednesday’s hike may be its last one for now, BBC reported.
The rate hikes have sharply raised borrowing costs across the world’s largest economy, spurring a slowdown in sectors such as housing and playing a role in the recent failures of three US banks, the report said.

The moves have pushed the target range for its benchmark rate to 5 per cent to 5.25 per cent, up from near zero in March 2022, the highest level since 2007, BBC reported.
Higher interest rates make it more expensive to buy a home, borrow to expand a business or take on other debt. By increasing those costs, officials expect demand to fall and prices to cool off, BBC reported.
Price increases in the US have shown signs of moderating ever since the Fed started its campaign. In March, inflation, the rate at which prices rise, stood at 5 per cent – the lowest level in nearly two years – though still uncomfortably high for the Fed, which is targeting a 2 per cent rate, BBC reported.

JK Records Highest SGST Growth Rate In The Country At 44.5%: Govt

SRINAGAR: On Monday, an official press release stated that the Union Territory of Jammu and Kashmir experienced an exceptional surge in GST collections during April 2023. The total collections for the month reached Rs 917.85 crores, which is a remarkable increase of Rs 215.77 crores from the April collections of the previous year. This represents a growth rate of 30.73 percent.
As per Ministry of Finance data released today, the SGST growth rate in the aforementioned region has been among the highest in the country, showing a significant increase of 44.51 percent compared to the same period last year. Additionally, there has been a growth of 22 percent in IGST settlement in comparison to the previous financial year.
Moreover, the State Taxes Department reported that the GST collections for April 2023 are the highest-ever recorded since the implementation of GST. This is noteworthy because the previous best-ever collections for a month in terms of SGST cash and IGST monthly average in the last financial year were over Rs 600 crores, according to the release.
The monthly GST collections in the financial year 2021-2022 were Rs 496.95 crores. Recently, the SGST cash collections have been steadily increasing and have gained national attention due to the record growth in Jammu and Kashmir in April 2023, which has surpassed all previous records since the inception of GST.
The State Taxes Department has successfully expanded the tax base from 1.17 Lakh in 2021-22 to 1.34 Lakh in the financial year 2022-23. Additionally, the department granted around 25982 new registrations during the same period.
This increase in revenue collections can be attributed to the department’s efforts in improving compliance behaviour by taxpayers and providing proactive support for GST compliance. The department has also used various IT tools like BIFA, GST Prime, and GST BO portal, along with human intelligence to identify and take action against defaulters. As a result, 8800 cancellations were made in the financial year 2022-23.
Furthermore, honest taxpayers have been recognized and rewarded through the department’s tax awareness program “KARTAVYA,” which was recently launched by the Lieutenant Governor of UT of Jammu and Kashmir, according to the press release.

US economy grew at weak 1.1% rate in Q1 in sign of slowdown

The housing market, which is especially vulnerable to higher loan rates, has been battered. Consumer spending, which fuels roughly 70% of the entire economy, has softened. And many banks have tightened their lending standards since the failure last month of two major U.S. banks, making it even harder to borrow to buy a house or a car or to expand a business.
Many economists say the cumulative impact of the Fed’s rate hikes has yet to be fully felt. Yet the central bank’s policymakers are aiming for a so-called soft landing: Cooling growth enough to curb inflation yet not so much as to send the world’s largest economy tumbling into a recession.
There is widespread skepticism that the Fed will succeed. An economic model used by the Conference Board, a business research group, puts the probability of a U.S. recession over the next year at 99%.
The Conference Board’s recession-probability gauge had hung around zero from September 2020, as the economy rebounded explosively from the COVID-19 recession, until March 2022, when the Fed started raising rates to fight inflation.
Consumers, whose spending accounts for roughly 70% of U.S. economic output, seem to be starting to feel the chill. Retail sales had enjoyed a strong start in January, aided by warmer-than-expected weather and bigger Social Security checks. But in February and again in March, retail sales tumbled.
The worst fears of a 2008-style financial crisis have eased over the past month. But lingering credit cutbacks, which were mentioned in the Fed’s survey this month of regional economies, is likely to hobble growth.
Political risks are growing, too. Congressional Republicans are threatening to let the federal government default on its debts, by refusing to raise the statutory limit on what it can borrow, if Democrats and President Joe Biden fail to agree to spending restrictions and cuts. A first-ever default on the federal debt would shatter the market for U.S. Treasurys — the world’s biggest — and possibly cause a global financial crisis.
The global backdrop is also looking bleaker. The International Monetary Fund this month downgraded its forecast for worldwide economic growth, citing rising interest rates around the world, financial uncertainty and chronic inflation. American exporters could suffer as a consequence.

Still, the U.S. economy has surprised before. Recession fears rose early last year after GDP had shrunk for two straight quarters. But the economy roared back in the second half of 2022, powered by surprisingly sturdy consumer spending.
A strong job market has given Americans the confidence and financial wherewithal to keep shopping: 2021 and 2022 were the two best years for job creation on record. And hiring has remained strong so far this year, though it has decelerated from January to February and then to March.
The jobs report for April, which the government will issue on May 5, is expected to show that employers added a decent but still-lower total of 185,000 jobs this month, according to a survey of forecasters by FactSet.

The numbers closely mirrored those from last year, when the Bidens reported paying $150,439 in federal income taxes on $610,702 for an effective tax rate of 24.6 percent.
White House officials again released copies of the first family’s tax returns on Tax Day as a demonstration of transparency. Former President Donald Trump had refused to do so while in office and during the 2016 presidential campaign, claiming repeatedly that he was under government audit. With the release of their 2022 taxes, Biden has shared 25 years worth of tax returns that include his years as vice president and an earlier presidential run, according to the White House.
Much of the couple’s income was via the president’s $400,000 salary. Jill Biden was paid $82,335 for her teaching position at Northern Virginia Community College.
The Bidens, who filed their returns jointly, also reported paying $29,023 in state income tax in Delaware, where they have two homes. The first lady reported paying $3,139 in Virginia income tax.
The Bidens hit the $10,000 cap on state and local tax deductions, called SALT, a product of Trump’s tax law and derided by Democrats in high-cost states. They also paid more than $2,000 in additional federal taxes imposed by the Affordable Care Act.
Other charitable donations include $4,000 to Tragedy Assistance Program for Survivors; $2,000 to the Fraternal Order of Police Foundation; $1,680 to St. Joseph on the Brandywine (the Bidens’ home parish); $1,125 to Westminster Presbyterian Church; $1,000 each to Cranston Heights Fire Company and Ministry of Caring.
Vice President Kamala Harris and her husband, second gentleman Doug Emhoff, paid $93,570 in federal income taxes last year, with an effective tax rate of 20.5 percent.
Their combined federal earnings were $456,918, including Harris’ vice presidential salary and a reported $169,665 from Georgetown University, where Emhoff, an intellectual property and business lawyer, joined the Law Center’s teaching ranks in January 2021.

The couple paid $17,612 in California income taxes, and Emhoff paid $9,697 in District of Columbia income tax.
The couple contributed $23,000 to charity during the year. They owed $611 to the IRS.
The income figures for Harris and Emhoff were far below what they reported in prior years when Emhoff was still practicing law. When Harris campaigned for president in 2019, they released 15 years of tax returns, including earning about $2 million in 2018.

Apple Card users can now choose to grow their Daily Cash rewards by automatically depositing their Daily Cash into a high-yield Savings account from Goldman Sachs.
