Tangmarg, Mar 3 (GNS): Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, during his visit to Baramulla for Public Outreach programme has made operational the Aquarium cum Awareness centre established at Trout Fish Farm Tangmarg for the upcoming summer season.
Union Minster inspected the Trout Rearing Unit Tangmarg and reviewed various Fisheries development schemes and activities being implemented in the district. He also had an exclusive interactive session with farmers.
He distributed fishing material among 39 beneficiaries including 14 women covered under beneficiary oriented schemes of PMMSY.
On the occasion, Union Minister instructed the officers to prepare estimates and submit DPR for upgradation of Fish Farm Bella, Baramulla, which was damaged during the floods of 2014.
Earlier, Union Minister distributed sanction orders amounting Rs. 193.1 lakh in favour of 28 beneficiaries of Baramulla under various components of PMMSY/UT CAPEX scheme
Deputy Commissioner, Baramulla was also present during the function.
Union Minister was briefed that fish production in J&K has reached 25.40 thousand tons. The UT has the monopoly of Trout culture and the Trout Production here has reached to 1663 tons. During the year 2021-22, the department has produced 148 lakh of Trout seed and 14 lakh Trout seed was exported to other cold water states of the country. For providing working capital to the fishers, the department has sanctioned 696 KCCs in Fisheries Sector. Keeping in view the success of Trout Culture in Private sector, the department has kept Trout fish under One district One Product scheme (ODOP) in Anantnag and Baramulla districts. The department also contemplates to register Trout Fish products for GI tagging to project UT in the world map as a hub of Trout production, he was further informed.
Union Minister was told that the department is going to implement a project in Fisheries sector with a total cost of Rs. 232.85 crore during the next five years under Holistic Development of Agriculture plan (HADP) with an aim to double the fish production in the UT. Apart from increasing fish production and productivity, the project envisages creation of direct and indirect employment for about 2.50 lakh youth of UT. The major technological interventions under the project included introduction of modern Technology of fish culture viz RAS, Biofloc, establishment of feed mill, Hatcheries, Ice plant etc under private sector in a big way besides upgradation and strengthening of Departmental Fish farms to exploit their full potential, he was informed. To improve the genetic vigour, growth rate and survival of Trout, the department is procuring 100 lakh of genetically improved eyed of Rainbow and Brown Trout under HADP.
Parshottam Rupala emphasized the need of adopting fish farming activity as it can contribute significantly in increasing the farmers’ income in J&K.
While describing the importance of Kashmir region as an epicenter for development of cold water fisheries, Union Minister said that under the leadership of Prime Minister, Narendra Modi, various steps are being taken up by the Central Government for enhancing the productivity as well income of the fishers and special subsidy component has been kept for the Cold water states/UTs to attract more farmers for adopting this profitable venture.
Union Minister said that farmers would be made more resourceful through implementation of various schemes for marketing of Trout and also for its export to other states to get remunerative prices for their produce.
Appreciating the Department of Fisheries, he said that J&K is the leader in production of Trout and successful implementation of various centrally and UT Sponsored schemes and proposed technological interventions under HADP clearly reflects the pro-farmer approach of the present government in the UT.

NEW YORK — The comic strip “Dilbert” disappeared with lightning speed following racist remarks by creator Scott Adams, but it shouldn’t come as a shock to anyone who has followed them both.
Adams, who is white, was an outspoken presence on social media long before describing Black people as a “hate group” on YouTube and, to some, “Dilbert” had strayed from its roots as a chronicler of office culture.
The editor of the San Francisco Chronicle, which dumped “Dilbert” last year, said the comic strip “went from being hilarious to being hurtful and mean.” The Los Angeles Times, which joined dozens of other newspapers in dropping the comic following last week’s remarks, had quietly replaced four of Adams’ strips last year.
“He kind of ran out of office jokes and started integrating all this other stuff so after a while, it became hard to distinguish between Scott Adams and ‘Dilbert,’” said Mike Peterson, columnist for the industry blog The Daily Cartoonist.
As individual newspapers told readers they were dropping “Dilbert,” the company that distributed the strip, Andrews McMeel Universal, said it was severing ties with Adams. By Monday, “Dilbert” was gone from the GoComics site, which also features many top comics such as “Peanuts” and “Calvin and Hobbes.”
Adams said Monday that the strip, which first appeared in 1989, will only be available on his subscription service on the Locals platform.
“Dilbert” is effectively dead, Peterson said.
Adams said Monday on YouTube that his distributor didn’t really have a choice because clients and other cartoonists were mad. “They were just forced into it,” he said.
On Twitter, he said his book publisher and book agent had “canceled” him. The Penguin Random House imprint Portfolio said it wouldn’t publish Adams’ book “Reframe Your Brain” in September, according to the Wall Street Journal.
Adams has long been active on Twitter, whose CEO, Elon Musk, was among the few to publicly back him. He also blogs regularly and puts out a regular podcast on YouTube.
He’s attracted attention for comments he’s made in the past, including saying in 2011 that women are treated differently by society for the same reason as children and the mentally disabled — “it’s just easier this way for everyone.” He said 2016 GOP presidential candidate Carly Fiorina had an “angry wife face.”
Adams became a vocal supporter of former President Donald Trump, saying Trump had a hypnotist’s skill in attracting followers. He said that stance cost him money in lost speaker’s fees.
He said he lost the prime-time animated “Dilbert” series that ran on UPN for two seasons for “being white” when the network decided to target a Black audience, and that he lost two other corporate jobs because of his race.
During the Feb. 22 episode of his YouTube podcast “Real Coffee with Scott Adams,” he referenced a Rasmussen Reports survey that had asked whether people agreed with the statement “It’s OK to be white.” Most agreed, but Adams noted that 26% of Black respondents disagreed and others weren’t sure.
The Anti-Defamation League said the phrase at the center of the question was popularized as a trolling campaign by members of 4chan — a notorious anonymous message board — and was adopted by some white supremacists. Rasmussen Reports is a conservative polling firm.
Adams repeatedly referred to people who are Black as members of a “hate group” or a “racist hate group” and said he would no longer “help Black Americans.” On his podcast Monday, he called his “hate group” remark “hyperbole,” but continued to defend his advice that white people “get the hell away” from Blacks.
In announcing that “Dilbert” would be cut from the Kansas City Star, the newspaper’s community engagement editor, Derek Donovan, said Adams’ “antagonistic, childishly macho persona” has been a constant for years.
“It’s not cancel culture,” editor Richard Green of the Santa Rosa Press Democrat in California said. “It’s doing the right thing.”
The Sun Chronicle in Attleboro, Massachusetts, left a blank space Monday where “Dilbert” would normally run and said it would keep it that way through March “as a reminder of the racism that pervades our society.”
The San Francisco Chronicle stopped publishing “Dilbert” last October — a move that drew only a handful of complaints. Editor-in-Chief Emilio Garcia-Ruiz said in the newspaper that he had objected to a strip that said in an effort to diversify workplaces, straight men should pretend to be gay.
In a Sept. 2 “Dilbert” strip, a boss said that traditional performance reviews would be replaced by a “wokeness” score. When an employee complained that could be subjective, the boss said, “That’ll cost you two points off your wokeness score, bigot.”
In an August strip, the boss said the company was getting into the “pandemic prevention market” and creating demand by unleashing a deadly virus.
A Black employee featured in an Oct. 20 strip noted that his boss ignored his actual accomplishments to recommend him for a job for which he was not qualified. The employee backed down when told it would be a big jump in pay.
Peterson said there are other examples of how Adams’ attitudes had replaced the biting humor that Peterson and a legion of middle managers loved. Adams seemed to run out of jokes.
“The strip jumped the shark,” he said.

New Delhi: The country’s first rapid rail with amenities similar to an airplane will start running from Sahibabad in Ghaziabad to Duhai Depot from March, 2023.
It will be run on 17-km stretch of Sahibabad, Ghaziabad, Guldhar, Duhai and Duhai depot at a speed of 180 km per hour and tickets for the journey can be availed through mobile phones and card.
The track on the section has been laid and the work of installation of overhead line equipment is almost done.
A unique facility that the train will be extending is that a stretcher has been arranged in its last compartment. If a patient is referred from Meerut to Delhi, then a separate coach will be arranged for the same, so that they can be transported at a lower cost of travel.
Along with this, separate coaches have been arranged for women and separate seats have been prepared for the disabled, which can be folded when not in use.
The train has adjustable chairs and special arrangements have been made for standing passengers.
Facilities on board the train include Wi-Fi, mobile-USB charger, large windows, integrated AC system, automatic door control system, luggage storage, driver interaction system, dynamic route map, CCTV and infotainment system.
Arrangements have been made for parking 13 trains in Duhai yard, so preparations are being made to operate only 13 rapid trains in the first phase, whereas after the construction of the entire route between Delhi and Meerut, a total of 30 rapid trains will be operated.
The Operation and Command Control Centre of the Rapid Rail Corridor is being made at Duhai Yard in Ghaziabad. Operation and control of all rapid trains running on the entire route will be commanded from the operations centre.
The objective of the Delhi-Ghaziabad-Meerut Rapid Rail Transit System (RRTS) corridor project is to decongest the National Capital Region and to curb vehicular traffic, air pollution and ensure balanced regional development.
Entire Delhi to Meerut stretch is scheduled to be completed by 2025 in three phases with the first from Sahibabad to Duhai depot to be operational from March, from Sahibabad to Meerut by March 2024 and from Modipuram in Meerut to Sarai Kale Khan in Delhi by 2025.
The Delhi-Meerut RRTS is a Rs 30,274-crore joint venture of the Centre and the Uttar Pradesh government.
The Uttar Pradesh government had allocated Rs 1,326 crore for the project in the current financial year.
According to the RRTS project, 24 stations will be built along the entire corridor.
Recently in a media interaction, Vinay Kumar Singh, MD, National Capital Region Transport Corporation (NCRTC) had said that they expect around 8 lakh passengers to travel by this rapid rail daily by 2025.
Singh said: “Our target is that in 2025, passengers of Delhi will be able to reach Meerut in one hour by rapid rail.”
As per Detailed Project Report (DPR) estimates, the train fare will be fixed at around Rs 2 per km. The private agency will not have the right to increase the fare later.
Similar to Metro, the fare will be decided by the committee which is formed under the chairmanship of the judge.
There will be rapid line connectivity on seven lines of Delhi Metro which will be connected to Munirka, INA and Aerocity.
According to RRTS, approval has been received from Haryana and Delhi government for the 106 km route from Sarai Kale Khan to SNB for the rapid rail to be built from Sarai Kale Khan to Alwar.
The Centre’s approval is also expected soon.
At present, the pre-construction work is underway, so that the construction work can be started soon after getting the approval.

Top EU leaders are traveling to Ukraine this week, but they won’t be bringing promises that the war-torn country can join the bloc anytime soon.
Brussels is expected to pour cold water on Ukraine’s hopes that it could swiftly join the EU during a two-day summit in Kyiv, according to a draft statement set to be issued at the event and seen by POLITICO.
The statement makes no specific mention of the ambitious timeline Ukraine has set out, with the country’s prime minister, Denys Shmyhal, even telling POLITICO this week that he hopes to join within two years. Instead, the document offers only vague assurances about moving the process forward once all EU-mandated milestones are met.
“The EU will decide on further steps once all conditions specified in the Commission’s opinion are fully met,” the draft states. “Ukraine underlined its determination to meet the necessary requirements in order to start accession negotiations as soon as possible.”
The wording follows significant pushback from some EU countries about over-promising Ukraine on its EU membership prospects, a subject Kyiv asked to address at the summit, according to several EU diplomats and officials. Though EU national leaders will not be in attendance at Friday’s summit, officials at the European Council — which includes all 27 EU leaders — have been liaising with EU countries about the final communiqué.
EU leaders last June granted Ukraine formal candidate status in record time, but that move was much easier than rapidly moving Ukraine through the grueling negotiations required to align a candidate country with the EU’s byzantine systems, rules and regulations. That process typically takes years and years, and often stalls for long periods of time.
Still, EU countries have split over how quickly the bloc should try to move Ukraine through that accession process.
“There were clear tensions between Poland and the Baltic states on one hand and other EU countries on the language to EU accession,” said one EU official.
The official added that tensions between European Council President Charles Michel and European Commission President Ursula von der Leyen are playing into the debate as well.
“They are in a race of outbidding each other toward the Ukrainians,” the official said.
Still, while no breakthroughs are expected in EU accession talks, there is a strong will in Brussels to show solidarity with Ukraine on other issues.
“The mere fact that we’re holding a summit in a country at war” is itself significant, said a senior EU official ahead of the meeting.

Indeed, a large gathering of senior EU leaders and commissioners are expected to make the trek to Kyiv this week for meetings with EU officials.
Progress is expected in certain areas — for example, an agreement on a visa-free regime for industrial goods; the suspension of customs duties on Ukrainian exports for another year; movement on Ukraine joining an EU payment scheme easing bank transfers in euros; and integrating Ukraine into the EU’s free mobile roaming area.
Also on the summit’s agenda will be Volodymyr Zelenskyy’s 10-point peace plan, the reconstruction challenge facing Ukraine, and food security issues, with the EU set to announce a new €25 million humanitarian aid package to address Russian mining in the country.
Another EU official said that the summit sends “a strong signal that we support a country that is a victim of aggression and we underline the right of Ukraine to have a just peace at the end of this war. Ukraine has been attacked, Ukraine has a right to self-defense which they’re exercising … and only this can be a basis for a just peace.”
Reform path
The document also stresses the need for “comprehensive and consistent implementation of judicial reforms” in line with the Venice Commission’s advice, citing, in particular, the need to reform Ukraine’s Constitutional Court.
Though Ukraine recently announced changes to the court, particularly on how judges are appointed, the Venice Commission — a prominent advisory body featuring constitutional law specialists — still has concerns about the powers and composition of the body that selects the court’s candidates.
Shmyhal told POLITICO this week that Ukraine will address these questions. Kyiv has been keen to signal it is clamping down on corruption amid concerns in Washington and Brussels.
“We are holding consultations with the European Commission to see that all issued conclusions may be incorporated into the text,” he said.
