    New Delhi: The Congress on Saturday said Prime Minister Narendra Modi was playing the “victim card” and pleading for a “discredited” double-engine government in Karnataka but the people of the state have made their mind up to oust the BJP.

    The opposition party also alleged that the first day of his campaign was about “despair and desperation” and he raised “tired themes”.

    Launching his poll campaign from Humnabad in Bidar district, Modi trained his guns on the Congress over its president Mallikarjun Kharge’s ‘venomous snake’ barb at him, saying till now the opposition party and its leaders have hurled at him different abuses 91 times.

    Reacting to it, AICC general secretary Communications Jairam Ramesh said on Twitter, “Predictably PM Modi has begun his much-delayed Karnataka campaign by playing the victim card, pleading for a completely discredited so-called ‘double engine’ sarkar and abusing Congress.”

    “These will be his tired themes no doubt as he leaves the dirty tricks to Shah and Yogi to polarise,” the Congress leader alleged, targeting Union Home Minister Amit Shah and Uttar Pradesh Chief Minister Yogi Adityanath.

    “The PM’s first day of campaigning in Karnataka is a story of 3 DEs. 1. Double Engine. 2. DEspair. 3. DEsperation.

    “His speeches were full of Only Nataka, nothing concrete for people of Karnataka (sic),” Ramesh alleged.

    Hitting out at the Congress, Modi, who was on his first visit to the state for campaigning after elections were declared on March 29, accused the party of abusing the dominant Lingayat community, Babasaheb Ambedkar and freedom fighter V D Savarkar.

    The people will respond to its abuses with votes, and as much mud they sling at BJP, the lotus will bloom, he said.

    “The Congress hates everyone who speaks about the common man, who brings out their corruption, who attacks their politics of selfishness. The Congress’ hate against such people will become permanent. In this election too, the Congress once again has started abusing me,” Modi said.

    Earlier, Ramesh put out a tweet saying, “5 years ago in his Karnataka election campaign PM Modi did what comes naturally to him – lie”.

    “Today he will do so again. But the people of Karnataka know better. They will vote for Congress guarantees, not for BJP threats,” he said.

    Hyderabad: The Hussainialam police have booked three persons from two neighbouring states for allegedly outraging the sentiments of the Muslim community by raising ‘Jai Sri Ram’ slogans at Historic Makkah Masjid two days ago.

    Syed Qaiseruddin police head constable working with Hussainialam police and security in-charge of Makkah Masjid has filed a complaint with the police alleging that while he was performing duty at Masjid, three persons Makkah Masjid and sat on  Masjid steps, thereafter the trio persons suddenly raised “Jai Sri Ram” Slogans.

    Upon hearing the slogans, the members of the Muslim community gathered within the vicinity of the Mosque and raised an objection to the act.

    “The police head constable along with the other security staff including three home guards immediately caught three persons identified as Venkat, Amol both hailing from Maharashtra and Vishal of Karnataka,” said J Priyanka sub-inspector Hussainilam police station. The police in the FIR alleged that the three persons tried to disturb the criminal breach of peace at Makkah Masjid.

    A case under IPC sections 295(A) (Deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs) and 298 (Uttering, words, etc., with deliberate intent to wound the religious feelings of any person) has been booked against them and they were arrested.

    Wayanad: Congress leader Priyanka Gandhi on Tuesday made a scathing attack against the Centre and charged that the whole BJP dispensation was “mercilessly attacking” her brother Rahul Gandhi, and that the Prime Minister himself found it appropriate to malign him just because he asks questions.

    Addressing a mass public meeting organised by UDF workers here, she said Rahul’s future as Wayanad MP was now in the hands of the court.

    She said it was a strange thing for her to know that for the time being he has been disqualified from even fighting another election for eight years.

    Stressing that it was the duty of a Parliamentarian to ask questions, to demand accountability and to raise issues, Priyanka also said it was a right enshrined in the Constitution that we are free to express ourselves, free to ask, free to debate and free to dissent.

    “I find it is even stranger that the whole government, every minister, every MP and even the Prime Minister himself finds it acceptable and appropriate to malign and mercilessly attack one man just because he asks the questions they cannot respond to,” she said.

    Without naming anyone, she said truth was an uncomfortable thing “especially for those who lie and those who unleash an industrial scale of propaganda” against anyone who dares to question them.

    Pointing out that India was a nation built on the foundation of truth, non-violence, equality and justice, she said the satyagraha struggles during the time of freedom movement were also a fight for truth.

    She questioned BJP leaders’ charge that the Congress party had taken one man’s issue to be the issue of democracy.

    “It seems to be exactly the opposite. The entire government and the BJP are trying to turn democracy upside down just to protect one man. His name is Gautam Adani,” she said.

    Priyanka also said that the country was at a crossroads and what had happened to her brother was just a “symptom”.

    “It is a symptom how far we are on the path of dictatorship today,” she said.

    Attacking Narendra Modi, she said the prime minister felt responsible for defending Adani but felt no responsibility towards the people of the country, “This government believes that it owns India, but India belongs to you, my brothers and sisters,” she said.

    Describing Rahul as a “brave” and “compassionate” man, Priyanka said he was “undaunted” by the power of those who try to silence him.

    She said the people of Wayanad, his home constituency, know that he is a compassionate man who is ready to hear their issues and struggles and ready to lend them a helping hand.

    “He has raised your issues…he tried to resolve your problems…he has worked hard for you…he has stood by your difficult times,” she said.

    She said his future as an MP was in the hands of the court but he would keep on asking questions.

    “We will not stop asking questions. We will question them. We will ask for accountability. We will keep speaking the truth,” Priyanka added.

    Hyderabad: Union Home Minister Amit Shah on Sunday attended the 54th Central Industrial Security Force (CISF) Raising Day parade at National Industrial Security Academy (NISA) in Hyderabad.

    The CISF was set up under the act of the Parliament of India on March 10, 1969. Since then, CISF Raising Day is being celebrated on March 10 each year.

    This year the CISF’s annual Raising Day celebrations in being held in Hyderabad today.

    Earlier on Saturday, Shah said that the CISF forms one of the pillars of India’s internal security.

    As per officials, this is the first time that CISF is holding the ‘Raising Day’ celebrations outside the National capital, New Delhi. It used to be held at CISF ground located on the outskirts of Delhi, in Ghaziabad.

    Last year, Shah attended the 53rd Raising Day ceremony of the Central Industrial Security Force (CISF) at Ghaziabad’s Indirapuram.

    For the last couple of years, all paramilitary forces are celebrating their Raising day outside Delhi.

    On March 19, CRPF will hold an annual Raising Day in Chhattisgarh’s Bastar district which used to be once dominated by Left Wing Extremism (LWE).

    On March 10, Prime Minister Narendra Modi expressed his gratitude to the Central Industrial Security Force (CISF) personnel on their Raising Day, and thanked them for providing round-the-clock security at key locations.

    In a tweet, PM Modi said, “On their Raising Day, best wishes to all CISF personnel. The CISF has a vital role in our security apparatus. They provide round-the-clock security at key locations including critical and strategic infrastructure.”

    “The force is known for its hardwork and professional outlook,” added PM Modi.

    Union Home Shah also wished the personnel of CISF on the raising day and saluted their unwavering commitment to the nation’s security.

    Taking to his Twitter, Amit Shah said, “Warm wishes to the personnel of CISF on their raising day. They have been instrumental in securing India’s critical infrastructures and public places.”

    “I salute their unwavering commitment to the security of the nation,” Amit Shah added.

    Hyderabad: Union Home Minister, Amit Shah will review the 54th Raising Day Parade of Central Industrial Security Force (CISF) being held in Hyderabad on Sunday, March 12.

    The Raising Day Parade, which is held annually to observe the founding of CISF in 1969, is being held at National Industrial Security Academy (NISA) in Hyderabad.

    “This is for the first time in CISF’s history that the Raising Day Parade is being held out of New Delhi. This is a government directive that we should pan out as the CISF is a pan India force and people from all across the country should see the force from closer quarters,” said CISF Additional Director General (North) Piyush Anand said at a press conference on Friday.

    He informed me that a decision was taken that the CISF should go outside NCR on rotations. “As the NISA is a centre of excellence for CISF, it has been decided that Raising Day Parade will be held here,” added Anand.

    “A total of 23 medals including one Gallantry and 22 President’s Police Medals for meritorious service and President’s Police Medal for distinguished service will be presented during the parade, which will be followed by spectacular demonstrations by the CISF and Fire personnel,” he said.

    A senior CISF officer has confirmed that for the first time, the annual celebration will be held outside Delhi.

    It used to be held at CISF ground located on the outskirts of Delhi, in Ghaziabad.

    “This time, it will be celebrated at National Industrial Security Academy (NISA) in Hyderabad. Union Home Minister Amit Shah will be the chief guest on this occasion,” he said.

    Last year, Shah attended the 53rd Raising Day ceremony of the Central Industrial Security Force (CISF) at Ghaziabad’s Indirapuram.

    “The preparation for the celebration is in full swing. A long list of guests has been prepared,” he added.

    For the last couple of years, all paramilitary forces are celebrating their Raising day outside Delhi.

    On December 1, BSF held Raising Day Parade in Amritsar. It was the first time in Gujarat and the second time outside of Delhi.

    Why one state’s plan to unwind a Covid-era Medicaid rule is raising red flags

    The high-speed effort in Arkansas, where more than a third of the state’s 3 million people are on Medicaid, offers an early glimpse at the potential disruption in store for the country as states comb through their Medicaid rolls for the first time in three years. These verifications, once routine, were suspended during the pandemic, and their resumption nationwide could lead to as many as 15 million people, including 5.3 million children, losing their health insurance.

    While some states are taking pains to create a safety net to keep people insured, whether under Medicaid or a different health plan, other state Medicaid agencies are facing pressure from GOP governors and legislatures to work through the process as quickly as possible.

    “It’s not surprising to me that we have a state like Arkansas — and now we’re beginning to hear from other states as well — where the pressure to move fast is going to be overwhelming,” said Sara Rosenbaum, professor of health law and policy at the Milken Institute School of Public Health at George Washington University. “The net result of all of this is that I expect — and look, the [federal] government expects — a lot of people to fall through the cracks. I think the government has seriously underestimated just how many people are going to fall through the cracks.”

    Sanders, who also earlier this month introduced a new Medicaid work requirement, is focused “on implementing bold policies that move people from government dependency to a lifetime of prosperity,” a spokesperson said.

    Arkansas’ truncated timeline — the shortest announced by any state — coupled with the fact that thousands lost Medicaid when the state briefly implemented a work requirement in 2018, has many fearing that tens of thousands of low-income Arkansans who are still eligible for Medicaid will lose access to their doctors and medications because they fail to fill out the requisite paperwork.

    “This is so much bigger than the work requirements, so it could be much more devastating. Work requirements were … just a few thousand people. This is everybody,” said Loretta Alexander, health policy director of Arkansas Advocates for Children and Families. “You just know that there’s going to be some people that fall through the cracks.”

    But Gavin Lesnick, a spokesperson for the Arkansas Department of Human Services, said the state has learned lessons from its past and is “confident” its plan will “properly protect benefits for eligible Medicaid recipients.”

    “The Arkansas Department of Human Services has worked to develop a comprehensive unwinding plan that both protects taxpayer dollars and ensures that recipients who remain eligible for and need Medicaid benefits keep their coverage,” he said. “Our primary goal is to make sure Medicaid resources are being properly utilized.”

    During the pandemic, enrollment in Medicaid and the Children’s Health Insurance Program swelled by more than 25 percent, surpassing 90 million, as a result of a congressionally created requirement that states keep people continuously covered in exchange for extra federal funding.

    Unwinding that program represents one of the biggest reshufflings of the health care landscape since Obamacare began nearly a decade ago. And while Arkansas is moving the fastest to complete its unwinding work, GOP lawmakers in other states, such as Arizona, are eyeing whether there is anything they can do to expedite their work as well.

    Still, national health care experts are warily eyeing Arkansas, in part, because of its history with work requirements, which many view as a cautionary tale of how Medicaid recipients can be tripped up by bureaucratic paperwork and lose coverage.

    More than 18,000 low-income adults were thrown off Medicaid in 2018 for failing to show that they worked or participated in another job-related activity for at least 80 hours in a month. Many complained that a confusing system made it difficult to comply with the rules, and a 2019 study found that a lack of awareness and confusion about the new rule led to a wave of terminations, despite the fact that 95 percent of an estimated 140,000 affected people should have remained covered.

    Similarly, a recent survey from the Urban Institute, funded by the Robert Wood Johnson Foundation, found that 64 percent of adults in Medicaid-enrolled families had heard nothing about the return to the regular renewal process.

    “I don’t think [the state] set out to strip people of coverage they were entitled to receive back in 2018,” Rosenbaum said. “But if the process is subjected to very intense expectations about speed, a lot of the errors that we saw in the work requirements experiment — where people were not contacted or they couldn’t understand the contact and the information was incorrect or incomplete — we’re going to see it all over again.”

    GOP lawmakers — who passed a bill creating the six-month timeline for completing redeterminations in 2021 — believe the state will be able to both complete its work in a timely fashion and prevent eligible people from accidentally losing coverage. They argue that moving through the process as quickly as possible will free Medicaid resources for the state’s most vulnerable.

    “We want to take care of our Arkansans that really need help, but we also understand that we live in a budget neutral state and we have to have a balanced budget, so we have to be smart about our finances,” said Republican state Sen. Missy Irvin, chair of the state Senate Public Health, Welfare and Labor Committee. “We want to secure these programs so that they’re sustainable for the people that really really need them.”

    Because Arkansas continued to conduct renewals and redeterminations during the pandemic — despite not being able to remove anyone from state rolls — it has identified more than 420,000 people who appear to be ineligible for Medicaid and need to go through the renewal process by the end of September to determine whether they qualify. An additional 240,000 people will go through the regular renewal process over the course of the year.

    Organizations who work with Medicaid recipients say the state’s interim work — coupled with the fact the state started sending renewal letters to beneficiaries earlier this month, essentially giving itself a two month head start — is likely to make the process of conducting renewals an easier, though still daunting, task. It also means that the state is planning to meet CMS’s recommendation that states process no more than one-ninth of their caseload each month in all but two months of the renewal process.

    “CMS has long communicated that states may have a large volume of pending redeterminations. That is why the agency has stressed that states and territories will need a reasonable period of time to complete this work effectively, efficiently, and according to the letter of the law,” a CMS spokesperson said.

    Still, Arkansas hospitals — aware of the state’s past challenges — are fretting about potential coverage losses.

    “Most of the hospital administrators out there remember what it was like before — the huge numbers of people who had no coverage. We were having to care for and take those losses,” Melanie Thomasson, vice president of financial policy and data analytics at the Arkansas Hospital Association. “Right now, taking those losses would be devastating.”

    Groups such as Arkansas Advocates for Children and Families laud some of the steps Arkansas’ Medicaid agency has taken to smooth the unwinding process, such as improving communication between the state’s SNAP and Medicaid eligibility systems, translating documents for the state’s Marshallese community, and reaching out to organizations with whom they have previously had an adversarial relationship, such as Legal Aid, which has sued the state Medicaid agency at least five times in the last seven years.

    The state has also brought on an additional 350 contract caseworkers to handle the increased work, made plans to hand-deliver renewal packets to its most vulnerable Medicaid recipients, and opened a telephone hotline so people can verify and update their contact information.

    Arkansas Medicaid advocates also note that, unlike in 2018, redetermination is happening on a national scale under an administration that has put guardrails in place for the unwinding process and is acutely concerned about Medicaid recipients erroneously losing coverage. And they note that the state has had years, not months, to prepare.

    “I think they’ve learned from past experiences. Even before the work requirements were over, you could see that they were starting to actually recognize the mistakes that had been made and trying to figure out how to get past the initial fumbling that they had done when they introduced it,” Alexander said. “They recognize what’s going on and how important this is and how many things can go wrong if they don’t get it right.”

    Still, organizations on the ground say it’s not a matter of if but how many people who are still eligible for Medicaid lose their coverage, raising concerns about whether the state will have enough staff to conduct the renewals and is spending enough money on outreach to make sure people are on the lookout for their renewal letters and know they need to respond.

    Arkansas’ renewal form asks for a litany of details, including proof of income and a full list of people’s financial resources, such as checking and savings accounts, property and cash on hand, vehicles owned, medical costs, costs to take care of others, a full list of household members, whether a child with an absent parent resides in their household and the absent parent’s Social Security number. Failing to answer the questions correctly could mean losing Medicaid coverage.

    And observers of the Medicaid unwinding process also remain worried about the state’s ability to connect people who are no longer eligible for Medicaid coverage onto low- or no-cost plans on the federal health insurance exchange.

    “We will have some individuals that are inappropriately disenrolled, but we’ll have many more individuals who will be appropriately disenrolled but may not find their way forward into a subsidized plan on the health insurance marketplace,” said Joe Thompson, president and CEO of the Arkansas Center for Health Improvement. “I think a great deal of focus has been on redetermining Medicaid eligibility. We have not made similar investments in terms of navigating people to health insurance exchange plans.”

    New Delhi: Congress president Mallikarjun Kharge on Friday said his party will keep raising the Adani issue inside and outside Parliament and added that if the government does not work democratically, “people will get rid of it”.

    Addressing a press conference at the Congress headquarters here, Kharge posed a set of 10 questions to the government on various issues, including a controversy involving the business group headed by industrialist Gautam Adani and the expunging of certain remarks made by party leader Rahul Gandhi and him in Parliament.

    Alleging that the Adani “scam” is a huge one involving public money, he wondered why is the government reluctant to order a joint parliamentary committee (JPC) probe into it.

    Kharge said he had not said anything unparliamentary in his speech in the Rajya Sabha and only asked certain questions on the Adani issue.

    “Why is the Modi government not conducting a joint parliamentary committee probe into the allegations against the Adani Group? What is the reason behind (Prime Minister Narendra) Modiji and his government not even allowing (anyone) to raise the word Adani in Parliament?” he asked.

    “Why are the RBI, the SEBI, the ED, the SFIO, the corporate affairs ministry, the IT (department) and the CBI paralysed? So many scams have happened and why are they still silent? They only see other people but not him (Adani),” the Congress president alleged.

    “Modiji is now using our Parliament like a washing machine to wash the scams of his friend,” Kharge later alleged in a tweet in Hindi.

    He said it is the opposition’s job to ask questions of the government.

    The people of the country have elected parliamentarians and it is their responsibility to protect people’s money and rights and ask the government questions on the impact of scams on common people, he added.

    “But they did not agree to the (formation of a) JPC nor allowed us to raise the issue in Parliament and that is why our people are agitated.

    “We will keep asking questions of the government in parliamentary democracy. But the government does not want to allow Parliament to function democratically and is talking of autocracy. If the government is not ready to work democratically and talks of autocracy and dictatorship, people will get rid of it,” the leader of opposition in the Rajya Sabha said.

    “Shouldn’t the falling value of the LIC’s money, invested in Adani’s companies, be questioned? Shouldn’t questions be asked as to why the value of the LIC’s and SBI’s shares fell by more than Rs 1 lakh crore in the stock market?” Kharge asked.

    “Is it a fact that France’s Total Gas has stopped its USD 50 billion investment in Adani’s company, pending the completion of an investigation against Adani? Has the world’s largest equity investor, Norway Sovereign Fund, sold all Adani shares worth USD 200 million?

    “Has the MSCI downgraded the ranking of Adani’s companies? Have Standard Chartered, City Group, Credit Suisse stopped lending against Adani’s dollar bonds? Has Dow Jones removed Adani’s companies from the ‘Sustainability Indices’?” he asked.

    “What is the reason that Modiji and his entire government do not allow even the utterance of the word Adani in Parliament?” Kharge asked, adding that the country demands answers to these questions.

    The Congress chief said he has written to the Rajya Sabha chairman over the expunging of his remarks. By merely expunging his remarks, the allegations made by people and the media will not be cleared, he added.

    On his remarks in the Rajya Sabha and that of Gandhi in the Lok Sabha being expunged, Kharge said, “You can well imagine what is going on in the name of democracy.”

    He said he was the floor leader in the Lok Sabha for five years and the leader and the deputy leader in the Karnataka Assembly, but had never seen verses or words like “washing machine” being expunged.

    “The entire opposition is together on the demand for a joint parliamentary committee probe into the Adani issue. There is unity on this and everyone wants to save the country and protect poor people’s wealth,” he said.

    Asked about the Rajya Sabha chairman’s role, Kharge said, “I don’t want to say anything, you have seen it for yourself…. If I say something, they will say I am raising questions on the chairman…. I have great respect for him. We want parliamentary democracy and that is why we are moving with sensitivity.”

    Congress leader Jairam Ramesh also alleged that “Parliament TV blacks out whatever Opposition demands and does”.

    “Yesterday, Chairman of the Rajya Sabha chided the Leader of Opposition for not elevating level of the debate. He is of course silent at the way the Jagadguru of Jhoot debased it completely with cheap personal swipes at his opponents. Chanting ModiChalisa does not elevate debates,” the former Union minister wrote on Twitter.

    Adani Group stocks have taken a beating on the bourses after US-based short-selling firm Hindenburg Research made a litany of allegations, including fraudulent transactions and share-price manipulation, against the business conglomerate.

    The Adani Group has dismissed the charges as lies, saying it complies with all laws and disclosure requirements.
