Hyderabad: The Telangana government is facing difficulties in conducting exams due to various issues that have arisen during the examination period. In the ongoing open school examinations in the state, the Intermediate paper for Monday’s Code 318 Economics Telugu Medium could not be delivered to the centers, leading to the decision to cancel the examination. The postponed paper will now take place on May 13 at the same centers where candidates are currently writing their exams, according to the Director of the Telangana Open School Society, Government of Telangana.
The failure of the Telangana Open School Society to deliver the economics paper has become another problem in the state. Sources indicate that closed envelopes containing the economics paper had reached all centers, but upon opening them, the English paper was found inside, causing confusion among the candidates. After receiving complaints from all centers, officials informed higher authorities and the Director announced the cancellation of the examination.
Following the cancellation, the Director of the Telangana Open School Society announced the new examination date of May 13 for the Economics (Telugu Medium) exam. However, the press note issued by the Director did not provide any reasons for the negligence in the selection of question papers or explain why the English paper was replaced with the Economics paper. Additionally, the society officials did not announce any actions or investigations against those responsible for the incident.
This latest incident has compounded the difficulties faced by the Telangana government in conducting exams. The government has already been grappling with complaints of rigging in the Telangana Public Service Commission examinations and the disclosure of the SSC paper. The failure of the Telangana Open School Society to deliver the correct question paper is yet another challenge for the government to address.

New Delhi: The CBI will question Delhi Chief Minister Arvind Kejriwal on Sunday in its probe into the excise policy scam, a move that has escalated the AAP-Centre faceoff and became a fresh rallying point for opposition unity push ahead of the 2024 Lok Sabha elections.
As opposition leaders like the Congress president Mallikarjun Kharge and JD(U) supremo and Bihar Chief Minister Nitish Kumar expressed solidarity with Kejriwal on Saturday and renewed calls to speed up opposition unity efforts to take on the BJP, officials said the CBI may ask the AAP chief about the policy formulation process, especially of the “untraceable” file which was earlier slated to be put before the Delhi Council of Ministers.
Kejriwal is being summoned as a witness and is not an accused in the excise policy case in which his former deputy Manish Sisodia was arrested by the Central Bureau of Investigation(CBI) on February 26. Sisodia was last month arrested by the Enforcement Directorate(ED) and is in judicial custody.
The chief minister on his part said the Aam Aadmi Party(AAP) has emerged as a ray of hope for the country and claimed that is the reason why efforts are being made to trample it.
In his first reaction after being served a notice by the CBI to appear before it at 11 am on Sunday, Kejriwal said he will be present before the probe agency.
Addressing a press conference here, he said no other party has been targeted in the last 75 years as the AAP. He also alleged that the agencies were torturing people to extract false confessions.
Asserting that if he was “corrupt” then no one in the world was “honest”, Kejriwal also claimed that BJP leaders were demanding his arrest and that if the saffron party had “ordered” the probe agency to arrest him, it cannot refuse doing so.
Kejriwal said he will sue the CBI and ED officials for alleged perjury and filing false affidavits in courts.
Union Law Minister Kiren Rijiju took a jibe at Kejriwal over his sue CBI and ED remarks, saying the AAP leader will file a case against the court if convicted.
It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP. The policy was later scrapped.
Kejriwal also wrote to his Tamil Nadu counterpart M K Stalin, saying democracy in India is being dealt blows every single day and the country’s federal structure is in grave danger. “It is a foregone conclusion that democracy in India is suffering from blows every single day.”
Sources said that Kharge telephoned Kejriwal, and stressed the need for opposition parties to unite against the BJP ahead of the 2024 general elections.
Kharge is learnt to have expressed solidarity with Kejriwal, they said.
Nitish Kumar said Kejriwal will reply to “all the actions” initiated against him at an “appropriate time”.
“People know what is happening against him (Kejriwal). He is a well-regarded person and he has done a lot of developmental work in his state. He will reply to all the actions that have been initiated against him at the appropriate time”, the Bihar chief minister told reporters in Patna.
“This is the reason that we are making efforts to unite more and more parties in the country against the BJP-led central government. We will make all efforts and work unitedly.”
Kumar met Kejriwal in Delhi on Wednesday in his attempt to forge an alliance of opposition parties against the BJP-led National Democratic Alliance (NDA) at the Centre before the 2024 general election.
In his reply to a letter from Stalin, Kejriwal noted that “every tenet” of the India’s Constitution stands compromised, be it liberty, equality, secularism, or fraternity.
Making a strong pitch for opposition unity ahead of the 2024 Lok Sabha elections, the DMK supremo recently said there should be collective effort towards ensuring federalism, equality and social justice.
The AAP alleged that the Centre was “misusing” probe agencies to “harass” its leaders and preparing to arrest Kejriwal.
It also alleged that the Centre was “scared” of the AAP and their aim was to finish the party.
Addressing a press conference, senior AAP leader and Delhi Cabinet minister Atishi asserted Kejriwal was the only politician speaking out on the issue of corruption, which was why efforts were being made to stifle his voice.
As the political slugfest intensified, the BJP claimed that Kejriwal was trembling with fear following the CBI summons to him, and said he should take a lie detector test if he had nothing to be afraid of.
At a press conference, BJP national spokesperson Gaurav Bhatia also slammed the AAP leader for attacking the central government over the summons and said it was not the time for rhetoric but accountability.
Delhi Police will deploy over 1,000 security personnel, including paramilitary forces, outside the CBI headquarters to ensure the safety of Kejriwal, officials said.
Security will also be tightened outside the AAP office in Rouse Avenue, they said.
An adequate number of barricades will also be placed on the streets at both these places to ensure AAP workers and supporters do not create any trouble, they said.
Officials said the CBI may also quiz Kejriwal on the statements of other accused where they have indicated the manner in which policy was allegedly influenced to favour some liquor businessmen and the ‘South liquor lobby’.
In addition, the agency may also seek his role in the formulation of the excise policy and his knowledge about alleged influence being cast by the traders and ‘South lobby’ members, the officials said.
Kejriwal may also be asked if he was involved in the formulation of the policy before it was given approval, they said.
“When you’re here, you wonder why anyone would ever want to leave,” Biden marveled soon after his arrival at the Windsor Bar and Restaurant. A capacity crowd had waited for hours to see him in the rustic pub. “Coming here feels like coming home.”
When presidents travel abroad, they are traditionally tight, focused affairs calibrated with a specific goal in mind: To advance the White House’s interests and shape the place they will soon leave behind. But for three days in Ireland, as Biden roamed the countryside by motorcade with his sister Valerie and son Hunter in tow, the president seemed content to exist within it.
He met dignitaries and townspeople. He toasted his Irish ancestors, the Irish people, Irish Americans and even the “quite a few,” he said, “who wish they were lucky enough to be Irish.”
He took a selfie with nationalist politician and alleged former Irish Republican Army member Gerry Adams, as well as with an Irish reporter and nearly anyone else who wanted one. He kissed babies and had a close encounter with a sliotar.
He butchered the name of New Zealand’s famed rugby team — badly. At one point he tried, unsuccessfully, to make friends with the Irish president’s dog. In a surprise to nobody, he quoted at least three different Irish poets but may have quoted his Grandpa Finnegan even more.
And all that came before Friday evening, when Biden traveled west across the country to County Mayo, where he recalled “the history and hope and the heartbreak” of his ancestors in front of an estimated 20,000 gathered at a 19th-century cathedral on the banks of the River Moy.
“Family is the beginning, the middle and the end,” Biden said. “That’s the Irish of it: the beginning, middle and the end.”
Just hours earlier, Biden had visited the Knock Shrine, a pilgrimage site for Catholics made all the more significant by a chance meeting with the priest who administered last rites to his late son, Beau. The encounter reportedly brought Biden to tears.
Biden had come to Ireland to reaffirm its close relationship with the U.S. — and to reaffirm his own personal relationship with a place he credits for shaping him. It was here that the criticisms he faces at home seemed to fade away: His age didn’t make him old, it provided him wisdom. His gaffes didn’t make him shaky, they gave him charm.
Biden has made no secret of his deep fascination with his ancestral origins. And since visiting Ireland as vice president to trace his lineage, he’d eagerly sought a reason to come back. The White House found its justification in the 25th anniversary of the Good Friday agreement that largely ended sectarian violence in Northern Ireland — a U.S. brokered deal that’s served as an integral element of the island’s tight relationship with America.
Yet Biden spent only a handful of hours in Northern Ireland before jetting off to his ancestral homeland. Combined with the dearth of policy announcements or apparent progress on political priorities, the move raised questions over whether the trip was, as one reporter put it, “a taxpayer-funded family reunion.”
The White House rejected the characterization, pointing to his speeches and meetings with Irish and U.K. leaders. Biden, though, appeared otherwise determined not to let thorny political demands intrude too much on his mutual lovefest with the people of Ireland.
The president has answered only a single question unrelated to his visit, on the search for the Pentagon document leaker. The most substantive answer he gave all week to any query came in response to the child who had asked about the key to success — prompting Biden to launch into a winding and often-told anecdote about the late conservative Sen. Jesse Helms and the importance of not judging people’s motives.
“That’s a long answer to a real quick question,” he conceded, well after the child had lost interest.
At times, it was tough to tell where Biden as president ended and Biden as tourist began. His tour through the country was sentimental and joyful. During a visit to Carlingford Castle, he peered across the water through gathering fog, chatting quietly with a local guide enlisted to bring him through the last Irish landmark Biden’s great-great-grandfather saw before embarking for America over 170 years ago.
“It feels wonderful,” Biden said of his emotions upon visiting the site, as a bagpipe and drum ensemble prepared to strike up an original piece entitled: “A Biden Return.”
In Dundalk, a short ride from the castle through the County Louth where his Finnegan ancestors once lived, Biden bantered with workers at a local market, debating which food and souvenirs to buy. (He left, the town paper later reported, with a bounty: Lemon meringue, chocolate eclairs, bread and butter pudding, pear and almond cake, and a mug with an image of a dog on it.)
And on Thursday, as he became the fourth U.S. president to address a joint session of Ireland’s Parliament, Biden paused to recognize the familial significance of what he would term “one of the great honors of my career.”
“Well mom,” he said, looking skyward, “you said it would happen.”
In between speeches and state dinners, the scenes at times bordered on chaos. Throngs of well-wishers lined Biden’s routes, some stationing themselves mere inches off the road as the motorcade whipped by. Others gathered on highway overpasses in the driving rain, waving Irish and American flags.
As Biden stopped in local towns and businesses, the tight spaces and swelling crowds caused visible alarm among his Secret Service detail. “A security nightmare,” one agent muttered at one point.
But Biden, basking in the middle of it all, seemed unconcerned.
“I wish our mom, Catherine Eugenia Finnegan Biden, were here today. She’d be so damn proud,” he said in the Windsor Bar, surrounded by a mix of relatives, Irish officials and local residents. “Louth held such a special place in her heart, it really did.”
As the trip wore on and the outside world fell away, Biden appeared to feel increasingly at home — a sentiment he expressed so frequently that some reporters and aides joked he might actually stay.
“I don’t know why the hell my ancestors left here. It’s beautiful,” he said on Wednesday.
“I only wish I could stay longer,” he told Irish lawmakers on Thursday.
“I’m not going home,” he said, admiring the Irish president’s residence.
Biden, however reluctantly, would eventually have to head home, set as he was to depart the Irish coast late Friday for his family’s adopted shores of Delaware. But well before then, he made permanent his intention to return.
“Your feet will bring you to where your heart is,” Biden wrote in the guestbook at the Irish president’s residence, in reference to a line he attributed to William Butler Yeats that he said his grandfather often quoted.
It was a slightly more poetic way of reiterating a pledge that he’d already made at the Windsor Bar, before striding back into the cold, where the crowds stood eager and waiting: “The bad news for all of you is, we’ll be back,” Biden said. “There’s no way to keep us out.”

Hyderabad: In a significant development in the Telangana State Public Service (TSPSC) exam paper leak case, the Enforcement Directorate (ED) has entered the scene to question tge key accused.
The central agency filed a petition in the Nampally court, seeking permission to question Praveen Kumar and Rajasekhar Reddy, both suspended employees of the TSPSC who are currently in judicial custody.
As there were allegations of money laundering, the ED moved the court to record the statement of the accused under section 50 of the Prevention of Money Laundering Act (PMLA). The agency submitted to the court that it has the powers to take up investigation under Sections 48 and 49.
The ED has registered an Enforcement Case Information Report, based on the media reports, information in public domain and preliminary inputs from intelligence.
The court was told that a four-member team of ED officials will record the statements of the accused.
The ED also sought court’s direction to Chanchalguda Jail superintendent to allow laptops, printer and other electronic gadgets into the jail for recording the statements.
The agency also mentioned in its petition that it had written to the Central Crime Station (CCS) on March 23 seeking documents and details of the case. It sought a direction to the police to hand over the case details.
The ED has also issued notices to two TSPSC officials, including confidential section officer Shankara Lakshmi. They have been asked to appear for questioning on April 12 and 13. The accused had stolen the question papers from Lakshmi’s computer.
Meanwhile, the Special Investigation Team (SIT) of Hyderabad police probing the paper leak on Tuesday submitted its investigation report to the Telangana High Court in a sealed cover. Hearing the petition of NSUI leader Balamoori Venkat, the court had directed the SIT to submit the report.
The Advocate General submitted to the court that out of 18 accused, 17 have been arrested by the SIT while efforts were on to arrest another accused who is in New Zealand.
The petitioner’s counsel argued that he has no trust in SIT which works under the state government. He also submitted to the court that the SIT investigation is confined to few lower-rank employees of the TSPSC. Stating that the ED is talking about transactions from abroad, he said investigation by the Central Bureau of Investigation (CBI) alone can bring out the facts.
The court asked the Advocate General whether candidates were allowed to appear in the examinations as per rules and sought details like the name of the agency which was outsourced the task of conducting the exams.
The paper leak issue rocked the TSPSC last month. Two employees broke into a computer system in the confidential section of TSPSC, stole question papers, and shared them with others.
The TSPSC has cancelled four examinations conducted by it including the preliminary exam conducted for recruitment to Group-1 posts in the government departments.
The SIT has also recorded the statements of TSPSC Chairman, Secretary and a member and also questioned several candidates who had scored good marks in Group-1 exam.
SRINAGAR: In a first of its kind initiative that aims to further ease the varsity’s postgraduate and undergraduate examinees, the University of Kashmir has started the process of framing new guidelines for setting of question papers to bring about greater clarity in the content and better conceptualisation of questions.
Vice-Chancellor Prof Nilofer Khan has given her go-ahead to a proposal mooted by the Controller of Examinations to constitute a broad-based committee of academics from the main and satellite campuses to formulate a policy document on setting of question papers for various UG and PG examinations.
The larger idea, according to officials, is to have the question papers set strictly in accordance with the syllabus and have their language and content enriched for easy comprehension by the examinees.
“Setting a question paper involves more than merely asking questions. It is important to see how rich a question paper is conceptually and whether its standard is good enough to evaluate a student holistically. Additionally, it is also about ensuring that the academic level of students is kept in mind while framing the questions,” Controller of Examinations, KU, Dr Majid Zaman, said.
He said the committee is also mandated with framing a proper set of instructions for paper setters, including use of proper vocabulary and punctuation marks, appropriate assembling and ordering of the questions, besides spelling out clear instructions for the examinees.
“Sometimes a comma can change the whole dynamics of a particular question. We want to ensure that students do not have to find themselves caught up in a situation where they need more clarifications regarding questions in the examination hall,” Dr Majid said.
Added emphasis is being laid on ensuring that question papers do not encourage routine memorisation by the examinees, while special focus will be on setting question papers which facilitate an evaluator to evaluate a student on the basis of holistic and applied knowledge rather than going by a purely all-bookish approach.
The Committee which held its maiden meeting on Thursday has been asked to submit its recommendations within a month’s time.
“The Vice-Chancellor was keen enough to have this reform initiated in the larger interest of the students. We are very hopeful that the committee recommendations will prove to be highly beneficial for examinees,” Dr Majid said, adding that the process for necessary Statutory amendments by the competent bodies will be initiated soon after the committee recommendations are finalised and approved.
Dr Majid said that they are also planning to rope in academics from some GMCs as well as affiliated colleges of KU in the committee for a larger representation in the panel.
SSC Hindi question papers are in circulation on WhatsApp.
Hyderabad: The recent controversy of the SSC question paper leak in Telangana has prompted authorities to take additional precautions in the remaining examinations.
From now onward, not only students, but the staff on exam duty will also undergo frisking. Staff will be frisked by police personnel at the examination centers, Telangana Today reported.
Mobile phones will not be allowed
To ensure that the examinations are conducted free from any kind of malpractice, the school education department has instructed the staff not to carry their mobile phones inside the examination centers. In addition, officials from other government departments will be deployed to monitor the examinations for any potential irregularities.
Apart from the presence of police pickets, additional teams in civilian clothes will be deployed near the examination centers to prevent any untoward incidents.
Telangana SSC question paper leak controversy
These decisions were taken after the recent incidents wherein SSC exam papers were leaked on WhatsApp just minutes after the commencement of the examinations.
The second language Hindi question paper was leaked at an exam center in Warangal on Tuesday morning. On the first day of the exams, the Telugu question paper was leaked on WhatsApp by a teacher who was on duty as an invigilator at an exam center in Tandur, Vikarabad.
In response to these controversies, the authorities have taken the decision to frisk not only the students but also the staff on exam duty at the examination centers. This additional measure aims to prevent any potential leaks or malpractices during the examinations and to maintain the credibility of the examination process.
Hyderabad: Bharatiya Janata Party (BJP) Telangana state president Bandi Sanjay Kumar on Monday demanded the resignation of state education minister Sabitha Indra Reddy for the alleged question paper leak of Class 10 examination in Vikarabad.
Reacting strongly to the reports of the question paper leak of Telugu subject in Class 10 examinations, Sanjay, in a statement, charged the Telangana government of failing to conduct even Class 10 examinations in a fool-proof manner without giving scope for any leakage of question papers.
Holding the K Chandrasekhar Rao government responsible for the question paper leak, he said it was unfortunate that such leakage of question papers had become routine during the KCR regime.
“It is shameful on the part of the KCR government to continue despite the fact that it cannot conduct even Class 10 examinations properly, which proved to be a curse for the students,” he said.
Sanjay also alleged that the state government was deliberately indulging in the leakage of question papers to benefit some corporate and private schools. “It has miserably failed to control the usage of technology for question paper leakage,” he said.
He said, “The students were already under tremendous stress on writing the examination covering the entire syllabus and the leakage of question papers would add to their stress further. Such thoughtless decisions will put the lives of students in jeopardy.”
Demanding that the government should discuss with the legal experts and do justice to the students on the question paper leakage, Sanjay asked the government to see that at least the remaining examinations were held in a fool-proof manner in a peaceful atmosphere.
“I request the students not to feel stressed out but write the examinations with a cool mind,” he added.
New Delhi: The Aam Aadmi Party (AAP) on Sunday raised questions on the genuineness of Prime Minister Narendra Modi’s degrees and claimed that they would turn out to be fake if a probe is conducted.
Chief Minister Arvind Kejriwal and his party have launched a fresh attack on the issue since the Gujarat High Court on Friday quashed a seven-year-old order of the Central Information Commission (CIC) that had asked the Gujarat University to provide information on Modi’s degree to Kejriwal and also imposed a fine of Rs 25,000 on the AAP chief.
AAP had raised the issue in 2016 also and the then BJP chief Amit Shah and the then finance minister Arun Jaitley had displayed Modi’s degrees during a press conference to debunk its allegations and demanded an apology from the Delhi chief minister for trying to defame Prime Minister Narendra Modi.
On Sunday, AAP Rajya Sabha MP and national spokesperson Sanjay Singh asked the prime minister to reveal the truth before the nation, saying if his degrees turn out to be fake, he would lose his Lok Sabha membership and also become ineligible to contest elections for submitting wrong information to the Election Commission.
“Entire BJP is rattled since the issue of the prime minister’s degree came to the fore. All the ministers and spokesperson of the BJP have scrambled to prove that the prime minister’s degree is not fake,” the AAP leader told a press conference here.
“If a probe is conducted the prime minister’s degrees would turn out to be fake and his (Lok Sabha) membership will be cancelled,” he claimed, referring to the Election Commission’s rules.
“He will neither remain an MP nor remain eligible to contest elections because the prime minister has committed a big fraud,” he alleged.
The BJP has, however, alleged that Kejriwal was attacking Prime Minister Modi as probe agencies have been unearthing “proof” of corruption of the AAP government including in the Delhi excise policy scam.
Addressing a separate press conference, AAP chief spokesperson Saurabh Bharadwaj said the question is not about Prime Minister Modi’s academic qualification but “moral turpitude” if he has made a false claim about his qualification and obtained a fake degree.
“Should a person, who is morally so narrow-minded and has even procured a fake degree, be a prime minister, chief minister, minister, deputy chief minister, MLA or MP?” Bharadwaj said.
The answer to this question is no, he added.
According to the Election Commission’s rules, Singh said, candidates contesting elections have to submit details about their assets and properties as well as academic qualifications.
And the Election Commission rules say that if you submit wrong information about your degree or property, your membership can be cancelled, Singh added.
At the press conference, the AAP leader showed a purported copy of Modi’s degree issued by Gujarat University and highlighted the alleged wrong spelling of the word University in the document in a bid to substantiate his claim that it is fake.
“The degree of the prime minister which has been made public and once shown by home minister Amit Shah at a press conference raises many questions,” he said
“Here spelling of the word university has been written as unibersity This is the degree which Home Minister Amit Shah had shown at a press conference, saying Modi did MA from Gujarat University,” the AAP leader said, pointing to the purported document.
He also claimed that the font used to print ‘Master of Arts’ in his degree was introduced in 1992 while the prime minister said that he had done his MA from the varsity in 1983.
“He has come after studying entire political science from Unibercity,” the AAP leader said while taking a dig at this.
Singh also ran a purported video of Modi where he could be heard saying that he did not continue his studies after school education in his village and asked if prime minister Modi got his bachelor’s degree in 1979 from Delhi University and he did MA from Gujarat University in 1983 why did he make such a statement after becoming Gujarat chief minister in 2005-06.
The AAP leader also termed as “shocking and ironical” the Gujarat High Court’s verdict on the prime minister’s degree issue.
“Gujarat High Court verdict was ironical and shocking as the CIC had ordered Gujarat University to show Modi’s degree and the varsity filed an appeal against this order.”
“But, Gujarat High Court imposed a fine on Arvind Kejriwal who had nothing to do with it. He had not even gone to file the appeal, the AAP leader told reporters.
Kejriwal had filed the RTI application in the matter.
“I have only one question today. Whether in the 21st century, India’s prime minister should be educated or not. Does India need an educated PM,” the AAP chief had said on Saturday, adding if there is a valid degree of Modi, why is Gujarat University not showing it.
Gujarat University is unwilling to part with the information on Modi’s degree either due to his arrogance or his degree is fake, Kejriwal charged, firing a fresh salvo at the prime minister.
