    On completing one year CM Mann promises to turn state into ‘Rangla Punjab’

    Chandigarh: Punjab Chief Minister Bhagwant Mann on Thursday listed out the achievements of the AAP government on its first anniversary and promised to accelerate the state’s progress to turn it into ‘Rangla Punjab’.

    He spoke about his government fulfilling the AAP’s guarantees of giving 300 units of free electricity per month, government jobs for the youth, and opening of mohalla clinics, among others.

    “The AAP government, which was elected with expectations and big hopes, completed one year in office. Punjabis created history by giving a huge mandate to the AAP one year ago,” he said.

    In the 2022 Punjab Assembly election, the Aam Aadmi Party won 92 of 117 seats.

    “Within one year, we gave 26,797 government jobs,” Mann said, adding that 87 per cent of households in the state got zero electricity bills.

    The chief minister also said that a decision to regularise the services of 14,000 temporary employees in the education department and 14,000 in other departments has been taken.

    Services of outsourced employees will also be regularised after removing “legal hurdles”, he said.

    On the agriculture front, Mann said his government gave MSP on ‘moong’ crop and Rs 1,500 per acre for promoting direct seeding of rice and also cleared sugarcane dues of Rs 392 crore.

    More than 500 mohalla clinics have been opened in Punjab and 12 to 15 lakh people have availed healthcare services at these facilities, he said and termed it his government’s “big achievement”.

    He further said the AAP government in Punjab will start Schools of Eminence for students.

    Mann also spoke about the sacrilege and accused the previous governments of doing nothing to ensure justice in the matter. He said that his party had promised to deliver justice in cases related to the desecration of the Guru Granth Sahib.

    Referring to the 2015 Kotkapura police firing incident, he said a 7,000-page chargesheet and there was no “political interference” in the probe carried out by the Punjab Police special investigation team.

    “Since we did so much work in the first year, we will now shift to the second gear of progress. Big industrialists are keen to invest in Punjab, they will set up their units and it will create jobs,” the chief minister said.

    “Our motive is not (to form) the next government… Generally, parties start looking at how their next government will be formed… we are saying people have made the government. Our priority is to take our next generation forward and raise the standard of living of the poor,” he said.

    Asserting that his government was working towards turning the state into a ‘Rangla (vibrant) Punjab’, Mann said, “If you have shown faith in me and then keep the faith. I will never break your faith.”

    The chief minister said that his government will start a “very big campaign” against drugs.

    Asserting that his government has zero tolerance towards corruption, claimed that his government took strict action in graft cases. Many former ministers are in jail and action has been taken not only against influential people but also against those who belonged to the ruling AAP, Mann added.

    The AAP was born out of an anti-corruption movement, he said.

    SRINAGAR: The National investigation Agency on Wednesday said it conducted searches at multiple locations in Jammu and Kashmir and Punjab in a militancy related case.

    Quoting a statement, news agency—Kashmir News Observer (KNO) reported that in June 2022, NIA had registered a suo-moto case against OGWs and cadres of various proscribed outfits and their affiliates, who were operating under various pseudo names on the commands of their Pakistani handlers.

    The statement said that in follow up operations in 2022, searches were conducted at 14 locations in 6 districts of Jammu and Kashmir, including Srinagar, Baramula, Pulwama, Anantnag, Budgam and Kathua.

    “The case relates to terror conspiracy hatched by Pakistan based commanders of proscribed militant organisations to radicalize youth of JK and target members of minority communities, security personnel and religious events and activities. The accused were also found involved in spreading terror in JK over cyber-space,” it read.

    The statement reads during investigations, 12 suspects were identified who were in touch with different Pakistan based handlers.

    “Searches were conducted at 11 locations belonging to the suspects in Kulgam, Shopian, Pulwama, Anantnag and 1 location in Fatehgarh Sahib, Punjab in case RC-05/2022/NIA/JMU. Digital devices and incriminating material were seized from these locations yesterday.

    Further investigations in the case are in progress,” it read.

    Ludhiana: The BJP on Sunday targeted the AAP government over the law and order situation, saying it has “failed” to take action against self-styled Sikh preacher Amritpal Singh and his supporters in the recent Ajnala incident.

    “Till today, no action has been taken by the Punjab government against the violators,” said BJP leader Kewal Singh Dhillon here while referring to the Ajnala incident.

    Last month, radical preacher Amritpal and his supporters, some of them brandishing swords and guns, broke through barricades and barged into the Ajnala police station on the outskirts of the Amritsar city, clashed with police for the release of one of Amritpal’s aide.

    During the incident, six policemen, including a Superintendent of Police rank officer, suffered injuries.

    BJP leader Dhillon further said, “The law and order is a state subject and responsibility of its maintenance cannot be shifted upon anyone else.”

    He claimed that as a result of “deteriorating” law and order, industrialists of the state are feeling insecure and are contemplating to shift their businesses to other parts of the country.

    Punjab BJP general secretary Jeewan Gupta accused the Bhagwant Mann government of not taking any step to boost industry in the state.

    Kapurthala: A man has been arrested here on Saturday for allegedly threatening to kill senior Congress leader and Bholath MLA Sukhpal Singh Khaira, police said.

    Khaira, in his complaint, said that he received a threat on one of his social media accounts that he will be shot for his various outbursts, Senior Superintendent of Police Rajpal Singh said in a statement.

    With the help of an IT team of the police the accused, identified as Raja, was traced and arrested.

    The account used by the accused to give the threat was being run on a fake identity, police said.

    According to police, the accused has confessed to the crime.

    A case under section 506 (criminal intimidation) of the Indian Penal Code and sections of the Information Technology Act has been registered against the accused, they said.

    Further investigation is underway, they said.

    Chandigarh: Days after the siege of the Ajnala police station by supporters of a pro-Khalistan preacher, the state government on Friday asked “enemies of Punjab” to fall in line or be destroyed.

    The warning was delivered by Finance Minister Harpal Singh Cheema during his Budget speech in the state assembly.

    In its first full budget, the Aam Aadmi Party government has allocated Rs 10,523 crore for maintaining law and order — up 11 per cent from the previous year.

    “Some evil forces are always looking for opportunities to disturb peace and order in our border state,” Cheema said, adding that such attempts in the past were thwarted by “our brave police forces”.

    “I, on behalf of my government warn the enemies of Punjab to fall in line else our government shall destroy them from the root,” he said.

    Punjab’s ruling AAP has been under flak from the opposition over the “deterioration” of law and order.

    The minister did not directly refer to the incident in Ajnala near Amritsar on February 23, when radical priest Amritpal Singh’s supporters barged into a police station complex, forcing authorities to agree on the release of an arrested man.

    Cheema said the state government has set aside Rs 40 crore in the 2023-24 Budget to strengthen the security infrastructure in border districts. This includes CCTV cameras in areas close to the international border, lights and high-end police vehicles.

    He said the state government is preparing its law enforcing agencies and police forces for all odds.

    The counter-intelligence wing of the force is being fortified with the latest equipment and infrastructure, he said. An outlay of Rs 40 crore has been sanctioned for this.

    He said Rs 64 crore will be spent on modernisation of the police force and Rs 30 crore on combating cybercrime in the coming year.

    Cheema said the Anti-Gangster Task Force had arrested 567 criminals and killed five gangsters, busted 156 modules, and seized 563 weapons and 125 vehicles till February-end.

    Delhi: A Punjab bill which aims at giving property rights to more than 11,200 tenants occupying over 4,000 acres of land after paying due compensation has received presidential assent, officials said Thursday.

    President Droupadi Murmu also gave her assent to a Telangana bill which allows the imposition of fines on people standing surety for securing bail in cases of grave offences if he or she fails to produce the accused on the date fixed by the court.

    The Punjab Bhondedar, Butemar, Dohlidar, Insar Miadi, Mukarraridar,
    Mundhimar, Panahi Qadeem, Saunjidar, or Taraddadkar (Vesting of Proprietary
    Rights) Bill, 2020 was passed by the Punjab assembly when the Congress government was in power in 2020, an official said.

    The legislation was later approved by the Aam Aadmi Party government.

    The move allows property rights to more than 11,200 tenants occupying over 4,000 acres land after paying due compensation.

    It is expected that the legislation will empower tillers of such land, who belong mostly to the economically and socially weaker sections of the society, another official said.

    These tenants have been in occupation of small parcels of land for many years and inherit their rights by succession from generation to generation.

    However, since they were not registered owners, they neither have access to financial institutions for loans nor get relief for any natural disaster.

    Now, they will get all benefits like other land owners.

    SRINAGAR: In a disturbing incident that took place at the Doaba Group of Colleges in the Kharar area of Mohali, Punjab, a group of Kashmiri students were brutally attacked, leaving two of them critically injured. The assault occurred during a fresher’s party hosted by the Kashmiri students when a group of aggressors attempted to forcefully enter the venue.

    According to reports, a teacher from the college attempted to reason with a group of individuals accused of assaulting Kashmiri students, but was met with violent abuse. The situation quickly spiraled out of control when the group of aggressors later entered the hostel mess where the Kashmiri students were having dinner. Shocking CCTV footage has emerged on the internet, showing the aggressors storming into the hostel mess armed with rods and other weapons, and attacking the Kashmiri students. The accused group is believed to include both students and local residents.

    Despite widespread condemnation, the attack on Kashmiri students has been described as a random act and not targeted based on their identity. Out of the five students who sustained injuries, two – Irshad Ahmed Khan and Faiz – are said to be in critical condition. An FIR has been filed at the Sadar Kharar police station, under IPC Sections 307 (attempt to murder), 148 (rioting, armed with deadly weapons) and 149 (unlawful assembly), among others. The number of accused is said to be 26 out of whom 6 have been identified as Jasvir Singh, Harmanjot Singh, Amarinder Singh, Jashan, Likhnesh Gautam and Sodha Ram. While one of the accused has been arrested so far, further efforts and investigation is underway.

    Adil Yousuf Bhat, the North-Zone District President of the Jammu and Kashmir Students Association, has informed the association members that he received an anonymous phone call from an individual claiming to be from Doaba Group of Colleges. The caller allegedly reported oversight of the matter by the college administration. “I received a call from an unknown number. Kashmiri students were attacked and beaten by some locals and are currently in hospital but the college authority is silent and immediate help is needed,” Bhat said.

    Two days after attack, the Punjab chief minister’s office (CMO) on Sunday directed the police to nab the culprits swiftly. The directions came after the national convener of the Jammu and Kashmir Students’ Association (JKSA), Nasir Khuehami, took up the matter with Baltej Pannu, the media adviser to the Punjab chief minister.

    Nasir, in a tweeted statement expressed gratitude towards the Punjab CM’s office for taking notice of the situation. The tweet read, “I thank Punjab CM and his Media Advisor for personal intervention in Kharar Mohali incident where 5 Kashmiri students were injured after being attacked in hostel mess. One person has been detained and FIR under IPC Section 307, 148 and 149 registered against 26 accused. Chief Minister’s office ensured that action will be taken against those found intimidating students from Kashmir valley. These incidents will not be tolerated at any cost.”

    The tweet further read, “There is no such issue related to the beating of students on the basis of being Kashmiri. We have requested CM office, Punjab to take appropriate measures for instilling a sense of security among the students studying in the state and ensure that no student is harmed or harassed.”

    Chandigarh: The Punjab government has told the high court that granting frequent parole to Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, who is serving a 20-year jail term for raping two disciples, may lead to law and order problems in the state.

    The Punjab government’s response to a Shiromani Gurdwara Parbandhak Committee (SGPC) petition against giving parole to the dera chief is in contrast to the Haryana government’s reply to the petition.

    Supporting parole for Ram Rahim Singh, the Haryana government had said in the Punjab and Haryana High Court that he does not fall under the definition of a hardcore prisoner and cannot be termed a serial killer. He has also been convicted in two murder cases.

    The dera chief was granted 40-day parole on January 20.

    The SGPC, an apex gurdwara body, had recently challenged the parole order in Punjab and Haryana High Court.

    The Punjab government has cited the “mayhem” created by supporters of the Dera chief in Haryana’s Panchkula when he was convicted in the rape case in 2017 as a reason for its stand.

    It also told the court that some sections of society may compare the frequent temporary parole to the dera chief to the cases of some people who have been in jail for a long time. Several Sikh bodies, including the SGPC, have been demanding the release of ‘Bandi Singhs’ (Sikh prisoners), which they claim are lodged in jails despite having completed their sentences.

    “In the present case, respondent number-9 (the dera chief) has been granted parole a number of times in the last year. That information has been obtained from concerned quarters as per which the temporary release of respondent number 9 from custody is likely to create disturbance in the law and order situation in the state of Punjab,” Punjab ADGP (Law and Order) Arpit Shukla said in an affidavit filed in the court.

    According to the Punjab government, granting frequent parole to Ram Rahim Singh has led to resentment in a particular religious community and has created a “festive and celebratory atmosphere” among the dera followers, which is highly resented by some sections of the society.

    “That there is an apprehension of disturbance to law and order situation in the state of Punjab as persons opposed to the respondent no 9 may hold protests in the state of Punjab which may extend to activities like burning effigies/traffic jams/dharnas to express displeasure against the temporary release of respondent no -9,” the Punjab government told the court.

    In 2021, the dera chief, along with four others, was also convicted for hatching a conspiracy to kill Ranjit Singh, a dera manager. The dera chief and three others were convicted in 2019 for the murder of a journalist more than 16 years ago.

    New Delhi: Punjab NRIs Affairs Minister Kuldeep Singh Dhaliwal on Wednesday demanded to include both the Amritsar and Shaheed Bhagat Singh International Airport in Mohali for direct flights to Canada and the US.

    He said the commencement of the direct flights would ensure great facility to a large number of travellers for both sides.

    Calling on Union Civil Aviation Minister Jyotiraditya M. Scindia here, Dhaliwal apprised him that large number of Punjabis and Overseas Citizenship of India (OCI) card holders had been living in Canada and the US since long, and that during the NRI sammelan organised by the Punjab government in December last, these NRIs sought commencement of these flights.

    The state minister said there has been a persistent demand for providing direct air connectivity between Amritsar and Canada. Citing that it is of utmost significant to make direct flights operational from Amritsar to Canadian cities, the minister said presently travellers both from Amritsar and Canadian cities are hugely inconvenienced, as they have to travel to or from New Delhi or other cities in India to reach their destinations.

    Chandigarh: Peroshah village in Punjabs Gurdaspur district will be honoured with the national award — Swachh Sujal Shakti Samman 2023 — by the President of India and the Union Minister for Jal Shakti on March 4.

    The award will be given to village sarpanch Harjinder Kaur for providing excellent sanitation facilities. In the context of International Women’s Day (March 8), this award will be given to those women who have done good work in the water supply and sanitation sectors.

    State Water Supply and Sanitation Minister Bram Shanker Jimpa said that with the support of the state government, the village has got recognition at the national level by properly managing waste water and solid and liquid waste.

    Peroshah village falls in the Sri Hargobindpur block near Batala, where dirty water is being purified by the villagers using the Thapar technology following which the water is being used for irrigation. Also, compost is being prepared from the waste in the village itself.

    Harjinder Kaur has expressed happiness over the village being named for the award.

    She said that other villages should also come forward to establish such projects with the help of the government.
