COLOMBO: Highlighting the gravity of the financial crisis Sri Lanka has been undergoing, President Ranil Wickremesinghe, while addressing the nation on the eve of 75th Independence, said “we have reached the point of destruction.”
President was addressing the nation following the Independence Day celebrations attended by a large number of foreign dignitaries and envoys but boycotted by all major opposition political parties and the Catholic Churchand amidst public protests against the huge cost that had to be borne for the celebrations.
The main minority Tamil representative party, the Tamil National Alliance (TNA) boycotted the Independence Day celebrations and declared it as a ‘Black Day’.
The Catholic Church protested against the spending of over $500,000 (200 million in Sri Lanka rupee) for Independence Day while the Indian Ocean island was going through its worst-ever economic crisis. “Sri Lankan citizens have become prisoners of poverty and a brutal dictatorship,” stated the head of the Catholic Church, the Archbishop of Colombo, Cardinal Malcolm Ranjith.
“Politicians have failed to find practical solutions to the crisis. A government that has no money to bring medicine to the country, spends 200 million rupees to celebrate independence with great pride,” the Church leader charged.
Meanwhile, on Friday night, police violently chased away a group of protestors who staged a Satyagraha against the Independence Day celebrations, and some of them had been arrested. The protestors were a section who led a three-month-long continuous protest from April until former President Gotabaya Rajapaksa and the government led by his brother Mahindawere forced to step down.
However, President Wickremesinghe who took over the reins and managed to control the week-long queues for food, fuel and cooking gas, vowed that he would introduce new political reforms with the aim of taking Sri Lanka to a developed country by 2048, the centenary of the Independence.
“I’m not attempting to treat the superficial condition with painkillers. But to treat the root cause of the malaise. It is challenging and difficult, but it’s our only option. I know that many of the decisions I have been compelled to take since assuming the presidency have been unpopular. However, because of those decisions, today no citizen of this country will die of dehydration in oil queues. You won’t starve without gas. Not curse without fertilizer,” Wickremesinghe, who runs the country with the Rajapaksa loyalist majority parliament, said.
“There are those who want to keep perpetuating this wound forever, though I don’t wish. Let’s seek to heal this wound though it’s difficult and painful. If we endure the suffering and pain for a short period of time, we can get the wound healed completely,” Wickremesinghe said referring to the dire situation where people had to face the soaring cost of living and massive tax hikes introduced in January.
“Today, we are facing an unprecedented economic crisis, hitherto never experienced. Why have we faced such a situation? Who is responsible for such? Let’s be truthful. All of us are more or less responsible for this situation. None of us can point fingers and blame each other. We made mistakes from the beginning. Efforts were made to rectify those mistakes, though it was not possible to correct them completely,” the President confessed.
Sri Lankan President also announced that measures have been taken to introduce maximum devolution of powers in a unitary state, a promise that had been made to India which intervened to solve the ethnic crisis mainly between the majority Sinhalese and the minority Tamils. In 1987, Indo-Lanka Accord was signed between the then Prime Minister Rajiv Gandhi and Lankan President J.R. Jayawardene with a Constitutional amendment devolving power at a Provincial level.
Wickremesinghe announced the release of Tamil nationally owned lands that were occupied by the military since during the war and the freeing of former Tamil rebel fighters who had been incarcerated for long years, a demand made by Tamil political parties and others.
Meanwhile, Indian State Minister of External Affairs V. Muraleedharan, who represented India at the Independence celebration, met President Wickremesinghe on Saturday evening and conveyed greetings of Prime Minister Narendra Modi for the 75th Independence Day of Sri Lanka.
The Indian Minister also appreciated the measures taken by the Sri Lankan government to ensure ethnic harmony and also had discussed the implementation of the 13th Amendment to the Constitution.
Prayagraj: A day after the Supreme Court warned of action for any delay in clearing transfer and appointment of judges, Union Law Minister Kiren Rijiju on Saturday said the country will be governed according to the Constitution and wishes of the people and nobody can give warning to anyone.
“Public is ‘malik’ (master) of this country and we are servants. We all are here for service and the Constitution is our guide…. The country will be governed under the guidance of the Constitution and wishes of the public. Nobody can give warning to anyone,” Rijiju said.
“Sometimes discussions are held in the country on some matters and in a democracy everyone has the right to express their opinion. But people sitting in responsible positions have to think before saying anything, whether it will benefit the country or not,” he said, referring to reported remarks of a Supreme Court bench.
The minister was addressing an event on the 150th anniversary of the Allahabad High Court Bar Association here as the chief guest.
His remarks came a day after a bench of Justices S K Kaul and A S Oka expressed displeasure over the delay in clearing recommendations for transfer of high court judges, calling it a “very serious issue”, and warned that any delay in this matter may result in both administrative and judicial actions which might not be palatable.
On Saturday, the Supreme Court also questioned the government over the delay in clearing the names of five high court judges who had been recommended for elevation to the Supreme Court. The judges were elevated to the Supreme Court on Sunday.
The remarks are the latest in a tug of war between the judiciary and the executive over the process of appointment of judges of the Supreme Court and high courts.
Hyderabad: The stage is set for Telangana Chief Minister K Chandrasekhar Rao-led BRS Party to hold its first meeting outside Telangana in Nanded, Maharashtra, on Sunday.
It would be the second public meeting of BRS after Khammam.
Telangana Minister for Endowments Indrakaran Reddy and some senior leaders of the party are on a regular visit to the neighbouring State to oversee the arrangements including crowd mobilisation plans.
“The focus of the meeting is to encourage joinings in the party. The party is expecting some key leaders of the region to join BRS,” sources told PTI.
Rao is likely to visit a famous gurudwara in Nanded and offer prayers before the meeting, they further said. Nanded was chosen as the district has a sizeable population of Telugu-speaking people due to its proximity to Telangana.
KCR, as Rao is also known as, had earlier told reporters that several villages in the neighbouring State want to merge with Telangana, attracted by the welfare and developmental schemes being implemented by his government.
Asserting that the BRS’ slogan in the run-up to 2024 general elections would be Ab ki baar kisan sarkar’ (This time, a government for farmers), KCR recently said Maharashtra continues to witness the highest number of farmers’ suicides despite being one of the richest States.
According to political analysts, the focus of Rao’s speech would be around farmers’ issues in the Nanded meeting.
BRS would also be holding a public meeting on February 17 at the Parade Ground in Secunderabad and Tamil Nadu Chief Minister M K Stalin, his Jharkhand counterpart Hemant Soren, Bihar Deputy CM Tejashwi Yadav, JD(U) National President Lalan Singh as representative of Bihar CM Nitish Kumar and Dr B R Ambedkar’s grandson Prakash Ambedkar among other dignitaries would attend it, Telangana Roads and Buildings Minister Vemula Prashant Reddy had said in a release a few days ago.
Before the public meeting, the leaders would also be attending the inaugural ceremony of the new Secretariat complex of Telangana here on that day.
The building named after B R Ambedkar would be inaugurated by KCR between 11.30 AM and 12.30 PM on February 17, an auspicious time suggested by Vedic pundits, Reddy had said.

JAMMU, FEBRUARY 02: Chief Secretary, Dr Arun Kumar Mehta today remarked that the encroached State land is being retrieved from the big vested interests only with the purpose of reverting it back for public use.
He was speaking in a meeting of UT, Divisional and District Administration to take stock of measures being taken to streamline the anti-encroachment drive.
Dr Mehta maintained that these measures are aimed at helping common people. He observed that this land belongs collectively to the masses and retrieved land shall be used for the benefit of all of them. He stated that no person has any legal right to usurp the rights of commoners.
The Chief Secretary further pointed out that such measures should be supported by the public as the retrieved and shall be used for public utility such as hospitals, schools, play grounds, bus stands, Industries, parking spaces etc. It shall accelerate all round development in J&K.
The Chief Secretary directed the Deputy Commissioners to safeguard the habitations and livelihoods of poor and downtrodden. He enjoined upon them to develop DPRs for carrying out developmental works on such lands at the earliest so that fruits of these efforts reach the masses.
He stated that some people are voluntarily giving up the encroached lands. He told them to set an example for others and give in writing their testimonies.
The Chief Secretary also directed the IT Department to create a dedicated portal for reflecting the actual quantum of State/ Kacharie/Common land retrieved in all the districts is put in public domain for their information. He advised the Revenue Department to carryout Geo-referencing of these public assets so that the same is preserved for the public without ambiguity.
With the families of other victims of police violence in attendance, Harris and several other speakers called for passage of the police reform bill, which stalled after passing in the House in 2021. The content of the addition named after Nichols was not outlined at the service.
“This violent act was not in pursuit of public safety. … When we talk about public safety, let us understand what it means in its truest form,” Harris said of the police action that killed Nichols. “Tyre Nichols should have been safe.”
Harris traveled to Memphis for the funeral, which was held at Mississippi Boulevard Christian Church. She was not listed as a speaker on the program, but was invited up by civil rights leader the Rev. Al Sharpton during the service.
“They told her she shouldn’t be here today, but the snow backed up, and she’s here,” Sharpton said of Harris at the funeral, to applause.
The Rev. Dr. J. Lawrence Turner, pastor at the Memphis church, also called for lawmakers to act as he opened the speaking portion of the program.
“We have come with heavy hearts that can only be healed by the grace of God, full transparency, accountability and comprehensive legislative reform,” Turner said, noting that Wednesday marked the first day of Black History Month.
Former Atlanta Mayor and White House adviser Keisha Lance Bottoms, Jackson Lee and Rep. Steve Cohen, a Democrat who represents Memphis, were also present, Sharpton said.
The families of many other Black victims of police killings, including loved ones of George Floyd, Eric Garner and Breonna Taylor, came to the funeral as well, Sharpton said.
Nichols’ parents are scheduled to attend President Joe Biden’s State of the Union address next week. The Congressional Black Caucus will meet Thursday with Biden and Harris.
Nichols’ parents both called for legislative reform in their emotional remarks.
“We need to get that bill passed, because if we don’t, that blood, that next child that dies — that blood is going to be on their hands,” Nichols’ mother, RowVaughn Wells, said.
Biden previously said he was “outraged” watching the video of the police violence that led to Nichols’ death. In it, Nichols called out for his mother and asked to go home.
The 29-year-old father liked skateboarding and photography. He died three days after the brutal police beating on Jan. 7.
While lawmakers, including Sen. Cory Booker (D-N.J.) called for reform in the wake of the attack, Republicans, including Rep. Jim Jordan (R-Ohio) have actively resisted doing the same.
Five police officers were fired and charged with murder after Nichols’ death, and the officers’ specialized unit was disbanded. Two more officers were suspended, and three Memphis emergency workers were also fired.
At the funeral, Nichols’ mother said she was grateful for swift action against the officers.
Sharpton lamented that the five officers charged with killing Nichols were Black, in the city where civil rights icon Martin Luther King Jr. was assassinated.
“In the city where the dreamer laid down and shed his blood,” Sharpton said, “you have the unmitigated gall to beat your brother, chase him down and beat him some more.”

Tehran: An Iranian couple was sentenced to 10 and a half years in jail on Tuesday for dancing in Azadi Square in Iran’s capital Tehran.
The Instagram influencers— 21-year-old Astiyazh Haghigi and her fiancee 22-year-old Amir-Mohammad Ahmadi, shared a video of themselves dancing in the streets.

The 16-second video clip, posted on Instagram, showed the couple dancing romantically without the fiancee wearing a headscarf, which activists considered a symbol of defiance of the regime.
Haghigi did not wear a headscarf in defiance of the strict dress code imposed on women in Iran, where women are not allowed to dance in public or mix with men.

Haghigi and Ahmadi were reportedly arrested on November 10 in 2022, after their video went viral.
Tehran court sentenced each of them to ten years and six months in prison, a two-year ban from using the internet, and a two-year ban from leaving the country, according to the Human Rights Activists News Agency (HRANA).
Protests in Iran continues
Iran has been witnessing protests since the death of 22-year-old Mahsa Amini, on September 16, after she was arrested in Tehran by the morality police on suspicion of not respecting the country’s dress code.
The demonstrations involved people from all walks of life and different sects in Iran after Amini’s killing.
Iranian women are at the fore in the demonstrations, in which many young people participate, to chants of “Woman life freedom” and “Death to the dictator.”
The protests represent one of the country’s boldest challenges since the 1979 revolution.
Still, the disclosure that Biden plans to wind down the emergencies might have helped shore up the Democratic vote. The final tally was 220-210, with no member crossing party lines.
Republicans, who know the bill has no chance of being enacted with Biden in the White House, said their aim was to send a message and push the administration for a more detailed plan for winding down the emergency.
“We’ve been asking for one for a year,” Rep. Brett Guthrie (R-Ky.), the House Energy and Commerce Health Subcommittee chair, told POLITICO. “Hopefully, this will have them send a plan … there are issues we need to deal with.”
Energy and Commerce Chair Cathy McMorris Rodgers (R-Wash.), noting that Biden had declared the pandemic over in an interview with CBS News in September, argued it shouldn’t take months to unwind the emergency.
“I’m pleased the administration is following the House Republicans in finally abiding by President Biden’s own acknowledgment,” she said.
The end of the emergencies will halt a wide-ranging set of eased regulations established at the pandemic’s outset to bolster the country’s response. The administration’s move will mean many patients will have to pay for all, or some portion, of the costs of Covid therapeutics, depending on their health insurance or lack thereof.
The unwinding could also mean the end of Title 42, ordered by the Trump administration in March 2020 to shut down the southern border, though Republicans argued the policy could remain. The Biden administration has tried to end Title 42, but courts have blocked those efforts several times and Title 42’s fate will likely be decided by the judiciary.
Democratic leadership whipped against the bill Tuesday, saying the legislation would “abruptly end numerous policies” without sufficient coordination and leave states without billions in funding.
But they also said the emergencies shouldn’t go on indefinitely and backed the administration’s plan to end them in a few months.
“There’s a right way to wind down,” said Rep. Jim McGovern (D-Mass.). “Make sure there aren’t vulnerable people that would be impacted …This isn’t a serious effort. This is about messaging.”
The House also voted mostly along party lines, 227-203, to end a federal rule requiring health care workers to be vaccinated against Covid-19.
Republicans plan to bring to the floor later this week the resolution by Rep. Paul Gosar (R-Ariz.) to end the Covid national emergency.
That declaration undergirds Biden’s plan, now stuck in court, to forgive some federal student loans. The Senate passed a resolution by Kansas Republican Sen. Roger Marshall in November to end the national emergency, with 12 Democrats joining a united GOP in the 61-37 vote.
Marshall took advantage of a provision in the 1976 National Emergencies Act that allows senators to call for a vote on presidentially declared emergencies, and he could do so again.
Guthrie told POLITICO before the House vote Tuesday that Republicans would have a Senate vehicle to end the emergency in case the Biden administration doesn’t do so on May 11.

Hyderabad: The Cyberabad police’s cybercrime cell apprehended a gang involved in loan frauds. The accused would source bank accounts and SIM Cards on mule identities in Telangana and other states. The gang comprises call center operators, tele callers and suppliers of bank accounts, ATM cards and SIM cards.
According to the Cyberabad police, the arrested persons are Subash Kumar, Shreekant Kumar and Amit.
One of the common methods used by these people is that they put online advertisements for quick loan disbursals using the names of trusted organizations such as Bajaj Finance and mention their contact numbers in the advertisement.
“When somebody clicks on the advertisement or its link, they send them a message or sometimes people call the fraudster’s number given in the advertisement. In the guise of providing a loan, the fraudsters take money from victims on various pretexts like Loan insurance fee, loan agreement charge, GST, Loan processing fee etc.,” said Stephen Raveendra, Cyberabad police commissioner.
He added that people pay up the amount because they think that by paying money, they will get the loans. The money received from victims is taken into mule bank accounts sourced by fraudsters. Later, all payments made by victims are transferred multiple times through various accounts to prevent detection and finally withdrawn, said the officer.
The accused sourced and sold more than 675 mule bank accounts and 725 mule SIM cards and committed fraud.

SRINAGAR: For “effective utilization of manpower”, the Jammu and Kashmir government has made public the policy for inter-departmental deputation of employees, which will be based on their technical and professional qualifications. The guidelines were issued by GAD on basis of the Administrative Council Decision taken on January 1, 2023.

The policy will cover all employees in Jammu and Kashmir except all India services, JKAS, Jammu and Kashmir Police, Jammu and Kashmir Accounts Gazetted Service and Jammu and Kashmir Forest Gazetted Service. Under the policy, departments requiring the services of particular employees on basis of their expertise will have to follow a formal process, which has been detailed in the order.
The Policy
Here is the policy that will govern the inter-departmental deputations:
“This policy shall govern the deputation of employees possessing higher educational/technical qualifications outside their parent departments where their specific skill-sets/qualifications can be put to better use, consistent with the requirements of the borrowing departments.
Objective
Developmental Departments like the Public Works (R&B) Department, Agriculture Production Department, Department of Rural Development and Panchayati Raj, Housing and Urban Development Department, Information Technology Department etc., are facing a dearth of technically and professionally qualified employees. There is a large pool of skilled employees in the Government, whose services are currently being under-utilized. Skill mapping and optimum utilization of the mapped skills are among the fundamental tools for good governance. In order to ensure efficient utilization of human resources, and with a view to match demand and supply for improving efficiency in governance, a need has been felt to utilize the services of these qualified (technical/professional) employees effectively. This shall address the skill gaps in various technical/developmental departments and provide employees with an opportunity to put their specific skill sets to the best possible use.

Procedure for utilization of services in other departments
The initiation for the process of utilization of services of qualified (technical/professional) employee(s) shall be at the level of the department that intends to utilize the services of an employee with such qualifications as may be suitable for the better functioning of the department, or at the level of the employee (technically/professionally qualified) who is desirous of providing his/her services in such a department where his/her higher qualification/skill-sets may be better utilized.
An employee desirous of offering his/her technical/professional services to another department may visit a designated window, which shall be made available on the e-HRMS portal, through his/her CPIS ID and submit a form prescribed for the purpose, along with copies of the relevant certificates/degrees/diplomas. The employee shall also provide reasonable justification as to how his/her services shall be better utilized in the department where he/she intends to provide his/her services.
Alternately, the department that intends to utilize the services of a (technically/professionally qualified) employee may submit an application in the format prescribed for the purpose, along with the details of such employee(s) whose services they intend to utilize, to the Screening Committee headed by the Administrative Secretary, General Administration Department.
General Administration Department shall seek the comments of the parent department of the employee in all cases.
The above application(s)/cases shall be accompanied with the following documents:-
(i) Requisition by the borrowing department as per the prescribed format (Annexure-B).
(ii) Application form to be submitted by the candidate on the e-HRMS portal.
(iii) Copy of the first two pages of the service book of the employee.
(iv) Copy of the relevant recruitment rules/guidelines.
(v) Comments of the Administrative Secretary of the employee where he/she is presently employed or where his services are to be utilized.
(vi) Statement showing length of service rendered earlier by the employee.
(vii) Status of employment (substantive/on probation/temporary)
(viii) Latest vigilance clearance/work and conduct of employee.
(ix) Affidavit from the employee to the effect that he/she shall not claim extension in the tenure of deputation beyond the sanctioned term, and that the employee shall not claim any preferential right in matters of promotion, perks, salary/emoluments etc. in the borrowing department.
Screening Committee
For the purpose of this policy, a Screening Committee comprising the following shall be constituted, which shall scrutinize all the applications for the utilization of services of qualified (technical/professional) employees received from the different departments:
Administrative Secretary, General Administration Department (Chairman).
Representative of Planning, Development and Monitoring Department (Not below the rank of Additional Secretary) (Member).
Representative of Finance Department (Not below the rank of Additional Secretary) (Member).
Representative of the Parent/Lending Department (Not below the rank of Additional Secretary) (Member).
Representative of the Department where the services of the employee is to be utilized (Not below the rank of Additional Secretary) (Member).
The above committee shall be serviced by General Administration Department.
The above Screening Committee shall examine each case and submit its recommendations to the General Administration Department, which shall place the same before the Competent Authority for consideration/approval.
Period for utilization of services
The services of an employee will be initially utilized on deputation for a period of one year from the date the incumbent employee is relieved from the parent department. The period of utilization of services may be extended, provided both the parent department and the borrowing department mutually agree upon the extension. The decision of the Screening Committee shall be final and binding in the matter relating to extension in the deputation. Such extension shall be for a maximum period of one year at a time, but the maximum term of deputation shall not, under any circumstances, exceed four years.
If the department expresses intent to retain an official beyond the prescribed tenure, it shall initiate a proposal for seeking concurrence of the parent department three months before the date of expiry of the tenure. In no case shall the borrowing department retain an official beyond the sanctioned term, unless prior approval of the Competent Authority to grant further extension has been obtained on the recommendation of the Screening Committee after concurrence of the Finance Department.
Incentives for opting for deputation
Employees who qualify for and provide their services on deputation shall be granted incentives in the form of age relaxation and additional weightage in recruitment against higher posts by the Government recruiting agencies. Proposals for consequential changes in the recruitment rules shall be forwarded by all Administrative Departments to the Standing Committee constituted vide Government Order No. 1223-3K(GAD) of 2021 dated 17/11/2021.
Borrowing departments shall also provide opportunities to such employees for further refinement of their existing skill sets in their areas of expertise/specialization in the form of capacity building through the organization of workshops, learning opportunities, training, etc.
Pay and conditions of service in the borrowing department
The employee whose services are utilized in another department shall retain his/her lien and promotion prospects in his/her parent department.
All matters governing the employee’s service shall be dealt with by the parent department(s) in terms of the rules as are presently applicable to him/her.
Disciplinary matters shall be dealt with by the parent department in consultation with the employee’s borrowing department, in case the disciplinary offence relates to his/her stint in the borrowing department.
The employee shall continue to draw salary from his/her parent department after obtaining the attendance from the department where his/her services are being utilized.
During the period of utilization of services, the employee shall continue to be governed by the same pay scale which would have been applicable to him/her had he/she continued to work in the parent department.
The employees who qualify for and are deputed under this policy shall not claim for any preferential treatment in the borrowing department in matters of salary, allowances, perks etc.
The employees who qualify for and are deputed under this policy shall not claim for absorption in the borrowing department.
A person in a higher scale of pay/level in pay matrix shall not be appointed on deputation to a post in lower scale of pay/level in the pay matrix.
The designation and post of the employee shall remain unchanged in the new department.
The deputation of any employee shall not affect the sanctioned strength of the posts within the borrowing department and the deputed employee shall work only as supplementary/additional human resource for the borrowing department.
The APRs/work and conduct of the employee shall be initiated, reviewed and accepted by the department where his services are being utilized and same shall be forwarded annually to the parent department of the employee(s).
All conditions of service, as provided in the Jammu and Kashmir Civil Service Regulations, 1956, Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956 with such adaptations, modifications and additions as have been rendered necessary by amendments issued from time to time, and other rules as exist or shall come into existence in the future shall apply mutatis mutandis to the employees deputed under this policy.”
