    Eastern Ladakh row: India, China discuss proposal for disengagement in remaining friction points

    New Delhi: India and China on Wednesday held diplomatic talks in Beijing and discussed proposals for disengagement in the remaining friction points along the LAC in eastern Ladakh in an “open and constructive manner”, but there was no indication of any breakthrough.

    During the meeting held under the WMCC framework, the two sides agreed to hold the 18th round of military talks at an early date to achieve the objective in accordance with the existing bilateral agreements and protocols, the Ministry of External Affairs (MEA) said.

    The Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) was established in 2012 as an institutional mechanism for consultation and coordination for the maintenance of peace and tranquillity in the border areas.

    “The two sides reviewed the situation along the Line of Actual Control (LAC) in the Western Sector of India-China border areas and discussed proposals for disengagement in the remaining areas in an open and constructive manner, which would help in the restoration of peace and tranquillity along the LAC in Western Sector and create conditions for the restoration of normalcy in bilateral relations,” the MEA said.

    “To achieve this objective in accordance with the existing bilateral agreements and protocols, they agreed to hold the next (18th) round of the Senior Commanders meeting at an early date,” it said in a statement.

    The MEA said the two sides agreed to continue discussions through military and diplomatic channels.

    “The 26th meeting of the WMCC was held on 22 February 2023 in person in Beijing. This was the first WMCC meeting since the 14th meeting held in July 2019, to be held in person,” it said.

    The Joint Secretary (East Asia) from the Ministry of External Affairs led the Indian delegation. The Chinese delegation was led by the Director General of the Boundary and Oceanic Affairs Department of the Chinese Ministry of Foreign Affairs.

    The 17th round of military talks was held on December 20 but there was no indication of any forward movement in the resolution of the remaining issues.

    A joint statement released after the talks had said that both sides exchanged views in an “open and constructive” manner to resolve the “relevant issues” and described the talks as “frank and in-depth”.

    The WMCC meeting in Beijing came a week before the G20 foreign ministers’ meeting in Delhi. Chinese foreign minister Qin Gang is expected to attend the meeting on March 1 and 2.

    In line with a decision taken at the 16th round of military talks, the two sides carried out disengagement from Patrolling Point 15 in the Gogra-Hotsprings area in September last year.

    India has been maintaining that its ties with China cannot be normal unless there is peace in the border areas. The eastern Ladakh border standoff erupted on May 5, 2020, following a violent clash in the Pangong lake area.

    The ties between the two countries nosedived significantly following the fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.

    As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in 2021 on the north and south banks of the Pangong lake and in the Gogra area.

    Amaravati: Public sector power generator NTPC is to set up a “New Energy Park” at Pudimadaka in Anakapalli district of Andhra Pradesh to produce products out of green hydrogen, green ammonia and green methanol at a cost of Rs 1,10,000 crore in two phases.

    An official release on Tuesday said the Andhra Pradesh State Investment Promotion Board (SIPB) cleared a series of investment proposals to establish several heavy industries in the State.

    “NTPC will set up New Energy Park at Pudimadaka in Anakapalli district to produce products of green hydrogen, green ammonia and green methanol with a total investment of Rs. 1, 10,000 crore in two phases with each phase receiving an investment of Rs. 55,000 crore,” the release said.

    The first and second phases with employment opportunities to 30,000 and 31,000 people would be completed by 2027 and 2032 respectively.

    The Accord Group would set up a Rs 10,000-crore factory at Ramayapatnam to make special minerals like copper cathode, copper rod, sulfuric acid and selenium.

    The facility would directly provide 2,500 people jobs and see work start from May 2023 and end by June 2025, according to the release.

    Andhra Paper Mills at Kadiyam would go for an expansion at an investment of Rs. 3400 crore. The expansion would be completed by 2025 and provide direct employment to 2,100 people, it further said.

    Vizag Tech Park Ltd, a wholly owned subsidiary of Adani Enterprises, would establish a 100- MW data centre at Kapuluppada in three years at a cost of Rs. 7,210 crore by setting up a 10 MW capacity unit in the first phase.

    This would offer direct employment to 14,825 people and indirect employment to 5,625. This is in addition to the 200-mg data park which is coming up.

    New Delhi: The existing annual income ceiling of Rs 8 lakh is “sufficient” to determine the OBC non-creamy layer status of community members, the Centre told Lok Sabha on Tuesday, clarifying that there is no proposal to increase the cap.

    The annual income limit to determine the non-creamy layer status for Other Backward Classes (OBC) has so far been revised four times, Union Minister for Social Justice and Empowerment Virendra Kumar said in a written reply in the Lower House.

    Congress member Dean Kuriakose had sought to know if there was any proposal to increase the OBC non-creamy layer annual income limit from the current Rs 8 lakh to Rs 12 lakh before completion of the next financial year.

    “There is no proposal for revision of the OBC non-creamy layer limit since the existing income limit is considered sufficient,” the minister said in his reply.

    The Department of Social Justice and Empowerment has also not “officially” sought any recommendation from the National Commission for Backward Classes for revision of the existing OBC creamy layer criteria, the minister clarified.

    “The income criteria for determining OBC non-creamy layer status of the candidates was fixed as Rs 1 lakh per annum at the time of introduction of the OBC reservation scheme on September 8, 1993,” he said.

    This income limit has since been revised four times so far, he added.

    The Centre revised the annual income limit for the OBC non-creamy layer from Rs 6 lakh to Rs 8 lakh in September 2017.

    Over the past two years, various sections of the media reported that the Centre was mulling an increase in the annual income ceiling for the category from Rs 8 lakh to 12 lakh.

    Maha governor’s resignation proposal: Congress demands President sack Koshyari

    Mumbai: The Congress on Monday demanded Maharashtra Governor Bhagat Singh Koshyari, who has expressed the desire to quit, be sacked by the President and not allowed to quit while the Shiv Sena (UBT) faction took a dig saying “better late than never”.

    The Congress and NCP, both members of the Maha Vikas Aghadi (MVA) along with Shiv Sena (Uddhav Balasaheb Thackeray) faction, also said Koshyari should have written to the President to discharge him of all responsibilities if he believed the position of the governor is Constitutional and not political one.

    Koshyari, who has been in the line of Opposition fire over his remarks on Chhatrapati Shivaji and shared a tumultuous relationship with the Opposition, on Monday said he has expressed a desire before Prime Minister Narendra Modi to quit the post.

    Maharashtra Congress president Nana Patole alleged when MVA was in power (from November 2019 to June 2022), Koshyari’s conduct and mentality as the governor was to break the Constitutional order.

    “Instead of writing a letter to the President to whom the position of governor is connected, Koshyari wrote a letter to the Prime Minister. He should not be relieved of his responsibilities but sacked from the post,” Patole told reporters.

    He alleged Koshyari made objectionable statements against icons like Chhatrapati Shivaji, Savitribai Phule, Jyotiba Phule and Babasaheb Ambedkar and has turned the Raj Bhavan into a Bharatiya Janata Party office.

    He said the Congress has been insisting on the removal of the governor over his controversial statements but the BJP was in agreement with the governor’s opinion.

    “We request the President that the governor should be expelled. Do not let him go voluntarily,” he added.

    Shiv Sena (UBT) leader and spokesperson Arvind Sawant said Koshyari cannot be absolved of his extra-Constitutional acts.

    Sawant questioned the basis on which the governor had administered the oath to an “extra-Constitutional” chief minister, a reference to CM Eknath Shinde, last June.

    “It is better late than never,” Sawant said.

    NCP spokesperson Clyde Crasto tweeted, “Hon’ble Governor of Maharashtra Mr. Bhagat Singh Koshyari ji surely knows that the position of a Governor is constitutional and not political. If he believed so, he would have written to the Hon’ble President of India to discharge him of all his constitutional responsibilities”.
