    Uttarakhand govt signs agreement for construction of Yamunotri ropeway project

    Dehradun: The Uttarakhand Tourism Department on Thursday signed an agreement with two private firms to construct a ropeway to Yamunotri, situated at a height of over 10,000 ft in the Garhwal Himalayas.

    The agreement between the department, SRM Engineering and FIL Industry Pvt Ltd was inked in the presence of Uttarakhand Chief Minister Pushkar Singh Dhami and state tourism and culture minister Satpal Maharaj.

    The ropeway to connect Yamunotri with Kharsali, where Goddess Yamuna is worshipped during winter, will be 3.38 km long, an official release said.

    It will be a mono cable detachable ropeway with a capacity of carrying across 500 people in an hour.

    To be built in accordance with European standards, the ropeway will spare devotees the trouble of trekking for 2 to 3 hours to reach the temple, Dhami said, adding they will traverse the distance in the ropeway car in just 10-15 minutes.

    Patna: Senior BJP leader Ravi Shankar Prasad on Wednesday said the Centre will spend Rs 44,950 crore in 2023-24 in Bihar under Bharatmala, a centrally funded project which aims to build a network of roads, highways and expressways across India.

    Prasad, a former union minister, told a press conference that the Centre has also allocated huge funds for the development of roads and highways in Bihar, besides Bharatmala.

    The Bharatmala project will connect over 550 districts headquarters of India through six-lane highways. In addition to the development of the highways and roads, a key objective of the project is to improve freight efficiency through highways.

    “Besides, the National Highways Authority of India’s ambitious six-lane Greenfield Varanasi-Ranchi-Kolkata expressway will pass through Kaimur, Rohtash, Aurangabad and Gaya districts of Bihar. Of the 610-km-long Varanasi-Kolkata corridor, 162 km will be in Bihar,” Prasad said.

    The central government has also decided to construct a Rs 1,000 crore 15-km-long elevated road from Anisabad to Gurudwara Mode on NH-30 in Patna, he said.

    “Currently 13 bridges are being constructed in several districts in Bihar and the central government has allocated Rs 23,175 crore for these works. Besides, works for the development of the first multi-modal logistic park on 100 acres of land at Fatuha (in Patna) are already on. The Centre has also made provisions for Rs 1,000 crore for the project,” Prasad said.

    The government has also sanctioned funds for several other sectors, including agriculture, tourism, fisheries, science and technology and rural development, the BJP leader said.

    He described the Union Budget presented by Finance Minister Nirmala Sitharaman as all-inclusive and far-sighted.

    JAMMU: The government of Jammu and Kashmir, giving a huge push to sustainable agriculture in the Union Territory, has approved a five year project on “Innovative Extension Approaches for Revitalizing Agriculture in Jammu and Kashmir”.

    An official statement said that the project, worth Rs. 463 crore, is aimed at empowering farmers and educated youth through technology driven and inclusive agri-extension services. One of the critical outcomes of the project would be creation of 2,000 Kissan Khidmat Ghars (KKGs), which will serve as a One Stop Center for extending farmer oriented services.

    “The extension system in Jammu and Kashmir faces many challenges, including serving a large clientele with structural complexity and functional diversity. Currently, there is a significant gap between extension workers and farmers, with a ratio of 1:1100 and contact intensity of one hour per farmer per year. The existing system is also plagued by defects such as lack of realistic base-level information, poor coordination and cohesiveness among the extension players and a low level of public confidence,” the statement quoted Atal Dulloo , Additional Chief Secretary, APD as having said.

    “The project aims to address these issues by developing a dynamic agri-extension system using IoT-enabled real-time big data for farm-centric planning and resource allocation. This technology enabled system will form the basis for a proactive agriculture extension system with a cluster approach. This approach will use real-time regional analysis of climate and agro-ecology information to promote niche agriculture under given agro-climatic conditions,” he added.

    “Innovative Extension Approaches for Revitalizing Agriculture in Jammu and Kashmir” is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of agriculture and allied sectors in UT of J&K. The prestigious committee is being headed by Dr Mangala Rai, former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics and Administration like Ashok Dalwai, CEO NRAA, Dr. P K Joshi, Secretary, NAAS, Dr. Prabhat Kumar, Horticulture Commissioner MOA and FW, Dr. H. S Gupta, Former Director, IARI, Atal Dulloo , Additional Chief Secretary, APD besides Vice Chancellors of twin Agriculture Universities of the UT.

    The project envisages to promote sustainable and profitable agriculture with a significant increase in the share of agricultural GDP. To achieve this goal, the project will establish 2,000 Panchayat level KKGs, revitalizing the Block-level Extension Advisory Committee and promoting Krishi Vigyan Kendra (KVK) as a hub of convergence of services at the district level. The project will also establish business orientation centers at SKUAST-Kashmir and Jammu and facilitate real time problem redressal through cyber extension including RS-GIS driven agro-advisories and ICT based virtual contacts and communication systems.

    The Kissan Khidmat Ghar will be a One Stop Center for farmers to access a range of services related to agriculture and allied sectors. It will serve as a knowledge center with modern ICT tools including a kiosk, to provide direct access to various information such as input supply, technology, marketing, and more. The KKG will be a platform for public-private partnership to manage the value chain effectively and economically. Each KKG will have a technical facilitator to provide end-to-end services to farmers at nominal charges.

    The project will also create a strong MIS system to maintain transparency and accountability in service delivery and information sharing with parent departments and administration. The KKG will function in close coordination with the Panchayat, fostering Public-Private-Panchayat partnership. The key functions of KKG will include execution of direct services in agriculture and allied sectors, input booking/delivery, market intelligence services, capacity building and skill development, facilitating custom hiring services and generating baseline information for policy planning and review of operational schemes at block and higher levels.

    The project will focus on holistic planning and execution of “production to profit” agriculture with area and commodity-specific extension approaches based on agri-knowledge system (JK Agri stack platform). It will converge functional extension resources and approaches for participatory planning and decentralized decision making to promote remunerative agriculture. It will also provide seamless agricultural extension services with perfect outreach and dynamic contact across the value chain and real-time resource person-client interaction. Besides, the project will focus on capacity building in agricultural extension and skill development for generating entrepreneurship and employment.

    Meanwhile, the project will also reorient capacity building programs and promote secondary agriculture with post-harvest and non-farm activities as the primary focus for harnessing better returns. This will include trainings in agri-business, marketing, secondary agriculture and non-farm activities. It will constitute an “Agri-Extension Club” promoting regular online Expert Extension Lecture Series (EELS) and skilling farmers and youth in mission mode for profitable agriculture, entrepreneurship development, agri-business start-ups, employment generation and livelihood security.

    The project will also synergize PPP extension systems and accreditation of service providers at the UT level with outcome-linked incentives. It will establish sustainable market linkages for physical and e-market and promote secondary agriculture. The project will also focus on the augmentation of mechanization, automation and digital agriculture, awareness programs, demonstrations and entrepreneurship in farm machinery services.

    The project will promote research in extension, technology and service gaps, technology adoption, and impact assessment. It will use a bottom-up approach and employ IoT-enabled real-time big data to monitor the impact of the project at the backend. The project aims to promote a smart technology-driven seamless innovative, implementable and inclusive agri-extension service that empowers farmers and educated youth to realize the sustainably progressive growth of agricultural sector in the country. By providing farmers with access to modern tools and techniques, the project hopes to increase agricultural productivity and improve food security while also reducing poverty and promoting sustainable development.

    Ultimately, implementation of a smart, technology-driven approach to agricultural extension services has the potential to revolutionize the way farmers access information and support. By leveraging the power of IoT-enabled big data, the project can measure the impact of its efforts in real-time, providing valuable insights for future decision-making. As a result, the project has the potential to contribute significantly to the achievement of United Nations Sustainable Development Goals related to food security, poverty reduction and sustainable development, making a positive impact on the lives of millions of people, reads the statement.

    Jammu, Feb 21: The track laying work commenced on the Chenab railway bridge, located 359 metres above the riverbed, in Reasi district of Jammu and Kashmir commenced, officials said Tuesday.

    The 1.3-kilometre-long bridge, which is 35 metres higher than the iconic Eiffel Tower in Paris, forms a crucial link in the 111-km stretch from Katra to Banihal, which is part of the Rs 21,653 crore Udhampur-Srinagar-Baramulla Railway Link (USBRL) project.

    “Another milestone in USBRL Project! Track laying work begins on Chenab Bridge. Once completed, this bridge will open up new possibilities for the remote regions of Jammu and Kashmir,” the Ministry of Railways tweeted, as per news agency—Kashmir News Observer (KNO).

    The base of the steel and concrete arch bridge between Bakkal and Kauri, 42 kilometres from Reasi town, was completed in November 2017, allowing for the start of the construction of the main arch which was done in April 2021.

    Another milestone on the bridge was achieved in August last year when the overarch deck of the bridge was completed with a Golden Joint’, paving way for the laying of the track.

    As per the officials, the construction work on the bridge started in 2004 but had to be suspended in 2008-09 to consider the aspect of safety of rail passengers in view of frequent high velocity winds in the area.

    Once completed, the bridge will be able to withstand winds with speed up to 260 kmph and will have a lifespan of 120 years, the officials said.

    Besides the highest railway bridge, the USBRL project has many firsts like the longest railway tunnel having overall length of 12.75 km, first cable-stayed bridge which when completed will be an engineering marvel of the 21st century.

    Out of the total 272-km USBRL project, the 161-km was commissioned in phases, with the first phase 118-km Qazigund-Baramulla section commissioned in October 2009 followed by 18-km Banihal-Qazigund in June 2013 and 25-km Udhampur-Katra in July 2014.

    The work on the project, which is the most challenging railway infrastructure project being undertaken post-independence, was started in 1997 and has missed several deadlines amid huge cost escalations.

    O’Keefe said in the video that he didn’t know why he had been ousted — “or, specifically, why this is happening suddenly, right now.”

    In the video, he recounted a weekslong conflict with the organization’s board that culminated in his separation from the group. He left the door open to continue his work.

    “Our mission continues on. I’m not done,” O’Keefe said. “The mission will perhaps take on a new name.”

    Sharing the update, Deepika took to Instagram and dropped the film’s poster.

    In the poster, we can see a big hand-like structure with one finger pointing ahead. We can also see three men with their guns aiming at that hand amidst a war background.

    Prabhas and Big B also shared the posters on their social media feeds. “12-1-24 it is! #ProjectK Happy Mahashivratri,” Big B wrote.

    Helmed by Nag Ashwin, Project K is a bilingual film shot simultaneously in two languages i.e Hindi and Telugu across various locations. The film will also mark Deepika’s debut in the Telugu film market.

    In January, the makers also revealed the first look of Deepika Padukone from the film, on her birthday. In the poster, we can see a silhouette of a woman. The face of the woman is not visible but she looks like the Gehraiyaan star. With short hair and dress like a warrior, the poster looks quite intriguing.

    SRINAGAR: The government of Jammu and Kashmir has approved an ambitious Rs. 30.40 crore project “Sensor based Smart Agriculture” envisaging integration of agriculture with technology driven by Artificial Insemination and IoT for automation of practices, enhanced resource use efficiency and profitability.

    This project, which is aimed at to establish a ‘sensor-based smart agriculture ecosystem’ would prove to be a game changer for agri-economy of the region. The integration of agriculture with technology driven by AI and IoT will make agriculture alluring, professional and competitive.

    The project would enable use of Hi-tech poly houses for cultivation of cash crops around the year with the application of IoT and automation for monitoring microclimatic parameters of plants. The green house technology will result in increased yields and make possible off season availability of vegetables as early production or late availability as compared to open field conditions.

    The world’s population is growing at an unprecedented rate, and as a result, food production must keep pace with this expansion. This has put immense pressure on the agricultural industry to increase productivity and output. Agriculture, which contributes over 17 per cent to India’s GDP, employs over 54 per cent of the country’s population. In Jammu and Kashmir, over 70 per cent of the economy is based on agriculture, making it an important area for improving livelihoods through adoption of digital agriculture for increasing input use efficiency, production, productivity, and profitability.

    Traditional agricultural practices are labor and input intensive, less remunerative and sensitive to weather changes. The young educated youth are leaving agriculture because of low returns, uncertainty, and drudgery. The incorporation of technology, particularly AI and IoT, into agriculture has the potential to address challenges such as low efficiency, profitability, and competitiveness. This could lead to a more attractive and professional image for the industry.

    This project of sensor-based smart agriculture can be a transformative innovation for Jammu and Kashmir’s agri-economy. Under the project, a sensor-based pilot study will be conducted on high-density apple orchards, protected cultivation and smart livestock farming. The objective is to increase the use of resources and improve efficiency by up to 80 per cent and automate agricultural operations with precision in HDPs of Apple, vegetables, and livestock. The use of AI-based detection of pests and diseases using handheld sensor devices can significantly reduce the drudgery and cost of cultivation by 20 per cent. The project also aims to develop algorithms for big data analytics for remote operations of IoTs and create a startup ecosystem in smart agriculture by networking with IITs and industries. Certificate and diploma courses in AI and ML, IoT, automation and Block chain technology will be launched to train skilled manpower for the new skill sets required in the industry.

    “The outcome of the project will be 50-80 per cent increase in resource use efficiency, the development of a sensor-based grading and sorting system of apple and development of a decision support system (DSS) for pest and disease management. The real-time detection and variable rate spray using robotics and drones will reduce the production cost by 80 per cent. The proposal also aims to build a sensor corridor for livestock and phenotyping and yield prediction,” said Atal Dulloo, Additional Chief Secretary, Agriculture Production Department.

    He added that the trained manpower, comprising graduates, certificate and diploma holders in IOT, AI and ML fields will form a new startup culture in the sensor-based agriculture system.

    The project is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and allied sectors in UT of J&K.

    Livestock rearing is currently done in poor environmental shelter, so there is a need for a sensor-based monitoring system for shed environment and an auto-management system for tagging of animals for identification. Thermal/Pedo Sensors based heat detection and IoT-based sensors can be used for Phenotyping and health management and yield prediction of livestock.

    Digital transformation in agriculture is one of the potential areas to mitigate the challenge of increasing output by 60 per cent by 2040 to match the ever-growing population. The investment in Agri-Tech reached $4.6 billion in 2015, with recent studies showing that the sector’s growth is inevitable. However, there are still challenges that need to be addressed to ensure that digital transformation can make a significant impact in agriculture. One of the primary obstacles is the lack of access to technology and digital infrastructure in many rural areas, which is a crucial problem that needs to be addressed.

    To overcome this issue, governments and private organizations must work together to provide affordable access to digital technology and infrastructure in rural areas. The development of smart villages can act as a catalyst for the overall development of the agricultural sector. By providing farmers with access to the latest technologies and digital infrastructure, they can optimize their production and increase their yields and profitability. The government of India has launched several initiatives such as the Digital Agriculture Mission, which aims to provide digital infrastructure across all the 600,000 villages in the country.

    Additionally, there is a need for extensive training and education for farmers to enable them to understand the technology and use it to maximize yields and profits. The adoption of digital technologies can help farmers make data-driven decisions and improve their farming practices. The government of Jammu and Kashmir has proposed the launch of certificate and diploma courses in AI &ML, IoT, and automation, and Block chain technology to train skilled manpower for the new skill sets required in the industry.

    Another significant challenge is the high cost of technology, which may be a barrier for small-scale farmers. Governments and organizations need to invest in research and development of affordable and practical technologies that can help small-scale farmers to optimize their production. The implementation of government schemes such as the Pradhan Mantri FasalBima Yojana and the Kisan Credit Card scheme can provide financial assistance to farmers for the purchase of equipment and technologies.

    Lastly, digital transformation in agriculture has the potential to revolutionize the way food is produced, but it requires a concerted effort from governments, private organizations, and farmers to make it a reality. By addressing the challenges associated with the implementation of digital technology in agriculture, we can help to ensure that we can meet the growing demand for food in the years to come.

    Hyderabad: The Singareni Collieries Company Limited (SCCL) has initiated the construction of a subsidiary project, Flue Gas Desulphurization (FGD), at a cost of Rs 696 crore to make the Singareni Thermal Power Plant (STPP) a completely pollution-free facility.

    Following the directives of the Union ministry of environment and forests, SCCL has taken an environment-friendly mining initiative with one such project being constructed in the state.

    Hyderabad-based PES Engineers Private Limited has undertaken the construction of the project through the tender process and has already completed 20 percent of the work.

    SCCL chairman and managing director N Sridhar reviewed the progress of the project with thermal plant officials and construction agencies at Singareni Bhavan.

    The chairman has set the deadline for completion of the project by June 2024 and the construction of the second unit by September next year.

    “The new FGD set up as an environmentally friendly measure was likely to contribute to the plant’s operating costs through the sale of gypsum in the next period,” said the MD.

    SRINAGAR: Noting the remarkable progress made over the last 2.5 years, the World Bank has extended the deadline for completion of its Rs 1500 crore project in Jammu & Kashmir by one more year, but made it clear to the Central Government and J&K authorities that any works not completed by December 31, 2023 would need to be completed with the government’s own resources.

    In a letter to Union Finance Ministry and J&K administration, a copy of which has been accessed by news agency KNO, the World Bank has accepted the Union Finance Ministry’s request to extend the deadline of the project to December 31, 2023.

    “We also refer to the letter from the Department of Economic Affairs, Ministry of Finance F.No. 05/06/2014-FB.VIII/V dated December 19, 2022, requesting the Association to extend the Closing Date of the Credit by 12 months. We are pleased to inform you that the Association concurs with the request and has established December 31, 2023, as the later date for purposes of Section IV.B.2 of Schedule 2 to the Financing Agreement,” reads the letter written by WB’s Hideki Mori, Acting Country Director, India to Rajat Kumar Mishra, Additional Secretary (MBC), Department of Economic Affairs Ministry of Finance and Arun Kumar Mehta, Chief Secretary, J&K.

    But the WB has made it clear to them that any works of the project not completed by the closing date of December 31, 2023, including for L.D. Hospital, Srinagar, would need to be completed with the government’s own resource.

    After the 2014 floods, the Jehlum-Tawi Flood Recovery Project (JTFRP) was approved by the World Bank in June 2015 for reconstruction of the damaged public sector infrastructure and strengthening J&K’s disaster management mechanism.

    The closing date of the Rs 1500 crore project was June 30, 2020, which has been extended to December 31, 2023. The project has faced multiple challenges, including COVID-19, which led to substantial implementation delays.

    According to the World Bank, the project has shown remarkable progress over the last 2.5 years in improving the pace of public infrastructure construction, completing livelihood support activities, implementing CERC component activities to boost healthcare services for COVID response, and augmenting disaster preparedness capabilities One of the notable contributions of the project has been the installation and commissioning of 30 oxygen generation plants in rural areas of J&K which include areas like Gurez, Tangdar and Bani basoli. The project has committed 100% of the credit with signed contracts including the cost variations and funds earmarked for implementation support.

    Out of 213 contract packages under the project, 159 (74 percent) have been completed till December 15, 2022. These includes completion of: 41 schools and higher education buildings, 10 road packages, one bridge, silk and wool factories and showroom with new machineries; procurement and deployment of: mobile pumps, search and rescue equipment; and trainings and technical support to handloom and handicrafts sector and artisans; and several technical studies and assessments.

    JAMMU: Jammu & Kashmir has abundant water resources and great potential for fish and fisheries development. However, due to some challenges like outdated infrastructure, inbreeding depression, limited variety of aquaculture species, fragile aquatic ecosystems and lack of modern aquaculture technologies, the Fish farming was not progressing.

    Now, to overcome these challenges and make Fish farming a prosperous sector, the UT government has approved a Rs. 176 crore project to boost fish production. The project involves importing genetically improved fish seed, upgrading existing hatcheries and fish rearing units, introducing species diversity in aquaculture through R&D, and commercializing trout and carp fish production using modern technologies such as RAS and Biofloc.

    Additional Chief Secretary (ACS), Agriculture Production Department (APD), Atal Dulloo, who leads the Agriculture Production Department of J&K, said that the aim of the project is to promote sustainable development of fisheries for nutritional security, employment generation, and economic prosperity in the UT of J&K. The programme aims to increase fish production, productivity, and growth rate, as well as to strengthen social security and welfare measures for the fishing community, facilitate improved post-harvest practices and value addition, and create market linkages, he added.

    “One of the prime requisites for successful aquaculture is the availability of good quality fish seed. The Technical Programme under the project includes importing genetically improved varieties of fish seed to ensure the overall success of fish farming practices. Quality fish seed determines the health, size, growth rate, disease resistance, and other physical and physiological characteristics of the fish, which in turn affect the overall fish production,” Dulloo said.

    The ACS further remarked that in addition to importing genetically improved fish seed, the Technical Programme also aims to establish new hatchery units and upgrade existing ones on modern scientific lines. This will improve the quality and quantity of fish seed available for fish farming, and enable the production of a more diverse range of aquaculture species, he added.

    Notably, under the programme, the UT government also plans to establish 10 new trout hatcheries and two carp hatcheries, and upgrade 8 carp and 10 trout units. ‘Technological Interventions for Fish Seed and Trout Production in UT of J&K’ is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and Allied Sectors in UT of J&K.

    The prestigious committee is headed by Dr Mangala Rai, Former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics & Administration like Ashok Dalwai, CEO NRAA; Dr. P. K Joshi, Secretary, NAAS; Dr. Prabhat Kumar, Horticulture Commissioner MOA & FW; Dr. H. S Gupta, Former Director, IARI; Additional Chief Secretary, Agriculture Production Department, J&K, Atal Dulloo, apart from the Vice Chancellors of the twin Agriculture Universities of the UT.

    The project also includes introducing species diversity in aquaculture through research and development (R&D). The UT government recognizes that a limited variety of aquaculture species is a challenge to the sector, and aims to address this through R&D. The programme will develop and introduce new species of fish for aquaculture, which will not only enhance the variety of fish available for farming, but also reduce the risks of inbreeding depression.

    To commercialize the trout/carp fish production, modern technologies like RAS/Biofloc will be introduced at a large scale. These technologies will ensure that the fish are raised in a controlled and optimal environment, which will increase their growth rate and size. RAS (Recirculating Aquaculture System) technology involves the reuse of water by removing waste and re-oxygenating the water, making it a more sustainable and eco-friendly option for fish farming. Biofloc technology is a culture system that involves the conversion of waste into protein-rich feed for fish, which reduces the cost of feed ingredients and promotes sustainable fish farming.

    The Technical Programme aims to revolutionize fish farming in the UT of J&K with ambitious targets for fisheries development. The program seeks to increase annual trout production by 2.5 times, from 1,663 to 4,000 tonnes, and add an additional 1,200 tonnes of carps every year. By doing so, the program intends to convert the current import of around 5,000 tonnes of fish from other regions into local commerce, generating 6,050 jobs and 150 enterprises. The program also aims to boost the growth rate of the fish sector from 3.28% to 40%, and increase revenue from INR 105.55 crores to INR 589 crores per year.

    The successful implementation of the project will not only promote sustainable development of fisheries but also contribute to nutritional security, employment generation, and economic prosperity in the UT of J&K. It will also strengthen social security and welfare measures for the fishing community, by ensuring that the benefits of the programme reach the grassroots level. The Technical Programme has been designed to address the challenges faced by the sector, and provide a comprehensive solution to improve fish and fisheries development in the UT of J&K. By leveraging modern technologies, R&D, and market linkages, the programme aims to create a self-sustaining and vibrant aquaculture industry in the region.

    The success of the project will not only benefit the fishing community and the aquaculture industry, but also contribute to the larger goal of sustainable development in the region. The programme will enhance the availability of nutritious and affordable fish for the local population, which will improve their food security and nutrition.
