    Budgam, Apr 9: Union Minister for Law and Justice Kiren Rijiju Sunday said that there will be some amendments in the entire election process.

    “We are looking towards making certain amendments in the entire election process but I can’t keep any commitment because it’s a consultation process that is going on,” the law Minister told reporters after inaugurating District Court Complex and District Aid Legal Council in Central Kashmir’s Budgam district.

    Kiren Rijiju declined to give an appropriate date for elections in Jammu and Kashmir, however, as per news agency Kashmir News Trust he maintained that elections will be held at an appropriate time.

    He said that the Government of India is in a process of defining what ‘fake news’ is all about and deliberations in this regard are going on.

    “The definition of fake news, false news, misrepresentation, these are important things which require lots of deliberation and we are doing it,” he said.

    When asked National Conference leader Dr Farooq Abdullah has appealed to all opposition parties to get united to defeat BJP in the next elections, Kiren Rijiju who is a native of Arunachal Pradesh said that all this shows that BJP is a strong party.

    When asked about the conditional passport issued to Iltija Mufti – the daughter of Mehbooba Mufti, Kiren Rijiju said that he is a Law Minister and doesn’t issue passports. [KNT]

    Aurangabad: The process to effect a change of government in Maharashtra started on the instructions of BJP leader Devendra Fadnavis, Health Minister Tanaji Sawant has claimed.

    The Uddhav Thackeray-led Shiv Sena-NCP-Congress government in Maharashtra collapsed in June 2022 with the rebellion of Sena leader Eknath Shinde, who then formed the new government with BJP’s Fadnavis as deputy chief minister.

    “We (Shiv Sena leaders of the Shinde camp) and Devendra ji had meetings. I and current chief minister Eknath Shinde held 100 to 150 meetings in two years (for bringing down the Thackeray government),” Sawant told reporters in Osmanabad on Tuesday.

    “On Devendra Fadnavis’s orders, Shiv Sena and BJP came together in Osmanabad Zilla Parishad….It started from there,” Sawant said.

    Reacting to Sawant’s statement, Leader of Opposition in Maharashtra Legislative Council Ambadas Danve said it made clear that the “seeds of betrayal” were already there in the minds of the MLAs of the Shinde group.

    The reasons given for the rebellion such as Thackeray not meeting party MLAs regularly or Sena ministers and MLAs not getting funds were hollow excuses, said Danve, a Thackeray loyalist.

    Easy address change process in Aadhaar major cause of cyber fraud: Police

    Delhi: Police officers engaged in probing cyber-related offences believe that the simple process of upgrading the addresses of individuals in the Aadhaar data has emerged as one of the biggest causes of cyber fraud.

    An Aadhaar card holder can get his or her address changed with the Unique Identification Authority of India (UIDAI), which issues Aadhaar cards, in multiple ways.

    One of those is to download an address-change certificate from the UIDAI’s website and upload it after getting it signed by any of the various public authorities, such as an MP, an MLA, a municipal councillor, a gazetted officer of Group “A” and Group “B” and MBBS doctors, among others.

    In several solved cybercrime cases, the investigators have found that fraudsters used fake rubber stamps and forged signatures of pubic authorities to upgrade their personal details in the Aadhaar database.

    In some cases, even public authorities put their stamps and signature carelessly, without verifying the credentials of individuals.

    “In a cyber fraud case, we found that an MLA had signed the certificate for a change in the address of the accused, on the basis of which he got his address changed in the Aadhaar database. On further investigation, we found that the MLA had authorised his office boy to put stamps and his signature on such certificates,” an investigator said.

    In March 2022, a probe team from the Cyber Police Station of Central district of the Delhi Police, led by Inspector Khemendra Pal Singh, cracked a case in which six people, including two Nigerian citizens, used to dupe young women by posing as non-resident Indian (NRI) grooms.

    During the investigation, the team found that the accused had got their addresses changed in the Aadhaar database with the help of a doctor who had signed on their certificates for upgrading the addresses by charging merely Rs 500.

    “Cybercriminals change their addresses, in some cases multiple times, in their Aadhaar database and get multiple accounts opened with different banks to transfer money from the victims’ accounts,” Prashant Gautam, Deputy Commissioner, Intelligence Fusion and Strategic Operations (IFSO), Delhi Police, said.

    “Since police do not have access to the Aadhaar data, we need to approach the Delhi High Court in each case to find out the original details of the accused, which causes a delay and makes our job challenging,” the officer added.

    Investigators say there seems to be no way of cross-verifying the changed credentials of individuals uploaded on the UIDAI website.

    They feel the need to have some mechanism in place where the process of upgrading the address can be made more secure and forged stamps and signatures of public authorities can be avoided.

    Gautam said besides address change, which is a bigger cause of concern, cyber cheats are using other innovative ways to manipulate their personal details. In a recent case, the IFSO arrested a mastermind and two accused who used to obtain loans from banks by exploiting the vulnerability of the Aadhaar system.

    “During interrogation, the accused claimed that they manipulated the system of updating details in Aadhaar by replacing the fingerprints of the left hand with the fingerprints of the right hand and by putting coloured contact lenses in the eyes to dupe the biometric process of recognising the retina,” Gautam said.

    A section of cyber experts feels that at present, cybercrime is a very minuscule part of the use of technology in the financial world and making the address-change process cumbersome will cause more hardship to people as compared to its benefits.

    “Despite that, it is crucial for policymakers to plug in the shortcomings, without making the process complicated,” a cyber expert, who did not wish to be quoted, said.

    New Delhi: With the whole of last week’s parliamentary proceedings having been washed out without transacting any business, owing to disruptions by treasury benches and opposition members, Government only has two weeks to get the Union budget for 2023-2024 passed in Parliament.

    As per norms, the Union budget needs to be passed in both Houses of Parliament before the end of the financial year, i.e. prior to March 31, 2023.

    Therefore, in the forthcoming week starting from Monday, the government may try to get the process of budget clearance started.

    Normally, demands grants for some key ministries like railways and agriculture are taken up for discussion and voting in Lok Sabha.

    After these are voted for, since there is no time to take up demands for grants for each and every department, the Speaker applies guillotine on all such outstanding demands for grants, and they are put up for voting, whether discussed or not.

    Once this is done, the government introduces the Appropriation Bill, seeking approval for withdrawing funds from the Consolidated Fund of India.

    After this bill is passed, it becomes the Appropriate Act. After voting on Appropriation Bill, the finance bill is taken up for consideration.

    According to sources, the government on Monday may try to take up for discussion and voting, demanding grants for the railway ministry for 2023-24 in Lok Sabha.

    Apart from this, Lok Sabha may also take up a general discussion on the budget for the union territory of Jammu and Kashmir for 2023-24.

    In addition to this, discussion and voting on the demands for grants for Jammu and Kashmir for 2023-24 may also be taken up this week.

    If at all Lok Sabha manages to function smoothly, it may also take up discussion and voting, the supplementary demands for grants for Jammu and Kashmir for 2022-23.

    The government will also try and get the parliament’s approval for the second batch of supplementary demands for grants for 2022-23.

    Hyderabad: At a high-level meeting on recruitment at BRKR Bhavan today, Chief Secretary Shanti Kumari said that a special dashboard will be set up to report the progress of the recruitment process in the state and will be reviewed from time to time.

    The Chief Secretary said that 17 notifications related to 17,285 jobs were released by the Telangana Public Service Commission.

    Officials explained that preliminary tests have also been completed for some posts while written tests will be completed by the end of July regarding group 2, 3, and 4 notifications. Written tests will be completed for all the notifications to be filled by the Public Service Commission by the end of November.

    The Telangana Police Recruitment Board issued a notification for 17,516 posts. The preliminary examination is already conducted while the written examinations will be completed in April and appointments will be made in the month of September. CS informed that around ten thousand posts will be filled by the Medical and Health Service Board by August. The recruitment process for all ten thousand posts will be completed by the month of September through the Telangana Residential Educational Recruitment Board.

    Chief Secretary directed the officials to take proper care in the recruitment process and immediately resolve the pending issues regarding service rules, roster points, reservations etc.

    SRINAGAR: The Indian Council for Cultural Relations (ICCR), under Ministry of External Affairs, is inviting applications for the Atal Bihari Vajpayee General Scholarship Scheme (ABVGSS). Interested candidates can apply at the authorised ICCR A2A portal to avail the scholarship.

    The applications for the Atal Bihari Vajpayee General Scholarship Scheme commenced on February 20, 2023 and the last date to apply has been marked at April 30, 2023. Universities have been notified to inform the candidates of their selection before May 31, 2023.

    New Delhi: Delhi University has started the screening process for appointing principals in over 20 colleges, which do not have regular principals, an official said.

    Most of these colleges are funded by the Delhi government.

    Bharati College has shortlisted the names after screening and updated them on the college website. The interview for the appointment of principal will be held on March 10.

    From March 10, the process of recruitment in all other colleges will also be expedited.

    Hansraj Suman, Chairman of the Forum of Academics for Social Justice, has expressed happiness over the appointment, saying that for the past several years, an acting principal or an officer on special duty (OSD) have been working in these colleges, after getting the permanent principal, the possibility of permanent appointment on educational and non-educational posts will increase.

    Suman said that Bharati College after screening have shortlisted 25 candidates for the principal post. Out of these, 20 candidates were found correct under API Score. Five candidates were rejected due to lack of teaching experience, research articles, educational certificates.

    The colleges, which do not have permanent principals, are – Vivekananda College, Maharaja Agrasen College, Maharishi Valmiki College of Education, Bhimrao Ambedkar College, Shaheed Bhagat Singh College (Evening), Sri Aurobindo College, Sri Aurobindo College (Evening), Motilal Nehru College, Motilal Nehru College (Evening), Satyawati College, Satyawati Colleges (Evening), Rajdhani College, Shivaji College, Shyama Prasad Mukherjee College, Bhagini Nivedita College, Acharya Narendra Dev College, Bharati College, Indira Gandhi Physical and Sports College, Maitriye College, Deen Dayal Upadhyaya College, Gargi College, Kamla Nehru College, Shamlal College (Evening).

    Some colleges are supervised by an acting principal or an officer on special duty (OSD).

    Suman said that in most of the Delhi government colleges, the post of principal has been vacant for at least five years.

    He further said the appointment of teaching and non-teaching post was put on hold until the appointment of a permanent principal.

    Srinagar, Mar 06: The government on Monday said that the process to scrutinize over seven lakh ration card holders falling in the category of AAY and PHH in the Valley.

    Talking to the news agency—Kashmir News Observer (KNO), Director Food Civil Supplies and Consumer Affairs (FCS&CA), Abdul Salam Mir said that the process to identify the undeserving families who have been categorized in AAY and PHH has been started. “We have directed the officers to complete the process across Kashmir within the period of one month,” he said.

    He added that a total of 1.5 lakh families fall in AAY category while nearly 5 lakh families fall in PHH category. “We have been identifying the families, who don’t deserve to be in AAY and PHH categories and they are accordingly added in APL category,” he said.

    Director FCS&CA further said the employees who are found involved in providing AAY and PHH ration cards to the undeserving families are also being taken to the task.

    He said in case any family does not deserve for AAY and PHH category, they should voluntarily surrender their ration cards to ensure that the poor families are benefitted. “Surrendering the ration cards voluntarily will not only save our time, but would also help in ensuring benefits to the poor and downtrodden families within the society,” he said—(KNO)
