    Aligarh: The Aligarh Muslim University on Saturday initiated the process to hold an election for teachers’ representatives to the Executive Council by appointing a chief election officer.

    The development comes ahead of the council’s meeting for empanelling the next vice chancellor of AMU.

    According to an official notification issued by the AMU, Professor Mohhamad Parwez has been appointed as the chief election officer to conduct the elections for selecting the four teachers’ representatives.

    The teachers are elected to the council for a period of three years. The elections were last held in 2018 and the term of the representatives elected back then ended in 2021, AMU officials said.

    Senior faculty members had last month announced that if elections to several democratic institutions of the university were not announced at an early date, the “teachers would have no option but to start an agitation to press for their demand”.

    Professor Aftab Alam, a senior faculty member who was earlier representing the teachers in the council, welcomed the development.

    “No elections have been held since 2018 and this step was long overdue. We are now awaiting the notification of dates because any further delay in holding these elections will lead to delay in the appointment of the next vice chancellor,” he said.

    Benaulim: The relations between India and China cannot be normal if peace and tranquillity in border areas are disturbed, External Affairs Minister S Jaishankar said on Friday.

    His comments at a press conference came a day after his talks with Chinese Foreign Minister Qin Gang.

    “I think the issue is that there is an abnormal position in border areas,” he said, adding “we had a frank discussion about it.”

    Jaishankar and Qin held bilateral talks on Thursday on the sidelines of a meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation (SCO).

    The meeting between the two foreign ministers was their second in the last two months. The Chinese foreign minister visited India in March to attend a meeting of the G20 foreign ministers.

    During the talks, Jaishankar conveyed to his Chinese counterpart that the state of India-China relations is “abnormal” because of the lingering border row in eastern Ladakh.

    Last week, Defence Minister Rajnath Singh told his Chinese counterpart Li Shangfu at a meeting that China’s violation of existing border agreements “eroded” the entire basis of ties between the two countries and that all issues relating to the frontier must be resolved in accordance with the existing pacts.

    The meeting on April 27 took place in New Delhi on the sidelines of a conclave of the SCO defence ministers.

    Days ahead of the meeting between the two defence ministers, the Indian and Chinese armies held 18th round of talks on ending the border row.

    In the Corps Commander talks on April 23, the two sides agreed to stay in close touch and work out a mutually acceptable solution to the remaining issues in eastern Ladakh at the earliest.

    However, there was no indication of any clear forward movement in ending the three-year row.

    The ties between India and China nosedived significantly following the fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.

    The Indian and the Chinese troops are locked in a standoff in a few friction points along the Line of Actual Control (LAC) in eastern Ladakh for the last three years though they disengaged in several places following a series of military and diplomatic talks.

    India has been maintaining that the relationship between the two countries should be based on “three mutuals” — mutual respect, mutual sensitivity and mutual interests.

    The eastern Ladakh border standoff erupted on May 5, 2020, following a violent clash in the Pangong lake area.

    As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in 2021 on the north and south banks of the Pangong lake and in the Gogra area.

    New Delhi: The Delhi government, which is looking forward to takeover the Modern International School here in Dwarka, on Thursday criticised the Lt. Governor, accusing him of not clearing the necessary files, thereby causing a delay to the government’s takeover plans.

    The Delhi government decided to takeover the school in December last year, after expressing dissatisfaction with some issues related to the overall functioning of the institute.

    The Arvind Kejriwal-led AAP government said that the school was not providing free uniforms and stationary, and was also denying admission to EWS students.

    The government said that teachers had been wrongly dismissed while fake and dummy registration were done in Class 11.

    The Delhi government took the decision to takeover the school for failing to comply with the Right to Education Act 2009, Delhi School Education Act and Rules 1973.

    Chief Minister Kejriwal and then deputy CM Manish Sisodia had earlier said that Education does not come under the purview of the L-G, saying he/she can either give a nod to a proposal or send it to the President.

    The Delhi government said “it is quite unfortunate that the file that was sent to the Lt. Governor in January this year is still pending with him, and he is causing a roadblock in the process of takeover”.

    Education Minister Atishi again submitted another proposal after the L-G’s observation and a request was made to allow the takeover of the school.

    Expressing disappointment, Chief Minister Arvind Kejriwal again sent a proposal to the L-G regarding the “unnecessary delay”.

    The Chief Minister has once again requested L-G V.K. Saxena to give his final opinion on whether he wants to refer the matter to the President.

    After years of strained relations, United Arab Emirates (UAE) and Qatar are in the process of restore diplomatic relations and reopening the closed embassies in the coming weeks.

    The development in relations between Qatar and the UAE comes more than two years after the signing of the Al-Ula agreement, which ended the Gulf crisis and the blockade of Qatar. 

    “At present, the activation of diplomatic ties, which will include the reopening of embassies, is under process between both countries,” a UAE official said in a statement in response to a question from Reuters.

    “Work is underway between the Qatari and Emirati teams to reopen the respective embassies as soon as possible, exact date to be announced upon the finalization of the process,” Qatar’s International Media Office told CNBC in a statement.

    It is noteworthy that in mid-2017, Saudi Arabia, the UAE, Bahrain and Egypt imposed a land, air and sea blockade on Qatar, claiming its support for terrorism, which Doha has repeatedly denied. 

    Riyadh and Cairo were the first to reappoint ambassadors to Doha in 2021 following a Saudi-led Al-Ula agreement to end the dispute, while Bahrain announced last week that it had decided to restore diplomatic relations.

    All countries, with the exception of Bahrain, have already restored trade and travel links with Qatar in early 2021, while the UAE has said it will take some time to resume diplomatic relations.

    Hyderabad: After its inauguration on March 20, the US Consulate in Hyderabad held its first press meeting at its Nanakramguda office in the city on Wednesday.

    The press meet was addressed by Consul General, Jennifer Larson and Consular Chief, Rebekah Dramé. The officials clarified doubts over Dropbox facilities, visa wait times and other queries.

    The officials stated that visa procession windows at this office have been increased to over 50. Consular appointments – both visa and U.S. citizen services appointments, have been increased from 1500, at Paigah Palace, to 3500 at Nanakramguda and soon more officials will be appointed to run the office at full capacity.

    The officials stated that the US Mission in India has set a goal to process one million visas this year adding that apart from B1 and B2 visas, ie; for visitors, the wait times have been dropped down to below 6 months.

    In terms of drop box facilities, they stated that if a person has in the past been granted any visa for the US, the drop box will ease the process for them as it waives off interviews and shortens wait time. Intercategory visa change or renewal may also be done through drop boxes.

    The new facility of the US Consulate in Hyderabad, which is the largest US diplomatic mission in South Asia, was built with an investment of USD 297 million. The new consulate office, constructed on a 12.2-acre site, has many new features, including 54 visa procession windows.

    US Consulate at Paigah Palace began operations in 2009

    The US Consulate office in Hyderabad which is the first US diplomatic office to open in India after 1947 began its operation in 2009.

    Hyderabad: National Academy of Legal Studies and Research (NALSAR) University and IIIT-Hyderabad together held a roundtable meeting on Saturday deliberating on the possibility of the application of Artificial Intelligence (AI) in the Legal and Judicial system in India.

    The confluence session of law firms, policy think tanks, NALSAR faculty, IIITH faculty and startups deliberated on the use-cases, various AI problems, its challenges, and potential solution possibilities.

    The discussions revolved around four central themes – AI as a supporting tool in the practice of law, to adhere to due process of law, should AI practice law? and AI in delivering judgements.

    The roundtable was chaired by NALSAR vice chancellor, Prof Srikrishna Deva Rao, and director of IIIT-H, Prof PJ Narayanan. Panellists included professors from IIIT-H, NALSAR and IIT Kanpur, law leaders from Samvad Partners, policy and community groups OpenNyAI and CDPP, and a city-based startup subtl.ai.

    The panel identified AI use-cases in legal research, document and content discovery process, contract drafting and review activities. AI and Natural language processing (NLP) play a crucial role in building language processing tools in understanding the substance and implications of keywords searches and contract language. The deliberations will be detailed in a white paper to be published shortly.

    Prof Rao said, “Academic interactions between IIIT-H and NALSAR should lead to academic and research collaborations educating lawyers and technologists together. I strongly believe that technology will enhance justice for everybody but would not replace or substitute human jurisprudence”.

    Suggesting that lawyers should learn program development, learn about AI/ML, data science, the vice chancellor advocated small courses for lawyers in document review, judgement review and contract analysis.

    Prof Narayanan said, “It is good to see the AI Tech world and people from law coming together.” He said that it has become possible for AI systems to help significantly in the legal process but warned about over-reliance on AI systems cautioning about biases inherent in these systems.
