SL President assures external creditors of transparency in resolving debt crisis

    [ad_1]

Colombo: Sri Lanka President Ranil Wickremesinghe has assured the island nation’s external creditors of maintaining full transparency in resolving the debt crisis and getting the country back on track.

Awaiting the much-needed $2.9 International Monetary Fund (IMF) bailout which is expected to be taken up at March 20 board meeting by the Washington-based lender, he encouraged both bilateral and private creditors of Sri Lanka to strengthen coordination between themselves and engage constructively with Sri Lanka for a swift resolution of the public debt situation.

He urged the country’s official bilateral creditors and the Paris Club creditors, to foster the coordination required for the much-delayed IMF supported programme.

The Sri Lanka President thanked India and other creditors including Japan, China and the Paris Club bilateral partners for enabling the cooperation required to arrive at this point and explicitly delivering IMF-compatible financing assurances.

“We commit to communicating transparently with all of you on any debt treatment terms that are agreed with any creditor or group of creditors, before being formalised. In the same vein, we commit to reporting regularly on our indebtedness, ensuring no financial liabilities incurred by the country are undisclosed,” President Wickremesinghe said.

Wickremsinghe, who took over from Gotabaya Rajapaksa who fled the country amidst public outrage over mismanagement and leading it to a severe economic crisis last year, assured that Sri Lanka is committed not to resume debt service to any creditor unless that creditor agrees on a comprehensive debt treatment in line with IMF-supported programme parameters and the comparability of treatment principle.

“We will not conclude debt treatment agreements with any official bilateral creditor or any commercial creditor or any group of such creditors on terms more favourable than those agreed under any multilateral platform put forward by our official bilateral creditors,” he said.

With over $50 billion external debts, Sri Lanka, last May, defaulted on its debt for the first time in its history. Suffering the 2019 Easter Sunday attack followed by Covid-19 pandemic and world economic crisis, the Indian Ocean island faced a severe financial crisis with inflation and dollar crunch since the beginning of 2022.

    Voiced by artificial intelligence.

PARIS — French President Emmanuel Macron’s decision to bypass parliament and impose his deeply unpopular pensions reform has revealed an uncompromising and weakened leader who now faces severe backlash from emboldened opposition lawmakers and protesters.

Macron had vowed to abandon his top-down approach to politics and work with opposition parties during his second term. But when it comes to old-style politicking, Macron’s troops still have a lot to learn.

Despite intense lobbying efforts with MPs and frantic meetings at the Elysée on Thursday and in the weeks leading up to the decisive moment, the French president and his stalwart lieutenant Prime Minister Elisabeth Borne faced the likelihood of a defeat in parliament and decided instead to invoke a controversial constitutional tool — article 49.3 — to bypass a vote.

“My political interest would have been to submit to a vote … But I consider that the financial, economic risks are too great at this stage,” Macron privately told ministers according to a participant at the meeting.

Macron’s flagship pensions reform aims to increase the legal age of retirement to 64 from 62 and extend contributions for a full pension in an effort to balance the accounts of France’s state pensions system. Macron’s Renaissance party lost its absolute majority in the National Assembly in parliamentary elections last year, but the government was able to pass legislation in recent months with the support of the conservative party Les Républicains. It appears, however, that in the nail-biting run-up to the vote, there were concerns the president wasn’t able to rally enough troops in favor of the bill.

Arriving in parliament on Thursday, Borne faced scenes of anger and unrest in the National Assembly as she made her announcement triggering article 49.3. Far-left lawmakers from the France Unbowed party booed and chanted the national hymn the Marseillaise as far-right National Rally MPs shouted “Resign! Resign!” The speaker of the house was forced to suspend debates to allow Borne to make her speech.

“We can’t take the risk of seeing 175 hours of parliamentary debate come to nothing,” Borne said.

After the announcement, opposition MPs vowed to continue the battle against the reform, either in parliament, by supporting a motion of no-confidence, or in the streets.

The leader of the far-right National Rally, Marine Le Pen, slammed the move as a “personal failure” for Macron. “It’s his reform, he’s the one who proposed it and defended it during his campaign,” she told reporters at the National Assembly.

Spontaneous protests erupted Thursday evening in several cities across France, including Paris, where thousands of protestors descended on the Place de la Concorde after the move, clashing with police and setting fire to scaffolding. Trade unions called for a day of protest on March 23, undeterred by Macron’s decision to push through the legislation.

Article 49.3, ‘a denial of democracy’

Invoking article 49.3 is widely seen as a perilous move for the government as it allows MPs to put forward a motion of no-confidence within 24 hours and risks radicalizing protest movements in France. Trade unions have already shown great unity and led almost weekly marches and strikes, bringing out hundreds of thousands of citizens to the streets. In Paris, a strike by garbage collectors has seen an estimated 7,000 tons of garbage left on the street.

While the French constitution does allow governments to bypass parliament under certain conditions, its use is increasingly seen as undemocratic in France amid social tensions and the growing mistrust of politicians.

“The government’s use of the 49.3 procedure reflects the failure of this presidential minority,” Charles de Courson, a longtime independent lawmaker, told the BFMTV news channel.

“They are not just a minority in the National Assembly, they are a minority in the whole country. The denial of democracy continues,” he said.

Speaking ahead of the vote, Frédéric Dabi, general director of the IFOP polling institute, said that opinions on invoking article 49.3 — as opposed to passing a tight vote in parliament — are “radically different.”

“Public opinions on the 49.3 article have changed … it is regarded as a tool to brutalize the National Assembly: it’s now seen as authoritarian instead of merely authoritative. People want more transparency, more democracy today,” he said.

But the show of force also exposes a weakened president, who after having lost a majority in parliament and amid low popularity ratings, was unable to turn the tide of public opinion in France.

    Surviving now, and later

In the short term, the government will have to survive several motions of no-confidence that are expected to be voted on Monday. Macron’s government has faced down motions of no confidence in the past but the stakes are much higher this time around.

“It’s maybe the first time that a motion of no-confidence may overthrow the government,” Green MP Julien Bayou told reporters, adding that the government was “prepared to wreak havoc” in the country.

Longer term, the move destroys prospects of a closer alliance between Macron’s Renaissance party and the conservative Les Républicains following a string of ad-hoc deals in recent months. In a worrying sign for Macron’s second term, as the debates on the pensions reform reached a climax, the leadership of the conservative party could not muster its own faithful despite concessions on the bill from the ruling party.

The great irony for Macron — needing partners and not finding them — is that he is the man who upended France’s political landscape by crushing the traditional left-wing and right-wing parties in 2017.

The dilemma for Macron is how he will get anything done in the next four yours of his presidency, given the reinvigorated opposition he is sure to face in a parliament dominated by the far left and the far right, and without reliable coalition partners.

Perhaps the only silver lining for Macron is the view from abroad.

“On the international scene, it’s a sign that France can make reforms, even if, frankly, many may think we are having a nervous breakdown over something so small, given that the government has made so many concessions [on the bill],” said Chloé Morin, a writer and political analyst ahead of the vote.

“Everybody knows that [reforming pensions] in France is difficult …That’s what’s at stake for Macron: he is a president who is building his legacy,” she said.

Protesting job aspirants gherao BJP president over APTECH issue in Jammu

    [ad_1]

Jammu: Despite an assurance by Lieutenant Governor Manoj Sinha about transparent and merit-based selection in the recruitment process, dozens of job aspirants on Tuesday gheraoed J-K BJP president Ravinder Raina here over the issue of engaging a previously blacklisted company for conduct of computer-based written tests.

Raina was encircled by the protesters at the office of the power development department in Gandhi Nagar where he had gone to deposit electricity charges after supply line to his residential quarter was snapped over non-payment of the bills.

“I am already aware of your apprehensions because some of my own cousins are also part of the protests. The Lt Governor has made it clear that if you have evidence, he is ready to take appropriate action,” Raina told the protestors who submitted a file of papers as proof against the APTECH limited, which was hired by the J-K Services Selection Board (JKSSB) to conduct the examination to fill up vacancies in various government departments.

The BJP leader heard the protesters patiently and assured them that he is ready to accompany them with these papers to the Lt Governor or the chairman of the JKSSB, saying that he had tried to contact both of them but they were not available.

The protesters demanded immediate cancellation of the contract with the agency having a tainted track-record.

They also questioned the statement of the Lt Governor of providing employment to 30,000 youths over the past three years.

Addressing a function in Jammu on Monday, the Lt Governor said deliberate attempts are being made to stop the recruitment process by misleading the job aspirants.

“We have provided government jobs to 30,000 youth in three years. Our effort is to provide another 12,000 jobs this year,” Sinha had said, assuring the job seekers that there will be complete transparency and jobs will be provided to meritorious students only.

“We came across complaints in the past and cancelled the examinations. The cases were handed over to the CBI which has arrested many people. I assure you that nobody will be spared even if he or she is an influential person,” Sinha said, asserting that his administration has zero tolerance for corruption.

JNU lively reflection of India’s cultural unity: President Murmu

    [ad_1]

New Delhi: Jawaharlal Nehru University (JNU) is a relatively young institution and presents a lively reflection of the cultural unity of India, President Droupadi Murmu said on Friday.

Addressing the sixth convocation of the university, Murmu noted that the number of women research scholars has outnumbered men at the institute this time, terming it as an important indicator of social change.

“JNU is a relatively young university. I look at it as a meaningful and historical significance that JNU began to function in the year of the centenary celebration of the birth of Mahatma Gandhi in 1969,” she said.

“It is situated in the beautiful Aravalli hills. Students from all over India study at the university and live on campus together which helps widens their perspective about the country and the world. The university presents a lively reflection on the cultural unity of India amid the diversity,” the President said.

She said that JNU is known for its progressive practices and rich contributions in terms of social sensitivity, inclusion and women empowerment.

“Students and faculty of JNU have made impressive contributions in various fields such as education and research, politics, civil service, diplomacy, social work, science and technology, media, literature, art and culture,” she noted.

Murmu said that the vision, mission and objectives of JNU were articulated in its founding legislation.

These basic ideals include national integration, social justice, secularism, a democratic way of life, international understanding and a scientific approach to the problems of society, she remarked.

The President urged the university community to remain steadfast in its adherence to these foundational principles.

Asserting that character-building is also one of the main objectives of education, she said, “Invaluable opportunities for character-building should never be lost by going with the flow of the moment. Young students have a natural tendency to curiosity, question and use logic. This tendency should always be encouraged.

“Opposition to unscientific stereotypes by the younger generation should also be encouraged. Acceptance or rejection of ideas should be based on debate and dialogue,” she said.

Xi Jinping unanimously elected Chinese President for historic 3rd term

    [ad_1]

Beijing: Xi Jinping was unanimously elected president of China for a historic third term at the ongoing session of the 14th National People’s Congress (NPC) on Friday.

He was also elected as chairman of the Central Military Commission (CMC), reports Xinhua news agency.

Nearly 3,000 members of the (NPC) voted unanimously at the Great Hall of the People in Beijing for Xi to be President in an election where there was no other candidate.

Following the election, the 69-year-old President also made a public pledge of allegiance to the Constitution.

Xi’s new five-year run was made possible following a change to the constitution in 2018 that scrapped term limits.

The vote on Friday was largely ceremonial as he had already locked in a historic third term as head of the Chinese Communist Party at a major party congress last October, sealing his place as China’s most powerful ruler since Mao Zedong.

Changes to the country’s leadership take place every five years and usually closely mirror the reshuffle announced at the party congress.

Biden ultimate socialist president: Nikki Haley

    [ad_1]

Washington: Indian-American Republican presidential candidate Nikki Haley Thursday slammed President Joe Biden for his annual budgetary proposals which she said was socialist in nature and a “disaster for America”.

“We should be moving people from welfare to work. But Joe Biden is calling for no-strings-attached welfare checks with no work requirements,” Haley said after Biden unveiled his USD 6.9 trillion budget.

In his annual budget, Biden has come out with a series of social welfare measures and raised taxes on the rich.

“I think Biden is the ultimate socialist president. He loves to spend everybody else’s money. His answer to everything is to increase taxes,” Haley told Fox News in an interview.

“We need to be realistic. We’re USD 31 trillion in debt. We are borrowing money to make our interest payments. This is not sustainable. The problem is Washington DC has a spending problem, and we need to put them on our diet and put an end to it,” she said in response to a question.

“The first thing Biden should have done is said we’re going to claw back the USD500 billion of unspent COVID-19 money. The second thing he should have said is rather than the IRS agents going after innocent Americans, go back and go after the 100 billion dollars of Covid fraud that happened along the way,” she said.

Haley, who announced her presidential candidacy on February 14, has been campaigning in Iowa and Nevada this week.

  • Vice President targets Rahul for attempt to tarnish India on foreign soil

Vice President targets Rahul for attempt to tarnish India on foreign soil

    [ad_1]

New Delhi: Without taking name, Vice President Jagdeep Dhankhar on Thursday targeted Congress leader Rahul Gandhi for making ‘anti-India’ remarks on foreign soil, terming them as ironic and painful.

Speaking at the launch of the book ‘Mundaka Upanishad: The Bridge to Immortality’ penned by veteran politician Karan Singh, Dhankhar said, “How ironic, how painful! While the world is applauding our historic accomplishments as a functional vibrant democracy, some among us, including parliamentarians, are engaged in the thoughtless, unfair denigration of our well-nurtured democratic values. How can we justify such wanton orchestration of a factually untenable narrative?”

He said that at a time when India is having its moment of glory as G20 President, there are people outside the country working in overdrive to denigrate the nation.

“Such misplaced campaign mode to taint and tarnish our Parliament and constitutional entities is too serious and exceptional to be ignored or countenanced. No political strategy or partisan stance can justify compromising our nationalism and democratic values,” the Vice President said.

Dhankhar said he would be on the wrong side of the Constitution if he maintains silence on this misadventure-orchestration by a Member of Parliament outside the country, which is ill-premised, unwholesome and motivated.

“How can I sanctify a statement that mics are put off in the Indian Parliament? How can people say so? Has there been any illustration? Yes! We did have a dark chapter of our political history. Proclamation of Emergency was the darkest period any democracy can suffer. But Indian democratic polity is now mature. There can be no repeat of that.

“Anyone who says so, inside or outside the country, that in mics are put off in the Parliament… Imagine this being done after having held the floor for nearly 50 minutes. Such kind of wanton and misadventure to run down our democratic values cannot be countenanced. I call upon everyone – intelligentsia, media and youth who are our warriors of 2047 – to rise to the occasion, expose these forces and neutralise them,” he said.

Dhankhar also said that people should not allow such a narrative to gain momentum by those elements who wish to pose hurdles to our rising growth.

“I preside over the Rajya Sabha, let someone come forward and say mics were put off,” he said.

Dhankar reiterated that there is fullest freedom of expression in India as per the Constitution and no democracy in the world can rival that.

“You run down our judiciary on foreign soil. Where on the planet is a judiciary that acts with such lightning speed? Our judiciary is made with the most brilliant minds in the world,” he added.

Addressing MBA students at the Cambridge Judge Business School on the topic of ‘Learning to Listen in the 21st Century’, Rahul Gandhi had recently said that opposition parties are under ‘constant pressure’ as numerous cases have been slapped on them by the BJP government.

“Indian democracy is under attack. The institutional framework which is required for a democracy — Parliament, free press, the judiciary, just the idea of mobilisation — these are all getting constrained. We are facing an attack on the basic structure of democracy,” Rahul Gandhi had said.
