    K’taka CM presents surplus budget, Congress dubs it jumla budget

    Bengaluru: Karnataka Chief Minister Basavaraj Bommai presented his second and last budget of the ruling BJP government on Friday at the state legislature ahead of assembly polls in the state.

    Bommai, encouraged by a vibrant economy, presented a revenue surplus budget, with the outlay crossing Rs 3 lakh crore mark.

    However, Randeep Singh Surjewala, Karnataka Congress in-charge, ridiculed Chief Minister Basavaraj Bommai as ‘Liar in Chief’ and dubbed it as a ‘Jumla’ budget.

    Bommai proposed a revenue surplus of Rs 402 crore and broke the deficit budgets for the last two consecutive years. He described it as a budget for the voiceless which focuses on farmers, working class, poor and women.

    The budget size is pegged at Rs 3,09,182 crore, up from Rs 2,65,720 crore in 2022-23. The fiscal deficit has been reined at Rs 60,581 crore. The borrowings accounted for Rs 77,750 crore, taking the liabilities at the end of 2023-24 to about Rs 5,64,896.

    Bommai stated that the state had recorded the growth rate of 7.9 per cent. When compared to last financial year, service sector has recorded 9.2 per cent and industry sector 5.1 per cent growth in 2022-23.

    “The per capital income has grown from Rs 2.04 lakh to Rs 3.32 lakh in last four years. The tax collection has increased to 21 per cent till the end of January when compared to 2021-22,” he said.

    The share of the central government from the direct and indirect taxes has increased by Rs 4,813 crore.

    The government has announced Rs 1,000 crore funds for Bengaluru Sub Urban Railway Project (BSRP). The central government is providing Rs 1,350 crore this year for the project. The state government and railway ministry are providing Rs 15,767 crore for the implementation of the project in the budget.

    Some of the other highlights included, Yoga training in all Women’s First Grade Colleges of the state to enhance girl students’ physical capabilities and confidence.

    Under new ‘Mukhyamanthri Vidya Shakthi’ scheme, the fee has been waived off for all students who take admissions in government pre-university and graduation courses. Nearly 8 lakh students are going to benefit from this scheme.

    The graduates who are unemployed after three years of completion of course will get Rs 2,000 one-time financial aid under ‘Yuva Snehi’ scheme.

    The farmers with ‘Kisan Card’ will get Rs 10,000 additional subsidy. The loan amount without interest limit is increased from Rs 3 lakh to Rs 5 lakh.

    The government aims to provide Rs 25,000 crore loans to more than 30 lakh farmers. Chief Minister Bommai also announced a grand Lord Ram temple at Ramadevera Betta in Ramnagar district.

    Bommai took 2.40 hours to read out the state budget, following which the House was adjourned to Monday.

    New Delhi: Veteran actor Naseeruddin Shah on Saturday said his latest film “A Holy Conspiracy” depicts the true situation of the society plagued by toxicity.

    Directed by Saibal Mitra, the courtroom drama explores the subject of constitutional right to differ in religious beliefs.

    It is adapted from the American play “Inherit the Wind” that was inspired by the 1925 Scopes “Monkey” Trial in Tennessee, USA, wherein a school teacher was prosecuted for teaching evolution theory in a church-funded school.

    Speaking at a session during ‘MOSAIC: Judte-Judte (unite) JNU!’ festival in Jawaharlal Nehru University here, the actor said he read the play in the 1970s and ever since wanted to be a part of its adaptation in any form.

    “‘Inherit the Wind’ is a play that I read in the mid-70s and it was a great piece of writing and I wanted to do it on the stage but couldn’t… It picturised the toxicity in which we are living today and the dependence on superstition where we are beginning to mistake mythology for history. I felt I certainly should be a part of this movie,” Shah said.

    In “A Holy Conspiracy”, a science teacher is suspended from his Christian missionary school, and imprisoned on false charges, when he refuses to teach the Biblical story of creation before Darwin’s Theory of Evolution.

    The story then follows the courtroom battle between a reclusive lawyer Anton De Souza (Shah) and his old ally Reverend Basanta Kumar Chatterjee, played by late cinema legend Soumitra Chatterjee.

    Shah said as an actor he aims to capture life as it is through his work and “A Holy Conspiracy” ticked all the boxes.

    “I felt this is a significant film because it is trying to portray a true picture of the times and that’s the kind of cinema I believe is significant. This is why I consider documentaries more significant than feature films. Documentaries can capture life as it is which no other form can do.

    “Cinema is a combination of all the other art forms. It’s a mix of theatre, photography, painting, architecture, sculpture, music and choreography. It has assimilated all these forms… So I said yes to this without any hesitation. This is a film that might be seen 50 or 100 years later and will give a true picture of what the situation of our country was like in our time,” the 72-year-old actor said.

    So keen was the actor to be a part of the project that he would have said yes to any role in the film.

    “I felt a responsibility to definitely be a part of this film. I would have appeared in any capacity Saibal wanted me. I have played many great roles and I’m not hungry for them anymore. I’m not thirsty for roles. I want to be part of films that I will enjoy and which will be remembered,” he added.

    Shah said when he starts working on a film, he never thinks about how the final outcome.

    “When I’m in the middle of a job I don’t think about how this is going to turn out. I just try to concentrate on what I’m supposed to do,” he added.

    As an artiste, Shah said he doesn’t believe that an actor should lose himself in a role.

    “There are many senior actors who would say ‘I was so lost in my performance that I didn’t notice anything’. I think that kind of talk is nonsense. If you get lost, you should not be acting. You should be alert to everything.

    “So I just concentrate on what I’m supposed to do. Whether a film turns out good is not in my hands. There is no way to predict how a film will turn out when you read a script. That is entirely up to the maker.”

    Another reason for saying yes to “A Holy Conspiracy” was the opportunity to collaborate with Chatterjee. The movie was shot before the legendary actor’s demise in November 2020 at the age of 85.

    “I was also looking forward to working with Soumitra Chatterjee. I have to admit I greatly envied him. He appeared in great movies like ‘Apu Sansar’ and many others with Satyajit Ray.

    “When I did meet him, he was extremely nice and civil. He appreciated my work and everything but he wasn’t in the best of health at that time,” Shah said.

    Director Mitra said though “A Holy Conspiracy” was released in India in July last year, the team could not publicise the movie much to bring the audience to the theatres.

    “There are people who want it to come on OTT and everything but we don’t have any place on OTT. Some executives told me that they liked the movie but they can’t take the film on their platform. So I don’t know, someday we will find this film on YouTube. It is for the people,” Mitra said.

    SRINAGAR: The Annual Status of Education Report (ASER) 2022 has presented a grim picture of the education system in Jammu and Kashmir ranging from a dip in enrolment numbers to poor infrastructure and lack of proper sanitation facilities.

    As per the ASER report, the enrolment numbers of children in the 6-14 age group has gone down from 58.3 per cent in 2018 to 55.5 per cent in 2022.  This dip comes against the backdrop of the school education department claiming that they have been running campaigns across Jammu and Kashmir to increase enrolment. Also, at the national level, there has been an increase in the enlistment of students.

    As per the report, 4.8 per cent of children in the 15-16 age group are not enrolled in schools in Jammu and Kashmir.

    At the pre-primary level, the report states that in 2022, around 63.6 per cent of infants were registered at Anganwadi Centres. However, the enrolment improved from 31.8 per cent in 2018 to 39.4 per cent in 2022.

    The report also highlighted the gender gap in grown-up children in terms of their enrolment in schools. As per the data, girls in the age group of 15-16 years usually drop out of school more than boys.

    The report states that the percentage of students undertaking private tuition from up to middle school level has seen a rise from 8.8 per cent in 2018 to 13.8 per cent in 2022.

    The ASER survey reveals a gap in learning outcomes among students of government and privately run schools.

    “In UT, the private school children were making progress before 2022 and are still progressing. The Government school children were facing obstacles pre-pandemic but are on the move to progression,” the ASER reads.

    The report states that the arithmetic level of students in government schools has seen progress over the years. Despite this, only one in four children of 8th standards in government schools can do division, compared to one in two in private schools.

    The ASER report also points out that the unavailability of computers for children in schools has come down from 82.8 per cent in 2018 to 71.6 per cent in 2022.

    The report revealed an increase in electricity connections in schools which rose from 31.2 per cent to 88.9 per cent in 2022.

    The report underlined that the education department needs prompt help in achieving foundational skills in literacy and numeracy besides exerting pressure on grades.

    “While many children have not been enrolled, the ones who have dropped, especially girls, need to be brought back,” ASER stated.

    The report divulged that 30 per cent of schools in Jammu and Kashmir lack water facilities. In the matter of drinking water, the availability has increased by 15 per cent from 69.3 per cent in 2018.

    Furthermore, the annual survey report revealed that around half of schools in Jammu and Kashmir have a paucity of girls’ toilets. It stated that 72.8 per cent of schools have toilets, which are being used by both girls and boys, which signifies that approximately 47 per cent of the girls have a shortage of toilets. However, it has also been seen that there is a 5 per cent increase in the facility since 2018.

    The survey was conducted across 20 districts with around 10,924 households and 21,666 children in the age group of 4 to 16 years contacted. The ASER is an annual survey that delivers reliable estimation of children’s schooling status and household research all over India.

    “We are trying to fill the learning gaps, and as of now, we are moving towards prosperity. With the adoption of the New Education Policy, this year has been regarded as a year of academic excellence and transformation,” Director School Education Kashmir Tassaduq Hussain said in response to the revelations made by ASER. “The National Achievement Survey has revealed that we have jumped from the 18th position to the 8th position, which is quite an accomplishment.”

    He added: “This is a continuous process and we are trying and planning to improve the curriculum and infrastructural issues.”

    Urs is the death anniversary of a Sufi saint, usually held at his shrine, and is celebrated for his union with God.

    New Delhi: Prime Minister Narendra Modi on Friday presented a ‘chadar’ for offering at the Ajmer Sharif Dargah on the occasion of 811th Urs of Khwaja Moinuddin Chisti.

    “Presented the Chadar which shall be offered at the Ajmer Sharif Dargah on the Urs of Khwaja Moinuddin Chishti,” the Prime Minister tweeted.

    Minority Affairs Minister Smriti Irani along with the President of BJP’s Minority Morcha, Jamal Siddiqui, met Modi at his residence to receive the ‘chadar’.

    A delegation under the leadership of Irani will offer the chadar at the Ajmer Sharif Dargha.

    Speaking to IANS, Siddiqui said, “We are on our way to Ajmer Sharif taking the ‘chadar’ presented by the Prime Minister with the prayer for peace and prosperity in the country. He wishes India to become a global leader. His message is all about peace and botherhood.”

    Khwaja Moinuddin Chisti, also known as Khwaja Gareeb Nawaz, was a Sufi saint of the Chisti order. He is known to be the direct descendant of Prophet Muhammad.

    Born in Sistan (present-day Eastern Iran and Southern Afghanistan), he travelled all the way from Lahore to Delhi, and finally settled in Ajmer. His tomb in Ajmer, the Ajmer Sharif Dargah, is one of the holiest Islamic shrines in the world.

    Muslims from across the world visit the Dargah every year to offer their prayers. Not only Muslims, people belonging to different religions also visit the shrine throughout the year.

    To commemorate the death anniversary of the beloved Sufi saint, the Urs festival is celebrated each year in Ajmer during the first six days of ‘Rajab’, the seventh month of the Islamic calendar.

    Khwaja Moinuddin Chisti is also known for establishing the Chisti order of Sufi mysticism in India in the early 13th century. He was the first saint to incorporate the use of music and hymns into prayers. It is believed that Prophet Muhammad once appeared in Khwaja Moinuddin Chisti’s dream and asked the saint to become his representative in India.
