     Launching a scathing attack on the government on B R Ambedkar’s birth anniversary, former Congress chief Sonia Gandhi on Friday alleged that the regime in power is “misusing and subverting” the institutions of the Constitution, and the people must act to defend the Constitution from this “systematic assault”.

    Penning an article in The Telegraph on the 132nd birth anniversary of Ambedkar, the architect of India’s Constitution, Gandhi said today the real “anti-nationals” are those who are misusing their power to divide Indians against each other on the grounds of religion, language, caste and gender.

    “As we honour Babasaheb’s legacy today, we must remember his prescient warning that the success of the Constitution depends on the conduct of the people entrusted with the duty to govern,” the Congress parliamentary party president said.

    She alleged that today, the regime in power is misusing and subverting the institutions of the Constitution, and weakening its foundations of liberty, equality, fraternity and justice.\

    Gandhi alleged that liberty is “threatened” by misusing the law to harass people rather than to protect their rights and equality is “assaulted” by “favoured treatment to chosen friends” in every sphere, even as the vast majority of Indians suffer economically.

    “Fraternity is eroded by deliberately manufacturing an atmosphere of hatred and polarising Indians against each other. The resultant injustice is amplified by pressuring the judiciary through a sustained campaign,” Gandhi said.

    At this junction in our nation’s history, people must act to defend the Constitution from this “systematic assault”, she said.

    “All Indians wherever they stand political parties, unions and associations, citizens in groups and as individuals must play their parts at this critical time. Dr. Ambedkar’s life and struggle teaches critical lessons which can serve as a guide,” the former Congress president said.

    She said the first lesson is to vigorously debate and disagree, but ultimately work together for the nation’s interest.

    The history of India’s freedom struggle is full of sharp disagreements among Mahatma Gandhi, Jawaharlal Nehru, Ambedkar, Sardar Patel, and many others, she noted.

    These debates naturally attract interest, as they offer many perspectives on serious questions about our future, she added.

    “But we must not forget that ultimately, all the eminent men and women who fought for our freedom worked together for our independence and to shape our nation. Their ups and downs at different times only shows that they were fellow travellers on a common journey, and they were well aware of the fact,” Gandhi said.

    Dr Ambedkar’s conduct as the Chairman of the Constituent Assembly’s Drafting Committee exemplifies this principle, she asserted.

    She said the second lesson to learn is to encourage a spirit of fraternity, the bedrock of the nation.

    “Babasaheb believed deeply in the importance of nurturing a brotherhood of Indians as one people, saying ‘without fraternity, equality and liberty will be no deeper than coats of paint’,” she said.

    In his final speech, he discussed how the caste system strikes at the roots of fraternity and called it “anti-national”, Gandhi recalled.

    “This phrase is abused by those in power today, but Dr. Ambedkar explained its true meaning the caste system is ‘anti-national’ because it brings about separation, generates jealousy, antipathy in short, because it divides Indians against each other,” she said.

    “Today, the real ‘anti-nationals’ are those who are misusing their power to divide Indians against each other on the grounds of religion, language, caste and gender. Thankfully, despite the regime’s efforts, the sense of fraternity runs deep in Indians,” Gandhi asserted.

    She cited the example of crores of Indians from all walks of life protesting against religious divisiveness, raising their voices for livelihoods of farmers, and helping each other to their best abilities during the COVID-19 pandemic, saying those instances prove that sense of fraternity runs deep beyond doubt.

    “We must always nurture this sense of brotherhood and defend it from attacks in our households, communities, and organisations,” she said.

    The third lesson from Ambedkar is to always fight for social and economic justice, Gandhi said.

    “Dr. Ambedkar fought for the rights of Dalits, as well as the rights of all individuals and communities who were marginalised. The system in the Constitution for backward classes and minorities is flexible and expansive, and has enabled progressive action for their welfare,” she noted.

    “Today, the challenges of ensuring social justice have taken new forms. The economic reforms of 1991 introduced by the Congress government have increased prosperity, but we now see growing economic inequality,” Gandhi said.

    “Reckless privatisation” of public sector units is narrowing the system of reservation which offered security and social mobility to Dalits, Adivasis and OBCs, she argued.

    The advent of new technologies is threatening livelihoods but also creating opportunities to organise better, and ensure greater equality, she said.

    “The challenge is to learn from Babasaheb Ambedkar and ensure social justice in these changing times, and act on our convictions in our public and private lives,” Gandhi said.

    She also quoted Babasaheb Ambedkar’s last words in the Constituent Assembly “If we wish to preserve the Constitution… let us resolve not to be tardy in the recognition of the evils that lie across our path…nor to be weak in our initiative to remove them. That is the only way to serve the country. I know of no better.”

    These words must be our resolve in the years to come, Gandhi added.

    Ambedkar’s remarkable life remains an enduring inspiration today for all Indians, she said.

    Bhubaneswar: With heatwave continuing to grip Odisha, state Energy Minister Pratap Keshari Deb on Wednesday assured people that there will be no power cuts in the state this year.

    Talking to media persons here, Deb said: “There are speculative reports in the media about chances of power cuts. I assure everyone that there will be no power cut in Odisha, including rural areas, this year.”

    However, there might be temporary power cuts due to technical issues, he said, adding, electricity is being supplied in the state as per the demand of the people.

    The minister’s statement holds significance as the state is currently reeling under an intense heatwave situation.

    According to a bulletin of the India Meteorological Department (IMD) at least 14 places recorded a maximum temperature of 40 degrees Celsius or above on Wednesday.

    Jharsuguda was the hottest place of Odisha at 43 degrees Celsius followed by Baripada, which sizzled at a maximum temperature of 42.5 degrees Celsius.

    Similarly, Sambalpur recorded a maximum day temperature of 42 degrees Celsius while it was 41.6 degrees at each of Boudh and Talcher.

    Bolangir and Titlagarh towns in western Odisha witnessed a maximum temperature of 41.2 degrees followed by Angula at 41.1 degrees,Bhadraka at 41 degrees, Sundergarh at 41 degrees, Hirakuda at 40.7 degrees, Rourkela at 40.6 degrees, and Chandbali at 40.3 degrees.

    The Met department issued an alert for heat waves in several parts of Odisha in the next three days.

    SRINAGAR: The budget 2023-24 will give a major infrastructural push to four core areas of health, drinking water, power and road connectivity aimed at providing succour to the common people and improving developmental parameters of UT at the national level, government said in a statement.

    The budget has earmarked funds for providing Functional Household Tap Connections  to all 18.36 lakh households of Jammu and Kashmir by 2023- 24 with a minimum of 55 litres per capita per day (LPCD) drinking water supply of prescribed quality (confirming to BIS 10500) on a regular, longterm and sustainable basis.

    About sixty water supply schemes are likely to be completed during 2023-24. To bring efficiency in planning and revenue collection, the government will introduce digitalization of consumer records and implementation of an online billing systems in entire Jammu and Kashmir.

    The construction of prestigious Tawi Barrage, an artificial lake project which will boost tourism of Jammu city, will be completed during 2023-24.

    According to the budget document, 6000 Kilometer of blacktopping of roads is expected to be achieved during 2023-24 under all schemes. Besides, 353 new projects worth Rs 1292 crore have been prioritized to be sanctioned under Rural Infrastructure Development Fund (RIDF)-XXVIII with NABARD funding.

    In last year’s budget, safety audit of bridges having completed 20 years was completed and now in this budget Safety audit for the bridges having completed 10 years has to be conducted during 2023-24.

    JK government is also putting efforts on maintenance of road/bridge assets and also for road safety measures.

    The year 2023-24 will see further Improvement in daily hours of power supply with Urban- 24 hours and Rural 22 hours besides a reduction in transformer damage rate, a drop in Transmission and Distribution/ Aggregate Technical and Commercial (AT&C) losses.

    Under Budget 2023-24, there will be an additional length of LT/HT network (1324.073 km) besides renovation and modernization works would be undertaken at existing 220/132 KV Grid Sub Stations apart from protection/ replacement works at critical towers and insertion of new towers.

    To improve power connectivity in remote areas that receive heavy snowfall, Sonamarg will be provided 24×7 power supply during winters with underground cabling through Z-Morh Tunnel  besides underground cabling would be done at Nunwan for reliable power supply to holy cave of Shri Amar Nath Ji.

    Godda: Adani Power Limited (APL), which is a part of the Adani Group, informed on Sunday about the start of its first 800 MW ultra-super-critical thermal power generation unit at Godda district in Jharkhand, and has also started supplying Bangladesh with 748 MW of power.

    The APL stated in a release, “The electricity supplied from Godda will significantly improve the situation in the neighbouring country as it will replace expensive power generated from liquid fuel, bringing down the average cost of power purchased”.

    The CEO of Adani Power Limited, SB Khyalia, said in a release, that the Godda Power Plant is a “strategic asset” in India-Bangladesh’s long-standing relationship.

    “It will ease the power supply in Bangladesh, making its industries and ecosystem more competitive. It is going to be the most efficient and environment-friendly thermal power plant installed in India and the entire South-East region and also one of the best in class in the world. It is the first power plant in the country, which has started its operations from Day One with 100% Flue Gas Desulphurization (FGD), SCR and Zero Water Discharge,” the release added.

    Adani Power further stated in the release that, in November 2017, Bangladesh Power Development Board (BPDB) executed a long-term Power Purchase Agreement (PPA) with APL’s wholly-owned subsidiary Adani Power Jharkhand Limited (APJL) to procure 1,496 MW net capacity power from 2X800 MW ultra-supercritical power project at Godda.

    “India’s largest power producer in the private sector is expected to commission its second 800 MW unit soon,” the release stated.

    According to the release, Bangladesh has one of the largest liquid fuel-based power generation plants in the Indian sub-continent region. The installed capacity of heavy fuel oil (HFO)-based plants is about 6,329 MW and high-speed diesel (HSD)-based plants is about 1,290 MW, totalling to over 7,600 MW.

    As per BPDB’s annual report for the financial year 2021-22, the total tariff of HFO-based plants is around BDT 22.10/kWh (USC 21/KWh) and the total tariff of HSD-based power plants is around BDT 154.11/kWh (USC 149/KWh), which is far higher than the tariff of Godda Power Plant (Energy cost estimated to be around 9 cents/KWh). Though at present, Bangladesh has long-term PPA ties with three other imported coal-based generators, the total tariff of Godda TPP is competitive compared to peers, the release further stated.

    Notably, APL’s announcement on the Bombay Stock Exchange on Friday, read, “This is to inform that Unit 1 of 800 MW capacity of the 2×800 MW ultra-supercritical power project of Adani Power (Jharkhand) Limited (APJL), situated in Godda district in Jharkhand, has achieved commercial operations. APJL, a wholly-owned subsidiary of Adani Power Limited, will supply power under a 25-year Power Purchase Agreement (PPA) for a corresponding net capacity of 748 MW from Unit 1 to the Bangladesh Power Development Board. Pursuant to the above, APJL has started processing its claims under the PPA with effect from April 6, 2023”.

    APL stated in the release, that despite “several challenges”, including unprecedented waves of COVID-19, APJL had successfully synchronised the first unit with the power grid of Bangladesh on 29 November 2022 through a dedicated transmission line from Godda to Bangladesh in the presence of representatives from the government of Bangladesh.

    Subsequently, the requisite transmission evacuation system on the Bangladesh side was commissioned in March 2023.

    Accordingly, APJL again synchronised the unit 1 on 20 March 2023. The Reliability Run Test, including Commercial Operation Tests, was completed on 5 April 2023 in the presence of competent authority from BPDB and Power Grid Corporation of Bangladesh (PGCB) officials, the release added.

    “The Godda Power Plant comprises two units of the latest technology available in the world, which is ‘Ultra Super Critical Technology’ with latest techniques for controlling emissions and consumption of coal and water. The Flue Gas Desulphurization (FGD) and Selective Catalytic Reduction (SCR) have been installed in the plant to minimise the emission and meet the latest environment norms of the ministry of environment, forest and climate change (MoEF). This plant is going to be one its kind in India and in Bangladesh, operating on the latest environment emission norms,” the APL further stated in the release.
