    DU planning to give professors 5-year extension post retirement to boost research culture

    New Delhi: The Delhi University is paving the way to give professors and senior professors an extension of five years following retirement to promote research culture and re-employ research oriented academicians, a senior varsity official said on Tuesday.

    At present, the retirement age of the faculty is 65 years and no extension was given to teachers.

    The university has prepared a set of guidelines for the re-employment of “research-oriented academicians”.

    The official, however, stated that the guidelines will only apply to professors teaching at the varsity departments, centres, schools, and institutions, and are not applicable to colleges of the university.

    The re-employed professors will hold the positions on a contract basis, he said.

    The 14-point guidelines, prepared by a committee, will be presented during the upcoming meeting of the Executive Council (the highest decision-making body of the university) on April 10 for approval.

    “The retirement age of academicians at the university is 65 years. However, the university wishes to bring provisions to give an extension of five years for professors. We are hopeful that the guidelines will be approved in the next meeting. This step will help in promoting a research culture and for the re-employment of research-oriented academicians,” the official said.

    According to the guidelines, the application for the same should be submitted before the date of superannuation of the teacher. The application will be then placed before the screening committee for further processes.

    The screening committee will have a chairperson nominated by the vice chancellor. Besides the chairperson, the panel will also have chairperson of the research council; Dean of Research; Dean of the faculty concerned; Dean of Academic Affairs; Head of the Department concerned, and Joint Registrar, as members.

    The re-employed professor will not hold any administrative position and the financial power will be limited to him, the guidelines stated.

    “The re-employment of a professor/senior professor shall be subject to the University’s clearance with respect to her/his conduct as a teacher, her/his disciplinary record as well as financial prudence,” the guidelines read.

    “No teacher shall continue to remain in such re-employment after attaining the age of 70 years. The re-employed professor/senior professor shall be given an office in the department and if required shall share the laboratory with another faculty,” they added.

    The re-employment will also be subject to the university’s clearance concerning his conduct as a teacher, his disciplinary record as well as financial prudence, mentioned the guidelines.

    Meanwhile, a section of teachers has opposed these guidelines, saying it would give rise to favouritism culture.

    “Moreover, they (the university) are trying to build a hierarchy system within the university guideline that would not be applicable for college teachers,” Rajesh Jha, a former Delhi University Executive Council member, said.

    New Delhi: The National Medical Commission (NMC) on Monday issued guidelines on professional responsibilities of medical students, asking them not to indiscriminately post on social media regarding patients and patient-related information.

    It also underlined the need for them to learn the local language so as to effectively communicate with patients and participate in community events.

    Medical students are expected to dress modestly and appropriately in all their professional endeavours, it stated.

    During their clinical training, medical students should politely introduce themselves to patients as students before eliciting medical history and examining patients while understanding that patients are not a means to an end, according to the guidelines.

    The guidelines advocate medical students taking care of themselves and leading a healthy lifestyle and particularly avoiding alcohol, tobacco and other substances of abuse. Students are expected to seek treatment and counselling in case of substance abuse, it said.

    Under the “responsibilities related to personal growth”, the guidelines stated that students must be sensitive to a patient’s needs and must maintain the confidentiality of medical information and at the same time be responsible to inform the treating team about the same to ensure proper management.

    “They must be aware of their limitations and should avoid giving advice regarding treatment, or doing counselling without due instruction from their teachers,” according to the guidelines issued by Dr Yogender Malik, member of the NMC’s Ethics and Medical Registration Board (EMRB).

    The guidelines urged students to get involved in research during their MBBS course under the guidance of their teachers. They should be familiar with the ICMR guidelines that govern research.

    The guidelines urged medical students not to indiscriminately post on social media regarding patients and patient-related information.

    It underlined that students must be aware of the ever-expanding scope of social media with its usefulness as well as possible professional hazards associated with its indiscriminate use.

    Students are expected to be honest and practise integrity during all examinations. Cheating in any form is a form of corruption that not only undermines the purpose of the examinations but also runs contradictory to what is expected of a medical student.

    The guidelines highlighted that whenever possible, students should participate in health camps/ health awareness campaigns as learning at the level of communities is also an essential component of medical education.

    During the community interactions, students encounter diversity in education, living standards, social support systems, access to basic amenities, health access and environmental conditions, etc. Such knowledge and experience is essential if students are to understand the social context when patients come to hospital and to be able to participate in health promotion and disease prevention activities in the community.

    Under the “responsibilities towards society and national goals”, the guidelines stated that medicine is a social and moral endeavour and so medical students are expected to dress modestly and appropriately in all their professional endeavours.

    It encouraged medical students to organise regular environmental audits of the campus to identity the problem areas concerning the environment and initiate suitable programmes such as tree plantation, reduction of use of single use plastic, and judicious use of water.

    Further, in keeping with the role of a citizen-doctor, students are encouraged to keep abreast of new health laws being discussed in Parliament or in a state.

    According to the guidelines, students are expected to learn the local language so as to effectively communicate with patients during their studies, participate in community events related to health education, health promotion and prevention and assist in health services in situations like natural calamities, disasters, health emergencies etc. through proper channels and under supervision.

    Sense of social service and nationalism should be integral part of medical education.

    As far as support framework to ensure optimal functioning and growth of medical students is concerned, medical colleges should have atmosphere conducive for the medical students to achieve optimum personal and professional growth, it stated.

    Medical colleges must ensure that adequate and appropriately trained faculties are available for the education of students according to the prescribed NMC standards.

    They are required to ensure that students have adequate clinical exposure and are required to conduct all examinations and certifications as prescribed by the NMC with integrity and honesty.

    “Cheating must be dealt with strict action. Colleges must not inflate internal assessment marks and students should expect a fair and impartial examination process. Medical colleges must ensure that ragging is banned and that strictest action is
    taken in the event of breaches,” the guidelines stated.

    In order to create awareness against tobacco, alcohol and substance abuse, institutes should run or support well-designed programmes like anti-addiction campaigns on campus and involve students in educating others through such drives at the community level.

    Patna: Following the imposition of section 144 in Sasaram, BJP on Saturday cancelled the rally of Union Home Minister Amit Shah.

    Bihar BJP President Samrat Chaudhary confirmed the development. He said that the district administration has imposed section 144 at the venue and in the entire Sasaram city, how could it be possible to organise an event there?

    Chaudhary, however, said that Shah’s rally in Nawada will take place at the scheduled time on Sunday.

    “It is extremely unfortunate that the Bihar government has failed to provide security to our men. Our supporters are being attacked by a section of people. The district administration has imposed section 144 in the city. Hence, how could it be possible to organise an event there?” Chaudhary said.

    The BJP had a pre-scheduled programme at Sasaram to celebrate the birth anniversary of Samrat Ashok. The district has a significant number of people from Kushwaha community and BJP wants to get their support. Kushwaha community is in the target list of BJP to hurt the Lav-Kush equation of Nitish Kumar-led JD-U. Hence, an event was organised for Union Home Minister Amit Shah in Sasaram city.

    The district administration imposed section 144 in Sasaram after a massive clash broke out between two groups over Ram Navami Shobha Yatra on Friday afternoon. Two houses, some shops and several vehicles were set on fire after a section of people pelted stones and bricks on the Shobha Yatra.

    “Nitish Kumar has not done anything for Samrat Ashok. Due to the BJP, he did some work after 2015. If he has done anything for Samrat Ashok before 2015, he needs to mention it in public domain,” he said.

    When asked about the Nawada rally, Chaudhary said that section 144 is not imposed in Nawada, hence the pre-scheduled programme of Nawada will take place at the scheduled time. Amit Shah is coming to Patna today and he will go to Nawada to attend the programme,” Chaudhary said.

    Besides Sasaram, violence also erupted in Nalanda district over Ram Navami Shobha Yatra on Friday.

    Hyderabad: Telangana State Public Service Commission (TSPSC) will re-conduct recruitment exams for the posts of Assistant Executive Engineer (AEE) in various departments in the month of May.

    The commission had notified 1540 vacancies of AEEs in various engineering departments. However, the test for AEEs held on January 22 was cancelled following the question paper leak.

    A meeting for the issuance of fresh dates was held by the commission on Wednesday.

    While the test for the electrical and electronics engineering subject on May 8 and exams for agriculture engineering and mechanical engineering subjects on May 9, will be held in computer-based mode, the test for the civil engineering subject will be conducted in OMR-based mode on May 21.

    Candidates who have registered for recruitment have been directed to download their hall tickets one week prior to the examination dates.

    Exam dates for Assistant Engineer (AE), Divisional Accounts Officer (DAO), Town Planning Building Overseer (TPBO), and Veterinary Assistant Surgeon posts will be notified by the commission in a couple of days.

    TSPSC had also cancelled AE and DAO exams and postponed the TPBO and Veterinary Assistant Surgeon exams after the paper leak incident.

    BRUSSELS — A top European Union official is leaving his role in charge of transport policy, following POLITICO’s revelations that he accepted free flights on Qatar Airways while his team negotiated a major aviation deal with the Gulf state.

    Henrik Hololei, director general of the European Commission’s transport department, faced an internal investigation into the flights, and whether he was right to clear himself of any conflict of interest.

    On Wednesday, POLITICO revealed Hololei will leave his job as director general of the transport department, known in the Brussels lexicon as DG MOVE, and will become a political adviser with no management responsibility in DG INTPA, the Commission’s department in charge of international partnerships. 

    A spokesperson for the Commission later confirmed to reporters that Hololei would move to his new role on April 1.

    Hololei himself announced his job switch in an email to staff. “Dear friends and colleagues,” Hololei wrote. “I wanted to let you know myself that Friday will be my last day at DG MOVE. I am sure that you have seen the recent press coverage of my participation in international conferences.

    “This has become a distraction, and is preventing DG MOVE from moving forward with the files that are so important for the safer, more sustainable, smarter and more resilient transport system that Europe needs and deserves,” he said. “I have asked to be moved to another position, which I will take up at DG INTPA.”

    POLITICO reported a month ago that Hololei flew business class for free on Qatar Airways nine times between 2015 and 2021, according to details obtained through freedom of information requests. Six of the free flights occurred while the market access agreement between the EU and Doha was being put together, and four of these were paid for by the government of Qatar or a group with links to Qatar.

    The disclosures immediate triggered a storm of criticism, calls for an inquiry and demands to overhaul the rules. The Commission initially insisted Hololei had not broken any rules, but then later moved to tighten those same rules to make sure his behavior could not be repeated in future. An internal investigation is under way into the flights, after officials confirmed that Hololei himself had been the person who signed off on the ethical question of whether they represented a conflict of interest.

    In recent days, POLITICO has reported on calls from within the Commission for Hololei to step aside.

    The episode comes at a highly sensitive time for the EU. The Brussels institutions are already battling to save their reputation amid a corruption scandal involving allegations that Qatar and other foreign governments paid MEPs and others to do their bidding in the European Parliament.

    Ursula von der Leyen, president of the Commission, vowed in light of the so-called Qatargate scandal to crack down on corruption, throwing her weight behind the idea of an ethical oversight body that would be able to probe and penalize misdeeds across all EU institutions.

    While the Parliament is undergoing reforms to avoid future corruption problems, the Commission and the Council of the EU have not been involved in the scandal and stopped short of announcing any internal changes as a result.

    But the Hololei case, which centered on a senior official closely involved with a major transport deal crucial to the Gulf state, widened the focus of scrutiny to include the European Commission, which is in charge proposing EU legislation.

    He was disqualified just a day after a Surat court’s verdict sentencing the Wayanad MP to 2 years in jail in a defamation case on Thursday, filed on a complaint by BJP MLA Purnesh Modi for his alleged remark, “How come all thieves have Modi as the common surname?”

    “Shri Rahul Gandhi, Member of Lok Sabha representing the Wayanad Parliamentary Constituency of Kerala stands disqualified from the membership of Lok Sabha from the date of his conviction i.e. 23 March, 2023 in terms of the provisions of Article 102(1)(e) of the Constitution of India read with Section 8 of the Representation of the People Act, 1951,” the Lok Sabha secretariat said in a notification issued on Friday.

    Congress MP Jairam Ramesh said that the party will not be ‘intimidated’ or ‘silenced’ by the decision to disqualify the Wayanad MP.

    “We will fight this battle both legally and politically. We will not be intimidated or silenced. Instead of a JPC into the PM-linked Adani MahaMegaScam, @RahulGandhi stands disqualified. Indian Democracy Om Shanti,” Jairam Ramesh tweeted.

    Leaders of several opposition parties on Friday spoke up in support of Rahul Gandhi post his disqualification as a Lok Sabha MP due to his conviction in a criminal defamation case from 2019.
