    J&K govt teacher suspended for Facebook post

     

    Days after Chief Secretary warned employees against misuse of social media, a teacher in J&K’s Ramban district has been suspended for a Facebook post allegedly critical of the government.

    The suspension order to this effect has been issued by District Magistrate Ramban, Mussarat Islam.

    “Pending enquiry and for violations of directions passed by the government regarding criticism of policies of the government by its employees on social media platforms, Joginder Singh, teacher GPS Chanderkote, is hereby placed under suspension with immediate effect,” the order read.

     

    The order stated that the teacher shall remain attached to the office of the Chief Education Officer, (CEO) Ramban.

    The District Magistrate has also ordered for constitution of an inquiry Committee headed by Additional District Development Commissioner, Ramban to probe the matter.

    The other members of the committee include Chief Education Officer, Ramban, Zonal Education Officer, Batote and Headmaster HS Chanderkote.

    “The Inquiry Committee so constituted shall initiate an indepth enquiry and submit a detailed/ comprehensive report in the matter, along with specific recommendations, by or before March 25 of 2023,” the order read.

    J&K Chief Secretary, during the meeting chaired on February 17 of 2023 directed all Administrative Secretaries for monitoring of social media networks on regular basis and identify government employees criticizing or commenting adversely on government policies and achievements on various social media platforms.

    “Some Facebook posts were found making rounds on social media networks on which the policies and achievements of government were criticized and after securitizing the said Facebook page(s), it has been found that the Facebook account is in the name of person Joginer Singh, who happens to be a Teacher in School Education Department, Ramban, presently posted at GPS Chanderkote, Education Zone Batote,” the order said.

    It read that the report was sought from the CEO Ramban for ascertaining the facts as to whether said Joginder Singh is working as Teacher in School Education Department, District Ramban or otherwise.

    “The Chief Education Officer, Ramban, sought a detailed report from the Zonal Education Officer, Batote regarding the said Facebook page of the aforementioned person and the Zonal Education Officer, Batote, submitted his detailed report to the Chief Education Officer, Ramban and the same was endorsed

    to this office vide No.CEO/R/23/24775-76, dated February 22 of 2023 , by the Chief Education Officer, Ramban,” the suspension order read.

    After perusal of the said report, it has been confirmed that Joginder Singh is presently working as Teacher in GPS Chanderkote and is presently deployed in MS Sawni, Zone Batote, the order reads.

    “It has been revealed that his pay was kept withheld for misuse of social media in 2020 also by the Chief Education Officer, Ramban and the same was released after submission of written apology from the said Teacher,” the order informed.

    “It has been found that the said teacher has posted various posts criticizing and commenting adversely about the Government policies on his Facebook page. Besides, he has concealed his identity and made fake Facebook ID with a profession as socio-political activist and not a Government Teacher,” the order read.

    The order stated that after proper scrutiny of the social network account, it has been found that four Facebook pages are running on the name of the said Teacher and amongst them only in two pages the said teacher has written his designation as Teacher and in others he has written his designation as socio-political activist.

    “The said teacher was transferred from Higher Secondary School Rajgarh to Government Girls Primary School, Chanderkote, during the previous ATD, but the PRIs of Panchayat Kunfer (Chanderkote) objected to his posting in GPS Chanderkote due to his doubtful character,” the order read.

    In this post office policy, a person can get an insurance cover of Rs 10 lakh by paying just Rs 299 and Rs 399 premium. It is necessary to renew the insurance policy every year and for this it is also mandatory to have an account with India Post Payments Bank.

    New Delhi. Insurance has become very important for every person today. Accidents can happen at any time in life. Therefore, it is necessary for everyone to have such an insurance policy that will also cover the cost of treatment on an accident and also give a claim in case of death or disability. Even today many people in India do not take insurance. One reason for this is the cost of insurance premiums. Keeping this in mind, the Indian Postal Department has come up with a Group Accident Protection Insurance Policy.

    In this policy, a person can get an insurance cover of Rs 10 lakh by paying just Rs 299 and Rs 399 premium. It is necessary to renew the insurance policy every year and for this it is also necessary to have an account with India Post Payments Bank. In the insurance policy, 60 thousand is given for IPD expenses and 30 thousand for OPD in case of accidental injury of the policyholder.

    These are the benefits

    Indian Postal Department has brought this accidental insurance policy in association with Tata AIG. It has two plans. In one, you have to pay a premium of Rs 299 annually and in the other plan you have to pay Rs 399. If a person chooses a plan of Rs 299, then he gets an insurance cover of Rs 10 lakh. If the insured becomes a victim of an accident, then in this policy he gets hospitalization expenses. During the treatment in the hospital, IPD expenses of up to Rs 60,000 and OPD claim up to Rs 30,000 are given.

     

    10 lakh to dependents on death

    In case of accidental death, Rs 10 lakh is given as compensation to the dependents. Not only this, if the insured becomes completely disabled, then he is given 10 lakh rupees. A claim of Rs 10 lakh is given only in case of partial disability. On the death of the insured, the dependents get Rs 5,000 for the funeral. If the dependents of the insured lived in another city, then the cost of commuting from there was also covered in this policy. At the same time, in the plan of Rs 399, all the above claims are available as well as an expenditure of 1 lakh is given to the 2 children of the dependent for education.

    Kerala HC directs govt to post adequate faculty in state-run law colleges

    Kochi: The Kerala High Court has now directed the state government to take appropriate decisions, in four months, on creating permanent posts and appointments of faculty members in government law colleges from 2023-24.

    Justice Shaji P. Chaly held that as per Bar Council of India (BCI) rules, the state government and the respective universities are duty bound to take adequate steps immediately to create posts and make permanent appointments, or else the students will suffer.

    The court was hearing a case filed by four students pursuing LLB from three different government law colleges in Kerala.

    They moved the court seeking a direction to the authorities concerned including the Bar Council of India (BCI) to disallow LLB courses in those government law colleges unless they employ sufficient permanent faculties as per the BCI Rules of Legal Education, 2008 and its guidelines/resolution.

    They, therefore, sought a direction to the authorities to immediately fill up the vacancies of permanent faculties in government law colleges in the state to comply with the said Rules.

    The petitioners also pointed out that as per the rules, the university has to ensure that the core faculty members for each course should be in the ratio of at least be 1:40, so that the students do not suffer because of shortage of faculty members.

    The counter affidavit filed by the respondents submitted that even though a consolidated proposal from the government law colleges was forwarded to the government’s Finance Department, it did not grant approval to create posts and make permanent appointments.

    After going through the facts, the Court noted that the state government has not taken adequate steps to satisfy the requirements of the Act of 1961 and the Rules of 2008 with respect to the appointment of required faculty and the Finance Minister is yet to take a final decision.

    Therefore, the court directed the State to take appropriate decisions by four months on creating permanent posts and appointments of faculty members in government law colleges within Kerala, at least from the year 2023-24.

    Experiences: preference. Knowledge of Microbiology, Molecular biology, protein purification, cell culture and handling of mice for in vivo study is desirable.
    Monthly Fellowship : Rs. 31,000.0 + HRA as per funding agency/University norms and third year Rs. 35,000/ per month +HRA

    Terms : The services of the selected candidate will be as per ICMR guidelines. The project fellowship is a fulltime position. The selected candidate shall not draw money from any other source.

    Vijayawada: At a time when the relations between state governments and Governors are marred by controversies, Andhra Pradesh’s outgoing Governor Biswabhusan Harichandan brought more decorum and dignity to his post by facilitating utmost coordination between various constitutional bodies and providing valuable guidance in development of the state, Chief Minister Y.S Jagan Mohan Reddy said on Tuesday.

    He was speaking at a specially arranged function by the state government at the Convention Centre here in honour of the outgoing Governor.

    Last week, the Centre appointed Harichandan as Chhattisgarh Governor.

    Jagan Mohan Reddy hailed Harichandan’s guidance to the state during the last three and a half years as exemplary.

    Being an educationist, legal expert, freedom fighter and a writer, Harichandan served as five-time MLA and four-term Minister in Odisha and left an indelible mark among the people there as an efficient administrator, said the Chief Minister.

    Under his guidance, AP Red Cross Society extended wonderful services to the people and especially left a mark in the state during the pandemic, he said. The outgoing Governor guided the state like a father, gentleman and well wisher by showing utmost love and affection towards the people, he said.

    Wishing him a successful tenure at Chhattisgarh, the Chief Minister prayed for long life and good health to the outgoing Governor and his wife. He felicitated Biswabhusan Harichandan with a shawl and presented him an image of Lord Venkateswara.

    Chief Secretary Dr K.S. Jawahar Reddy, who also spoke on the occasion, described him as a people’s Governor who paid special interest towards understanding Telugu language and culture.

    Replying to the felicitation, Harichandan said he was overwhelmed by the immense respect, love and affection shown by the Chief Minister and the people of Andhra Pradesh towards him.

    He said he wondered in the initial days of his tenure as Governor as to how the government could implement several welfare schemes and on enquiring about the same, the Chief Minister replied saying he could implement the schemes with the blessings of God.

    The Chief Minister has been implementing a plethora of welfare programmes for all sections of people, he added, saying that Andhra Pradesh is far more advanced in the agricultural sector than many states in the country.

    The outgoing Governor said that RBKs (Rythu Bharosa Kendras) have become role models for the rest of the country and added that the Chief Minister was like his family member. During the pandemic times, the Chief Minister took strong measures to control it and safeguard the public health system, he added.
