    New Delhi: On the diplomatic front, China has wasted no time since emerging from Covid isolation.

    In the last few months, President Xi Jinping has met Russia’s Vladimir Putin; hosted several world leaders, including Brazil President Luiz Inacio Lula da Silva who arrived this week; sent a top envoy to court Europe; and presented a 12-point solution to the Ukraine war, BBC reported.

    Beijing also brokered a detente between Saudi Arabia and Iran in what is one of China’s biggest diplomatic coups; that it pulled this off in the Middle East, where US intervention has been mired in difficulties and failure, is especially significant, BBC reported.

    At the same time, Beijing has unveiled various proposals for global security and development – a clear sign it is wooing the “global south” as it did with the earlier Belt and Road initiative where it poured billions into other countries.

    This diplomatic push positioning China as a key global powerbroker can trace its roots to the “rejuvenation of the Chinese nation”, a long-held nationalist concept that sees the Middle Kingdom reclaiming its central position in the world, BBC reported.

    But it is not just about spreading the gospel of the Chinese way – much of it is also aimed at securing global economic ties.

    “Xi knows that you can’t rejuvenate a Chinese nation without a good economy,” said Neil Thomas, a fellow in Chinese politics at the Asia Society Policy Institute, BBC reported.

    China has the capability to directly attempt to alter the rules-based global order in every realm and across multiple regions, as a near-peer competitor that is increasingly pushing to change global norms and potentially threatening its neighbours, as per the 2023 Annual Threat Assessment Report of the US intelligence community.

    The report said Chinese Communist Party (CCP) will continue with its efforts to achieve President Xi Jinping’s vision of making China the pre-eminent power in East Asia and a major power on the world stage.

    The CCP will work to press Taiwan on unification, undercut US influence, drive wedges between Washington and its partners, and foster some norms that favour its authoritarian system.

    Beijing sees increasingly competitive US-China relations as part of an epochal geopolitical shift and views Washington’s diplomatic, economic, military, and technological measures against Beijing as part of a broader US effort to prevent China’s rise and undermine CCP’s rule, the report said.

    Beijing is increasingly combining growing military power with its economic, technological, and diplomatic influence to strengthen CCP’s rule, secure what it views as its sovereign territory and regional pre-eminence, and pursue global influence. The Chinese government is capable of leveraging its dominant positions in key global supply chains in an attempt to accomplish its goals, although probably not without significant cost to itself.

    China uses coordinated, whole-of-government tools to demonstrate strength and compel neighbours to acquiesce to its preferences, including its land, sea, and air claims in the region and its assertions of sovereignty over Taiwan.

    In the South China Sea, Beijing will continue to use growing numbers of air, naval, coast guard, and militia forces to intimidate rival claimants and to attempt to signal that China has effective control over the contested areas. Similarly, China is pressuring Japan over contested areas in the East China Sea, the report said.

    European leaders have been making a beeline to Beijing, weighing their strategy toward China just as the US intensifies pressure to pick sides in the growing acrimony between the two superpowers, The New York Times reported.

    The flurry of diplomatic activity coincides with China’s announcement of “unlimited partnership” with Russia and Beijing’s awkward effort to mediate the war in Ukraine. China’s growing closeness to Moscow has placed Europe in a difficult spot.

    China would like nothing more than to divide Europe from the US, and is eager to stress that a better footing would not only be good for business, but also benefit Europe’s quest for “strategic autonomy” – maintaining its independence of action, even from the US, The New York Times reported.

    French President Emmanuel Macron has flown into a storm of criticism after he said Europe should not become a “vassal” and must avoid being drawn into any conflict between the US and China over Taiwan, The Guardian reported.

    The French President made the remarks in an interview on his plane after a three-day state visit to China, where he was accorded a red carpet welcome by Xi Jinping – a show of pageantry that alarmed some European China watchers.

    Mujtaba Rahman, the head of Europe at the research firm Eurasia Group, said the timing of Macron’s latest comments was poor.

    “To make these remarks as Chinese military exercises encircled Taiwan – and just after his state visit to China – was a mistake. It will be interpreted as appeasement of Beijing and a green light to Chinese aggression,” Rahman said, The Guardian reported.

    Russia risks becoming an “economic colony” of China as its isolation from the West deepens after the invasion of Ukraine, CIA Director William Burns said, The Guardian reported.

    “Russia is becoming more and more dependent on China and, in some respects, runs the risk of becoming an economic colony of China over time, dependent for export of energy resources and raw materials,” Burns said at an event at Rice University in Houston.

    Washington: With US President Joe Biden nominating Ajay Banga, the former Indian American head of Mastercard, to head the World Bank, the top posts in the global financial institution will be held by Sikhs.

    Before Banga, who is slated to take up job – which, by convention, been reserved for a US citizen – this May, the World Bank already has a Sikh in a top post, with Indermit Singh Gill its Chief Economist.

    He is primarily known for pioneering the concept of the “middle-income trap” to describe how countries stagnate after reaching a certain level of income.

    Gill, an Indian citizen, studied at St Paul’s School, Darjeeling and St. Stephen’s College, Delhi – where he was probably just a year (or perhaps two) junior to Banga.

    Like Banga, Gill is also the son of a senior Indian Army officer.

    Before taking over as Chief Economist on September 1, 2022, Gill served as the World Bank’s Vice President for Equitable Growth, Finance, and Institutions, where he played a key role in shaping its response to the extraordinary series of shocks that have hit developing economies since 2020. Between 2016 and 2021, he was a professor of public policy at Duke University and a non-resident senior fellow at the Brookings Institution’s Global Economy and Development program.

    Widely regarded for his contributions to development economics, Gill spearheaded the influential 2009 World Development Report on economic geography, as per his World Bank profile. He has published extensively on key policy issues facing developing countries among other things, sovereign debt vulnerabilities, green growth and natural-resource wealth, labour markets, and poverty and inequality.

    Gill has also taught at Georgetown University and the University of Chicago. He holds a Ph.D. in economics from the University of Chicago

    Biden’s nomination of Banga follows his Democratic predecessor, Barack Obama nominating Korean-American ‘Jim’ Yong Kim for World Bank chief to ensure that the World Bank is headed by someone with a developing-country background

    Biden was then Vice President.

    If confirmed by the World Bank Board, Bang will be the first person of Indian descent to head the World Bank. He will succeed David Malpass, who was appointed to head the bank by then President Donald Trump.

    SRINAGAR: Dismissing petitions filed by paramedics serving the Health Department on an academic arrangement basis, a division bench of the high court has asked the Services Selection Board (SSB) to go ahead with the selection process of the 1446 positions on a regular basis.

    In order to manage the staff-deficient department, the government engaged paramedics on an academic arrangement basis for one year. The “service” was extendable up to a maximum of four years on a year-on-year basis.

    Later on September 19, 2013, it was made extendable up to six years. The extension was based on “good performance and conduct” or till selection or promotion was made according to the recruitment rules, whichever was earlier.

    In 2021, the government recruiter, JK Services Selection Board an advertisement notification for filling up the 1446 posts of paramedical staff on regular basis. This led the candidates serving the department for many years to approach the court.

    After many hearings, a number of petitions were clubbed together and the case was decided by a division bench comprising Justices Sanjeev Kumar and M A Chowdhary. The decision admitted that the positions they are holding have been made by a committee, a statutory selection body, so they are not backdoor appointees.

    “Though, there is nothing on record to demonstrate that selection of the writ petitioners was pursuant to a selection process but from a reading of the 2009 Rules, in particular Rule-6, we find that there was a proper committee constituted for making selection and, therefore, we presume that appointment of the writ petitioners is not a backdoor appointment,” the judgement delivered by the division bench reads. “However, the fact remains that if such appointments, which are made purely as a temporary measure, are regularized and the persons selected are substantively appointed against the posts held by them, it would definitely violate Article 14 and 16 of the Constitution.”

    Riyadh: In an effort to develop services for women, General Presidency for the Affairs of the Two Holy Mosques in Saudi Arabia announced the appointment of 34 women to leadership positions.

    The Presidency of the Two Holy Mosques in a statement, on Sunday evening, said that its general president, Sheikh Abdul Rahman Al-Sudais, issued a decision to assign 34 leaders in the agencies and departments of the General Presidency for the affairs of the Grand Mosque and the Prophet’s Mosque, and the Women’s Agency for the Prophet’s Mosque Affairs.

    The General Presidency stated that this decision is among the qualitative shifts that the General Presidency for the Affairs of the Grand Mosque and the Prophet’s Mosque seeks to achieve for qualified Saudi women in the service of women who visit the Two Holy Mosques.

    It added, “The decision allows the presidency to invest in women’s it and harness their role as a complement to the successes achieved by women in the Two Holy Mosques.”

    Among the names assigned as agents for the General President of the Grand Mosque are Fatima Al-Thubaiti, Nada Al-Maliki, and Abeer Al-Juffair, as well as Amal Thunayan as agent for the General President of the Prophet’s Mosque.

    While the assignments of the new women leaders varied between an assistant deputy to the president and directors of various departments within the Two Holy Mosques.

    In August 2021, the Presidency of the Affairs of the Two Holy Mosques announced for the first time the appointment of two women as assistants to the general president.

    In recent years, the Kingdom has witnessed extensive transformations, allowing women to drive by royal order in 2017, followed by decisions to enroll women in the main branches of the armed forces with different military ranks.

    It also allowed women to be equal with men in the right to obtain a passport and leave the country with the abolition of the requirement of the consent of their guardian, as well as equality in the retirement age equivalent to 58 years.
