    India to send 20,000 metric tonnes of wheat to Afghanistan via Chabahar port

    New Delhi: India and five central Asian countries on Tuesday asserted that Afghanistan’s soil must not be used for any terrorist activities and called for formation of a “truly inclusive” political structure in Kabul that respects rights of all Afghans including women and minorities.

    At the first meeting of the India-Central Asia joint working group on Afghanistan, New Delhi also announced a fresh tranche of assistance of 20,000 metric tonnes of wheat to Afghanistan and the consignments will be sent through the Chabahar Port in Iran.

    The situation in the war-ravaged country came up for extensive deliberations at the first meeting of the India-Central Asia joint working group on Afghanistan that took place in Delhi.

    A joint statement said the meeting emphasized the importance of formation of a “truly inclusive and representative political structure” that respects the rights of all Afghans and ensures equal rights of women, girls and members of minority groups, including access to education.

    In December, India joined several other leading countries in criticising the Taliban’s decision to ban university education for women in Afghanistan.

    The statement said the officials at the deliberations discussed regional threats of terrorism, extremism, radicalisation and drug trafficking and also deliberated on the possibilities to coordinate efforts to counter these threats.

    It said they emphasised that the “territory of Afghanistan should not be used for sheltering, training, planning or financing any terrorist acts and reaffirmed that no terrorist organizations including those designated by the UNSC resolution 1267 should be provided sanctuary or allowed to use the territory of Afghanistan”.

    Besides host India, the meeting was attended by special envoys or senior officials of the Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan. Country representatives of the UN Office on Drugs and Crimes (UNODC) and UN World Food Programme (UNWFP) also participated in the meeting.

    The joint statement said the officials exchanged views on the current situation in Afghanistan, including the political, security and the humanitarian aspects.

    “While emphasising the respect for sovereignty, unity and territorial integrity and non-interference in its internal affairs, the sides reiterated support for a peaceful, secure and stable Afghanistan,” it said.

    It said the country representative of the UNWFP in Afghanistan briefed the participants on the India-UNWFP partnership to deliver foodgrain assistance to Afghan people and made a presentation on the current humanitarian situation, including the aid requirements for the year ahead.

    India announced the supply of 20,000 metric tonnes of wheat assistance to Afghanistan in partnership with UNWFP through Chabahar Port, the joint statement said.

    Months after the Taliban captured power in Kabul in August 2021, India had announced an assistance of 50,000 metric tonnes of wheat to Afghan people as they were reeling under a severe food crisis. Subsequently, the consignments were sent to Afghanistan using the land route through Pakistan. Islamabad had granted the transit facility after nearly months of discussions.

    “The sides took note of the current humanitarian situation and agreed to continue to provide humanitarian assistance to the Afghan people,” the statement said.

    It said the country representative of the UNODC in Afghanistan highlighted the partnership of India and UNODC in fighting the menace of narcotics in Afghanistan and thanked New Delhi for “providing humanitarian aid for the Afghan drug user population.”

    “Upon their request, India offered capacity building training courses for the relevant stakeholders/partner agencies of UNODC and the relevant officials/stakeholders of Central Asian Republics in the field of countering illegal drug trafficking,” the statement said.

    It said the participants thanked India for holding the first Joint Working Group Meeting on Afghanistan at senior officials level and agreed to continue consultations in this format on a regular basis.

    India has not yet recognised the Taliban regime in Afghanistan and has been pitching for the formation of a truly inclusive government in Kabul besides insisting that Afghan soil must not be used for any terrorist activities against any country.

    India has been pitching for providing unimpeded humanitarian aid to Afghanistan to address the unfolding humanitarian crisis in the country.

    In June last year, India re-established its diplomatic presence in Kabul by deploying a “technical team” in its embassy in the Afghan capital.

    India had withdrawn its officials from the embassy after the Taliban seized power in August 2021 following concerns over their security.

    New Delhi: The National Investigation Agency (NIA) on Monday filed its second supplementary charge sheet before a special court in Ahmedabad in connection with a case pertaining to seizure of 2988.210 Kgs of heroin at Mundra Port, Gujarat.

    According to an official, the said consignment was sent from Afghanistan via Bandar Abbas, Iran.

    Initially, the case was registered by the Directorate of Revenue Intelligence (DRI) and later, the probe was taken over by the NIA on October 6, 2021.

    In March 2022, the NIA filed a charge sheet against 16 accused. After this, a supplementary charge sheet was filed against nine accused in August 2022.

    The second supplementary charge sheet was filed against 22 accused which included private firms too.

    “During further investigation, it was found that there is an organised criminal conspiracy to smuggle illegal consignments of heroin through international trade routes to India from Afghanistan, hatched by the accused. While investigating forward and backward linkages of the crime, a well-oiled network of operatives involved in the import, facilitation and transport of drug laden consignments has been uncovered.

    “It has also been revealed that consignments were being imported through multiple fake/shell import proprietorship firms floated in India through multiple accused,” the NIA said.

    Prime accused Harpreet Singh Talwar alias Kabir Talwar visited Dubai, UAE on multiple occasions and wilfully participated in the conspiracy for exploiting the commercial sea-route of import, in order to smuggle heroin into India in commercial quantities.

    Talwar was running multiple trades in New Delhi, like clubs, retail showrooms and import firms. These firms are opened by Kabir Talwar in the names of his employees, relatives and friends, which are solely operated by him. These firms were used for importing narcotics, banned items and receiving remittances in the form of legitimate goods in lieu of his role in the smuggling cartel, the NIA said.

    Over a dozen such firms have been identified and investigated, including the charge-sheeted firm, M/s Magent India. This company was used to import and receive heroin disguised as semi-processed talc stone from Afghanistan to India.

    Investigations revealed that an organised network of syndicate members was being run by foreign based narcotic traders for importing the heroin laden consignments into Indian Ports (Mundra, Kolkata) and its further delivery to various warehouses located at New Delhi.

    The India based network of Afghan nationals was responsible for hiring these warehouses and for extracting and distributing the heroin once it reached New Delhi.

    “Investigation established that funds generated through the sale proceeds of heroin were provided to operatives of Lashkar-e-Taiba (LeT) for furtherance of terrorist activities in India,” said the NIA.

    Further investigations in the matter are on.

    Kochi: A plea in the Kerala High Court has claimed that the Vizhinjam sea port construction work was causing noise pollution in the area.

    Refuting the allegation in the plea, moved by a Thiruvananthapuram-based resort, the Vizhinjam International Sea Port Ltd and Adani Vizhinjam Port Pvt Ltd claimed the sound generated by the construction activity, during day and night, was below the noise standards contained in the Environmental, Health, and Safety (EHS) guidelines.

    In view of the claim by the two companies, the High Court on Tuesday directed them to produce the EHS guidelines on noise standards.

    The court also directed them to place before it the National Green Tribunal (NGT) order appointing a monitoring body to oversee the construction activities, including the issue of noise pollution.

    The direction was issued as the two companies contended that the NGT has issued an order appointing a monitoring agency to keep watch over all the sea port construction-related activities, including the issue of noise pollution.

    The court also recorded the submission of the two companies that they were adhering to the sound limit fixed as per the schedule attached to the Noise Pollution (Regulation and Control) Rules, 2000, during the sea port construction.

    The court’s order came on a plea by Bethsaida Hermitage complaining that the sea port construction activity was causing noise pollution in the area.

    It has also urged the court to direct the two companies to desist from undertaking noisy construction work during the night hours at the project site till the pendency of the plea.

    Beirut: Lebanon’s Prosecutor-General Ghassan Oueidat has filed charges against the judge leading the investigation into the 2020 Port of Beirut blasts and released all the 17 suspects in connection with devastating explosions that killed at least 218 people.

    The prosecutor accused Tarek Bitar of “abusing power” by resuming his work despite the several complaints filed against him, reports Xinhua news agency.

    The investigation was suspended in December 2021 after a series of complaints were filed against Bitar, forcing him to halt his probe.

    He resumed his work on Monday after a 13-month suspension.

    In response to Oueidat’s accusation, Bitar said he won’t step down and will continue with his “responsibilities as investigative judge”.

    Upon returning to the office on Monday, Bitar ordered the release of five detained suspects and announced his plan to press charges against others.

    On Tuesday, he charged former prime minister Hassan Diab and two former ministers with homicide with probable intent.

    He also charged chief of Lebanese General Security Abbas Ibrahim, State Security director Tony Saliba, and former army commander Jean Kahwaji in connection.

    Meanwhile, families of the blast victims were angered by Oueidat’s decision to release all the suspects and staged protests in Baabda, the capital of Mount Lebanon Governorate.

    Primary investigations into the blast revealed that 2,750 tonnes of ammonium nitrate (equivalent to around 1.1 kilotons of TNT) stored since 2014 in a warehouse at the port caused the explosions, which injured 7,000 people, caused $15 billion in property damage, and left estimated 300,000 others homeless.

    The substance was stored at the warehouse after being confiscated by the Lebanese authorities from the abandoned ship MV Rhosus.

    The explosion was preceded by a fire in the same warehouse.

    The blast was so powerful that it physically shook the whole country of Lebanon.

    It was felt in Turkey, Syria, Palestine, Jordan, and Israel, as well as parts of Europe, and was heard in Cyprus, more than 240 km away.

    It was detected by the US Geological Survey as a seismic event of magnitude 3.3 and is considered one of the most powerful accidental artificial non-nuclear explosions in history.
