    PMO reviews preparations for G20 meeting in Srinagar later in May

    New Delhi: With the G20 Tourism Working Group’s meeting which is scheduled to take place in Srinagar, less than two weeks away, the Prime Minister’s Office (PMO) on Tuesday is learnt to have held a high level meeting to review the preparations for it.

    Highly-placed sources said that though the meeting took stock of several deliberations taking place across the country under India’s G20 presidency, its main focus was learnt to be on the forthcoming meeting in Srinagar, especially in the light of Pakistan’s objections to India holding G20 deliberations in Jammu and Kashmir.

    According to sources, the Principal Secretary to the Prime Minister, P.K. Mishra chaired the review meeting, where senior officials from around 12 key ministries were present.

    Joint secretary level officials from some important ministries like Finance, Commerce, Environment, and Tourism among others were present in the meeting, sources said, adding that Mishra was briefed about the preparations being made for the forthcoming meeting in Srinagar.

    The Prime Minister, who has been busy with campaigning for Karnataka Assembly elections for the past one week, is likely to be briefed about the preparations underway for the Srinagar meeting, sources informed.

    The meeting mainly focussed on the preparations for the G20’s Tourism Working Group, which is taking place in Srinagar between May 22 and 24.

    Sources informed that though the meeting is just part of the several deliberations and interactions which are taking place under India’s G20 presidency in various parts of the country, it holds a lot of significance, mainly owing to the fact that last month, Pakistan’s foreign office had raised objections to India’s plans to hold the above mentioned meeting in Srinagar.

    Pakistan had claimed that such events were aimed at perpetuating India’s “illegal occupation” of Jammu and Kashmir.

    “The meetings and events of G20 are being held across India. They are being organised in every region of India and it is very natural to have these meetings in Jammu and Kashmir and Ladakh,” External Affairs Ministry spokesperson Arindam Bagchi had told the media last month following Pakistan’s objections.

    Bagchi had further said that “these places have always been an integral and inalienable part of India and they are ours. I will only say these meetings are being held in every region. This is our natural response”.

    In fact Pakistan had even protested last year, when details had started emerging that India plans to hold some G20 engagements in Jammu and Kashmir.

    Ahmedabad: Conman Kiran Patel, who was arrested in Jammu and Kashmir last month for posing as a top official in the Prime Minister’s Office (PMO), is likely to be brought to Ahmedabad on Friday night, an official said.

    A team of Ahmedabad Police has reached Jammu and Kashmir to take custody of Patel, according to a senior official.

    Four FIRs related to cheating have been registered against Patel in different police stations in Gujarat.

    “Our team is in Jammu and Kashmir to take Kiran Patel’s custody in a cheating case registered with us. He will be brought here on Friday night,” a senior police officer said.

    Kiran Patel and his wife, Malini Patel, were accused of attempting to usurp a senior citizen’s bungalow.

    The Ahmedabad Crime Branch registered a case of cheating against them on March 22, six days after Malini Patel was arrested.

    The complainant, Jagdish Chavda, had wanted to sell his bungalow in the Shilaj area. Patel approached Chavda claiming to be a real estate agent and persuaded him to renovate the property, claiming that it would fetch a good price.

    To gain Chavda’s trust, Patel allegedly claimed to be a “Class-1 officer in the PMO” and a partner in a cafe chain.

    Chavda agreed to the renovation, and Kiran along with his wife Malini, and an interior designer took Rs 35 lakh in instalments from him for the work.

    When the renovation was underway, Chavda shifted to his friend’s residence.

    A few days later, he learned that Patel and his wife had put up their own name-plate outside the bungalow and had conducted a house-warming ritual as if they were the owners.

    When confronted, the couple left the bungalow without finishing the renovation, and Chavda moved back into the house.

    In August 2022, Chavda received a court notice informing him that Kiran Patel had filed a civil suit claiming ownership of the property using photographs of his nameplate and invitation card for the house-warming ceremony, said the FIR.

    Gurugram: A 30-year-old man was arrested on Monday for allegedly masquerading as a relative of a Prime Minister’s Office (PMO) official and making indecent remarks and threatening a station house officer (SHO), police said.

    The arrested accused was identified as Satyaprakash Arya alias Siddharth, who was arrested from Sector-58 Gurugram.

    According to the police, SHO of Sector-65 police station Gurugram, Sudhir Kumar received a phone call on his official mobile number on the intervening night of Saturday and Sunday, and the caller introduced himself as a relative of a higher official of PMO and asked him to get a free entry in a Byob (Agatha) located in Police Station Sector-65 jurisdiction.

    But the SHO refused the accused to help him to get free entry into the premises of the Byob.

    Following this, the caller started pressuring the SHO on the name of the senior police officers and said that he is a relative of a high official posted in PMO and threatened the SHO with dire consequences.

    Following this, an FIR was registered against the accused under relevant sections of the IPC at Police Station Sector-65, Gurugram.

    “During the probe, the SHO nabbed the accused, who disclosed to the police that he works as a telecaller in a private company located in Sector-18, Gurugram. He along with his accomplices had gone to Byob located in the area of Police Station Sector-65, Gurugram and had committed the aforesaid crime to enter the bar without paying any entry fee,” said Preet Pal Sangwan, ACP (crime).

    To hide his identity, the accused had also introduced himself with a fake name. It was also found that the officer appointed in PMO, whose name the accused was taken found to be fake, he said.

    A mobile phone and SIM card used by the accused in the execution of the crime have also been recovered from the possession of the accused, police said.

    Srinagar, Apr 01: An Advocate from Srinagar has filed an application under RTI Act to seek details about expenditure spent on trips, accommodation and security of Gujarat man who impersonated as PMO official.

    As per the news agency—Kashmir News Observer (KNO), the applicant has further sought details of the officials who held “official meetings” with conman; name of departments which spent “public money” on his transportation and accommodation.

    As reported earlier, the Jammu and Kashmir Government has ordered an inquiry to probe into various aspects related to visits of alleged Gujarat conman, Kiran Patel to Kashmir during the past months and security arrangements made during his visit.

    In his application, Advocate Aamir Masoodi has sought details of total amount spent on accommodation, transportation and other expenses of Patel on his last two visits to Kashmir.

    An application addressed to Designated Information Officer in the office of Divisional Commissioner Kashmir, the applicant has also sought details of concerned department who has paid the whole amount on behalf of Patel on his last two visits to Kashmir.

    It further sought name of government officials posted in Kashmir who had meetings with Patel during his visits to Kashmir.

    Patel was arrested by Police from a five-star hotel in Srinagar for posing as an ‘additional secretary’ in the Prime Minister’s Office (PMO) and enjoying security cover besides other hospitality. On his arrest in Srinagar, FIR No 19 of 2023 was registered against him at Police Station Nishat for criminal intention and indulging in activities by employing high degree of forged means.

    Additional Director General of Police (ADGP), Kashmir, Vijay Kumar has said they were checking the lapses in the present case and action will be taken against the officer involved.

    “There was negligence on the level of a field officer and action will be taken,” Kumar said, adding that the police acted quickly against Patel when they got to know about the case.

    The Gujarat High Court ruled on Friday that the degree and post-graduate degree certificate of Prime Minister Narendra Modi are not required to be provided by the Prime Minister’s Office (PMO).

    Judge Biren Vaishnav’s one-judge panel overturned the Chief Information Commission’s (CIC) directive to the PMO, Gujarat University, and Delhi University PIOs to provide information about Modi’s undergraduate and graduate degrees.

    Delhi chief minister Arvind Kejriwal was also charged 25,000 rupees in expenses by the Gujarat high court for his request for the PM’s degree certificate’s specifics. The Gujarat University appealed the Chief Information Commission’s decision, and the high court was now hearing it.

    “In a democracy, there won’t be a difference if a person holding the office is a doctorate or an illiterate. Also, there is no public interest involved in this issue. Even his privacy is affected”, legal website Bar and Bench quoted Solicitor General Tushar Mehta, who was appearing for the university.

    Prime Minister Narendra Modi stated that he earned his undergraduate degree from Gujarat University in 1978 and his postgraduate degree from Delhi University in 1983.

    Kejriwal’s lawyer Percy Kavina argued that, “If you see the nomination form (filed during elections), it mentions his educational qualifications. Thus, we are asking for a degree certificate and not his marksheet”.

    Jammu: The Jammu and Kashmir government on Wednesday ordered a probe into the visits of conman Kiran Patel — who used to pose as a ‘PMO official’, to the union territory, an official said.

    An order issued by the Home Department appointed Vijay Kumar Bidhuri, divisional commissioner (Kashmir) as the inquiry officer who has been asked to submit his report within a week’s time.

    The order reads: “Sanction is hereby accorded to the appointment of Vijay Kumar Bidhuri as Inquiry Officer to inquire into the various aspects related to the visits of Kiran Patel to Kashmir during the past months and security arrangements made thereof.

    “The Inquiry Officer shall identify the lapses on the part of the Officers/ Officials concerned and submit a detailed report within one week,” the order read.

    Kiran Patel was on his third visit to the Kashmir Valley when he was arrested by police from a 5-star hotel in Srinagar on March 2.

    The police have told the court: “He has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but extremely elevated class of the society, including high officials of the civil administration and police authorities.

    “He succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five-star protocol brazenly for a considerable period of time.

    “The documents, visiting cards and cell phone of the accused person have been sent for FSL examination, on the basis of which the alleged crime has been commuted, however the FSL examination report has not been received by the investigating agency,” the police said.

    The report also said that investigation conducted so far has suggested that the accused has visited most sensitive locations and areas of the Kashmir Valley, which are highly protected and extremely sensitive as far as the present security scenario of Kashmir is concerned.

    “This aspect of the matter has necessarily to be probed thoroughly by the investigating machinery as to how and with what motive and object the accused visited these locations and areas.

    “There is enough material available on the file, suggestive of the fact that while meeting different and variety of people and conducting meeting with highly elevated officials of civil administration and police, the accused may have received hefty amount for different purpose which areas seem not to have been investigated so far.

    “Further no recoveries have been made by the investigating agency so far, hence a detailed and thorough investigating is also required to be conducted as far as this area of the matter is concerned.

    “Meticulous and careful perusal of case diary file and material available on record reflects that during this all period some more persons have remained closely connected with the accused person whose nexus with the accused person requires proper investigation,” the police report said.

    Ahmedabad: Alleged conman from Gujarat Kiran Patel, held in Jammu and Kashmir for posing as a top official of the Prime Minister Office (PMO), has been booked by the Ahmedabad cops on cheating and criminal conspiracy charges for trying to usurp a senior citizen’s bungalow here using the same tactic, said an official on Thursday.

    Patel, a resident of the Ghodasar area of the city, was arrested by the Jammu and Kashmir police earlier this month from a five-star hotel in Srinagar after the authorities grew suspicious about his activities.

    On Wednesday, the Ahmedabad city crime branch lodged a case of cheating (Indian Penal Code section 420), criminal breach of trust (406), criminal conspiracy (120-b) and personating a public servant (170) against the alleged conman, said Deputy Commissioner of Police, Crime, Chaitanya Mandlik.

    Patel’s wife Malini Patel has been shown as a co-accused in the FIR (first information report), he said.

    “As per our information, four FIRs related to cheating have been registered against Kiran Patel in different police stations of Gujarat in the past. Since he is in judicial custody, we will try to bring him here through a transfer warrant,” Mandlik said.

    In the latest FIR, it is alleged that Patel tried to grab a bungalow in a posh locality in Ahmedabad by winning the trust of its owner through false claims of being a “Class 1 officer in the PMO” and having close relations with politicians.

    The complainant, 63-year-old Jagdish Chavda, owns a bungalow in the Shilaj area but wanted to sell it because of personal reasons. Patel approached Chavda in February 2022, claiming to be a real estate agent, and told the owner his property would fetch a good price if it was renovated.

    To win Chavda’s trust, Patel then identified himself as a “Class-1 officer in the PMO” as well as a partner in a cafe chain. When Chavda agreed for the bungalow’s renovation, Patel, his wife Malini and an interior designer started the work and took Rs 35 lakh in installments from him, the FIR said.

    As renovation was underway, Chavda shifted to his friend’s residence in the Shela area. After some time, Chavda learnt that Patel and his wife had put their own name plate outside the bungalow and also did a house-warming ritual as if they were the owners.

    When confronted, the Patel couple left the bungalow without finishing the renovation work, following which Chavda and his family moved back into the house, according to the police.

    In August 2022, Chavda, through a court notice, learnt Patel had filed a civil suit claiming ownership of the property, said the FIR.

    In August 2019, a city-based decorator had lodged a complaint in Vadodara against Patel and two others for allegedly duping him of Rs 1 crore.

    As per the FIR registered at the Raopura police station in 2019, Patel along with two event organisers – Dipesh Sheth and Dhara Sheth – had approached the complainant, Paritosh Shah, to decorate Navlakhi ground in Vadodara for a Navratri event held in October 2018.

    While the trio paid nearly Rs 50 lakh to Shah in various installments for the work done, they started giving excuses to clear the remaining bill of Rs 1 crore, as per the FIR.

    At one point, Patel even threatened Shah with dire consequences claiming he was politically well connected. When the trio refused to pay the pending money, Shah lodged a complaint with the Raopura police in August 2019.

    A similar complaint of cheating and breach of trust was registered against Patel in Bayad town of Arvalli district in August 2020.

    As per the FIR registered by the Bayad police, Patel along with his brother Manish Patel and the latter’s wife Darshna had convinced three persons of Bayad to invest their savings in tobacco and cattle feed business for good returns.

    In all, the accused took Rs 1.75 crore from one Ashish Patel and two of his friends by promising high returns on their investments, said the police document.

    When cheques given by the accused got dishonoured, complainant Ashish Patel and others sought their money back, following which, the trio returned nearly Rs 50 lakh, but refused to pay the remaining sum of Rs 1.25 crore, said the FIR.

    Reacting to the Conman from Gujarat arrested in Srinagar, Omar while addressing a gathering in Kulgam said that it is the worthlessness of the present government, who was busy appeasing the fake conman from Gujarat.

    According to the news agency KNO, he alleged that it is the fourth such incident, adding that it has been heard that three have already left for their places.

    “How worthless this government is. The conman was given security, chaired meetings of officers, and also visited the Line of Control in Uri. Without confirmation from the PMO office, the administration was busy appeasing the conman.     New Delhi: The Congress on Saturday expressed concern over the case of a conman posing as a PMO official and getting requisite perks, saying if the government is serious about the country’s security then it must make it clear who will resign for the lapse.

    Kiran Bhai Patel from Gujarat has been arrested by police from a five-star hotel in Srinagar for posing as an ‘additional secretary’ in the Prime Minister’s Office (PMO) and enjoying security cover besides other hospitality.

    He had three cases registered against him in his home state, police said on Friday.

    At a press conference, Congress’ media and publicity department head Pawan Khera said it was a very serious matter pertaining to the country’s security and the government probably was not focussed on such matters as it was “busy protecting the prime minister’s best friend”.

    “If anyone asks questions to the Modi government, he is anti-national. Which national interest are you serving? If you are at least a little serious about the security of the nation, then tell me that at the political level who will resign in this matter?” Khera said.

    “Our three essential questions are — can a PMO officer get Z+ security, should Z+ security be given and is Z+ security availed so easily. It is very important to know from which level the instructions to give security to a thug came?” he said.

    In a sensitive area like Jammu and Kashmir, a person has been cheating the security forces for five months and is roaming in those areas with Z+ security by making a PMO card, where common citizens cannot go, he said and raised questions over the government’s intelligence mechanism.

    Khera said the government must answer whose resignation will be taken for this lapse.

    The ruling party has such a toolkit that the one who asks questions of them is an anti-national while one person takes Z+ security by printing fake cards of the PMO, the Congress leader alleged.

    According to court documents, Patel was on his third visit to the Kashmir valley and was subsequently nabbed by alert security officials on March 3.

    Patel had claimed he had been given a mandate by the government to identify buyers for apple orchards in south Kashmir and a couple of IAS officers were in awe of him as he had been dropping names of high-ranking bureaucrats and politicians in the national capital.
