    Centre makes U-turn on Vizag Steel Plant, employees intensify protest

    Visakhapatnam: In another U-turn on the disinvestment process of Rashtriya Ispat Nigam Ltd (RINL), the corporate entity of Visakhapatnam Steel Plant, the Centre on Friday said that the process is in progress.

    A day after Union Minister of State for Steel Faggan Singh Kulaste said in Visakhapatnam that the Centre will not go ahead with the privatisation, the ministry of steel on Friday issued a statement that there is no freeze on the disinvestment process of RINL.

    Clarifying about some media reports regarding hold on the disinvestment process of RINL, the Steel Ministry said that disinvestment process of the RINL is under progress and efforts are being made by the company and supported by the government to improve the performance of RINL and keep it as a going concern.

    Kulaste had said in Visakhapatnam on Thursday that the Centre will focus on strengthening Vizag Steel Plant (VSP) rather than privatising it.

    Meanwhile, protesting against the new U-turn, VSP employees took to the streets on Friday. They sat on a dharna on the national highway near Kurmannapalem crossroads and set afire the effigy of the Central government.

    Police tried to detain the protestors but they resisted the attempt. This led to mild tension. The VSP employees have threatened to intensify their protest.

    The employees, who have been protesting for more than two years, demanded that the Centre take back its disinvestment plan.

    Employees said people of Andhra Pradesh made many sacrifices for the plant and they will not allow the sale of the plant.

    Hyderabad: Municipal Administration and Urban Development (MA&UD) minister KT Rama Rao will inaugurate a leachate (liquid waste) treatment plant in Jawaharnagar on Saturday.

    The project aims to reduce water pollution in Jawaharnagar and adjoining localities. Malkaram Cheruvu was polluted with wastewater because of the leachate which gathered at the Jawaharnagar dump yard.

    Some water bodies in the surrounding localities too got polluted when the contaminated water overflowed.

    To address the situation, a mobile RO system of 2000 kilolitres per day capacity was started in the year 2017 as a temporary measure. The capacity of the RO system was subsequently increased to 4000 kilolitres, said a press release on Friday.  

    Purification of water in the Malkaram Cheruvu project was also taken up. To ensure the contaminated water from the water body does not spill over, storm water diversion drains construction was completed with the cost of Rs 4 35 crores.

    Greater Hyderabad Municipal Corporation (GHMC) completed the capping of the dump yard in 2020 to address the issue of flood water flowing from the top of the dump yard. GHMC took up the program with nearly Rs 250 Crore to treat the wastewater from Jawaharnagar and to restore nearby ponds and other water bodies in the surroundings. 

    Ramky Group took up the restoration and purification of Malkaram Cheruvu and artificial lagoons.

    Year-long efforts into the programs and initiatives resulted in purifying nearly 43% of Malkaram Cheruvu. This was confirmed by agencies, like the Pollution Control Board, supervising the programs.

    GHMC divided the Malkaram Cheruvu purification works into three phases. Under the first phase, 5.7 acres of the water body were purified. The process of purifying the legacy waste is underway. 

    After the completion of this program, the management of solid waste, as well as water waste in the Jawahar Nagar area, is said to reach a satisfactory level.

    Hyderabad: The Bharat Rashtra Samithi-led state government’s reported decision to bid on the Vizag Steel Plant (VCP) through its Singareni Collieries Company Limited (SCCL) while alleging that the Centre is trying to privatise the steel plant has triggered a row in both the Telugu states.

    While Andhra Pradesh’s YSR Congress Party (YSRCP) government came under attack from opposition parties for doing nothing to stop privatisation of the VSP, opposition in Telangana questioned the KCR government’s move to use funds of Telangana in another state.

    Telangana BJP President Bandi Sanjay Kumar alleged that BRS set aside core ideals of Telangana for KCR’s “selfish political interests”. “Telangana State money will be used for Andhra Pradesh’s steel plant,” he remarked.

    Andhra Pradesh Industry Minister Gudivada Amarnath, however, maintained that YSRCP is opposed to privatisation. “There is no official statement from the Telangana government. We have seen only speculations in the media,” he said.

    BRS leaders, on the other hand, defended the move. “When Gujarat MDC bid and get mines in Odisha, why can’t Telangana bid for Vizag Steel Plant for which even Telangana people lost lives fighting for,” asked party leader Krishank Manne, who is also Chairman of Telangana State Mineral Development Corporation (TSMDC).

    Apart from the SCCL, the TSMDC is also likely to submit EoI for VSP.

    “Vizag Steel Plant, Bayyaram are not encouraged only for the benefit of Modi+Adani+Posco,” he tweeted.

    This is said to be the first time a state-run company will place bids to secure a PSU in a neighbouring state.

    The move is also expected to politically benefit KCR’s party, which recently changed itself to the BRS from the TRS to expand pan-India.

    BRS Working President and KCR’s son K.T. Rama Rao had last week written to the Centre opposing its move to privatise the VSP.

    Reacting to KTR’s letter, former joint director of the CBI, V. V. Lakshminarayana had suggested that either Andhra Pradesh or Telangana government should submit the EoI for VSP.

    The BRS had also organised a ‘Maha Dharna’ on April 8 to protest against the Centre’s decision to auction SCCL coal mines. The protest was organised during Prime Minister Narendra Modi’s visit to Hyderabad.

    The Communist Party of India (CPI) national Secretary K. Narayana on Monday welcomed Telangana’s interest in VSP.

    He said that if VSP goes into the hands of private companies like Adani Group, it would be a great loss to the country and appreciated KCR’s decision to take over the PSU.

    CPI’s Andhra Pradesh Secretary Ramakrishna questioned the silence of Jagan Mohan Reddy government over VSP’s privatisation when Telangana government is trying to acquire the plant.

    Hyderabad: Telangana government is reportedly looking to bid for the Vizag Steel Plant (VCP) through its Singareni Collieries Company Limited (SCCL) while alleging that the Centre is trying to privatise the steel plant.

    According to a report by the Times of India, chief minister K Chandrashekar Rao has reportedly instructed a few officials from the government as well as the SCCL to visit the VSP and prepare a blueprint. The last date for submitting bids for VSP is on April 15.

    TOI termed the move as the first time a state-run company will place bids to secure a PSU in a neighbouring state.

    The Telangana government enjoys a majority stake in SCCL of 51% while the Centre holds the remaining 49 percent.

    BRS working president KT Rama Rao, on April 2, reiterated the party’s support to Vizag Steel Plant workers saying that the BRS would oppose the Central government’s move to privatise the steel plant.

    The BRS party has been opposing the alleged privatisation of PSUs by the Centre in the two Telugu states.

    “If the BRS government’s strategy works out, the Centre may have to support VSP by providing working capital as was done by former prime ministers Atal Behari Vajpayee and PV Narasimha Rao,” a senior BRS leader was quoted by TOI.

    Hyderabad: Singareni Collieries chairman and managing director N Sridhar on Wednesday said that the proposed new thermal plant with a capacity of 1050 MW would make the total power generation capacity of the company to 3350 MW.

    In a review meeting the chairman of Singareni Collieries directed the officials to prepare the plans for the set up of the new thermal power plant within one month.

    The Singareni board also approved the proposal to expand the 1200 MW thermal power plant in Jaipur of Mancherial with the set up of a new power plant of the capacity 800 MW.

    N Sridhar informed that with the new plant the total power generation capacity of Jaipur power plant would become 2000MW.

    The current 1200 MW power plant has been contributing to Singareni by generating an annual income of Rs 500 crores.

    In the review meeting, N Sridhar instructed the officials to begin 250MW solar power plant works. With the completion of these solar power projects in Bhupalpally, Manuguru and Mandamarri, the total solar power generation by Singareni would be 550MW.

    Hyderabad: Bharat Rashtra Samithi (BRS) working president KT Rama Rao on Sunday reiterated the party’s support to Vizag Steel Plant workers saying that the BRS would oppose the Central Government’s move to privatise the steel plant.

    In an open letter to the Union Government, KTR said that the Narendra Modi government’s “evil plans” to sell off the VSP to private players, the reasons for the steel plant’s losses, and ways in which the plant could be revived.

    “As part of the conspiracy to privatize the steel plant, VSP will be pushed into losses and the crisis will be shown as an excuse to hand it over to crony corporate companies. The central government did not allow the special iron ore mines to the steel plant. Due to this, the steel plant is forced to spend up to 60 per cent of its production cost on raw material,” he added.

    He further said that on the other hand, the cost of raw materials in private companies’ production is less than 40 per cent as iron ore, coal and other mines were allotted to them.

    BRS’s working president further said that VSP, which is forced to spend huge amounts on raw materials, is facing challenges as it is competing with private corporate companies in the market in terms of production.
    It is facing losses as the enterprise has to sell at the same price as them in the market.

    Minister KTR said that the enterprise is in distress as coking coal has to be imported, and iron raw materials needed for steel production are being bought at the market rate from NMDC.

    “Due to this, more than 50 per cent of production had to be stopped for a year. All of this is part of a conspiracy to push the Vizag Steel Plant into losses and use it as an excuse to privatize the steel plant. PM Modi has written off loans worth Rs 12.5 lakh crores for his corporate friends. Why is he not showing the same generosity on the Vizag steel plant?” KTR questioned.

    Stating that an Expression of Interest (EoI) notification was issued in the garb of mobilizing funds for working capital and raw materials, KTR said that the Modi government was indirectly attempting to hand over the PSU to private entities through the notification. Minister demanded that the centre should immediately cancel the EoI notification.

    The minister in his letter laid out a detailed plan to revive the PSU.
    He said that Steel Authority of India Limited (SAIL) has already announced its expansion plans with a cost of around Rs 1 lakh crore.

    He also said that the company can be merged with the Vizag Steel Plant, which has several advantages when compared to selling the steel plant to private companies at a low price.

    “This will contribute towards SAIL’s expansion goals. If the company moves in this direction, then an ecosystem can be created to fulfil a long-standing demand for a steel factory in Bayyaram, Telangana and a steel plant in Kadapa,” KTR further said.

    Stating that VSP is not able to operate at its full capacity of 7.3 MTPA as the central government is not providing raw materials and capital, BRS Working President said that the enterprise which is working at 50 per cent of the capacity is incurring the same production cost it incurs for working at 100 per cent capacity.

    He also said that if the centre extends support, the enterprise can work at full capacity which will help it in generating profits.

    Hyderabad: The 2 MLD (mega-liters per day) capacity leachate treatment plant, built at the cost of Rs 250 crores is now fully operational to resolve the issues associated with Jawaharnagar dump yard.

    The state government’s efforts to tackle the problem took one more leap with the capacity of the treatment plant escalating from 1 MLD to 2 MLD.

    Ramky Infrastructure Ltd was assigned the task of building the plant by the Greater Hyderabad Municipal Corporation (GHMC).

    “The issues at Jawahar Nagar and its vicinity have arisen due to unscientific dumping of waste for decades,” said GHMC officials.

    Special chief secretary of the state, Arvind Kumar on Sunday tweeted that the plant is processing the leachate into acceptable Biochemical Oxygen Demand (BOD) and Chemical Oxygen Demand (COD) levels.

    Telangana IT minister KT Rama Rao retweeted the update and said, “One more progressive step in containing the problems of legacy dump at Jawahar Nagar. We had completed capping with a cost of Rs 140 crore and now Leachate treatment plant also completed.”

    The BOD and COD are the parameters that assess the efficiency of leachate treatment and are used to recognise the solid waste stabilisation stage in landfills.

    Since Jawaharnagar has been the site of unscientific waste dumping for decades, those living in the vicinities have been facing problems due to the dump yard and airing their grievances which were paid no heed to.

    However, the state government’s efforts to find a lasting solution for the problem is expected to wave off the isssue of foul smell, groundwater pollution, and other hazards triggered from the dump yard.

    Washington: About 400,000 gallons of radioactive water has leaked from a nuclear power plant in Monticello, the midwestern US state of Minnesota, regulators revealed recently.

    The Minnesota Pollution Control Agency (MPCA) said this week that state agencies are monitoring Xcel Energy’s efforts to clean up “a release of water contaminated with tritium” detected at the company’s Monticello nuclear-generating plant, Xinhua news agency reported.

    Xcel Energy reported the leak to the Minnesota Duty Officer and the US Nuclear Regulatory Commission in late November 2022 after finding unusual results during routine groundwater monitoring.

    The four-month delay in making public the leak of radioactive water has sparked concerns about public safety and transparency.

    The MPCA said in a news release that the leak has been stopped and has not reached the Mississippi River or contaminated drinking water sources.

    There is no evidence at this time to indicate a risk to any drinking water wells in the vicinity of the plant, the release also read.

    Tritium is a naturally occurring radioactive form of hydrogen that is produced in the atmosphere. It is a byproduct of the production of electricity by nuclear power plants.

    Xcel Energy said the leak came from a water pipe running between two buildings at its Monticello facility and was stopped.

    The company also said it is monitoring the groundwater plume through two dozen wells while pumping contaminated groundwater through extraction wells.

    “We are working to ensure this cleanup is concluded as thoroughly as possible with minimal or no risk to drinking water supplies,” said Kirk Koudelka, MPCA assistant commissioner for land and strategic initiatives.

    Xcel Energy is said to be exploring building aboveground storage tanks or installing a retention pond to store water containing tritium that has been collected during ongoing recovery activities.
