    SRINAGAR: At least four CRPF personnel were injured after their vehicle turned turtle in Karan Nagar area of Central Kashmir Srinagar district on Sunday morning officials said.

    Officials said four CRPF personnel received injuries after their vehicle overturned in Srinagar following which they have been shifted to hospital.

    He identified injured CRPF personnel as Inderjeet singh, Sanjay Kumra, Chander Shekher and Lalit Kumar of 49 Bn.

    They said that all four were brought to Skims Soura for treatment where their condition is said to be stable. (KS)

    IAF rescues 13 Army personnel in Sikkim

    New Delhi: IAF helicopters on Wednesday rescued 13 Army personnel from a mountainous area in North Sikkim after they were injured in a road accident.

    The IAF deployed the helicopters to rescue the Army personnel after it received information about the accident, officials said.

    In a tweet, the IAF said the Army personnel were rescued from the area that is on an altitude of 14,000 feet.

    “On 19 Apr 23, amidst the harsh terrain & inclement weather of North Sikkim, IAF helicopters successfully rescued 13 Army personnel injured in a road accident from an altitude of 14,000 ft,” it said.

    SRINAGAR: A head constable of Central Reserve Police Force died of a cardiac arrest in Srigufwara area of Bijbehara in south Kashmir’s Anantnag district, officials said here on Wednesday.

    An official said that the CRPF personnel deployed at minority guard post at Mehand viage complained of chest pain and soon after he was rushed to PHC Srigufwara where doctors declared him dead on arrival.

    He was identified as Suneel Surain son of Shiv lal Surain of Jharkhand.

    The official said further proceedings in this regard have been taken up—(KNO)

    Over 7,000 women personnel serving in Army: Govt

    New Delhi: Over 7,000 women personnel are serving in the Indian Army at present followed by 1,636 in the Indian Air Force and 748 in the Navy, according to details provided by the government in Lok Sabha on Friday.

    Replying to a question, Minister of State for Defence Ajay Bhatt said 7,093 women are in the Army, which included 6,993 in the Army Medical Corps, Army Dental Corps and Military Nursing Service (MNS). Hundred women are serving in other ranks.

    Bhatt said, currently women are serving in officer’s cadre only in the Indian Air Force (IAF) and their strength as on March 1 (excluding medical and dental branches) is 1,636.

    “As on date, women are employed in the Navy in the officer’s rank. The strength of women officers in the Indian Navy, as on March 9 is 748, including medical and dental officers,” he said

    Bhatt said employment in the Indian armed forces is gender neutral. “There is no distinction in the deployment and working conditions of male and female soldiers in the arms and services in which they serve,” he said.

    “The postings are as per organisational requirements and employment is as per qualifications and service qualitative requirements,” he said.

    Referring to the Army, the minister said consequent to grant of Permanent Commission to women officers, a gender neutral career progression policy covering employment and promotional aspects was promulgated on November 23, 2021, providing equal opportunities to women officers.

    About the IAF, he said women officers are empowered to hold key appointments, including commanding officers, in combat units of various field units.

    “The rules in this regard are gender neutral and provide them equal opportunities. Their medical fitness and medical conditions are also factored prior to their effective utilisation,” he said.

    On employment of women in the Navy, Bhatt said officers are given opportunities for spouse co-location, re-settlement posting and compassionate grounds posting in a gender neutral manner.

    To a separate question, he said a proposal for creation of Non-Lapsable Defence Modernisation Fund (DMF) is under consideration with the Ministry of Defence.

    “The DMF will be available for modernisation of defence forces and would supplement the regular yearly budgetary allocations by eliminating any uncertainty in provisioning of adequate funds for various defence capability development and infrastructure projects,” he said.

    “A suitable mechanism for operationalising the fund is being worked out in consultation with the Ministry of Finance,” he said.

    Various parliamentary panels had also recommended the constitution of the DMF so that the unspent budgetary allocation to the three services can be retained even after the end of the fiscal year.

  • FIVE CRPF Personnel Injured In Road Accident

    SRINAGAR: The collision between a truck and a CRPF vehicle on Wednesday left five Para-military personnel including 4 officers injured on the Jammu-Udhampur highway.

    Official sources said that there was a head-on collision between a speeding private truck and CRPF vehicle  near Mand Takri area of Udhampur district of Jammu region in which four CRPF Sub-Inspectors and a trooper sustained injuries.

    The injured were shifted to a nearby hospital for treatment.

    Official sources identified the four injured Assistant Sub Inspectors as Brij Lal, Raj Kumar, Ramesh Kumar and Govind Raj and Selection Grade Constable Ashok Kumar.

    Both the vehicles suffered damages, however, the truck driver was unhurt. Police seized the truck and arrested the driver for alleged rash driving. [KNT]

    SRINAGAR: The next of kin (NoK) of the Central Armed Paramilitary Forces (CAPF) personnel hailing from the union territory of Jammu and Kashmir, who get killed in line of their duties will now get an ex-gratia relief of Rs 25 lakh from the UT administration.Earlier, the J&K government used to pay the amount of Rs 5 lakh.

    This decision was taken during a meeting of Administrative Council chaired by Lt Governor Manoj Sinha and attended by Chief Secretary Dr Arun Kumar Mehta, and LG’s Principal Secretary Mandeep Kumar Bhandari.

    “As per the decision, the NoKs of martyred CAPF personnel will now receive Rs 25 lakh as ex-gratia relief, a substantial increase from the previous amount of Rs 5 lakh.’’ An official statement read.

    New Delhi: The Supreme Court on Monday asked the Ministry of Defence to come up with a roadmap for the payment of arrears under the One Rank One Pension (OROP) scheme by next week, and also told the ministry that it cannot take law in its own hands by issuing communication on payment of arrears in four instalments.

    A bench headed by Chief Justice of India D.Y. Chandrachud told Attorney General (AG) R. Venkataramani to submit a comprehensive note by Monday next week showing steps taken so far and also the shortest possible time to pay the arrears.

    “Our concern is that our ex-Army personnel should get the money… It is also sad that 4 lakh people have died… come with a good note on Monday…. what exactly quantum which has to be paid. Two, what are the modalities for payment, and three, what are the prioritization. The oldest people, you can take widows first of Army personnel, you can have some categorization…” Senior advocate Huzefa Ahmedi, representing the petitioner, contended before the court that 4 lakh pensioners have died since the filing of the OROP petition.

    The bench, also comprising justices P.S. Narasimha and J.B. Pardiwala, told the ministry to immediately withdraw its January 20 communication, which said OROP arrears will be paid in four instalments. “First withdraw this (January 20 notification)…then we will consider your application for extension of time”, the bench told the AG.

    The Chief Justice queried AG, when are you planning to pay? Venkataramani contended that one instalment of OROP arrears to ex-servicemen has been paid but needs some more time for further payments. The AG added, “by March 31, another Rs 2000 crore will be paid and I want to take it entirely under my supervision, how best we can push it”.

    The top court made it clear that the defence ministry’s January 20 communication was completely contrary to its verdict and it cannot unilaterally say it will pay OROP arrears in four instalments.

    At the outset, the bench said, “We saw that the communication of January 20, the ministry cannot law in its own hand…issued letter…. after we had fixed time…”. The bench added that if this communication is not withdrawn, it will ask the secretary of defence to be present in the court.

    On February 27, the Supreme Court slammed the Ministry of Defence over its January 20 communication in connection with the payment of arrears of OROP in instalments to eligible pensioners of the armed forces.

    The apex court was hearing an application filed by Indian Ex-Servicemen Movement (IESM), in which they have sought setting aside of the defence ministry’s January 20 communication.

    Last year in March, the apex court had delivered a judgment on the plea filed by the IESM through advocate Balaji Srinivasan against the Centre’s formula.

    The apex court on January 9, 2023, had granted time till March 15 to the Centre for payment of total arrears of OROP to all eligible pensioners of the armed forces.

    Later, the government moved the apex court seeking extension of time till March 15, 2023 for payment of arrears of OROP scheme to all eligible pensioners of the armed forces.

    The Centre has so far two extensions from the apex court to clear the arrears after it had first moved the top court in June, last year, and sought three months to compute and make payments in accordance with apex court verdict.

    Patna: Bihar Police on Tuesday cancelled the leave of all personnel ahead of Holi.

    ADGP, Law and Order, Jitendra Singh Gangwar said that the measure was taken with the view of maintaining peace in all parts of the state.

    The decision came after Chief Minister Nitish Kumar called up state DGP R.S. Bhatti and Patna SSP Rajiv Mishra and asked them to take security measures. After rumours of attack on labourers from the state in Tamil Nadu, Bihar Police are taking extra precautions to avoid any incident of violence.

    Adequate police has been deployed in districts like Patna, Bhojpur, Rohtas, Kaimur, Gaya, Darbhanga, Munger, Samastipur and other places.

    The department has also identified sensitive places. “We have deployed Quick Response Teams (QRT) and Fire Brigade in every district and asked them to stay alert. Bihar police also deployed reserve forces and 2500 Home Guard Jawans in the sensitive areas to deal with any eventuality,” Gangwar said.

    “We have also canceled the leave of women police as well. Besides, we are appealing to common people through social media to avoid passing lewd comments on women. We are also keeping eyes on vulgar songs played in the localities,” he added.
