    PM, other BJP leaders violated model code in ‘silence period’, Congress tells EC

    New Delhi: On the eve of polling in the crucial Karnataka Assembly polls, the Congress on Tuesday complained to the Election Commission against Prime Minister Narendra Modi and other BJP leaders for violating the Model Code of Conduct (MCC).

    In a eight-page complaint to the Commission, Congress General Secretary and state unit in-charge Randeep Singh Surjewala said: “We write to you with great urgency to bring to your attention the brazen and blatant violation of the MCC as well as the provisions of the Representation of People Act, 1951 by the Prime Minister and other leaders of the Bharatiya Janata Party (BJP).”

    Surjewala said that on Monday, post 11 p.m., Modi addressed the public through a video message, wherein he appealed to the voters of Karnataka on behalf of BJP and all its candidates contesting in the the elections.

    “With due respect, neither the Prime Minister nor this Commission can possibly deny the ‘Silence Period’ as contemplated under Section 126 of the Representation of People Act, 1951 for the Karnataka Legislative Assembly Elections, 2023 had come into effect from Monday 6 p.m.” he said, attaching the video link of the Prime Minister’s address.

    The Congress leader, who himself camped in the southern state for over two months, said: “In fact, this Commission’s attention may even be brought to the live interviews of Union Home Minister Amit Shah and BJP President J.P. Nadda, which were aired on news channels after the declaration of the ‘Silence Period’. In these interviews, the said leaders spoke extensively about the Karnataka elections and their respective candidates.”

    He also submitted a copy of the video recording of the live interviews being conducted on news channels after declaration of ‘Silence Period’ with the Commission.

    The Congress leader, in his complaint, also cited the six complaints it submitted with the poll panel in last few days against the speeches given by Modi, Shah, Nadda and Uttar Pradesh Chief Minister Yogi Adityanath, as part of BJP’s election campaign.

    Surjewala said that he was still hoipeful that the poll panel may initiate action against the BJP leaders and not be intimidated by the high offices that they hold.

    “The COmmission must take immediate note of this and initiate appropriate proceedings against Modi, Shah, Nadda, Yogi Adityanath and the BJP,” he said, adding that it may be mentioned that if convicted under Section 126 of the Representation of People Act, 1951, these leaders will stand disqualified from their respective membership in the Parliament as well as the Legislative Assembly.

    On Monday, the Commission also served a notice to Congress President Mallikarjun Kharge asking to provide clarification and take rectification measures over former party chief Sonia Gandhi’s purported ‘Karnataka sovereignty’ remark.

    Polling for Karnataka assembly is scheduled on May 10 and counting of votes will take place on May 13.

    New Delhi: No party or candidate shall publish any advertisement in the print media on poll day and one day prior without clearance from the media certification and monitoring committee, the Election Commission said on Sunday in an advisory ahead of the May 10 voting in Karnataka.

    The campaign for the Karnataka assembly elections is set to end on Monday.

    In the advisory to political parties, the poll authority also emphasised on “clean and serious” campaign as electioneering reached feverish pitch for the polls.

    In a separate letter to editors, the Election Commission (EC) made it clear to them that the Press Council of India’s norms for journalistic conduct hold them responsible for all matters, including advertisements, published in their newspapers.

    “If responsibility is disclaimed, this shall be explicitly stated beforehand,” the Commission said in a letter to editors of newspapers in Karnataka.

    The advisory to political parties stated that advertisements during the silence period — on the election day and one day prior to the poll day — will have to be pre-certified by the media certification and monitoring committee (MCMC).

    “No political party or candidate or any other organisation or person shall publish any advertisement in the print media on poll day and one day prior to poll day unless the contents of political advertisement are got pre-certified by them from the MCMC at the state/district level, as the case may be,” the advisory stated.

    Islamabad: A Pakistani cleric who solemnised former prime minister Imran Khan’s Nikkah with Bushra Bibi has said that the ceremony was not conducted in accordance with Islamic Sharia law, according to a media report on Wednesday.

    Mufti Saeed, the cleric who solemnised the couple’s Islamic marriage in 2018, said it occurred during the iddat period of Bushra Bibi, The Express Tribune newspaper reported.

    The iddat period (three months) is a waiting period that a Muslim woman must observe on account of the death of her husband or the dissolution of the marriage.

    A recent court hearing in Islamabad has shed light on the controversy surrounding the marriage between the chief of the Pakistan Tehreek-e-Insaf (PTI) party and Bushra, the report added.

    The alleged un-Islamic marriage of Khan, now 70, and Bushra was brought to light by a petition filed by one Muhammad Hanif. The hearing was presided over by Senior Civil Judge Nasr Minullah Baloch.

    Saeed, who serves as the principal of a seminary, mentioned having a positive relationship with Khan and being a part of his core committee. He claimed that Khan took him to Lahore’s DHA to officiate the couple’s Nikkah in 2018.

    According to him, a woman claiming to be Bushra’s sister has assured him that all the Sharia requirements for her marriage had been fulfilled and that she and Khan were free to wed, the report said.

    Saeed stated that he officiated the marriage between both of them on January 1, 2018, based on the assurance of the woman. Following the wedding, the couple began living together in Islamabad, he added.

    However, Khan contacted him again in February 2018 and requested him to conduct the Nikkah again, saying that at the time of their first Nikkah, Bushra’s iddat period had not been completed as she was divorced in November 2017.

    Therefore, Khan deemed their first Nikkah to be not in accordance with Sharia.

    Saeed claimed that Khan and Bushra knew the situation and arranged their Nikkah and marriage ceremony accordingly. He also alleged that Khan had confided in him that he believed marrying Bushra would lead to him becoming the prime minister.

    He further said that petitioner Muhammad Hanif approached him after Taraweeh prayers (special night prayers) on the fourth day of Ramzan and inquired about the marriage of Imran and Bushra, to which he revealed the details.

    The court has adjourned further hearings on the case until April 19.

    Khan, a cricketer-turned-politician became Pakistan’s prime minister in August 2018 and was ousted from power in April 2022. Khan is the only Pakistani prime minister to be ousted in a no-confidence vote in Parliament.

    Washington: The global economy is heading for the weakest period of growth since 1990 as higher interest rates set by the world’s top central banks drive up borrowing costs for households and businesses, the head of the International Monetary Fund has warned, a media outlet reported.

    Kristalina Georgieva, the IMF’s managing director, said that a sharp slowdown in the world economy last year after the aftershocks of the Covid pandemic and the Russian invasion of Ukraine would continue in 2023, and risked persisting for the next five years, The Guardian reported.

    In a curtainraiser speech before the fund’s spring meetings in Washington DC next week, she said that the global growth would remain about 3 percent over the next five years – its lowest medium-term growth forecast since 1990.

    “This makes it even harder to reduce poverty, heal the economic scars of the Covid crisis and provide new and better opportunities for all,” Georgieva said.

    In a downbeat assessment as the world grapples with the worst inflation shock in decades, she said economic activity was slowing across advanced economies in particular. While there was some momentum from developing nations – including China and India – low-income countries were also suffering from higher borrowing costs and falling demand for their exports, the media outlet reported.

    Ahead of the IMF publishing revised economic forecasts next week, Georgieva said global growth in 2022 had collapsed by almost half since the initial rebound from the Covid pandemic in 2021, sliding from 6.1 percent to 3.4 percent. With high inflation, rising borrowing costs and mounting geopolitical tensions, she said global growth was on track to drop below 3 percent in 2023 and remain weak for years to come.

    As many as 90 percent of advanced economies would experience a decline in their growth rate this year, she warned, with activity in the US and the eurozone hit by higher interest rates, it added.

    Comparing the challenge to “climbing one ‘great hill’ after another”, Georgieva said there were still more problems to overcome: “First was Covid, then Russia’s invasion of Ukraine, inflation and a cost of living crisis that hit everyone.”

    “So far, we have proven to be resilient climbers. But the path ahead – and especially the path back to robust growth – is rough and foggy, and the ropes that hold us together may be weaker now than they were just a few years ago,” she was quoted as saying by the media outlet.
