    Srinagar, Feb 06: Stating that the ongoing demolition drive going on across J&K has triggered a wave of frustration and chaos among people, National Conference vice-president Omar Abdullah Monday advocated that the government should make the bulldozer its last resort, give people a chance to prove their claim and issue proper notices to the people having illegal possession of State land. He was quick to add that the National Conference was not against those who have grabbed State land but “a proper procedure should be followed.”

    “In J&K, there is chaos everywhere. Bulldozers are being sent everywhere to demolish houses, complexes and buildings. But nobody knows what is the procedure and on what basis this demolition drive is being conducted,” said Omar while addressing a press conference in Srinagar, as per news agency—Kashmir News Observer (KNO). He said his sister approached the High Court with regard to the proposed demolition of the Gupkar house of Omar and was told by the government before the Court that the list making rounds in the media are “forged.” “Given the government response in the court, I urge the government to make the genuine list of people who have grabbed State land public,” he said.

    Omar suggested a slew of measures to the government with regard to the demolition drive. “No government is supposed to bring trouble for the people. Bulldozers should be the last resort. The Government must issue proper notices to those who, according to it, have grabbed State land and given them at least six weeks’ time to prove their claim on land under them and show the documents,” he said. “In our case, my sister produced the documents before the HC that states that the lease of Gupkar house is still active and has some years to expire. Likewise, people should be given time to present the documents and let the revenue team verify the same. If after proper verification land under anybody is found under illegitimate possession, then a bulldozer can be used for sure.”

    Omar said that the government should also make a public “genuine list of people who have occupied State land.” “It seems that the ongoing drive is aimed at creating a wedge between communities. This drive lacks proper procedure,” he said.

    He said in the case of demolition of NC leader Ali Muhammad Sagar, he found that no notice was served. “There is a procedure that if the person doesn’t receive the notice, the same is fixed on the front portion of the gate. Nowhere this is being done,” he said, adding, “Officials accompanying bulldozer at Nedous, told my relatives that they had pressure from the top and have to do something to show their bosses.”

    Omar said in many areas the ongoing demolition-cum-eviction drive is becoming a “hub of corruption.” “I got many calls from several areas with people saying that they are being told to pay Rs 1 or 1.5 lakh to get their names removed from the list,” he said.

    He said that NC MPs will try to raise the issue in the Parliament if they are given time to speak.

    To a query that whey NC would approach the court on the issue, Omar said that he has suggested some measures to the government and that if the J&K administration fails to give positive response, they would surely consult lawyers and discuss the future course—(KNO)

    Speaking after inaugurating the India Energy Week, PM Modi said, “We are focusing on Turkey presently which has suffered from a huge earthquake. Large number of people have lost their lives and it has caused huge losses to the country.”

    PM Modi further stated that the surrounding countries of Turkey also suffered heavy losses due to the impact of the earthquake. India is ready to help earthquake victims, he stated.

    Earlier, in response to a tweet by Turkey President Recep Tayyip Erdogan, Modi said, “Anguished by the loss of lives and damage of property due to the Earthquake in Turkey. Condolences to the bereaved families. May the injured recover soon. India stands in solidarity with the people of Turkey and is ready to offer all possible assistance to cope with this tragedy.”

    Over 600 people were killed in Turkey and Syria after a massive earthquake measuring 7.8 on the Richter scale struck a wide area near the two countries’ border, according to authorities.

    Nanded: Telangana Chief Minister K Chandrasekhar Rao on Sunday demanded Adani Group’s “scam” be discussed in a Joint Parliamentary Committee (JPC) as he targeted the Centre over the import of coal and its “love” for Adani.

    He claimed the Centre is pressuring Life Insurance Corporation to make a false statement over its exposure in the Adani Group.

    The Indian banking system is involved in this problem and the whole country is worried, he alleged.

    Addressing a press conference in Nanded city of Maharashtra after speaking at a public rally, Rao, who heads Bharat Rashtra Samithi (BRS), alleged the Centre is forcing states to import coal which is supplied only by Adani Group.

    The import of coal is akin to “cheating” the country, and the BRS will change this scenario after coming to power, he said.

    “It is my request to the Prime Minister that Adani Group is involved in such a big scam and it should be discussed in a joint parliamentary committee. Almost Rs 10 lakh crore has been evaporated,” he alleged.

    “Everyone knows he (Adani) is your friend. In just two years, he became the world’s second richest person. If you are honest, set up a joint parliamentary committee. It is my demand,” Rao said.

    The BRS chief claimed the Life Insurance Corporation has an exposure of Rs 80,000 crore (in Adani Group). But to mislead the country, the Centre is pressuring LIC to make a false statement that it is not in danger”.

    “LIC is the world’s largest and better-performing insurance company but why the government is intervening?” he asked.

    Speaking on the coal scenario, he said India has enough reserves of coal that would last for the next 120 years but the Union government is forcing states to procure imported coal, which is only supplied by the Adani group.

    “The kind of love the Centre has for Adani, it should have for the people of the country,” he said.

    The Adani Group is battling allegations of fraudulent transactions and share price manipulation raised by US-based activist short-seller Hindenburg Research, leading to a steep fall in the prices of its shares.

    The Adani group has dismissed the charges as lies, saying it complies with all laws and disclosure requirements.

    “The import of coal is cheating the country. Coal India Ltd has already stated that it has paid the required amount for the construction of a 250-km long railway track that would increase our coal production exponentially. But the Centre government is not letting it happen,” he claimed.

    Rao, however, didn’t specify the railway track he was talking about.

    “If we utilise all the coal fields in the country properly, we will need not have to buy a single kilogram of coal from any other country. The BRS is going to change it when it comes to power,” he said.

    Local leaders have for years struggled to control skyrocketing rents and a shrinking affordable housing market that’s priced countless Angelenos out of their homes, leaving the county short 500,000 affordable units. They readily admit they don’t have enough city staff, social workers or funding to create a safety net for residents struggling with severe mental health conditions or drug addiction.

    Jennifer Shurley, who has been in and out of homelessness for years and is now staying at a Venice motel, said she has watched people fall out of the shelter system.

    “You can throw as many temporary solutions at it as you want, if there’s no long-term solution to what’s actually causing the homelessness, it’s just a Band-Aid,” she said.

    Shurley moved into her motel room last month, an early beneficiary of Bass’ effort. Before then, she lived in her truck among the fashionable restaurants and multi-million-dollar homes in Venice, one of Los Angeles’ most famous neighborhoods.

    The city’s homelessness count has steadily grown in recent decades and now stands at nearly 42,000 people, a population larger than many California cities. About two-thirds of the city’s homeless residents live on the streets. Swelling housing costs, a proliferation of drugs like fentanyl and methamphetamine and temperate weather have pushed the figure ever higher.

    Of the 230,000 unsheltered homeless people across the U.S., one in five is in Los Angeles County — and most live in the city of Los Angeles.

    Bass won election in November after an expensive race against real estate developer Rick Caruso on a promise to shrink the encampments that have proliferated across the city.

    Residents have made it clear in polling over the last year that homelessness is their top concern, putting pressure on the mayor to quickly show results.

    “What they want to see is the problem solved,” Bass said in an interview.

    The former congresswoman wasted little time. Soon after taking office in December, Bass got the City Council on board with a state of emergency that gives her office more power to expedite affordable housing development, execute lease agreements with building owners and sign contracts with service providers. County supervisors declared a similar emergency a month later, linking arms with Bass for a photo moments after the decision was finalized.

    Veteran local officials have taken note of Bass’ ability to coordinate fractious governmental bodies, a skill she honed as a community organizer and leader of the state Assembly, where she befriended Republicans like House Speaker Kevin McCarthy.

    “That has not been done before,” said County Supervisor Kathryn Barger, who has worked in Los Angeles County government since 1988. “Finally, we are on the same page.”

    Bass also launched a new outreach program that has moved 138 people in Venice and Hollywood into temporary housing while promising permanent options and services.

    That strategy has so far targeted two large encampments that have been sources of frustration for years, including the Venice location where Shurley lived. The program recently expanded to South Los Angeles and an area near Culver City, and Bass said she hopes to scale it up over the next month.

    Jason Neroni, a chef and owner of a Venice restaurant near that multi-block encampment, said he was surprised at the speed with which Bass’ team organized the operation to remove the tents centered on Hampton Drive. He said calls to the city for help often went unanswered in the past, even as car break-ins and confrontations between restaurant workers and homeless people became a problem.

    “It happened in such a whirlwind,” he said. “It feels like somebody’s trying to do something and help.”

    Locals are still wary, having seen encampments disappear, only to return. Carly Achenbach, a server at Neroni’s restaurant who works multiple jobs to afford her rent in Santa Monica, said she worries people who are moved from one location will end up on the street somewhere else.

    “I guess if that [encampment] clears and it stays clear, maybe something really happened,” she said. “But do we ever know?

    So far Bass has avoided deploying police to forcibly remove people and their belongings, perhaps considering the protests sparked by such actions — even as other liberal cities resort to more punitive measures in response to public pressure.

    Shurley, who said she first experienced homelessness as a Colorado teenager fleeing an abusive relationship, is the lead plaintiff in a civil lawsuit against the city of Boulder, where she was ticketed multiple times for violating a ban on camping in public places.

    In Venice last month, she was so relieved to have a place to go that she “cried like a baby” when she and her four dogs were offered a ground-floor room at a motel less than two miles from where she’d been living. She said staff at the motel assured her that she can stay on her city voucher as long as necessary.

    But Shurley said she’s worried about finding a job that will allow her to afford rent in Los Angeles. She wants to be a social worker, conducting the same sort of outreach efforts that helped her.

    “I need a decent job that pays me a decent amount of money to where I don’t need any kind of assistance programs,” she said.

    Bass, who herself has a degree in social work, has won early approval from homelessness researchers for her commitment to scaling up programs methodically and measuring the city’s progress. The city’s past efforts have not been closely linked to data, making it hard to see whether they are actually working, said Gary Dean Painter, director of USC’s Homelessness Policy Research Institute.

    “That provides me confidence, that, in fact, she will have a plan from her team that will hold everyone accountable,” Painter said.

    The goodwill will ultimately be short-lived, however, unless Bass and other local leaders can solve the massive housing shortage and rising cost of living that have made the city difficult to live in. The average cost to rent a one-bedroom apartment in the city is around $2,300, while the sale price of a single-family home is $900,000.

    County officials estimate that they’ve moved tens of thousands of people into permanent and temporary housing since 2017, an effort aided by a quarter-cent sales tax. But those successes are offset by a grim reality: On average, 227 people lose their homes each day.

    “If the inflow stopped, if people stopped becoming homeless,” said Cheri Todoroff, executive director of the Los Angeles County Homeless Initiative, “we would solve homelessness in this county in about three years.”

    In the city alone, roughly 352,000 residents live in poverty and are at risk of becoming homeless. That risk will intensify after Los Angeles County’s long-standing eviction moratorium is lifted in April, giving renters just six months to pay off debt. Bass has said that she supports renter assistance programs, but is not pushing for the moratorium to be extended.

    Tenant advocates like Tony Carfello, a member of the Los Angeles Tenants Union, said they fear renters will be hit by a deluge of eviction notices from landlords of rent-controlled units who have long wanted to hike rents held below market rate for decades.

    Bass, like other city and state leaders, is pushing to build more units of affordable and market-rate housing, and to scrap parts of a bureaucracy that slows the process down. Even if these initiatives are implemented smoothly, Los Angeles would still be years away from closing its affordable housing gap.

    She’s already trying to temper expectations.

    “Literally, we’re just getting started,” she said, “and I hope that there will be some consideration given to that.”

    Dumka: Jharkhand Chief Minister Hemant Soren on Friday asked the people to protest if any activity was undertaken in forest areas without the permission of gram sabhas, alleging that Centre was trying to exploit the state’s natural resources.

    Addressing a rally at midnight in Dumka to mark the 44th foundation day of his party JMM, Soren said the Centre brought changes in the Forest (Conservation) Act so that no prior approval is required from gram sabhas for any work whether it was cutting trees or digging in scheduled areas.

    “It was aimed to suppress the voices of Adivasis-Moolvasis,” he alleged.

    Soren said he has already written to the Centre, informing it that the changes in the law cannot be implemented in the state.

    He said the BJP developed states such as Gujarat and Maharashtra but did nothing for the development of Jharkhand when it was in power.

    Alleging that the BJP was hatching a conspiracy to bring down the “Adivasi-Moolvasi government”, Soren said, “They have taken a pledge to send me to jail. However, the truth can be harassed but can not be defeated.”

    “We have framed a law based on 1932 khatian to provide employment to local youths, but the governor returned it terming it flawed. A similar law was enacted by the Karnataka government and the Centre had approved it,” he added.

    Soren said he will continue to fight for the policy that proposes to use the 1932 land records to determine the domicile status of people.

    Addressing a news conference here, the former chief minister said that the drive to retrieve the land is being used as a weapon against the people of J&K to uproot them, suppress and harass them and also make them homeless. “It is another UAPA for the people, otherwise China has encroached our 20000 sq km land, if the government is serious then let the encroached land be retrieved from China first,” she said.

    Quoting Mehbooba news agency KNO reported that there are some people who possess the land since Maharajas rule and their land properties are also being demolished, adding that first the government created rift between the religious communities and now it is making attempts to create a rift between poor and rich class through this drive.

    However, she said that such measures cannot be stopped until and unless the people from J&K and Ladakh are not united. “The people here in Kashmir are not being allowed to hit the streets.

    The people were even trying to participate in Bharat Jodo Yatra in large number, but they were not allowed. The government has created a situation where the people are not being allowed to come out. The people of Ladakh have united, but until and unless Jammu’s Dogra and Kashmiri people don’t get united, these measures cannot be stopped,” she said.

    “Jammu people reacted yesterday, but people in Kashmir can’t do so as there is NIA, ED and other agencies behind Kashmir. How would it be possible that the people will come out to react over the issue,” she said, adding that these drives are part of a massive corruption here as they want to get money from the rich and vote from the poor. “The poor are being asked to vote against their land and the rich are being asked to meet some officials in this regard,” she said.

    Mehbooba also said that if the government is serious in retrieving the land; let it start from Governor House, B B Cant here.

    Asked about the budget presented today in parliament, Mehbooba said that there was nothing new in today’s budget as the financial plan by the incumbent government is being made for the benefits of some capitals and businessmen. “The taxes being collected should have been used for the welfare of people, but the budget is being made for some businessmen only. The situation is such that the poor are getting poorer, the free ration quantity has been reduced to four kilograms,” she added.

    Hyderabad: The Telangana government’s flagship Kanti Velugu scheme intended to deal with “avoidable blindness in the state” has so far screened over two lakh people.

    Of the 2, 03, 008 people, 95,677 were males while 1,06,997 were females and 51 of the screened individuals were transgenders.

    Telangana state officials have handed over 36,876 reading glasses in 979 gram panchayats in Telangana as of February 1st.

    The state government took up universal eye screening by covering the entire population of the state under the name “Kanti Velugu”. The programme was launched on January 18, 2023 and aims to conduct eye screening and vision test for all citizens of the state as well as providing spectacles free of cost and providing medicines for common eye ailments.

    Kanti Velugu also aims to educate people on prevention of serious disabling eye diseases.

    Jammu: Senior CPI(M) leader MY Tarigami on Wednesday said the Union budget for 2023-24 was a “huge disappointment” for Jammu and Kashmir as the proposals contained in it failed to address the basic and fundamental issues of the region, which is mostly dependent on agriculture and horticulture.

    He said the budget presented by Finance Minister Nirmala Sitharaman was just “jugglery of words” as it lacked the vision to tackle the growing unemployment, price rise and provide relief to the protesting daily wagers and other workers and employees under various government schemes.

    “The budget is a huge disappointment for the people of Jammu and Kashmir. It has failed to address the basic and fundamental issues of the region, which is mostly dependent on agriculture and horticulture,” Tarigami told PTI.

    He said reducing the expenditure on agriculture at the national level will have its impact on Jammu and Kashmir as well.

    “The year 2022 proved to be devastating for apple growers as they suffered huge losses due to the falling prices of their produce. There was no mention or attempt to provide any relief to them. Same is true about the farmers growing wheat, rice and saffron crops who also suffered losses,” he said.

    The Communist Party of India (Marxist) leader claimed that nothing was proposed in the budget to boost business, tourism and the MSME sector.

    He also slammed the BJP-led Centre for not announcing budgetary allocations for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and providing relief to the workers engaged under the Integrated Child Development Services (ICDS), National Rural Health Mission (NRHM) and other similar schemes.

    “The budget is just jugglery of words as there is nothing for the people of Jammu and Kashmir in it,” he said.

    Meanwhile, Jammu and Kashmir Lieutenant Governor Manoj Sinha asserted that a rapid growth and welfare of the “aam aadmi” (common man) is at the centre of budget 2023-24, which will ensure sustained, equitable and inclusive growth, and achieve the milestone of a USD 5 trillion economy.

    “The first budget of Amrit Kaal presented by FM Sitharamanji under the guidance of PM Narendra Modiji is to ensure sustained, equitable and inclusive growth and to achieve the milestone of 5 trillion dollar economy and to transform India into a global powerhouse,” the LG said in a tweet.

    In another tweet, he said: “Increased investment on infrastructure and employment generation, green growth, agriculture accelerator fund, targeted funding for animal husbandry and Atmanirbhar Bharat horticulture clean plant programme and tourism promotion will have a force multiplier impact on economy.”

    Sinha said a rapid growth and welfare of the common man is at the centre of budget 2023-24.

    “Grateful to FM and PM for accelerating tempo of growth in handloom and handicraft sector through PM VIKAS. It will greatly benefit lakhs of artisans of J&K,” he said in another tweet.

    SRINAGAR: The Jammu and Kashmir National Conference Chief Spokesperson Tanvir Sadiq on Wednesday termed the annual Budget 2023-24 as a jugglery of words that failed to address the real issues faced by poor and working classes.

    Reacting to the annual financial statement presented by the Union finance minister in Lok Sabha, Tanvir said, “It is sheer rhetoric. It is blind to the plight of traders, artisans, horticulturalists, transporters and unemployed youth which he stated have suffered from major reverses since 2014 deluge and successive 2019 clampdown and Covid-19 induced lock downs. It pays little more than lip service to the ailing hospitality and manufacturing sectors in Jammu and Kashmir. The budget has clearly steered of the problems faced by our struggling contractual employees and daily wagers. There is no package to help reverse the ills induced by the successive Covid clock downs.”

    Tanvir Sadiq said the government’s claim that the welfare of farmers is their priority flies in the face of budgetary allocations. “We have been hearing for the last three years that farmers’ income will be doubled, but in reality, the income is getting halved. On the contrary the horticulturalists and people associated with other allied sectors of agriculture have been left out high and dry,” he said.

    There was no discussion with the stakeholders in Jammu and Kashmir before passing the budget. “The exercise itself raises a question why an entire populace of nearly 1.4 Cr people continue to remain without a representative Assembly. An elected assembly could have discussed and ascertained the needs and aspirations of the people of JK before tabling annual budgetary allocations and estimates. It is again for the fifth time that the concerned stakeholders were not consulted before tabling of the budget,” he said.

    Sadiq also said that J&K has not got any industrial corridor and the newly announced industrial estates are yet to translate into reality. He also sought renewal of lease to hoteliers in J&K, saying that inordinate delay in the renewal is impacting the trade.
