    SRINAGAR: The Doordarshan Kendra in Srinagar has failed to release payments for work done by private producers, production houses, and individuals, resulting in liabilities of over Rs. 25 crore that are still pending. This was revealed by DD Srinagar in response to an RTI application filed by MM Shuja.

    According to available records, the total old liability till date is reported to be Rs. 25,43,13,530. There has reportedly been no communication to Prasar Bharati for releasing funds to meet this liability.

    The matter of the old liability falls under the purview of the Directorate of Doordarshan Kendra Srinagar. Due to a lack of funds, Doordarshan Kendra Srinagar has stopped airing eight programs over the last four years, including “Butrat,” “Baat Say Baat Nikli,” “Rozgar Bulletin,” “Shugufe, Bamun,” “Hum Qadam,” “Suni Dharti,” “Quiz Program,” and “Balti Program.”

    Renowned artist Zameer Ashai told the news agency KNT that no payments have been made to producers for the last nine years, and everyone is in trouble. “I personally met CEO Prasar Bharati in New Delhi and apprised him of the prevailing situation. Even the artist fraternity talked to him in detail when he visited Srinagar. The liability is still there,” he said, adding that even new work has now been stopped.

    Another artist, speaking on the condition of anonymity, said they were baffled by the way things are being handled. “I don’t know what’s happening in New Delhi. I must say the ‘Golden Era’ of Doordarshan Srinagar is already over,” they said. [KNT]

    New Delhi: Full-stack fintech platform Razorpay on Thursday joined the government’s Open Network for Digital Commerce (ONDC) ecosystem by launching a payment reconciliation service for network participants (NPs) like buyers, sellers, and logistic partners.

    The move, said the company, will streamline the payment processes on ONDC, providing the users with an integrated single view of all their transactions.

    “I believe the possibilities the ONDC network provides are endless and I’m confident the Payment Reconciliation Service will only further strengthen the development of ONDC’s tech infrastructure and help the ecosystem grow seamlessly from a payments and compliance point of view,” said Shashank Kumar, Managing Director and Co-founder, Razorpay.

    Through this solution, Razorpay will facilitate ease of transacting on ONDC by timely routing settlement information for a given transaction and assisting Network Participants (NPs) with settling funds.

    With an open network approach, where the buyers and sellers do not need to necessarily be on the same platform to be able to do a business transaction, ONDC will enable SMEs to access a larger buyer universe.

    “This is a significant step towards our goal of enabling seamless and secure digital commerce for everyone. With this addition, we continue to drive transparency and inclusion in the digital commerce space and we look forward to working with Razorpay towards achieving this vision,” said Thampy Koshy, CEO, ONDC.

    Razorpay is building its capabilities toward solving all things payments and business banking for over 10 million businesses, making it the go-to platform that enables exponential growth for Indian businesses of all kinds and sizes.

    SRINAGAR: After artists cried foul over their payments, official sources said that the delay in making payments to the vendors was due to delay in the submission of bills by the Federation of Indian Chambers of Commerce (FICCI), which managed the Dubai Expo 2020 event, officials said on Thursday.

    Dubai Expo 2020, which took place in January 2022, was managed by the Federation of Indian Chambers of Commerce (FICCI), as per a memorandum of understanding (MoU) signed with the Department of Commerce (DoC) and Ministry of Commerce and Industry, Government of India. FICCI was tasked with hiring suppliers, service providers, and keeping a tally of expenses for the event, which hosted numerous activities. However, there was a delay in bill submission by FICCI, and the changing of the guard at the Jammu & Kashmir Trade Promotion Organization (JKTPO) led to a further delay in payments to vendors, according to officials.

    Despite the delay in payments, officials stated that the agreed-upon performance fees were paid to the artists involved in the cultural troupe, in line with rates provided by the Cultural Academy, J&K. Approximately Rs. 17 Lacs were spent on the boarding and lodging of the 11 artists who participated, the officials added.

    The Dubai Expo 2020 event aimed to bring together a global community of innovators, entrepreneurs, and cultural enthusiasts to exchange insights and help inspire creative solutions to pressing challenges. Over the span of six months, the event featured numerous pavilions, exhibits, and program offerings. The expo was held under the theme “Connecting Minds, Creating the Future”. Despite the delay in payments to vendors, the event is considered a significant showcase for the UAE, a country that has positioned itself as a major hub for innovation and commerce in the region.

    Earlier, the artists association held a press conference in Srinagar in which they accused a top J&K administration official of “fraud” by withholding their payment for their performance in the event.

    Addressing a press conference, Kashmiri singer and JK Artists Association convenor Mehmeet Syed charged the current Handloom and Handicraft Department Director and former Department of Industries and Commerce director, Mehmood Shah of committing “fraud” and demanded an inquiry against him.

    New Delhi: The Delhi High Court on Wednesday said it will pass an order on a petition by Alliance of Digital India Foundation (ADIF) against Google’s policy in relation to permitting the use of third party payment processors for paid app downloads and in-app purchases on a commission basis.

    Justice Tushar Rao Gedela reserved order on the petition after hearing the counsel for the petitioner, which is an alliance of individuals and an industry representative body of the innovative start-ups in the country, the Competition Commission of India (CCI) and Google.

    “Arguments heard. Order is reserved,” said the judge.

    The petitioner submitted that under its User Choice Billing’ policy, which is slated to come into force from April 26, Google will be charging service fee at 11% or 26% in case of third party payment processors, which is anti-competitive and an attempt to bypass an order passed by the Competition Commission of India.

    The petitioner, which moved the court earlier this month, said the US technology giant operates a mobile application marketplace for android devices called ‘Play Store’ which enjoys supreme dominance in that market and under the present framework, there is no requirement to pay any commission for third party payment processors.

    The court was informed that in October last year, the CCI, while imposing a penalty of Rs 936 crore, asked Google to allow and not restrict app developers from using any third-party billing services and to not impose any discriminatory condition.

    The petitioner said its grievance was that the CCI has failed to act on its plea in relation to the policy owing to lack of quorum to consider the issue.

    It contended that the CCI must invoke the “doctrine of necessity” and look into the matter in spite of a lack of quorum as a refusal to intervene will cause irreversible harm to the petitioners and other app developers and lead to distortion in the market.

    The implementation of the policy, in the meantime, must be kept in abeyance till the matter is looked into by the anti-trust regulator, the petitioner prayed.

    Additional Solicitor General N Venkataraman said the process of appointment of CCI member was underway.

    The counsel for Google opposed the petition on several grounds and claimed there was no material to justisy invocation of the “doctrine of necessity”.

    New Delhi: External Affairs Minister S Jaishankar on Monday called for urgently addressing India’s trade imbalance with Russia even as he described the partnership between the two countries as among the steadiest of major relationships globally.

    In presence of Russian Deputy Prime Minister Denis Manturov, Jaishankar said at an event that finding a solution to the imbalance really means addressing the impediments such as market access issues, non-tariff barriers and those relating to payments or logistics.

    The external affairs minister said the bilateral trade target of USD 30 billion has been crossed much before the target year of 2025, adding the trade volume was about USD 45 billion for the period April 2022 to February 2023.

    India’s trade deficit with Russia jumped significantly in the last few months after it procured significant volumes of discounted crude oil from that country in the backdrop of the Ukraine crisis.

    Jaishankar said what the future of India-Russia economic cooperation requires is the willingness and the ability to really look at the concerns from the point of view of the other party and then come up with solutions to overcome the obstacles.

    The minister said payments, logistics and certifications are the key areas in the economic engagement.

    A rupee-rouble mechanism for trade between India and Russia was established to settle dues in rupees instead of US Dollars or Euros in view of the imposition of severe economic sanctions against Moscow by the West following the Russian invasion of Ukraine.

    However, there have been certain issues in the full use of the mechanism, according to experts.

    “There are also obviously discussions on the payments issue. The expansion of the correspondent relationship network, under the scheme of international trade settlement in Indian rupees through a special rupee vostro account system,” he said.

    “And I think the payments issue clearly needs to be worked through between our systems. It is something we will also be discussing at the meeting tomorrow,” he added, referring to Tuesday’s inter-governmental commission meeting.

    Without mentioning the Ukraine crisis, but putting the India-Russia economic cooperation in a strategic context, Jaishankar said the partnership today is a “subject of attention and comment, not because it has changed, but because it has not.”

    “Indeed, it has been among the steadiest of the major relationships of the world in the contemporary era. But that by itself is not enough. We share a commitment to a multi-polar world. And that also means a multi-polar Asia,” he said at the India-Russia Business Dialogue.

    Jaishankar said Russia is looking much more towards Asia now could mean a broadening out of “our engagement that was overly reliant on the triad of military, nuclear and space cooperation.”

    “For Russia also, it presents a broader set of options. As Russia looks eastwards, its resource and technology complementarity can be a powerful contribution to India’s growth. And this is a growth of a 3.5 trillion economy that is expected to grow at more than 7 per cent for at least a decade or more,” he said.

    “And I would say that our ties, our cooperation is best advanced through more intensive bilateral engagement such as the one that we are having today,” he added.

    The external affairs minister also referred to the “time-tested and long-standing friendship” between the two countries and that the cooperation witnessed significant enhancement in many areas including traditional areas of defence, nuclear energy and space.

    While talking about annual bilateral trade crossing the target of USD 30 billion ahead of the target year and the trade figure of USD 45 billion in the period from April 2022 to February 2023, he said it is expected to grow further.

    At the same time, he referred to a previous speaker’s observation to emphasise that there is “understandable concern” about the trade imbalance which these new volumes have created.

    “And we need to work together with our Russian friends on a very urgent basis on how to address that imbalance.

    “And addressing that imbalance really means addressing the impediments — whether they are market access impediments, whether they are non-tariff barriers, whether they are related to payments or to logistics,” Jaishankar said.

    The external affairs minister said there is a need for an honest assessment of the short and medium term challenges being faced in economic engagement.

    “And you know, there could be quite frankly, there could be over-compliance, they could be over-anxiety, or even over-caution on our side. And equally, on the Russian side, there could be an inadequate appreciation of the concerns and the risks that the Indian businesses face,” he said.

    “So, I would say what really the future of our economic cooperation requires, is the willingness, the ability to really look at it from the point of view of the other party and then come up with solutions which will overcome the obstacles.

    “Now the possibilities, I think, are both in, you know, I would say, gaps which may have emerged in recent months but also new areas,” he said.

    Jaishankar said he completely agreed that payments, logistics and certifications are the key areas.

    “And I am convinced that it is possible to really find solutions, because if you look even in the last year, and this is something which the deputy PM himself is personally involved, we found ways, for example, of looking at, the fertilizer trade, in a much more mutually acceptable way,” Jaishankar said.

    “So, I think if we can look at an area like fertilizer, surely you know, the same spirit of cooperation and mutuality, we can look at other areas and look to find solutions,” he said.

    In his address, Jaishankar also said that there is a need to motivate businesses on both sides to diversify and expand the trade basket.

    He said apart from the traditional exports of pharmaceuticals and organic chemicals, there are possibilities in auto and spare parts, electronics goods and components, medical devices, textile and apparel and ceramics among others.

    Jaishankar also highlighted the government’s ‘Make in India’ initiative and said it is determined to make India a major global manufacturing hub.

    “It is clearly our strategy today to position ourselves as a major manufacturer, as a bigger trader, as a stronger service provider. And I think it should be of interest definitely to our Russian friends,” he said.

    Jaishankar also referred to the proposed free trade agreement between India and the Eurasian Economic Union.

    “The Covid interrupted those discussions, so I would very much hope that our colleagues will pick up on this. We will certainly encourage them from the foreign ministry side,” he said.

    “Because we do believe that they will make a real difference to our trade relationship. We also are in advanced negotiations on a new Bilateral Investment Treaty (BIT), and we appreciate that this is perhaps necessary; certainly useful to provide sufficient confidence to investors,” he said.

    Talking about the strong people-to-people connection between the two countries, Jaishankar, however, pointed out that India actually gets less than one percent of Russia’s outbound tourism.

    “When we are talking today of exploring new areas and new opportunities, I would also flag that whether more direct flights to more destinations, will provide a possibility for greater business when it comes to tourism,” he said.

    New Delhi: Led by Unified payments interface (UPI), payment modes like debit and credit cards, prepaid payment instruments – mobile and prepaid cards processed 87.92 billion transactions worth Rs 149.5 trillion in 2022, a report showed on Monday.

    The UPI Person-to-Merchant (P2M) and Person-to-Person (P2P) are the most preferred payment modes among consumers with a market share of 40 per cent and 44 per cent, respectively, in terms of transaction volume (UPI was 84 per cent in total).

    In 2022, UPI clocked over 74.05 billion transactions in volume and Rs 126 trillion in terms of value, according to the report by Worldline, a global leader in payment services.

    The average ticket size (ATS) for UPI P2P transactions was Rs 2,753 and ATS for UPI P2M transactions was Rs 687 (by December 2022).

    However, in terms of value, UPI P2M accounted for 18 per cent share whereas UPI P2P accounted for 66 per cent of digital transactions, according to the report.

    Payment through credit and debit cards accounted for 7 per cent in volume and 14 per cent in value.

    “The adoption of multiple payment solutions is a boon in our journey to realise the dream of a less-cash India,” said Ramesh Narasimhan, CEO, Worldline India.

    For UPI, the transaction volume and value almost doubled since last year as it recorded a 91 per cent increase in volume and over 76 per cent increase in value in 2022 as compared to 2021.

    As of December 2022, the total number of POS terminals deployed by merchant acquiring banks crossed the 7.55 million mark – a 37 per cent YoY growth.

    The total number of credit and debit cards in circulation by the end of 2022 was 1.02 billion, the report showed.

    In 2022, credit cards volume and value stood at 2.76 billion and Rs 13.12 trillion respectively.

    The debit card transactions volume and value stood at 3.64 billion and Rs 7.4 trillion, respectively.

    By December 2022, the number of prepaid payment instruments was 16.23 billion. Out of which, 13.34 billion were wallets and 288.8 million were cards, said the report.

    Hyderabad: The Haj Committee of India has extended the last date for payment of the first installment of travel expenses for selected pilgrims of Haj 2023 till April 15. Chief Executive Officer Haj Committee of India Mohammad Yaqoob Shaikh issued a statement informing the state Haj committees about the extension of the date.

    He said that selected pilgrims of the 2023 hajj can deposit Rs 81,800 online as the first installment. The date is extended till April 15 on the representation of state Haj committees. Selected pilgrims will have to submit pay slips, print of application forms, medical screening and fitness certificates and original international passports to Haj committees by April 18.

    A total of 5,278 Haj pilgrims have been selected from Telangana for Haj 2023 and around 4,000 pilgrims have submitted the first installment online. In case of extension of date, the rest of the pilgrims will be able to perform Haj. Telangana Haj Committee Chairman Mohammed Saleem said that special counters have been set up to guide the pilgrims where an online payment facility is being provided. He said that the pilgrims paying the first installment should submit the documents before the due date.

    1.75 lakh pilgrims from India will perform Haj this time and extraordinary arrangements are being made by the Government of Saudi Arabia. Efforts are being made to keep the accommodation of Indian pilgrims close to Harmeen.

    In the first training camp, Saleem said that “it is necessary to observe 40 prayers in Madinah. Pilgrims should be engaged in worship most of the time and not worry about the world. Videography, photography, use of social media, and phone conversations should be avoided in Harmeen.”

    Meanwhile, the second training camp for Telangana Haj pilgrims will be held on April 16 at Masjid Darul Irfan Red Hills.

    Trump’s lawyers continued to maintain the former president’s innocence on Thursday.

    “President Trump has been indicted. He did not commit any crime,” the attorneys Joe Tacopina and Susan Necheles said in a statement. “We will vigorously fight this political prosecution in Court.”

    Trump released a statement shortly after the news of the indictment broke, calling it a “witch-hunt,” and saying the move was an attempt by Democrats to interfere in the 2024 election.

    “This is Political Persecution and Election Interference at the highest level in history,” Trump wrote in his statement. “The Democrats have lied, cheated and stolen in their obsession with trying to ‘Get Trump,’ but now they’ve done the unthinkable — indicting a completely innocent person in an act of blatant Election Interference.”

    Trump also went after District Attorney Alvin Bragg, saying he was “doing Joe Biden’s dirty work.”

    The district attorney’s office requested that Trump surrender on Friday, but Trump’s lawyers replied that the timeline was too tight, saying the U.S. Secret Service needed more time to prepare, according to a law enforcement official. Tacopina confirmed the exchange, adding that no date had been set for the former president’s surrender.

    “This evening we contacted Mr. Trump’s attorney to coordinate his surrender to the Manhattan D.A.’s Office for arraignment on a Supreme Court indictment, which remains under seal,” a spokesperson for the district attorney’s office said. “Guidance will be provided when the arraignment date is selected.”

    Trump has already tried to use the charges to rally his base, calling on his followers to protest and “take back our nation.” But there’s no precedent for a presidential candidate campaigning during his own criminal trial. And while the case could stretch beyond November 2024, a conviction before then would spark a host of constitutional issues.

    Despite concern that Trump’s indictment could spark protests from his supporters, a spokesperson for New York Mayor Eric Adams said on Thursday that there were no credible threats of violence.

    “The NYPD continues to monitor all activity and there are no credible threats to the city at this time,” Adams spokesperson Fabien Levy said. “The NYPD always remains prepared to respond to events happening on the ground and keep New Yorkers safe.”

    Dozens of court and police officers swarmed lower Manhattan after the indictment was announced. A chopper hovered overhead. Outside the courthouse, a handful of pro-indictment protesters praised the grand jury’s decision.

    Bragg left the courthouse just after 7 p.m., ducking into his car without taking questions from reporters. Police officers surrounded his black SUV. A group of about 10 protesters in favor of the indictment draped a 25-foot banner outside the courthouse that read “Trump lies all the time.”

    “I’m out here celebrating the fact that one of the most evil men on the planet has been stopped at least temporarily,” said Robert Hoatson, 71, who drove over from West Orange, N.J., after he saw the news on TV. “I’m so proud to be an American today.”

    Hoatson runs a nonprofit for victims of sexual abuse. He held two signs, one that read “Throw away the key” and the other that said “Lock him up.”

    Trump’s indictment follows the unrelated December conviction of his family business, the Trump Organization, for tax fraud in a case also prosecuted by Bragg.

    The indictment of Trump stems from the 2018 federal conviction of his former lawyer Michael Cohen, who pleaded guilty to campaign finance violations for facilitating the payment to Daniels. That payment came during the heart of the 2016 presidential campaign. And both Cohen and federal prosecutors have said that he acted “in coordination with and at the direction of” the former president.

    “I stand by my testimony and the evidence that I provided to the district attorney of New York,” Cohen said on Thursday during an interview on MSNBC. While the indictment is “significant,” Cohen said, “it’s extremely important that we let the process work out, and that people do still understand that there is a presumption of innocence in this country.”

    The Trump Organization later reimbursed Cohen for the payment to Daniels, prosecutors said in court filings. The company’s executives authorized $420,000 in payments to Cohen in an effort to cover his original payment and tax liabilities, and to reward him with a bonus, according to prosecutors. The Trump Organization falsely recorded those payments in their books as legal expenses, prosecutors said.

    Federal prosecutors in the Manhattan U.S. attorney’s office subsequently pursued a criminal inquiry into whether those payments violated campaign finance law, but they later ended the probe without bringing charges.

    The company’s former chief financial officer, Allen H. Weisselberg, who was given immunity by federal prosecutors in their investigation of the hush money that led to the charges against Cohen, pleaded guilty to an unrelated tax fraud scheme in August 2022.

    Cohen testified before the grand jury in the Manhattan district attorney’s investigation of Trump. It’s unclear whether Weisselberg, who is now serving a five-month jail sentence, was also called as a witness.

    Though the district attorney’s office offered Trump the opportunity to testify before the grand jury prior to his indictment, he declined to do so.

    The indictment is sure to cloud Trump’s 2024 presidential campaign and triggers a number of unprecedented scenarios. If he pleads not guilty and the case goes to trial, a process that can take many months, he could face the possibility of campaigning for the White House while undergoing a criminal trial. And if he were to win a second term while facing or serving a prison sentence, that would give rise to a host of constitutional issues.

    Trump has said an indictment would not stop him from campaigning for another term. When asked whether he would stay in the 2024 race if formally charged, Trump told reporters at CPAC in March: “Oh absolutely. I wouldn’t even think about leaving.” He has said his supporters were “very upset” about the multiple investigations he’s facing, and added that he thought the probes would “enhance” his poll numbers.

    Throughout his presidency and in his post-White House life, Trump has cast himself as a victim of partisan “witch hunt” investigations targeting him and his business dealings. His fellow Republicans have largely echoed that claim, though it remains to be seen whether those running for the party’s presidential nomination will rally to Trump’s side or cast him off.

    At least one potential 2024 Republican rival, former Arkansas Gov. Asa Hutchinson, has said that Trump should end his campaign if charged.

    “It is a dark day for America when a former President is indicted on criminal charges,” Hutchinson said in a statement following the news of the indictment. “Donald Trump should not be the next president, but that should be decided by the voters.”

  • Two Employees Suspended For Releasing ‘Excess’ Payment Under MGNREGA

    SRINAGAR: Two employees have been suspended and an enquiry has been initiated for releasing excess payment under MGNREGA in block SK Pora in central Kashmir’s Budgam district.

    An official said that two employees identified as Musadiq Nazir (VLW) and Ilyas Ahmad Wani (In-charge Junior Assistant) of block Snoor Kali-Pora in Budgam have been suspended by Project Officer Wages Employment (ACD) Budgam, and an enquiry has been initiated if the excess payment has been released under ‘’MGNREGA’’ (Labour and material component) in Block SK Pora in Budgam.

    Both the officials have been placed under suspension and attached to ACD Office Budgam, he said.

    The enquiry committee comprising AD Planning Budgam Mohammad Abrahim, BDO SK-Pora Shahbaz Chowdhary, SO Planning of Block Narbal Irshad Ahmad and JSA Planning of ACD Office Budgam Tanveer Ahmad Lone has been asked to submit the detailed report within weeks positively. (KDC)
