    NGT asks Delhi govt to pay Rs 2,232 cr fine for improper waste management

    New Delhi: The National Green Tribunal (NGT) has directed the Delhi government to pay Rs 2,232 crore as environmental compensation for improper waste management.

    The tribunal observed that compliance with environmental norms on waste management has to be accorded the priority it deserves and it is high time that the authorities concerned realised their duty to the law in this regard and citizens.

    Taking note of a report submitted by the Delhi chief secretary, a bench headed by NGT Chairperson Justice AK Goel said there were gaps in the management of solid and liquid waste in the national capital.

    “On the pattern of compensation awarded in respect of other states (at the rate of Rs 2 crore per million litres per day (MLD) of untreated sewage and Rs 300 per tonne of untreated legacy waste), a compensation of Rs 3,132 crore is liable to be levied on the Delhi government — Rs 990 crore for solid waste and Rs 2,142 crore for liquid waste,” the bench, also comprising judicial members Justice Sudhir Agarwal and Justice Arun Kumar Tyagi, along with expert members A Senthil Vel and Afroz Ahmad, said.

    Deducting the compensation for solid waste already levied (Rs 900 crore), the remaining amount of Rs 2,232 crore has to be paid by the city government on the “polluter pays” principle, the bench said.

    It said the amount has to be used for tackling the “emergent situation prevailing in Delhi, posing danger to the safety of the citizens,” and for remedying the continuing damage to the environment.

    “This payment will be the responsibility of the chief secretary, Delhi and the payment be made within one month and credited to a separate ring-fenced account,” it said.

    The tribunal had, in October last year, directed the Delhi government to pay Rs 900 crore as environmental compensation, following which the authorities concerned had filed a review petition.

    “The issue of emergency situation of failure to tackle legacy waste as per the Solid Waste Management Rules, 2016 was earlier considered by this tribunal…whereby liability for compensation for failure to scientifically handle solid waste was determined at Rs 900 crore,” the bench said.

    It said the review applications filed by the Delhi government were being disposed of through separate orders and the earlier amount of Rs 900 crore will now have to be paid with the additional amount of Rs 2,232 crore.

    “The total amount liable to be paid is Rs 3,132 crore,” the bench said.

    It said the Delhi government could formulate a plan to raise the requisite funds from the generators or contributors of waste or by any other legal means.

    It said as the situation of non-compliance with the municipal solid waste (MSW) rules remained “untackled” despite monitoring by the Supreme Court for 18 years and by the tribunal for around nine years, the monitoring will now have to be done at the highest level of the Delhi government.

    Such a monitoring mechanism has to be on the pattern of the Yamuna Monitoring Committee, envisaging weekly reviews with defined targets and accountability, the tribunal said.

    “Accordingly, we constitute a solid waste monitoring committee to be headed by the lieutenant governor of Delhi,” it added.

    The committee would also have the chief secretary, the secretaries of various Delhi government and central ministries, the DDA vice-chairman, the director general of forest, the Central Pollution Control Board (CPCB) chairman, the Municipal Corporation of Delhi (MCD) commissioner and the jurisdictional district magistrates and deputy commissioners of police, the tribunal said.

    “The committee will deal with all issues relating to solid waste management, including setting up new waste-processing facilities, augmenting the existing waste-processing facilities and a remediation of the legacy waste sites,” it said.

    Regarding liquid waste management, the green panel said the gap in the generation and treatment and utilisation of sewage has to be bridged.

    It said the sanctity and significance of natural stormwater drains should be maintained and these drains should not serve as sewage carriers.

    Noting that of the 530 million gallons per day (MGD) of treated sewage, 267 MGD is being returned to the Yamuna, the tribunal said the treated sewage has to meet the water quality requirement of the river.

    “There is a need to enhance the capacity for utilising treated water. The high-level committee to monitor the rejuvenation of the Yamuna may explore the possibility of hiring bulk users so that treated effluents can be utilised,” the NGT said.

    It said sewage (treated or untreated) must be prevented from entering drinking water resources and instead, utilised for non-potable purposes, such as agriculture and industry.

    “It is seen that the utilised capacity of sewage treatment plants (STPs) of 632 MGD capacity is only 530 MGD and standards of water quality are not always met. This aspect needs to be looked into on a continuous basis by a centralised mechanism, which may be set up preferably within a month,” the tribunal said.

    Meta, the parent company of Facebook, has said in a filing that it is increasing its spend on the personal security of chief executive and co-founder Mark Zuckerberg by $4m (£3.3m) to $14m, at a moment when the company has cut thousands of jobs in what Zuckerberg has called the “year of efficiency”.

    Meta’s board declared that the 40% increase was “appropriate and necessary under the circumstances” and was in place “to address safety concerns due to specific threats to his safety arising directly as a result of his position as Meta’s founder, chairman, and CEO”.

    Zuckerberg is allowed to use the money to pay for “additional personnel, equipment, services, residential improvement” and other safety-related needs.

    His personal security costs were last reviewed in 2018 when he received $10m from the company, according to the filing.

    The tech mogul’s salary is just $1 a year – but his earnings are far more. Zuckerberg ranks as the 16th richest person in the world on the Forbes billionaire list due to his shareholdings in Meta. In 2021 he received compensation from the company worth $27m.

    The rise in security spending for its CEO comes at a difficult time for Meta. It delayed the finalising of budgets to prepare a fresh round of job cuts, according to the Financial Times. The company dismissed 11,000 employees, the equivalent of 13% of its workforce, in November.

    On a call to analysts earlier this month, Zuckerberg said: “Next, we’re working on flattening our org structure and removing some layers in middle management to make decisions faster.”

    He also mentioned that the company would be “more proactive about cutting projects that aren’t performing” – but ruled out any reduction in funding to the company’s virtual reality space the Metaverse, despite the division in charge of the project reducing the company’s overall operating profit by $13.72bn in 2022.

    When announcing the job losses in November last year, Zuckerberg said falling ad revenue, increased competition and a wider economic downturn meant the company had to downsize.

    In an email to staff, Zuckerberg said: “I want to take accountability for these decisions and for how we got here. I know this is tough for everyone, and I’m especially sorry to those impacted.”

    Meta, once valued at $1 trillion, lost 70% of its value in 2022. In July, the company reported its first ever fall in revenue.

    The situation between the players and Canada Soccer has deteriorated in recent weeks, with the Canadian Soccer Players’ Association (CSPA) releasing a statement on Friday which said they are “outraged and deeply concerned” by reported funding cuts. The team captain and most capped player in the world, Christine Sinclair, tweeted “enough is enough” and said she could not represent the federation on the pitch until the situation is resolved. The decision of the players to step back prompted Canada Soccer to threaten legal action against them.

    Players said Canada Soccer threatened to “not only take legal action to force us back to the pitch but would consider taking steps to collect what could be millions of dollars in damages from our players association and from each of the individual players currently in camp” if they did not commit to playing in the SheBelieves Cup hosted by the US this month.

    The England captain, Leah Williamson, expressed solidarity with the Canadian players before the Arnold Clark Cup kicks off on Thursday. “One of the main issues for women’s football, for women’s sport in general, is the lack of security there is,” she said. “We’ve got to a place in England where we have progressive conversations all the time, it’s not about just being content with where we’re at. First and foremost, there’s an open conversation all the time and if we believe that we’re missing out on something or if we believe that our circumstances could be better then we’d be able to voice them. That’s most important.

    “I feel like there’s a communication breakdown across women’s sport, but how can we have those progressions without it? I’m obviously grateful to be part of the FA and the way that we’ve had communication and been able to move forward to a place where we can perform. That’s all women athletes are asking for, to have the right amount of resources to do their jobs to the best of their abilities. We stand with those players. Every time those issues come up it’s not just one team, it’s a collective discussion and fight for equality.”

    SRINAGAR: Jammu and Kashmir Haj Committee chairperson Safeena Baig Saturday said that this year Haj 2023 will be cheaper by almost Rs 80,000 and that each pilgrim is supposed to pay Rs 350,000 to 3,70,000 maximum for performing Haj this  year.

    Addressing a press conference here, Baig said after hectic deliberations between Haj Committee of India (HCoI) and the Saudi Government, Haj has been made cheaper this year. “As per our estimates, Haj 2023 will be cheaper by Rs 80,000. Each pilgrim who would otherwise pay Rs 4.50 lakh will have to pay between Rs 3,50,000 to Rs 3,70,000,” news agency KNO quoted Baig as having said.

    She said that this year, over 10,000 pilgrims from J&K will perform the holy journey of Haj. “Haj office in Srinagar will facilitate every pilgrim including those who are having issues related to passport,” Baig said, adding that the Haj applications are already up on the official website of Haj Committee of India: www.hajcommittee.gov.in free of cost. “Earlier, every pilgrim had to pay Rs 300 for the form. Now, the form can be downloaded and filled with ease,” she said.

    The J&K Haj Committee chairperson said that in case of need of conducting the RTPCR test, the government will bear the expenses and take samples of the pilgrims free of cost. She said that the pilgrims above 70-years of age will be prioritised for the Haj while women aged 45 years, without Mehram, can perform the pilgrimage in the groups. “A group of four women without mahram can perform the Haj 2023,” she said, adding that the Saudi Government has given a relaxation to the women who are not having any mahram but yearn to perform Haj.

    She also said that from Azizia to Haram, pilgrims are likely to get direct bus services. “This has been the demand of pilgrims who performed the Haj in 2022,” she said. Asked whether there was any plan to address the issues of pilgrims in Makah and Madina as last year, many pilgrims complained of ill treatment by the hotels there, Baig said: “This year, Haj officers will create different groups on Whatsapp and stay in touch with pilgrims. In case of any issue or grievances, immediate redressal would be done.”

    Pertinently, there will be 25 embankment points across the country for the pilgrims this year. HCoI has maintained that the pilgrimage this year will be much smoother than previous pilgrimages.

    New Delhi: Video communication app Zoom is laying off about 1,300 people, or 15 per cent of its workforce, its CEO Eric Yuan has announced.

    Yuan also said that he is reducing his salary for the coming fiscal year by 98 per cent and foregoing his FY23 corporate bonus.

    “Members of my executive leadership team will reduce their base salaries by 20 per cent for the coming fiscal year while also forfeiting their FY23 corporate bonuses,” he announced.

    During the pandemic, Zoom usage surged significantly as millions stayed home.

    Yuan said the company is still seeing that people and businesses continue to rely on Zoom.

    “But the uncertainty of the global economy, and its effect on our customers, means we need to take a hard – yet important – look inward to reset ourselves so we can weather the economic environment, deliver for our customers and achieve Zoom’s long-term vision,” he said in a blog post.

    “We have made the tough but necessary decision to reduce our team by approximately 15 per cent and say goodbye to around 1,300 hardworking, talented colleagues,” Yuan informed.

    Departing full-time employees in the US will be offered up to 16 weeks’ salary and healthcare coverage, payment of their earned FY23 annual bonus based on company performance, and stock option vesting for six months for US employees and through August 9, 2023 for non-US employees.

    “I know this is a difficult message to hear, and certainly not one I ever wanted to deliver,” said Yuan.

    Zoom will announce its earnings for 2022 on February 27.

    New Delhi: The BJP organised a protest outside the residence of Delhi Chief Minister Arvind Kejriwal against the city’s government’s “continuous discrimination” against temple priests.

    More than 5,000 seers and priests from different areas of Delhi shouted slogans demanding the Kejriwal government pay them a monthly salary like for imams of mosques.

    State BJP Working President Virendra Sachdeva, Leader of Opposition Ramveer Singh Bidhuri, MPs Manoj Tiwari and Ramesh Bidhuri and former Mayor Jaiprakash addressed the protest organised by the BJP Temple Cell.

    Leader of Opposition Ramveer Singh Bidhuri said if imams of the mosques are being given a salary, then why not the priests of temples.

    Tiwari claimed that the Hindu society is most tolerant, but when its tolerance ends, a war like the one in Mahabharata occurs. “Today, Kejriwal is behaving like Duryodhan with the priests of the temples of Delhi, which will not be tolerated,” he said, adding the BJP is determined that the priests should also get all the arrangements or facilities which other communities are getting.

    London: Britain on Wednesday faced what has been dubbed the biggest industrial action in a decade as teachers, university lecturers, train and bus drivers and public sector workers went on a strike to demand better pay conditions.

    British Prime Minister Rishi Sunak’s official spokesperson admitted that the mass strike action will prove “very difficult” for the public.

    Teachers in England and Wales who are members of the National Education Union (NEU) are staging walkouts, affecting an estimated 23,000 schools. Estimates suggest around 85 per cent of schools in the regions will be fully or partially closed, impacting working parents over childcare.

    UK Education Secretary Gillian Keegan has insisted that “inflation-busting” pay rises are impossible even as talks remain ongoing.

    “I am disappointed that it has come to this, that the unions have made this decision. It is not a last resort. We are still in discussions,” the minister said.

    Train drivers from the RMT and Aslef workers’ unions are staging a strike in their long-running dispute over pay and conditions, including bus drivers in London. Around 100,000 civil servants employed in 124 government departments and other public sector bodies are also on strike in a dispute over better pay and working conditions.

    Workers’ unions have argued with employers for higher pay rises to combat record-high inflation and real-term cuts in income over the past decade.

    But ministers continue to insist increasing wages to higher levels would only fuel the cost-of-living crisis and hamper the Sunak-led government’s top priority of cutting down soaring inflation over the coming weeks and months.

    Further health sector strikes are planned next week, when nurses and ambulance workers take another round of strike action from February 6 over better wages and working conditions.
