    According to the information received from the sources, today on March 17, 2023, Prime Minister Narendra Modi can hold a cabinet meeting. Central employees  feel that in this meeting, apart from Dearness Allowance DA, PM Narendra Modi can also give them the news of the formation of the Eighth Pay Commission as a gift. Means, with the formation of the Eighth Pay Commission, the process will start that how and how much the salary of the central employees will be increased or this wait will only remain waiting.

    Generally, every 10 years, central employees get a chance to get a substantial increase in salary through the formation of the Pay Commission. With the formation of this type of commission, the government would have started discussions with the employees’ organizations so that the salaries of the central employees working in different circumstances should be increased and allowances should be fixed according to the work.

    Let us tell you that even after the implementation of the last pay commission, the discontent among many central employees regarding the minimum pay scale remained intact and they kept trying for a long time to get the government to accept their demands. But ultimately it could not happen. It is a different matter that in between, some demands from the government were also accepted later.

    With the implementation of the 7th Pay Commission’s recommendation, the biggest problem faced by the employees was the acceptance of MACP by the Narendra Modi government. Let us tell you that because of this, the displeasure of the third and fourth class employees had come to the fore.

    Please inform that before the Seventh Pay Commission, Rs 7000 used to be the minimum pay scale. Whereas after implementation it was reduced to Rs 18000. Then the unions of government employees were demanding to increase it to 26000. While a time had come (information quoting sources) that the government had agreed to increase it to 21000, but this thing remained only in discussions and the employees were not ready for it.

    Presently, since the implementation of the 7th Pay Commission, the government employees working under the Central Government are being paid according to its recommendations. The Seventh Pay Commission was constituted on February 28, 2014. Justice AK Mathur was made the chairman of this commission. It has been implemented from January 1, 2016. The announcement to implement it was taken in the Modi cabinet meeting on 29 June 2016.

    Let us tell you that like the employees of many state governments, now there is a demand among the central employees to implement the old pension scheme (OPS) on the abolition of the New Pension Scheme.

    Srinagar, Mar 16 (GNS): An RTI applicant from Bandipora on Thursday alleged that he has been asked to deposit charges by a Public Information Officer in the Office of Executive Engineer R&B Division Bandipora in lieu of obtaining desired information vis-à-vis construction of non-motorable walkway around Wular Lake in the north Kashmir district.

    Exercising his right to know, anti-corruption & RTI activist, Parvaiz Bhat had sought details of tendering process of construction work of non-Motorable walkway around Wular lake from Banyari Bridge to Naaz Nallah including approach road leading towards Delta Park. The work, according to him, is being executed by WUCMA and is being supervised by R&B (PWD) Division Bandipora.

    “I had filed the RTI as I was having strong apprehensions that proper procedure and formalities have not been taken care of before and after the tendering process of the work”, Bhat told GNS.

    “The approach road constructed can cost the lives of people in future as the laid procedure hasn’t been followed anywhere as sub standard soil has been used in gross violation of the set norms”, he said.

    He alleged that R&B department in order to save their skin were hiding information and are instead serving him notices to pay arbitrary costs for obtaining the desired information.

    Taking a strong exception to the levy of ‘arbitrary costs’, Bhat said that these PIOs need to be first imparted with proper training and awareness regarding the provisions of RTI Act (2005). “I belong to the BPL category and have attached the photocopy of my Ration card with the RTI application for reference. There are clear observations in the (RTI) Act that persons belonging to BPL category are exempted from paying any kind of fee,” he added.

    He further alleged that he was being pressurized to withdraw RTI Application by the different quarters.

    He appealed probe agencies including CBI, ACB and Crime Branch Kashmir to take suo-moto cognizance of the matter and initiate a probe into the matter in order to bring the culprits to justice.

    When contacted, Public Information Officer (Executive Engineer R&B Division Bandipora), Asadullah Najar told GNS that they haven’t denied any information to the applicant under the Act.

    “We haven’t denied any information. He was asked to pay the requisite amount against the Photostat charges”, he said.

    Asked about the exemption to BPL category under the Act, Asadullah Najar claimed that there are 50% of Ration Cards issued fraudulently. “The applicant should obtain an income certificate mentioning the income of not more than 1000 Rupees per month from concerned Tehsildar and accordingly we will entertain that he’s belonging to a BPL category”, he maintained.

    He also said that the applicant was not being pressurized by anyone to withdraw the application. (GNS)

  • Govt orders pay recovery, deferment of regularization of those ReTs who acquired degrees through regular mode

    Srinagar, Mar 16: School Education Department has decided to recover the salary and defer the regularization date of those teachers found involved in pursuing course in regular mode during service as Education Volunteers (EV) or Rehbar-e-Taleem (ReT).

    The news agency—Kashmir News Observer (KNO) has leant the department has stated that the case of conversion for ReTs to Teacher Grade-II with overlapping period has been examined in the department in light of proposal of the directorate as well as Divisional level Selection Committee Decision.

    The Under Secretary, School Education Department said that he was directed to convey the approval of the Administrative Department with regard to the settlement of overlapping periods of ReTs under certain conditions.

    “The regularization date in favor of the teachers shall be deferred by the overlapping period involved in pursuing course in regular mode during service as EV or ReT,” reads the order.

    The department, however, has said that in backlog cases the number of days available in appearing in examination would be treated as leave, whichever is due.

    According to the official documents, the department has directed the concerned authorities to recover the honorarium for the period of dual enrollment or overlapping.

    It was also directed to recover the salary drawn by the ReT for the period the regularization is deferred by.

    ”The amount of honorarium as well as the salary shall be recovered shall be worked out and recovered by the concerned DDO,” it reads.

    The documents further states that the DDO shall furnish the certificate to the effect that the honorarium for overlapping period and the salary for the period of regularization is deferred has been worked out and recovered from the RReT before transition to Grade II or Grade III whichever is applicable under rules.

    Pertinently, the born graduates, at the first instance were promoted and transited to Teacher Grade-II.

    However, those RReTs who had enhanced their qualifications during services were identified to be of two type’s including those who had enhanced their degrees through distance mode or private mode and the second category was identified as those who had enhanced their qualification via regular mode.

    The RReTs who had enhanced their qualification via distance or private mode were given post-facto sanction and were transited to teacher Grade-II.

    However, those teachers who had enhanced their qualifications through regular mode, the cases of all such teachers were referred to administrative departments wherein the administration had decided to award them with teacher Grade-III at the first instance with the direction to submit the cases after case to case study of their overlapping period—(KNO)

    DA was increased by 4 percent in July also,

    Nirav Modi claims he has no funds to pay UK court fines

    London: Nirav Modi, the fugitive diamond merchant wanted in India to stand trial on fraud and money laundering charges, has claimed that he has no funds and is resorting to borrowing money to pay the court-ordered legal costs amounting to more than 150,000 pounds.

    The 52-year-old former billionaire last year lost his legal battle in the highest UK court against being extradited to India in the estimated USD 2 billion Punjab National Bank (PNB) loan scam case. But his case is now said to be “statute barred”, indicating further pending litigation.

    Meanwhile, Nirav remains behind bars at Wandsworth Prison in south-west London, from where he appeared via videolink for a hearing at Barkingside Magistrates’ Court in east London on Thursday over unpaid legal costs, or fines, of 150,247 pounds ordered by the High Court in London, related to his extradition appeal proceedings.

    According to officials, the magistrates at a procedural hearing for court fines granted his plea to be allowed to pay 10,000 pounds a month before a review hearing to take place in six months’ time.

    On being asked how he intended to finance the monthly amount, Nirav told the court he had been borrowing money as he did not have sufficient funds because his assets had been frozen in India over the extradition proceedings.

    In December last year, a two-judge bench in the Royal Courts of Justice in London refused Nirav Modi’s application for permission to appeal to the Supreme Court on suicide risk grounds and also refused his application to certify a point of law, which concluded his extradition appeal options in the UK courts.

    This case may be subject to further litigation, UK Home Office sources have said, which is likely to indicate a parallel confidential political asylum appeals process.

    In a final extradition appeal hearing in the case in the London High Court in November 2022, Justices Jeremy Stuart-Smith and Justice Robert Jay ruled that they were “far from satisfied that Mr Modi’s mental condition and the risk of suicide are such that it would be either unjust or oppressive to extradite him”.

    Their verdict also accepted that the government of India will treat its assurances on Nirav’s medical care after being extradited and held at Barrack 12 of Arthur Road Jail in Mumbai with “appropriate seriousness”.

    The dismissal of the appeal came three years after Nirav Modi was arrested in March 2019 on an extradition warrant based on Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) charges against the businessman.

    There are three sets of criminal proceedings against the diamantaire in India the CBI case of fraud on the PNB which caused losses equivalent to over 700 million pounds, the ED case relating to the alleged laundering of the proceeds of that fraud and a third set of criminal proceedings involving alleged interference with evidence and witnesses in the CBI proceedings.

    Then UK Home Secretary, Priti Patel, had ordered Nirav’s extradition based on Judge Sam Goozee’s Westminster Magistrates’ Court ruling in April 2021.

    Highway construction firm to pay Rs 55 cr for environmental damage

    Mumbai: The National Green Tribunal (NGT) has ordered a highway construction company to pay Rs 55.47 crore for causing environmental damage by illegally excavating stone, sand and murram for its projects in the Nashik and Hingoli districts of Maharashtra.

    In two separate orders on February 22, NGT’s western zone bench in Pune directed Rajendrasinh Bhamboo Infra Private Limited to pay Rs 36.35 crore and Rs 19.12 crore to the Maharashtra Pollution Control Board within a month. The detailed orders were made available recently.

    “We find that since the activity of mining has been conducted by the project proponent (Rajendrasinh Bhamboo Infra) without taking prior environmental clearance, the same is treated to be a violation which impacts the environment adversely,” said the green tribunal in one of its orders.

    One Dattatraya Phalke had filed pleas with the tribunal saying that the company be blacklisted for having repeatedly “violated environmental norms for its commercial benefits”.

    The tribunal had earlier punished the company by imposing “environmental compensation” but it continues to violate the environmental norms, said petitioner Phalke.

    As per the pleas, the firm deliberately did not obtain “prior environmental clearance for its project at Kalamnuri in Hingoli and has illegally excavated more than 4,50,000 brass of stones, murom and sand”.

    For its project at Nandgaon in Nashik district, the company has carried out illegal mining of 25,000 brass of similar construction materials, the plea added.

    Hyderabad: Unable to pay the traffic challans a Laboure reportedly ended life by consuming pesticide under Saidabad police station limits. However, the police claim that the laborer committed suicide due to personal reasons.

    The 52 year old A Yellaiah and his wife Mallamma were staying at Neelam Rajsekhar Reddy in Chintal Basti area. Yellaiah was earning his livelihood by working as a laborer on daily wages while his wife is working as a helper at Sai Baba Temple in the same area.

    The labourer had a bike on which there were several traffic challans pending against his vehicle. Few days ago, the cops of Traffic police station Mirchowk seized his vehicle and asked to pay ten thousand rupees for releasing the bike. Since confiscating of his vehicle the poor man was depressed and was helpless in getting back his motorcycle.

    “Unable to bear the burden of heavy traffic challans, he ended his life, he also wrote a suicide note pleading Telangana Chief Minister K Chandrasekhar Rao and his son K T Rama Rao to take a look at the plight of the poor public who are being burdened by the Traffic Challans” said Mallamma the deceased wife.

    When contacted the Saidabad police denied the reason of traffic challans behind Yellaih’s suicide and said there was a family dispute due to which he ended life.

    The police have registered a case under suspicious death and have taken up investigation. The alleged suicide has also been seized from the spot.

    Taking to micro-blogging site Twitter, Mufti wrote; “Amusing to receive a message from CBI to report bribes. A blacklisted company like APTECH is given contracts repeatedly to wreak the future of J&Ks youth. Hope CBI takes note of APTECH recruitment scam. Lets see how many heads roll (sic).”

    Mufti’s reaction came after CBI (Srinagar) delivered a (text) message to mobile phone users, reading; “Do not pay money/bribe. If any Govt. servant/employee demands money/bribe, please inform CBI Srinagar on 9419900977 and 0194-2455514 or email to hobacsgr@cbi.gov.in (sic).”

    Notably, the purported awarding of contract to APTECH Company has evoked widespread resentment from the job aspirants in Jammu and Kashmir even as condemnation from many political leaders. (GNS)
