Patna reports 1 swine flu, 2 H3N2 cases

Patna: Patna’s health department has reported one case of swine flu and two of the H3N2 influenza, an official said on Friday.
Confirming the development, Patna civil surgeon Sharawan Kumar said of the two H3N2 cases, one is a four-year-old child from the city’s Sabzibagh locality. The second patient is a resident of Sampatchak.
Kumar said a number of cases of the two diseases have been reported since the last three days.
“We have made adequate arrangements in Patna to fight H3N2 and swine flu. Twenty beds have been reserved in Patna Medical College and Hospital and 30 at Patna AIIMS. Besides, we have also made dedicated isolation wards in Nalanda Medical College and Hospital, Sadar Hospital, Kurji Holy Family and other prominent government and private hospitals,” he said.
“We have directed government and private hospitals to conduct tests of every patient infected with cold and cough and also submit the report with the civil surgeon office.”

Arundhati Roy attends CPI(ML) Liberation function in Patna

Patna: Booker Prize winning author and social activist Arundhati Roy Friday launched a sharp attack on the Narendra Modi government at the Centre and stressed on the need for forging an “anti-Fascist” grouping of opposition parties.
Roy was in the Bihar capital for addressing a convention organized by the CPI(ML) Liberation, which is a part of the multi-party ‘Mahagathbandhan’ but supports the Nitish Kumar government in the state from outside.
“The country is run by four people. Two of them happen to be buyers and the rest two are sellers. All of them belong to Gujarat”, said the writer evoking applause from the crowds.
She was obviously referring to Prime Minister Narendra Modi, Union Home Minister Amit Shah and industrialists Gautam Adani and Mukesh Ambani.
She said “Modi ji thinks that he need not speak about Adani, since the common people should remain ever thankful to him for five kilograms of ration. But the Hindenburg report speaks about a scam involving 100 billion dollars. It is the biggest corporate scam in the country”.
Referring to the alleged proximity of the business tycoon with the prime minister, she said “Earlier, Modi ji used to travel by Adani’s aircraft. Now, Adani travels with Modi ji in the latter’s plane.
“The farm laws had been brought to benefit Adani and his ilk, which is evident from the fact that his warehouses had come up across the country,” Roy said.
“No raids were ever conducted on properties owned by Adani. But BBC is paying the price for bringing to the fore the truth behind the Gujarat riots of 2002”, she quipped and questioned the “silence of US and UK” over the Income Tax department’s action against the international broadcaster.

Lavishing praise on CPI(ML) Liberation for taking a “stand against Fascism”, she said it was essential to bring together all forces opposed to the “current capitalistic system, wherein five per cent people control 60 per cent of the nation’s wealth”.
“It is good that different political groups opposed to the current ruling dispensation are making an effort to come together. Hopefully, the energy of public movements will also be harnessed”, said the celebrated author, who won the Booker for her debut novel “The God of Small Things” and has been actively associated with a number of human rights movements.
The three-day CPI(ML) Liberation party Congress, which was inaugurated on Thursday, will conclude on Saturday.
The invitees on that day include Chief Minister Nitish Kumar, his deputy Tejashwi Yadav and Jharkhand counterpart Hemant Soren.

HC CJ appointments recommended by SC collegium in Patna, HP, Gauhati, Tripura

New Delhi: The Supreme Court collegium headed by Chief Justice of India D Y Chandrachud has recommended the appointment of the chief justices of the high courts of Patna, Himachal Pradesh, Gauhati and Tripura.
The three-member collegium has recommended the name of Justice K Vinod Chandran of the Kerala High Court for appointment as the chief justice of the Patna High Court and Justice Sabina as the chief justice of the Himachal Pradesh High Court.
The collegium, also having Justices S K Kaul and K M Joseph, met on February 7 and recommended the name of Justice Aparesh Kumar Singh for appointment as the chief justice of the Tripura High Court.
It recommended the appointment of Justice Sandeep Mehta as the chief justice of the Gauhati High Court.
The collegium resolutions uploaded on the apex court website said that the office of the chief justice of the Patna High Court has fallen vacant recently, consequent upon elevation of Justice Sanjay Karol as a judge of the top court.
The collegium said Justice Chandran, who is the senior-most judge of the Kerala High Court, was appointed as a judge on November 8, 2011 and is due to retire on April 24, 2025.
“The collegium has previously resolved to appoint Justice K Vinod Chandran as chief justice of the Gauhati High Court. Since the date of that recommendation, the position of chief justices in a number of other high courts has fallen vacant, consequent of retirement and elevation of the incumbent chief justices as judges of the Supreme Court,” it said.
“Having regard to the above circumstances, the collegium resolves to recall its earlier recommendation for appointment of Justice K Vinod Chandran as chief justice of the Gauhati High Court and resolves to recommend that he be appointed as chief justice of the High Court of Judicature at Patna, as he is fit and suitable for the same,” said the resolution.

Justice Sabina, whose parent high court is Punjab and Haryana, is currently the acting chief justice of the Himachal Pradesh High Court.
The collegium noted that the office of the chief justice of the Himachal Pradesh High Court has fallen vacant recently, consequent upon the retirement of Justice AA Sayed and therefore, appointment to that office is required to be made.
Justice Sabina was appointed as judge on March 12, 2008 and is due to retire on April 19 this year.
The collegium noted that by its separate resolution, it has proposed the appointment of Justice Jaswant Singh, senior most puisne judge of the Punjab and Haryana High Court as the chief justice of the Tripura High Court.
It said Justice Singh is due to retire on February 22, 2023.
The collegium further said it had already recommended Justice Rajesh Bindal, the first in order of seniority among the judges from the Punjab and Haryana High Court (presently Chief Justice of the High Court of Judicature at Allahabad), for appointment as a judge of the Supreme Court.
“In this backdrop, having regard to the seniority of Justice Sabina, the collegium resolves to recommend that she be appointed as chief justice of the High Court of Himachal Pradesh as she is fit and suitable in all respects for the same,” it said.
The resolution for appointment of the chief justice of the Tripura High Court said, “The collegium, therefore, resolves to recommend that upon the retirement of Justice Jaswant Singh, Justice Apresh Kumar Singh be appointed as the Chief Justice of the Tripura High Court.”
It noted that office of the chief justice of the Tripura High Court has been lying vacant for some time, consequent upon retirement of Justice Indrajit Mahanty and therefore, appointment to that office is required to be made.
The collegium said that by its resolution dated January 25, 2023, the collegium has recommended the appointment of Justice Jaswant Singh, presently the senior most judge in the Orissa High Court, as chief justice of the Tripura High Court.
The resolution said the collegium has already recommended the transfer of Justice Aparesh Kumar Singh from the Jharkhand High Court to the Tripura High Court.
It noted that the state of Jharkhand is unrepresented among the chief justices of high courts.
Justice Aparesh Kumar Singh was appointed as a judge on January 24, 2012 and is set to retire on July 6, 2027.
For the Gauhati High Court, the collegium said the office of its chief justice has fallen vacant recently, consequent upon retirement of Justice R M Chhaya.
The collegium said Justice Mehta, a judge of the Rajasthan High Court, was appointed on May 30, 2011 and is due to retire on January 10, 2025.
“The Rajasthan High Court is unrepresented among the chief justices of the high courts. The collegium has previously resolved to appoint Justice K Vinod Chandran as chief justice of the Gauhati High Court. The collegium vide a separate resolution, has recommended appointment of Justice K Vinod Chandran as chief justice of the High Court of Judicature at Patna,” it said.
“Considering the above position, the collegium resolves to recommend the appointment of Justice Sandeep Mehta as chief justice of the Gauhati High Court as he is fit and suitable for the same,” it said.

Amit Shah to attend BJP farmers’ convention in Patna next month

Patna: Union Home Minister Amit Shah is scheduled to visit Patna to attend a farmers’ conclave organised by the Bihar BJP on February 22, the birth anniversary of Swami Sahajanand Saraswati who was an ascetic and a peasant leader, party leaders said here.
They also described Bihar Chief Minister Nitish Kumar as “anti-farmer”, referring to the violence on January 11 in Buxar where a peasants’ protest over compensation demand for acquired land for a thermal power project turned violent.
At a joint press conference, state BJP president Sanjay Jaiswal and Rajya Sabha MP Vivek Thakur said that Shah will attend the party’s farmers’ convention on February 22.
To a query, Jaiswal denied that Swami Sahajanand Saraswati’s birth anniversary was being celebrated as a strategy to consolidate the party’s upper caste support base.
“Swami Sahajanand Saraswati’s contributions have been acknowledged by historians around the world. Please do not view him through a narrow prism,” said Jaiswal.
The Swami, who was born in Uttar Pradesh in 1889, had set up an ashram at Bihta in Bihar where he got involved in peasant activism.
His social and political activities focused initially on Bihar, and gradually spread to the rest of India with the formation of the All India Kisan Sabha. He was an iconic figure for the influential Bhumihar community, largely seen as BJP supporters whom the RJD has of late been trying to win over.
“It is because of the lacklustre attitude of the state government, Saraswati is a less-known personality in Bihar. The state government must hand over the defunct Bihta Bazar Samiti and its land to the central government so that it can be developed into an advanced farmers’ facilitation centre to be named after Sahajanand Saraswati,” said Thakur.

On the Buxar incident, he claimed that beating up protesting farmers by security forces exposed the “inhuman, anti-farmer and anti-poor” face of Chief Minister Nitish Kumar.
“Farmers were protesting for compensation for their land acquired for establishing a thermal power plant at Chausa. Several farmers suffered severe injuries following police lathi charge,” Thakur said.
When the CM recently visited Buxar during his Samadhan Yatra, he did not bother to meet the affected farmers, the BJP leader said.
Amid speculations that senior JD (U) leader and former Union minister Upendra Kushwaha may join the BJP, Jaiswal said, “All those leaders inclined towards the politics of development and nationalism are welcome to join our party. Besides, all those who fought against the jungle-raj in Bihar are welcome”.
