    Amendment drama: The bill also became a sweeping vehicle for several other GOP priorities such as ensuring parents know what their schooling options are and policies on transgender students. However, Republicans failed to shore up enough votes to add a sense of Congress that the Education Department should be eliminated by the end of the calendar year.

    Roughly half of the 22 amendments considered on the floor were tacked onto the legislation ahead of the final vote, which came after some internal strife among Republicans about the limited debate. The amendments that received bipartisan support included requiring schools to provide parents timely notices on major cyberattacks and the GAO to submit a report to Congress on the cost of the requirements of the bill and to evaluate the impact of the bill on protecting parents’ rights.

    The legislation — which has already faced condemnation from the White House — will not be brought up on the other side of the Capitol, said Senate Majority Leader Schumer, who vowed Friday that the bill “will meet a dead end” in his chamber.

    The Education Department was also quick to criticize the bill.

    “The Biden-Harris Administration is happy to work with House Republicans on the issues most important to parents. … Unfortunately, looking at Republican officials’ track record on education, it’s not rooted in the reality that parents are living in,” an Education Department spokesperson told POLITICO in a statement. “Whether it be cutting funding for public education, ignoring tragic gun violence in our schools, or banning books to fit a political agenda, Republican officials are focused more on playing politics than helping our parents, kids and schools.”

    Still, the House vote does allow Republicans to use Democrats’ vote against a “Parents Bill of Rights” as 2024 campaign fodder.

    While the measure was lauded by many Republicans, especially the party’s leadership, Democrats and the handful of Republicans who voted against the measure criticized it.

    Gaetz on Twitter said he voted against the bill because “the federal government SHOULD NOT be involved in education” and he wants to “abolish” the Education Department.

    Buck also expressed a similar sentiment, tweeting that “the overwhelming majority of the House Republicans will now be on record supporting the idea of expanded federal powers in your child’s education.”

    Pushback on transgender student provisions: Several LGBTQ advocacy groups denounced the legislation due to the inclusion of provisions that establish that a parent has the right to know whether their child’s school allows transgender girls to play on sports teams or use restrooms and changing rooms that match their gender identity. The bill would also require schools gain parental consent to allow students to use different names and pronouns or facilities that match their gender identity.

    “These efforts to censor curriculum and force the outing of transgender and nonbinary students are borrowing from a discriminatory wave of bills sweeping the country — a wave of bills, incidentally, that the majority of voters have not asked for and do not support,” said David Stacy, the government affairs director for the Human Rights Campaign.

    In the coming weeks, Republicans are expected to consider a bill — H.R. 734 (118), the Protection of Women and Girls in Sports Act of 2023 — that would restrict transgender girls from playing on women and girls’ sports teams.

    Lawmakers attached the amendments seeking to mandate disclosures around transgender students by voice vote this week, signaling that lawmakers on both parties weren’t yet ready to force their colleagues into a roll call on the sensitive issue. The sports bill would be the next prominent opportunity for the GOP to put lawmakers on record for gender identity policies.

    And, of course, the battle over TikTok comes as the U.S. and China circle each other in an escalating battle for geopolitical and technological dominance around the world. On Thursday, just as the hearing was set to start, Beijing said it would fight any forced sale, and lawmakers were quick to point to the statement as evidence that TikTok couldn’t be free of governmental interference.

    Rep. Jan Schakowsky (D-Ill.) said, “It’s hard to say with any certainty that China would not have any influence.”

    Chew said the company’s $1.5 billion “Project Texas” is establishing a new subsidiary — TikTok U.S. Data Security — that would ensure all U.S. data is secured and stored in U.S.-based servers run by Oracle. “The protections are storing American data, on American soil, by an American company, looked after by American personnel,” Chew said.

    Bipartisan doubts

    Over the course of several combative exchanges, it seemed that lawmakers from both parties weren’t buying his explanations or defenses.

    Rep. Frank Pallone (D-N.J.) — the top Democrat on the panel — was skeptical: “The Chinese Communist government can compel companies based in Beijing, like TikTok, to share data with the Communist government through existing Beijing law or coercion.”

    Another Democrat — Rep. Anna Eshoo of California — questioned how ByteDance’s TikTok will respond to China’s data security law that requires Chinese companies hand over data requested by the CCP. “How does TikTok convince the Congress of the United States that there can be a clean break? Why would the Chinese government side step their national law … in terms of user data?” she asked.

    “I have seen no evidence that the Chinese government has access to that data,” Chew said. “They have never asked us, we have never provided it.”

    “I find that actually preposterous,” Eshoo said. “I don’t believe that TikTok — that you — have said or done anything to convince us the personal information of 150 million Americans — that the Chinese government is not going to give that up.”

    Rep. Bob Latta (R-Ohio) asked if ByteDance employees have access to U.S. user data.

    “After Project Texas is done — the answer is no,” Chew said. “Today, there is still some data that we need to delete.”

    A TikTok spokesperson said the Project Texas deployment is still underway, and that all U.S. user data that pre-dates Oracle cloud transition last June is currently being deleted from the company’s servers in Virginia and Singapore.

    Last year, reporting found that four ByteDance employees accessed data of U.S. reporters — and the employees were later fired. The Department of Justice is reported to be investigating ByteDance’s surveillance of journalists.

    Rodgers and Pallone also said their bipartisan federal privacy bill could be a way to address data collection concerns around TikTok. The American Data Privacy and Protection Act — which advanced out of committee last year with nearly unanimous support — will be reintroduced again in the coming weeks.

    “We simply cannot wait any longer to pass the comprehensive privacy legislation,” Pallone said.

    Pallone grilled Chew on whether he’d support specific provisions of ADPPA. “I actually am in support of some rules on privacy,” Chew said. When asked, Chew said the company doesn’t collect “precise GPS data at this point,” or health data, and does not sell U.S. data to data brokers.

    But the ranking member appeared unconvinced. “The commitments that we would seek to achieve those goals are not being made today. You’re going to continue to gather data, you’re going to continue to sell data,” and continue to be controlled by the Communist party, he said.

    The politics of a popular app

    TikTok is wildly popular in the U.S. — and is the number three the most-downloaded app on the Apple app store behind two other China-based apps — the Temu shopping app and CapCut video-editing tool, which is also owned by ByteDance. TikTok is particularly in-demand with younger Americans — and that will make it politically difficult for the Biden administration to do anything sweeping. Given it’s enormous user base, only the biggest and wealthiest tech companies could conceivably afford it, and a sale to one of those giants would almost surely run afoul of Biden’s antitrust regulators, who have been waging an aggressive campaign to rein in Big Tech companies like Google and Facebook.

    Still, the White House is pressing forward. The Committee on Foreign Investment in the United States — a secretive panel made up of a number of Biden administration agencies — has reportedly told TikTok’s Chinese owners that they must sell the app or risk an outright ban. And President Joe Biden signed a bill into law last year banning TikTok on all federal devices, while more than 30 states have also banned the app on state government devices.

    At the same time, an outright ban runs the risk of angering younger voters, not to mention the various content creators who have been canvassing Capitol Hill in recent days to argue against such a move.

    Sen. Mark Warner (D-Va.), chair of the Senate Intelligence Committee, said in comments Thursday if the app was banned nationwide, the creators will find a home elsewhere. “I absolutely believe in the market if TikTok were somehow to drop away tomorrow,” Warner said on CNN. “Whether it’s an American company, a French company, an Indian company, there will be a replacement site where people can still be creative and earn that kind of living.”

    Been tried before

    Washington has been wrangling with what to do about TikTok for years, even as the app has become deeply enmeshed in American popular culture.

    Last fall, TikTok reportedly reached an agreement with the Biden administration on setting up the TikTok U.S. Data Security entity, which would have its own board of directors that is approved by the administration and ensures all U.S. data is secured and stored on U.S.-based servers run by Oracle. But the two sides have been fighting over the potential national security risks ever since.

    The Trump administration also made its own bid, issuing an executive order in 2020 seeking to ban the app in the U.S. if it didn’t find a U.S. buyer quickly — which it failed to. That effort was swiftly struck down by a U.S. court, and any move by the current White House to outright ban the app would almost surely face similar legal hurdles.

    With those previous failures in mind, a bipartisan group of lawmakers is pushing legislation they say would help Biden successfully move forward with a ban.

    Warner used Chew’s prepared testimony to endorse his bill with Sen. John Thune (R-S.D.) — the RESTRICT Act — which would give the executive branch authority to prohibit some technology from foreign adversaries. “While I appreciate Mr. Chew’s willingness to answer questions before Congress, TikTok’s lack of transparency, repeated obfuscations, and misstatements of fact have severely undermined the credibility of any statements by TikTok employees, including Mr. Chew,” Warner said in a statement.

    There’s no House version of the RESTRICT Act yet, but Rep. Lori Trahan (D-Mass.), a member on House Energy and Commerce, said she likes the Senate bill. “It certainly seems like a better approach than legislation previously introduced in the House,” she said in an interview on Tuesday.

    The Thune and Warner teams are actively engaged with the House and would welcome a House version, a Senate aide told POLITICO.

    Patna: The Bihar School Examination Board (BSEB) on Tuesday issued the result of Class 12 board exams.

    Bihar Education Minister Chandrashekher Yadav said that 83.70 percent students have passed the examination, whose entire process was completed in only 39 days.

    The Class 12 examinations were held between February 1 to February 11 and the process of checking the copies was started on February 24. In 2022, the examinations started on February 1 and the result was announced on March 16. In 2021, the examination started from February 1 and the result was announced on March 26.

    “It is a great feeling that the examination process was completed in record time. The girl students have given an impressive show which is satisfactory for the state government,” the Minister said.

    He also announced a reward of Rs 1 lakh, a laptop and Kindle yearbook for the student who topped the rank in this examination. The student achieved second position will get Rs 75,000, and the student who achieved third position will get Rs 50,000.

    The fourth, fifth and sixth position students will get Rs 15,000 each apart from laptop and Kindle yearbook.

    A total of 13,04,486 students appeared in the exam and 10,91,948 students successfully passed it.

    In arts, 5 girls and 3 boys came in the first 6 ranks. In science, 5 girls and 4 boys figured in the top six and in commerce, 11 girls and 2 boys come in the top six ranks.

    Ayushi Nandan came first with 94.80 percent in science. She obtained 474 marks out of 500. Soumya Sharma and Rajnish Kumar Pathak came first with 95 percent marks in commerce, scoring 475 marks each. Mohdesha obtained 95 percent marks in art, also achieving 475 marks out of 500.

    Srinagar, Mar 16 (GNS): Authorities on Thursday ordered for closure of Sinthan pass road for three days, starting today only, amid forecast of inclement weather conditions in the region.

    “In view of prediction by the Meteorological Department for widespread Rains on 16th, 17th and 18th of March 2023, people of Tehsil Larnoo and outside tourists are advised to refrain from venturing in landslide and shooting stone prone areas”, Tehsildar Larnoo said in an advisory, a copy of which lies with GNS.

    “Moreover, rainfall/thunderstorm/snowfall may lead to disruption of traffic on Sinthan pass road. People are advised to refrain from travelling on this road on 16th 17th and 18th of March 2023”, it reads.

    “Also in compliance to the directions of SDM Kokernag, SHO Larnoo and Naib Tehsildar Larno are hereby directed to setup naka at daksum and restrict all kinds of vehicular traffic on Sinthan pass road on these days (16th, 17th and 18th of March 2023). Moreover, Assistant tourist officer Kokernag shall place 4 tourist guards at Daksum naka from 4pm to 9am on the days, when the aforementioned roads are to closed”, the advisory reads further. (GNS)

    Second leg of Budget session from Monday; Govt says priority to pass Finance Bill

    New Delhi: The second leg of the Budget session will commence on Monday with the government asserting that its priority is to pass the Finance Bill and the Opposition planning to raise issues like the action of central agencies against the BJP’s political rivals and allegations against the Adani group.

    Leader of Opposition in Rajya Sabha and Congress President Mallikarjun Kharge asserted that they want to play a constructive role in making the government accountable and sought a discussion in the House on “every burning issue facing the nation”.

    Rajya Sabha Chairperson Jagdeep Dhankhar sought views of leaders of various political parties on ways to curb disruptions in the House at a meeting held on Sunday.

    Opposition members raised the issue of alleged misuse of central agencies against non-BJP governments and the move to appoint Dhankhar’s personal staff on parliamentary committees.

    The opposition parties will meet on Monday morning to evolve their strategy in both Houses of Parliament after protests by them on the Hindenburg-Adani issue overshadowed most of the first half of the Budget session.

    Manickam Tagore, Congress Whip in Lok Sabha, told PTI that his party wants the Opposition to take a united stand.

    “We will continue to raise people’s issues – price rise, LPG cost, Adani, misuse of agencies, farmers issues, governors’ intervention. We will continue to work with all like-minded parties. Tomorrow’s meeting is called for the purpose as we want the Opposition to be united.”

    Congress leader K Suresh maintained that his party would continue to demand answers from the government on the Adani-Hindenburg issue as it has been keeping a studied silence.

    The principal opposition party has been pressing for a Joint Parliamentary Committee (JPC) probe.

    The opposition parties are also likely to vociferously raise the issue of recent raids by the CBI and the ED against their leaders, some of whom were questioned and even arrested in various cases. They have accused the BJP-led government at the Centre of misusing the central agencies to target leaders of the BJP’s rival parties.

    Minister of State for Parliamentary Affairs Arjunram Meghwal told PTI on Sunday that the top-most priority for the government is the passage of the Financial Bill.

    He said discussions will be held on demands for grants of ministries including Railways, Panchayati Raj, Tourism, Culture and Health. Speaker Om Birla will later apply the guillotine, after which all the outstanding demands for grants, whether discussed or not, will be put to vote and passed.

    “Then we will get the Finance Bill passed. After that we’ll look into the demands of the Opposition… the first responsibility of the government is to get the Finance Bill passed. Then we will hold discussions on issues the Opposition’s demands,” he said.

    The session, which began on January 31, is likely to conclude on April 6. Parliament is meeting after a month-long recess which allows various parliamentary panels to scrutinise allocations made in the Union Budget for different ministries.

    On Monday, Finance Minister Nirmala Sitharaman will present Supplementary Demands for Grants – Second Batch for 2022-23.

    She will also table the budget for the Union Territory of Jammu and Kashmir for the year 2023-24 in Lok Sabha. The UT is at present under central rule.

    The two items are listed in the order paper of Lok Sabha for Monday.

    Leader of the Opposition in Rajya Sabha Kharge and Dhankhar also had a one-on-one meeting on Sunday.

    “Met @VPIndia, ahead of the forthcoming session of the Parliament to seek his cooperation,” Kharge said in a tweet.

    “We as Opposition parties are keen to play a constructive role in making the Government accountable and would want discussion on every burning issue facing the nation,” he said.

    Kharge had on Friday accused the Narendra Modi government of making “sinister attempts to kill democracy” by misusing probe agencies against opposition leaders, as he slammed the Centre over the ED searches on the premises of former Bihar chief minister Lalu Prasad’s family.

    The Samajwadi Party, the Left and the DMK were among those who protested against the alleged attack on the federal structure and the “misuse” of institutions.

    The Trinamool Congress will raise in Parliament issues such as LIC and SBI’s risk exposure, price rise of essential commodities, unemployment and “misuse” of central agencies during the second phase of the session, its Rajya Sabha floor leader Derek O’Brien had recently said.

    He said LIC’s risk exposure and price rise affect the lives of the common man and their savings and should be highlighted.

    The TMC will also raise the issue of “political vendetta” against non-BJP ruled states in Parliament and also question the Union government on “holding back of funds for schemes such as MNREGA”, O’Brien said.

    At the meeting with Dhankhar, several floor leaders raised the issue of the appointment of his personal staff on parliamentary committees.

    The vice president responded by saying that the sole purpose behind the move was to achieve optimisation of human resources and the output of committees.

    The staffers were not participating members of the committee and are just there to assist, facilitate and provide research material, he was quoted as saying.

    Dhankhar, sources said, asserted that he was committed to improving the functioning of the committees.

    At the all-party meeting, AAP raised the issue of alleged misuse of investigative agencies and the Adani-Hindenburg matter.

    Its leader and former deputy chief minister of Delhi Manish Sisodia has been recently arrested by the CBI and the ED in cases related to the alleged Delhi excise policy scam. Former Delhi health minister Satyendar Jain is already in jail on charges of money laundering.

    The opposition parties are also gearing up to corner the government on issues such as the China border row and unemployment.

    Riyadh: Riyadh Airports company has announced the implementation of the ‘Smart Travel Journey’ experiment at Khalid International Airport in Riyadh, which will recognize passengers through their digital faceprint, without boarding passes.

    Riyadh Airports is implementing this smart service in cooperation with the international company SITA.

    SITA Smart Path solution enables efficient biometric registration, whereby passengers will become their own boarding passes just by looking at the SITA FacePod camera. The passenger’s face becomes his boarding pass.

    Riyadh Airports posted a video on Twitter showing the new system and the benefits of the trial.

    The use of digital faceprint is also an important step to transform King Khalid International Airport into a smart airport that facilitates and reduces the time of important travel procedures.

    Thus, Riyadh Airports aims to take advantage of the digital face print technology at the capital’s airport to raise the quality and speed of travel procedures, which helps to improve the passenger experience and raise the level of customer service.

    The Kingdom continues to facilitate travel procedures, as it was recently announced that the Ministry of Foreign Affairs launched a free transit visa for visitors coming by air, and a study visa was also launched for students from all over the world to study, in addition to the Kingdom’s plans to build the largest airport in the world, the King Salman International Airport.
