    Officials said that an avalanche hit an area near the Zojila Pass, trapping five vehicles in which 6 people were travelling.

    “A massive rescue was immediately organised. All the six people have been safely rescued. There is no casualty in this incident,” an official said.

    Kuwait: About 2,20,000 passengers are expected to pass through Kuwait International Airport (KIA) during the upcoming Eid Al-Fitr holiday, between April 20 to April 25, local media reported.

    The Kuwait Director General of the General Directorate of Civil Aviation, Eng. Saleh Al-Fadaghi said that around 1,800 flights, will be operating during this period and the most travelled destinations during the Eid holiday are Dubai, Istanbul, Jeddah, Cairo and Doha, Arabic daily Al-Qabas reported.

    For traffic management, he said that an action plan has been drawn up that includes organizing annual leave for employees, supervisors, and a support team for quick intervention in resolving problems, rewarding distinguished employees, and benefiting from Saad Al-Abdullah Airport for charter and private flights.

    Al-Fadaghi explained that the most prominent arrangements for the summer travel season are the rationing of vacations for employees and leaders in supervisory positions, so that they do not exceed 30 percent of the total employees.

    SRINAGAR: Authorities in north Kashmir’s Bandipora district on Tuesday rescued 53 vehicles, along with their drivers and passengers, who were trapped in the snow at Razdan Top on the Bandipora-Gurez road.

    Quoting an official, KNO reported that the rescue operation was carried out on Tuesday, following information about the stranded vehicles in adverse weather conditions.

    He said that the Police personnel immediately swung into action and braved the challenging weather conditions to rescue the stranded vehicles and their passengers, taking them to a safer place.

    The official said that the Bandipora-Gurez road has been closed due to heavy snowfall, with the Dawar in Gurez receiving around 03 inches of snow, and the Tulail area in the region receiving more than 06 inches of snow.

    Notably, the Bandipora-Gurez road typically remains closed during the winter months due to heavy snowfall in the area.

    As per an official statement, following recent snowfall in the area, avalanches struck near Panimatha and Kai-Pathri on Zojila Pass. The official added that efforts are underway to clear the road with the help of men and machinery.

    In light of the snowfall and avalanches in several locations on Zojila axis, upward traffic was not permitted on the day in question, the official confirmed .(KNO)

    Islamabad: In a major development for Pakistan-China trade relations, Khunjerab Pass, one of the pivotal trade routes between the two countries, has reopened after being shut down for almost three years due to the Covid-19 pandemic in 2020.

    However, the route has been reopened as authorities from both sides have directed relevant quarters to complete all necessary measures to contain Covid-19 before the arrival of goods from Pakistan.

    Official sources confirmed that the Chinese authorities have shared a letter with Pakistani authorities regarding the reopening of the pass for trade while port authorities have put in place, all pre-testing and precautionary measures to check all shipments from Pakistan.

    On the other hand, Pakistani authorities have also been instructed to take all measures regarding Covid-19 and to ensure the containment of the disease.

    As per routine procedures, the Khunjerab Pass normally opens from April 1 to November 30 every year and remains closed from December 1 to March 31 primarily due to the cold weather and lack of oxygen in the high altitude.

    However, in view of the urgent needs and other supplies, as well as smooth custom clearance of Pakistan’s supplies, the port was temporarily opened twice this year.

    “Despite difficulties including extremely cold weather, heavy snow, and lack of oxygen, the local customs have worked round the clock to ensure transportation of cargo,” said an official source.

    “The two temporary openings lasted for 12 days between January 30 and February 10, while the first port opening was between January 19-20. The two temporary openings facilitated 128 cross-border personnel visits, 328 transportation vehicles’ passes, and more than 6,000 tonnes of goods exported.”

    The reopening of the Khunjerab Pass trade route is being seen as a major boost to the economic activities between Pakistan and China.

    Prime Minister Shehbaz Sharif expressed his delight over the reopening of the border, calling it a major pillar of the China-Pakistan Economic Corridor (CPEC).

    “Reopening of Khunjerab Pass is critical to accelerating trade between Pakistan and China. The government is determined to unpack the full potential of CPEC by making it the centerpiece of our economic diplomacy for the region. Trade and connectivity are the building blocks of prosperity, he maintained.

    “CPEC was a gift of progress and prosperity given by former Prime Minster Nawaz Sharif and the Chinese leadership for the region and the people.”

    The Khunjerab Pass at 4,693-meter-high (15,397 ft), is the highest paved international border crossing in the world and the highest point on the Karakoram Highway.

    It is located in a strategic position on the northern border of Pakistan (Gilgit-Baltistan Hunza and Nagar districts) and on the southwest border of China (Xinjiang).

    New York: Georgia’s legislature has taken aim at the attacks on Hinduism emanating from academia and condemned “Hinduphobia, anti-Hindu bigotry and intolerance”.

    The resolution adopted unanimously by the State House of Representatives, said: “Hinduphobia is exacerbated and institutionalised by some in academia who support the dismantling of Hinduism and accuse its sacred texts and cultural practices of violence and oppression.”

    While bigotry directed against other religions has been condemned by state and city legislatures across the US, they have refrained from condemning Hinduphobia, making Georgia the first to do so.

    The resolution sponsored by five State Representatives acknowledged the contributions of the Hindu religion as well as Hindus to the world and the US while condemning “Hinduphobia, anti-Hindu bigotry, and intolerance”.

    It declared the state’s Forsyth County “as a place that welcomes the diversity brought by Hindu Americans and all those who work hard, follow our laws, uphold family values, and contribute to our economic and social well-being”.

    More than 40 universities, including elite institutions, cosponsored a conference in 2021 on “Dismantling Global Hindutva”, which was seen by many Hindu organisations as a semantically veiled attack on Hinduism.

    The universities that were involved included University of California Berkeley, University of Chicago, University of Pennsylvania, Columbia, Harvard, Princeton and Stanford, according to Berkeley’s South Asia Studies Institute.

    The resolution said that “there have been documented instances of hate crimes against Hindu Americans over the last few decades in many parts of the country”.

    The Federal Bureau of Investigation’s report on bias crimes released last month covering 2021 said there were 16 anti-Hindu crimes with 18 victims, an increase from the 11 reported the previous year.

    The Georgia resolution cited a report by Rutger’s University’s Network Contagion lab that tracks disinformation and hate on the internet, “Anti-Hindu Disinformation: A Case Study of Hinduphobia on Social Media”.

    According to the university, the report “found evidence of a sharp rise and evolving patterns of hate speech directed toward the Hindu community across numerous social media platforms”.

    The university also is home to academics who are harsh critics of Hinduism.

    The resolution extolled the US as “a beacon of hope, progress, and innovation, attracting people from around the world to create and live a better and fulfilling life” which has “welcomed more than four million Hindus from all corners of the world and given them better opportunities and the freedom to practice Hinduism, also known as ‘Sanatana Dharma’”.

    On the contribution of Hinduism, the resolution said, “Yoga, Ayurveda, meditation, food, music, arts, and more have enriched the cultural fabric and have been widely adopted in American society and enriched the lives of millions”.

    “The American Hindu community has been a major contributor to diverse sectors such as medicine, science and engineering, information technology, hospitality, finance, academia, manufacturing, energy, retail trade, and so much more”, the resolution said.

    “We just found that a majority of [Democrats] are so extreme that they would rather stand with China and Russia than with the American energy worker,” McCarthy told reporters after the vote. “I am not sure what’s controversial in the bill. I am not sure what’s controversial that you can speed the process up so you can make things in America.”

    Democrats Henry Cuellar and Vicente Gonzalez, who hail from oil and gas producing Texas, voted for the bill, along with Marie Gluesenkamp Perez of Washington and Jared Golden of Maine, while Republican Brian Fitzpatrick voted against it.

    Biden has vowed to veto the bill, known as the Lower Energy Costs Act. But elements of the bill, aimed at streamlining permitting rules for energy projects, could serve as the starting point for negotiations on that narrower issue with the Senate, where centrist West Virginia Democrat Joe Manchin last year pushed his own plan to ease those regulations.

    Republicans designed the bill to do two things at once.

    First, they sought to deliver a blow against Biden by repealing provisions of Democrats’ Inflation Reduction Act, such as the $27 billion Greenhouse Gas Reduction Fund to boost clean energy and a fee imposed on oil and gas methane emissions.

    Republicans contend that the president is recklessly pushing a quick transition away from coal, oil and natural gas toward green-energy sources that China dominates, which would increase dependence on Beijing and other adversaries. The energy bill seeks to address some core Republican energy priorities from the past decade, from disapproving of Biden’s block on the Keystone XL pipeline to mandating more oil and gas lease sales and making it harder for states to block the construction of interstate pipelines that cross their borders.

    But the House GOP also sought for the bill to represent an opening bid on the wonky issue of energy permitting — a rare policy area that both parties believe could lead to a bipartisan deal later on with the Senate.

    “By showing our strong support, we give some of our Senate Democratic friends an idea of okay, we have a place to work the permitting space particularly,” said Rep. Kelly Armstrong (R-N.D.), a member of the House Energy and Commerce Committee. “Even if it’s not the whole package, these are smart policies whether you are trying to hook up offshore wind or trying to get a gas pipeline from North Dakota to Illinois.”

    The GOP bill would overhaul rules for reviews conducted under the bedrock 1970 National Environmental Policy Act for energy infrastructure, ranging from pipelines to clean energy projects and mines, by setting a two-year deadline for major reviews and making it more difficult for environmentalists to sue to stop projects.

    But most Democrats and the White House dismissed the Republican bill as doubling down on fossil fuel-centric policies that would benefit global rivals by keeping the U.S. out of the race to compete in industries of the future like electric vehicle manufacturing and clean energy development.

    “None of it [the GOP energy agenda] makes sense in this moment,” said Rep. Kathy Castor (D-Fla.), a member of the Energy and Commerce Committee. “They ignore the fact it was the high fossil fuel prices that was the primary driver of inflation. What I hear from folks back home is they don’t want to be at the mercy of these gas and oil price spikes. They are looking towards the clean energy economy — greater independence and more money in their pocket.”

    In its statement of administration policy opposing the bill, the White House noted that both domestic oil and gas production are set to reach record highs this year as companies have responded to last year’s high prices to bring more supply to the market. Gasoline prices have come down from record highs since the aftermath of Russia’s invasion of Ukraine last year but they could be set to rise again this summer during peak driving season.

    Republicans, though, counter that their agenda makes more sense in the current moment since Russia’s military aggression underscored the importance of maintaining ample supplies of oil and gas even as the world transitions off fossil fuels.

    “It comes down to affordability, it comes down to cleanliness, and it comes down to security,” said Rep. Garret Graves (R-La.), who wrote many of the major permitting parts of the bill. “This administration has caused so many problems with their energy strategy, our solution fixes a lot of the problems.”

    “My biggest fear was that the penalty would just be passed on to consumers,” Assemblymember Al Muratsuchi (D-Torrance) said during Monday’s Assembly floor debate. “That is a bipartisan concern. This measure, it doesn’t require penalties, it doesn’t require any maximum profit caps.”

    Instead, he said, it adds transparency to the oil market and requires the Energy Commission to justify any penalty.

    The bill, which cleared the Senate on Thursday, passed in the Assembly in a 58-19 vote — with opposition coming from the chamber’s 18 Republicans and from Assemblywoman Jasmeet Bain (D-Kern County).

    “This is an industry that has been allowed to operate in the shadows,” Lauren Sanchez, Newsom’s senior climate advisor, told the Assembly Utilities and Energy Committee Monday morning. “It has lacked the accountability, the transparency and the oversight that we have long required of other critical sectors.”

    The Assembly floor vote came after Newsom’s administration introduced amendments that appeased lawmakers who expressed concern over unintended consequences of tinkering with a complex market.

    Republicans and oil industry representatives blasted the bill’s hasty passage, raised doubts that it would work as intended and expressed concerns for oil workers.

    “The bill that you’re rushing through the process adds bodies, adds bureaucracy at the California Energy Commission, adds audits, adds penalties,” Eloy Garcia, a Western States Petroleum Association lobbyist, told the committee. “What it does not do is add supply. It does not expedite port or pipeline infrastructure.”

    Assemblymember Jim Patterson (R-Fresno), noted the bill had not gone through the chamber’s Appropriations Committee despite an Energy Commission estimate that it would cost $9.4 million to hire 34 people for the new division.

    Newsom first called for a windfall tax on oil companies last fall after average gas prices in California reached more than $6 per gallon. Oil companies reported record-high profits and their margins were higher in California than in the rest of the country.

    He called a special session of the Legislature in December to address what he called the companies’ “price gouging.” At his request, Sen. Nancy Skinner (D-Berkeley) introduced a proposal that would have set a cents-per-gallon cap on oil companies’ profits and penalized profits above the margin.

    Working with Newsom’s administration, Skinner introduced amendments to the proposal on March 20 to create the Petroleum Market Oversight Division at the Energy Commission. The legislation directs the division to collect data and analyze every link of the oil supply chain and then tailor solutions to their findings, including an optional penalty on profit margins.

    “This does not guarantee a penalty,” Skinner said Monday. “It sets up a mechanism to do so if it is warranted. But, of course, if the oil companies’ practices are such that it is not warranted then the penalty would never be used.”

    Beyond the timing, simple math would have posed a challenge. Porter, Lee and Schiff are all vying for the same finite pool of Democratic and independent votes as they jostle to make it out of the primary. Two Democrats could advance under California’s primary system, which allows the top two vote-getters to move on to the general.

    Progressives are already wary of Lee and Porter dividing the left-leaning vote in a way that locks both Congressional Progressive Caucus members out of the top two, allowing the more-centrist Schiff to advance and face a likely-doomed Republican in the general (the GOP has not yet fielded a candidate).

    Khanna could have further fractured the progressive vote given his standing among California’s substantial bloc of Sen. Bernie Sanders supporters. Khanna co-chaired Sanders’ 2020 presidential campaign and said on Sunday that he had heard “enthusiasm from Bernie folks.”

    “If Khanna had gotten in the race, progressives risked splitting the vote three ways and giving Schiff a boost,” said Rose Kapolczynski, a Democratic consultant who worked for former Sen. Barbara Boxer. “While Schiff is a progressive by most measures, progressive activists have been backing Porter or Lee.”

    Now, some of that Sanders support could flow toward Lee, whom Khanna endorsed as he bowed out. Lee’s camp is counting on an energized progressive base vaulting the East Bay fixture into the top two.

    “We need a strong anti-war senator, and she will play that role,” Khanna said Sunday morning on CNN’s “State of the Union.”

    Khanna’s deep Silicon Valley ties could make him a conduit to powerful donors and help Lee make up a steep cash-on-hand deficit compared to Schiff and Porter, both of whom are prolific fundraisers.

    “Congressman Khanna’s endorsement is a much-needed boost in these early days of the race, but Rep. Lee still has a steep climb ahead,” consultant Anna Bahr, who worked for Sanders’ 2020 California campaign, said in a text message. “It won’t be easy to get on level footing with the front-runners in the race.”

    Few doubt Khanna’s ambition. He primaried another Democrat to win his spot in Congress. He has become a television fixture who touts a progressive agenda while seeking to export Silicon Valley’s economic might to other parts of the country, making a case for forging inroads beyond coastal blue bastions. He is a stalwart Sanders supporter who is comfortable hobnobbing with deep-pocketed tech libertarians.

    This marks the second time Khanna flirted with a Senate run but decided against it; he also chose not to challenge Sen. Alex Padilla when the recently appointed senator was running for a full term. Khanna said on Sunday he was bowing out of contention in part because “the most exciting place to advance bold and progressive policy right now is in the House.”

    He will remain there rather than forfeiting a spot in Congress for a long-shot Senate bid. But that doesn’t mean Khanna intends to stay in the House forever. Some Sanders backers sought to draft Khanna to run in 2024 should President Joe Biden not seek a second term.

    While Khanna has steadfastly supported Biden, he is widely seen as a future presidential contender. That prospect would diminish if he were to give up his House seat for a Senate run and fall short, depriving himself of a platform for policymaking, public visibility, and fundraising.

    “If Ro Khanna goes all-out for Barbara Lee and she makes it into the runoff, that could be a big proof point for him as he pursues other things,” Kapolczynski said. “That he helped elected the only Black woman in the Senate is a pretty good talking point if you have national ambitions.”
