    New Delhi: The CBI will on Friday question former Jammu and Kashmir governor Satya Pal Malik in connection with its probe in the alleged insurance “scam” in the Union Territory which came to light after his statement that he was offered bribes to clear related files, officials said.

    A CBI team arrived around 11.45 am at the Som Vihar residence of Malik in the RK Puram area of the national capital to seek clarifications from him on his claims, they said.

    Malik is not an accused or a suspect in the case so far, they said.

    This is the second time in seven months that Malik, who has served as the governor of various states, will be quizzed by the Central Bureau of Investigation (CBI).

    His statement was recorded in October last year after he concluded his gubernatorial responsibilities in Bihar, Jammu and Kashmir, Goa, and Meghalaya.

    After the latest CBI notice to seek clarifications from him, Malik had tweeted, “I have exposed the sins of some people by speaking the truth. Maybe that’s why I have been called. I am the son of a farmer, I will not panic. I stand by the truth.”

    The CBI registered two FIRs in connection with the corruption allegations levelled by Malik in the awarding of contracts for a group medical insurance scheme for government employees, and civil work worth Rs 2,200 crore related to the Kiru hydroelectric power project in Jammu and Kashmir.

    Malik had claimed he was offered a Rs 300-crore bribe for clearing two files during his tenure as the Jammu and Kashmir governor between August 23, 2018 and October 30, 2019.

    This development comes after Malik’s recent remarks in an interview with The Wire where he stated that the government was to blame for the Pulwama massacre.

    Satya Pal Malik, the last Governor of the erstwhile state of Jammu and Kashmir who oversaw heightened times that include the abrogation of Article 370, stated in an interview that the Prime Minister squelched him by saying “tum abhi chup raho” when he as governor reported that the Centre’s own mistakes were to blame for the Pulwama massacre.

    Malik also said that the Prime Minister is ‘ill-informed’ and ‘does not hate corruption very much’ in an interview with journalist Karan Thapar for The Wire news portal that was posted on Friday night.

    Malik mentioned the bombing of the CRPF convoy in Pulwama in February 2019 which claimed the lives of 40 jawans and was turned into an election issue by the BJP in the interview.

    “CRPF members requested an aircraft to transport their members because such a sizable convoy seldom travels by road. They enquired the home ministry. They refused to give. They only required 5 aircraft, but they weren’t provided with any,” Malik said.

    He recalled the Prime Minister calling him on the evening of February 14, 2019, from outside the Corbett National Park in Uttarakhand.

    The All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi took a dig at the former governor of Jammu & Kashmir Satya Pal Malik over his silence on the 2019 Pulwama attack-related security lapses during his tenure in the Union Territory (UT). Malik has recently alleged that Prime Minister Narendra Modi asked him to ‘stay quiet’ and used it while campaigning for the 2019 Lok Sabha election campaign.

    In a video clip shared by AIMIM on their official Twitter handle, Owaisi remarked that Malik stayed silent to save his job. “What kind of love do you have for India Satya Pal Malik? To save your position, you played Holi (Hindu festival of colours) with the blood of our martyrs,” Owaisi said.

    In 2019, 40 CRPF soldiers lost their lives at Lethapora, Pulwama district when their convoy was hit by a vehicle filled with explosives. It was a suicide attack. Thirty-five soldiers were reportedly injured.

    Attacking Malik, Owaisi claimed that the former J&K governor had failed in his duties and is now acting ‘truthful’ for political gains.

    “You should have come out and revealed the truth soon after the attack took place. But you did not utter a single word because you were in love with your position,” Owaisi alleged.

    Owaisi further alleged that Malik’s silence spoke volumes about how much the latter wanted Narendra Modi to come back to power in 2019. “When the Pulwama attack happened, the entire country condemned the attack including me. But you chose to remain quiet. Where did your so-called patriotism go then? You did not speak the truth at that time because you wanted Modi to win the Lok Sabha elections,” he said.

    In an explosive interview with The Wire, Satya Pal Malik made allegations that Prime Minister Narendra Modi knew about the security lapses in Pulwama attack but asked him to stay quiet. Malik also that Modi did not care about the state of corruption in the country. “Mein safely keh sakta hoon Prime Minister ko corruption se bahut nafrat nahin hain” (‘I can safely say the PM has no real problem with corruption’),” he told senior journalist Karan Thapar.

    His interview created strong reactions from Opposition parties and activists.

    Soon after the interview, Malik was summoned by the CBI for an alleged insurance scam. While many believed these were the aftershocks created by the interview, Union Home Minister Amit Shah maintained that there was no relation of the summons and Malik’s allegations against the BJP-led government.

    “According to my information, he (Malik) has been called a second or third time. An investigation is underway, some new information or proof must have come to light and he has been called for the third time. There is no truth in this that he has been called for speaking against us,” Shah said at the recently concluded Karnataka Roundtable organised by India Today.

    “Why is not the soul awoken when you are in power…the credibility of such remarks should be seen by people, journalists…if all this is true, why was he quiet when he was Governor..these are not issues of public discussion. I want to say to the people of the country that the BJP-led government hasn’t done any such thing which needs to be hidden. If some remarks are made for personal, political self-interest after leaving us, those should be evaluated by the people, media…,” Amit Shah had said.

    New Delhi: Former Jammu and Kashmir governor Satya Pal Malik, who has been called by the CBI over an alleged insurance ‘scam’, and some Khap leaders held a protest at a police station here on Saturday after not being allowed to hold a meeting at a south Delhi park as they lacked requisite permission, according to officials, who rejected reports that he was detained.

    Questioning the police action, Malik said he and his supporters had gone to the R K Puram Police Station to protest as he was stopped from giving food to Khap leaders at the park. According to police, they all left the police station around 2.30 pm.

    Senior Haryana-based farmer leader Gurnam Singh Chaduni said the meeting was called by Malik and a group of khap leaders, but nobody was scheduled to speak at the venue. “Where is violation of rules in this?” he asked.

    The meeting was scheduled to be held at the MCD park in R K Puram and Malik was supposed to take part, a police officer said.

    He said the former Jammu and Kashmir governor was informed this was not a place to hold a meeting and also that he has not taken a permission from the authorities concerned.

    After that he and his supporters left the place and arrived at the R K Puram police station, the officer added.

    The Delhi Police issued a statement, saying he had gone to the police station “of his own volition”, refuting reports that Malik had been detained.

    “We have not detained former governor Satya Pal Malik. He came on his own choice, along with his supporters, to the R K Puram police station and we have informed him that he can leave at his own will,” Deputy Commissioner of Police (Southwest) Manoj C said in a statement.

    Speaking to the media persons before going to the police station, Malik said he wanted to give food to the Khap leaders who were at the park.

    “I don’t have much space in my house, so I decided to give them food here (at the park). They (police) have orders from somewhere not to allow the gathering and let me give them the food. I told them ‘arrest me and I am coming with you’.” When asked what the police told him, he said, “(they said) will not allow.” “Why should we go to an alternative place? We will go to the police station and offer a satyagrah there…I am going to R K Puram police station and I will protest there,” he said.

    Farmer leader Gurnam Singh Chaduni told PTI, “I fail to understand why we were not allowed by police to hold the meeting as there was no scheduled speech of any farmer leaders there. Malik ji wanted to serve food to farmer leaders at the park. Where is violation of rules in this.” Asked whether the said meeting was scheduled in wake of the CBI asking Malik to answer certain queries in connection with an alleged insurance scam in Jammu and Kashmir, Chaduni said, “It (meeting) was already scheduled to be held on Saturday.” Earlier in the day, the Delhi Police took to Twitter to say that reports about Malik’s detention was false.

    “False information is being spread on social media handles regarding the detention of Sh. Satyapal Malik, Ex. Gov. Whereas, he himself has arrived at P.S. R K Puram along with his supporters. He has been informed that he is at liberty to leave at his own will,” it said in a tweet.

    Prayagraj: Gangster-politician Atiq Ahmed’s lawyer Khan Shoulat Hanif has been booked for criminal conspiracy in the Umesh Pal murder case, an official said on Saturday.

    Speaking to PTI, Deputy Commissioner of Police (City) Deepak Bhukar said Hanif’s name was added under Section 120-B (criminal conspiracy) of the Indian Penal Code to the FIR registered at Dhoomanganj police station in the Umesh Pal murder case.

    “We came to know that Hanif shared pictures of Umesh Pal with Ahmed’s son Asad days before he was attacked,” Bhukar told PTI.

    Asad, the third of Ahmed’s five sons, was killed in a police encounter in Jhansi on April 13.

    Sources said the police might soon file a remand application in court to interrogate Hanif, who is currently lodged in Naini Central Prison after being sentenced to life imprisonment in the Umesh Pal kidnapping case.

    Umesh Pal, a key witness in the murder of BSP MLA Raju Pal, and his two security personnel were shot dead on February 24.

    On February 25, the police registered a case against Ahmed, his brother Ashraf, wife Shaista Parveen, two sons, aides Guddu Muslim and Ghulam, and nine other accomplices at Dhoomanganj police station.

    A special court here on March 28 convicted Ahmed, Hanif and Dinesh Pasi and sentenced them to life in prison in the 17-year-old kidnapping case.

    Hanif and Pasi were detained in Naini Central Prison while Ahmed was sent to Sabarmati Central Jail in Gujarat’s Ahmedabad.

    Ahmed, a former Samajwadi Party MP, and Ashraf were shot dead on April 15 by three assailants when they were being taken by the police for a medical examination. They were brought here in connection with the Umesh Pal murder case.

    New Delhi: The Congress targeted the central government on Saturday over the CBI summons to former Jammu and Kashmir governor Satya Pal Malik, saying it is intended to send out a message to him and all those speaking the truth to remain silent.

    Congress spokesperson Pawan Khera said that though the summons itself is not surprising, what has come as a surprise is that the “vengeful” act came 10 days after he raised relevant and pertinent questions related to national security.

    “We don’t know why it took 10 days for the prime minister. Normally he is very prompt in silencing his critics. What did Satya Pal Malik do? He asked some very relevant, very pertinent questions…related to national security,” he told reporters.

    “The CBI summons yesterday to Satya Pal Malik are a reiteration of the same advice which the prime minister gave to him on the evening of 14th February, 2019. Mr. Satya Pal Malik, this time, is being asked to keep quiet, however the messenger is the CBI,” Khera said.

    “This message is not being given to Satya Pal Malik alone, but to all those who are not paid and are neither scared of raids while raising their voice for truth…. Those who have the courage to ask questions of the government and the power, such people are being threatened that if they open their mouth like Malik, they will also see the CBI come knocking at their doors,” he alleged.

    The Congress leader said it is ironic that the CBI is knocking at the door of the whistleblower and not the person accused by Malik of indulging in malpractices.

    “We don’t know whether Mr. Ram Madhav has been summoned by the CBI” after Malik alleged that he was involved in corruption, Khera said.

    Madhav has strongly rejected the charge. “The CBI has already thoroughly investigated the matter. I will be filing defamation charges against the peddlers of these false allegations very soon,” the RSS leader said.

    Congress general secretary Jairam Ramesh shared his letter to the CBI chief asking for summoning Home Minister Amit Shah after he made a statement before the Meghalaya assembly polls suggesting that the state government was the “most corrupt”

    “Satya Pal Malik has just been summoned by CBI apparently on his charges of insurance scams in J&K and on his being offered bribes to clear files. But why is CBI still not summoning Home Minister on his charge that Meghalaya was running the most corrupt government,” Ramesh said on Twitter while sharing his letter to the CBI director in March.

    Malik has also said that no aircraft were given for the movement of CRPF personnel, he added.

    “There is no bigger anti-national activity than this. They knew there was a threat but the Centre didn’t do anything,” Bharadwaj charged.

    “Those people who allowed the jawans to be killed should have been tried for anti-national activities,” he said.

    Reacting to the development, Malik told PTI that the Central Bureau of Investigation (CBI) has asked for his presence at the agency’s Akbar Road guesthouse here for “certain clarifications”.

    “They want certain clarifications for which they want my presence. I am going to Rajasthan so I have given them dates from April 27 to 29 when I am available,” Malik said.

    New Delhi, Apr 21: The Wire has learnt that former Jammu and Kashmir governor and BJP-appointed governor for four other states Satya Pal Malik, who made many revelations about national security and Prime Minister Narendra Modi’s approach to corruption in an explosive interview with Karan Thapar, has been called in by the country’s apex investigating agency, the Central Bureau of Investigation (CBI), “for questioning” on April 28. He will be going to the CBI’s office in New Delhi to answer questions.

    It is reliably learnt that the ‘questioning’ will be on the Reliance Insurance issue – the scheme that RSS and BJP leader Ram Madhav was allegedly pushing Malik to pass while he was the governor of Jammu and Kashmir, and which Malik cancelled.

    On April 14, Malik had given an explosive interview to Karan Thapar for The Wire, in which he had specifically spoken of this deal. Bharatiya Janata Party and Rashtriya Swayamsevak Sangh leader Ram Madhav, Malik said, paid the then Jammu and Kashmir governor a special visit to try and get him to pass a scheme proposed by Reliance Insurance. When Malik made it clear that the scheme had been cancelled and the paperwork was done, Madhav left disappointed, according to Malik.

    Malik had also mentioned this incident in an interview to Prashant Tandon for DB Live, conducted before Thapar’s interview. After that aired, Madhav sent Malik a defamation notice.–(The Wire)
