    UAE hints at huge investment in Pakistan amid economic turmoil

    Islamabad: United Arab Emirates (UAE) President Sheikh Mohamed Bin Zayed Al Nahyan has dropped clues that his government is planning to broaden its investment footprint in Pakistan as the country drastically needs foreign inflows to prop up its deteriorating economy.

    The royal dignitary arrived in Pakistan on a private visit and held a bilateral meeting with Prime Minister Shehbaz Sharif, who received the UAE President at the Chandna Airport along with other government functionaries, Geo News reported.

    “Be prepared, the UAE will make a huge investment in Pakistan,” the sources quoted the UAE president as saying during a cordial meeting with the premier at the airport.

    Shehbaz recalled his recent visit to the gulf country and emphasised that both countries would work on the understanding reached between the two leaders in various fields, during his visit to the UAE.

    The UAE President said that the brotherly relations between the two countries went back many decades and his father, who had immense love for Pakistan and its people, laid the foundation of their bilateral ties.

    The President also assured the Prime Minister that the UAE would always stand by Pakistan, Geo News reported.

    Taking to Twitter, the premier wrote: “Extremely delighted to receive my brother His Highness Sheikh Mohamed Bin Zayed on his arrival in Pakistan, which is his second home. Building on our last meeting, we discussed ways (and) means to further strengthen our brotherly relations.”

    The President expressed warm affection towards the prime minister on his arrival in Pakistan and took the premier to his personal jet, sources told Geo News.

    The premier also met the family members of the president and held conversations with his children in the English and Arabic language, the sources added.

    The UAE, on January 12, agreed to lend $1 billion to Pakistan and roll over an existing $2 billion loan, the country’s information minister had said, as the country’s central bank foreign reserves fell to just three weeks’ worth of imports.

    The UAE’s financial support offered some respite to the country that is still reeling from devastating nationwide floods that have caused more than $30 billion of damage, Geo News reported.

    New York: India and Pakistan came “too close” to a nuclear conflagration during the 2019 confrontation with both sides believing the other was preparing to deploy nuclear weapons, according to former US Secretary of State Mike Pompeo.

    He recounted in his book, “Never Give an Inch”, his frantic night-time diplomatic efforts to get the neighbours to stand down after getting a call from External Affairs Minister S. Jaishankar warning him that he believed Pakistan was readying nuclear weapons for a strike and India was considering its own escalation.

    “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over in a nuclear conflagration,” he wrote.

    But, he added, “the truth is, I don’t know precisely the answer either. I just know it was too close”.

    He was woken up at night while he was on a visit to Hanoi with a call from Jaishankar who told him that “he believed the Pakistanis had begun to prepare their nuclear weapons for a strike”.

    “India, he informed me, was contemplating its own escalation. I asked him to do nothing and give us a minute to sort things out,” Pompeo wrote.

    Working with John Bolton, who was then the US National Security Adviser, from their Hanoi hotel room he “reached the actual leader of Pakistan. General (Qamer Javed) Bajwaa”, he wrote.

    “I told him what the Indians had told me. He said it wasn’t true. As one might expect, he believed the Indians were preparing their own nuclear weapons for deployment.

    “It took us a few hours, and remarkably good work by our teams on the ground in New Delhi and Islamabad, to convince each side that neither was to convince each side or the other was not preparing for nuclear war,” Pompeo added.

    Taking credit for the de-escalation, he wrote: “No other nation could have done that, but we did that night to avoid a horrible outcome.”

    He acknowledged the work of Kenneth Juster, who was the then US envoy in New Delhi, calling him “an incredibly capable ambassador” who “loves India and its people”.

    Pompeo, who was the director of the Central Intelligence Agency before becoming the Secretary of State, recounted in the book his four years in former President Donald Trump’s cabinet.

    The book subtitled, “Fighting for the America I Love”, lays out how he aggressively implemented Trump’s ‘America First’ vision.

    Writing about his efforts to deepen ties with New Delhi, Pompeo wrote that he “made India the fulcrum of my diplomacy to contract Chinese aggression”.

    “I chose to devote serious quantities of time and effort to make India the next great American ally,” he added.

    The 30-year-old fast bowler represented Pakistan in 36 Test matches and has played 61 ODIs and 50 T20Is as well. He has 119 Test wickets to his credit and owns 81 and 59 scalps in ODIs and T20Is, respectively. He last played for Pakistan in a T20I match against England in Manchester in 2020.

    Washington: Former US Secretary of State Mike Pompeo has claimed that he was awakened to speak to his then Indian counterpart Sushma Swaraj who told him that Pakistan was preparing for a nuclear attack in the wake of the Balakot surgical strike in February 2019 and India is preparing its own escalatory response.

    In his latest book ‘Never Give an Inch: Fighting for the America I Love’ that hit the stores on Tuesday, Pompeo says that the incident took place when he was in Hanoi for the US-North Korea Summit on February 27-28 and his team worked overnight with both New Delhi and Islamabad to avert this crisis.

    “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over into a nuclear conflagration in February 2019. The truth is, I don’t know precisely the answer either; I just know it was too close,” Pompeo writes.

    India’s warplanes pounded a Jaish-e-Mohammed terrorist training camp in Balakot in Pakistan in February 2019 in response to the Pulwama terror attack that killed 40 CRPF jawans.

    “I’ll never forget the night I was in Hanoi, Vietnam when – as if negotiating with the North Koreans on nuclear weapons wasn’t enough – India and Pakistan started threatening each other in connection with a decades-long dispute over the northern border region of Kashmir,” Pompeo says.

    “After an Islamist terrorist attack in Kashmir- probably enabled in part by Pakistan’s lax counterterror policies – killed forty Indians, India responded with an air strike against terrorists inside Pakistan. The Pakistanis shot down a plane in a subsequent dogfight and kept the Indian pilot prisoner,” he said.

    “In Hanoi, I was awakened to speak with my Indian counterpart. He believed the Pakistanis had begun to prepare their nuclear weapons for a strike. India, he informed me, was contemplating its own escalation. I asked him to do nothing and give us a minute to sort things out (sic),” Pompeo writes in his book, which wrongly refers to Swaraj as “he”.

    “I began to work with Ambassador (then National Security Advisor John) Bolton, who was with me in the tiny secure communications facility in our hotel. I reached the actual leader of Pakistan, (Army chief) General (Qamar Javed) Bajwa, with whom I had engaged many times. I told him what the Indians had told me. He said it wasn’t true,” Pompeo says.

    “As one might expect, he believed the Indians were preparing their nuclear weapons for deployment. It took us a few hours – and remarkably good work by our teams on the ground in New Delhi and Islamabad – to convince each side that the other was not preparing for nuclear war,” the 59-year-old top former American diplomat wrote in his book.

    There was no immediate comment from the Ministry of External Affairs on Pompeo’s claims.

    “No other nation could have done what we did that night to avoid a horrible outcome. As with all diplomacy, the people working the problem set matter a great deal, at least in the short run. I was fortunate to have great team members in place in India, none more so than Ken Juster, an incredibly capable ambassador. Ken loves India and its people,” he said.

    “And, most of all, he loves the American people and worked his tail off for us every day. My most senior diplomat, David Hale, had also been the US ambassador to Pakistan and knew that our relationship with India was a priority,” Pompeo said.

    “General McMaster and Admiral Philip Davidson, the head of what came to be renamed the US Indo-Pacific Command, understood India’s importance, too,” he said.

    “Although often frustrated by the Indians, US trade representative Robert Lighthizer – a brilliant trade negotiator and a Bob Dole staff alumnus, making him a near-Kansan – was a great partner working to deepen economic ties. We all shared the view that America had to make a bold strategic effort to tighten our ties with India and break the mold with new ideas,” Pompeo writes in his book.

    Islamabad: Pakistan Prime Minister Shehbaz Sharif has ordered an inquiry into the power outage in Pakistan that took place at around 7:34 am on Monday and left many cities including Karachi, Lahore, Quetta and Islamabad without electricity, Geo TV reported.0

    According to a statement from Pakistan’s Ministry of Energy, the national grid’s frequency dropped around 7:34 am, leading to a “widespread breakdown” in the electricity system. Additionally, it stated that Warsak was the starting point for the repair of grid stations.

    However, electricity has still not been fully restored nationwide, which is hindering companies and the daily lives of more than 220 million people.

    The outage lasted for more than 16 hours, especially when temperatures were forecasted to fall to around 4 degrees Celsius (39°F) in Islamabad and 8 degrees Celsius (46°F) in Karachi, according to Geo TV.

    The blackout, which Energy Minister Khurram Dastagir claimed was caused by a power surge, is the second significant grid breakdown in three months and adds to the nearly daily blackouts Pakistan’s population experiences.

    The power outage occurred after a technical fault was reported in the transmission line from Guddu to Quetta, causing the reduction of the power frequency from the optimum level, AAJ News reported citing sources.

    Sources revealed that Sindh, Punjab, and Islamabad regions were impacted by the power breakdown. According to sources, the complete restoration of electricity might take time. It is the second power outage reported over the past four months in Pakistan which is currently dealing with the energy crisis and high energy costs.

    Islamabad Electricity Supply Company (IESCO), which provides electricity to Islamabad, Rawalpindi, Attock, Jhelum, Chakwal and parts of Pakistan-occupied Kashmir (PoK) said that the power supply to 117 grid stations of its company has been suspended, as per the news report.

    IESCO tweeted, “Power supply to 117 grid stations of ISCO has been suspended yet no clear reason has been given by the Region Control Center. ISCO management is in constant communication with the concerned authorities.”

    Islamabad: Pakistan has strongly condemned the “abhorrent” act of the desecration of the Holy Quran in Sweden, stressing that the move hurt the sentiments of the 1.5 billion-strong Muslim community across the globe.

    The country’s condemnation came after Rasmus Paludan, leader of the Danish far-right party Stram Kurs (Hard Line), burned the Holy Quran outside the Turkish Embassy in Stockholm, Geo News reported.

    Turkiye and several Arab countries, including Saudi Arabia, Jordan and Kuwait, denounced the Quran burning. “Saudi Arabia calls for spreading the values of dialogue, tolerance, and coexistence, and rejects hatred and extremism,” the Saudi Foreign Ministry said in a statement, Geo News reported.

    The move has drawn severe criticism from Turkiye as well, with Ankara calling off a visit by Sweden’s defence minister and mentioning that “it’s a racist action, it’s not about freedom of expression”.

    In its statement, Pakistan’s Foreign Office said that this senseless and provocative Islamophobic act hurts the religious sensitivities of billions of Muslims around the world, Geo News reported.

    Such actions, the ministry said, are not covered under any legitimate expression of the right to freedom of expression or opinion, which carries responsibilities under international human rights law, such as the obligation not to carry out hate speech and incite people to violence.

    The ministry called upon the international community to show a common resolve against Islamophobia, xenophobia, intolerance, and incitement to violence on the basis of religion or belief, and work together for promoting inter-faith harmony and peaceful coexistence.

    Pakistan’s concerns are being conveyed to the authorities in Sweden, it said, urging them to be mindful of the sentiments of Muslims and take steps to prevent Islamophobic acts, Geo News reported.

    Islamabad: The Petroleum Division has warned the State Bank of Pakistan (SBP) that the stocks of petroleum products may dry up as banks are refusing to open and confirm Letters of Credit (LCs) for imports.

    Like other sectors, the oil industry in Pakistan is facing hurdles to opening LCs owing to the US dollar shortage and restrictions put in place by the SBP, The Express Tribune reported.

    An oil cargo of Pakistan State Oil (PSO) has already been cancelled while LC for another cargo, scheduled for loading on January 23, has not yet been confirmed.

    In a letter to the SBP Governor, the Petroleum Division drew his attention towards the difficulties being faced by oil refineries and marketing companies in establishing the LCs.

    According to sources, the Pak Arab Refinery Limited (Parco) has planned to import two crude oil cargoes of 535,000 barrels each but banks are not willing to open and confirm the LCs.

    One crude oil cargo of 532,000 barrels for Pakistan Refinery Limited (PRL) is scheduled for loading on January 30. However, its LC has not so far been confirmed and it is being negotiated with a state-owned bank, The Express Tribune reported.

    Two petrol cargoes of PSO, which are in the pipeline, are also awaiting the confirmation of LCs by local banks.

    According to industry players, 18 cargoes of petrol booked by other oil marketing companies (OMCs) like GO, Be Energy, Attock Petroleum, Hascol Petroleum and others also require the opening and confirmation of LCs.

    To tackle the situation, a series of meetings have been held since the second week of January.

    First such huddle was convened on January 13 that highlighted the banks’ refusal to open LCs in favour of OMCs and refineries for the import of crude oil and petroleum products, The Express Tribune reported.

    Islamabad: Pakistan shipping agents have forewarned the government that all export cargoes could come to a halt as foreign shipping lines are considering stopping their services for the country after banks stopped remitting freight charges to them for lack of dollar availability.

    Apart from bordering countries, almost all the international logistics from Pakistan are catered by sea and any disruption could create serious issues for the country’s international trade, Dawn news quoted chairman of Pakistan Ship’s Agents Association (PSAA) Abdul Rauf warning Finance Minister Ishaq Dar in a letter.

    “If the international trade is stopped the economic situation will worsen,” the association warned, adding that the foreign shipping lines are already considering winding up their services in Pakistan due to reduced cargo volumes.

    Rauf requested the ministries and departments concerned to intervene to ensure continuity in Pakistan’s seaborne trade by allowing outward remittance of surplus freight amounts to respective foreign shipping lines forthwith.

    “Due to discontinuation of outward remittance of surplus freight amounts to respective foreign shipping lines, was hampering Pakistan’s seaborne trade which is heavily dependent on foreign shipping lines,” the letter added.

    However, the crisis relates to the export cargoes as all the outward trade from Pakistan is container-based, as there are no liquid or grain exports from the country, Dawn reported.

    The state-owned Pakistan National Shipping Company (PNSC) only handles imports of crude oil and other petroleum fuel through its 12 vessels.

    The annual freight bill of Pakistan is around $5 billion, and foreign companies receive the charges in international currencies mainly the “greenback”.

    Islamabad: Pakistan will pay for energy purchases from Russia, when they start in late March, in currencies of friendly countries, a top energy official said on Friday.

    The development came at the conclusion of the 8th session of the Pakistan-Russia Inter-Governmental Commission (IGC) on trade, economic, scientific, and technical cooperation led by Ayaz Sadiq, Pakistan Minister for Economic Affairs, and Nikolay Shulginov, Russian Energy Minister, from respective sides between January 18 and 20 here.

    Shulginov, in a joint statement read out before the media, said Islamabad would pay for energy purchases in currencies of friendly countries, adding that the two countries agreed in late March as the timeline for crude oil export to cash-strapped Pakistan.

    The friendly countries were not named but likely include China which has close ties with both Pakistan and Russia.

    The two sides worked under the guidance of Prime Minister Shahbaz Sharif and President Vladimir Putin and took the opportunity to reaffirm their commitment to a strong and comprehensive economic relationship, the statement said.

    They reiterated that such a relationship contributed to the economic well-being of the two countries, as well as the region.

    The two sides reached an agreement in principle on the supply of Russian crude oil and products to Pakistan, with technical details to be finalised in March this year at the latest.

    “Both sides agreed that after consensus on the technical specifications achieved, the oil and gas trade transaction will be structured in a way it has a mutual economic benefit for both countries. The process is to be completed within March 2023,” the statement read.

    Pakistan last year sent officials to Russia to explore the import of energy, after which the country’s state minister for petroleum Musaddik Malik said Russia would sell crude oil at a discounted rate.

    Pakistan has not traditionally been a major importer of Russian oil or gas and after the latest meetings in Islamabad, Malik said that Islamabad wants to import 35 per cent of its total crude oil requirement from Russia.

    They also agreed to strengthen energy cooperation, enhance energy trade, and broaden energy infrastructure investment based on strategic and favourable commercial terms.

    They agreed to work on a “Comprehensive Gas Infrastructure Plan for Energy Cooperation”, which would form the foundation for future work and is to be completed in 2023.

    Both sides reassured commitment to undertake the Pak Stream gas pipeline project as one of the pillars of the “Comprehensive Gas Infrastructure Plan”.

    Both sides agreed that the Pakistan Stream Gas Pipeline Project should be considered in terms of a comprehensive infrastructure that is economically viable for sustainable development ensuring affordable gas supplies.

    The Russian side was also invited toward potential projects of the federal and provincial governments of Pakistan, including in public-private partnership mode, and requested the Russian businessmen to explore these possibilities.

    They have resolved the pending issues related to the exchange of information on certificates of origin of goods with the use of an electronic verification system and shall endeavour to finalise the above-mentioned protocols by the end of May 2023.

    The two sides agreed to nominate focal persons from both sides in order to enhance mutual cooperation and discuss issues concerning connectivity and logistics in Central and South Asia.

    The sides also agreed to take necessary measures to increase bilateral cooperation in science, technology, and higher education, especially academic linkages, collaborative and impactful research, training and development, and learning and enhanced interest of Pakistani citizens in education in the Russian Federation.

    The two sides also discussed innovative ways of doing business, including through barter, and agreed to explore the option further. In the context of the desire of both parties to promote regional integration and Eurasian connectivity, the two sides agreed to share information about developing and improving rail and road infrastructure.

    The two sides also signed three documents including an agreement regarding Cooperation and mutual assistance in Custom matters between the Government of the Russian Federation and the Islamic Republic of Pakistan; protocol on the exchange of documents and data on the Customs value of goods transported between the Russian Federation and the Islamic Republic of Pakistan; and working agreement on Airworthiness of Aeronautical products.

    Earlier, the two sides proceeded from the discussions and decisions of the seventh IGC and carried the process forward, as well as explored additional avenues of cooperation and agreed to further strengthen and enhance collaboration in the fields of trade and investment, energy, communication and transport, higher education, industry, railways, finance and banking sector, customs, agriculture, science and technology, and information technology.

    They observed and noted positive prospects for implementable and concrete projects in the above-mentioned sectors of the economy with a huge potential for the socio-economic development of both countries.
