    Irfan Bahadur, JKAS, Secretary, Lake Conservation and Management Authority (LCMA), Srinagar, has been transferred and posted as Assistant Commissioner Revenue, Kupwara, against an available vacancy, the order, a copy of which lies with GNs, reads.

    Afroza Bano, JKAS, Sub-Registrar, Ganderbal, has been transferred and posted as Assistant Commissioner Revenue, Budgam, relieving, Muzamil Maqbool Beigh, JKAS, Collector, Land Acquisition, Special Army (Budgam and Srinagar) of the additional charge of the post, it said.

    Mohammad Altaf Bhat, JKAS, Tehsildar, Kangan, has been transferred and posted as Assistant Commissioner Revenue, Ganderbal. “He shall also hold the additional charge of the post of Sub-Registrar, Ganderbal, till further orders,” the order added. (GNS)

    Israeli parliament (Knesset) on Tuesday, March 28, 2023, passed a bill that would allow police officers to storm and search Palestinian homes for illegal weapons without the need for court orders.

    The law’s goal is to fight crime in the Arab community, and it will allow police to search Arab buildings without a court order.

    According to Haaretz, the provisional rule will be in effect for one year. The law was proposed by lawmakers from the coalition and opposition parties, including the six members from the opposition Yisrael Beiteinu.

    The law allows Israeli police to enter and search premises without a court order, although permission from an officer of the rank of superintendent or higher must be obtained.

    This operation will be documented according to standard police procedures.

    The law also provides for prison terms of up to 10 years as well as fines for those caught with illegal weapons or key parts of weapons.

    The penalty is for anyone found guilty of “manufacturing, importing or exporting illegal weapons”. The weapon will also be confiscated.

    In this context, lawyer and jurist Moaz Abu Arshaid stresses that “racism lies in the way this law is implemented.”

    Abu Arshaid explained, in an interview with Al-Araby from occupied Jerusalem, that “in the past, Israeli soldiers were allowed  to search homes by a judge’s decision, and in rare cases, it was allowed to enter the house, provided that there was a fleeing person inside.”

    According to lawyer Abu Arsheed, the new law will apply to everyone under the title “Combating Crime in Arab Society.”

    The lawyer also explains that what is dangerous in this law is that it enables the police to enter a person’s home without him being accused or connected to any file.

    The move follows a similar law proposed in 2021 by former Israeli Justice Minister Gideon Sa’ar that only passed the first Knesset vote.

    Srinagar, Mar 29: The Government on Wednesday ordered a time-bound inquiry into the various aspects related to the visits of “Shri Kiran Patel” who conned the security establishment in Jammu and Kashmir into believing him to be a PMO official and enjoyed five star protocol “brazenly” for a considerable period of time prior to his arrest earlier this month.

    “Sanction is hereby accorded to the appointment of Shri Vijay Kumar Bidhuri, IAS, Divisional Commissioner, Kashmir, as Inquiry Officer to inquire into the various aspects related to the visits of Shri Kiran Patel to Kashmir during the past months and security arrangements made thereof,” reads an order by J&K’s Home Department. “The Inquiry Officer shall identify the lapses on the part of the Officers/ Officials concerned and submit a detailed report within one week,” the order, a copy of which lies with GNS, reads.

    Patel was on his third visit to the Kashmir Valley when he was nabbed by security officials from a five-star hotel in Nishat area of Srinagar on March 2.

    As per the police report, Patel has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but “extremely elevated class of the society including high officials of the civil administration and police authorities.” At the end of the day, the police said, Patel succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five star protocol “brazenly” for a considerable period of time.

    “The documents, visiting cards and cell phone of the accused person have been sent for FSL examination, on the basis of which alleged Crime has been commuted, however the FSL examination report has not been received by the investigating agency,” the police had said in a report to court.

    The police further said that investigation conducted so far has suggested that the accused has visited most “sensitive locations and areas of Kashmir Valley” which are highly protected and extremely sensitive as far as present security scenario of Kashmir is concerned. Hence, the police said, this aspect of the matter has necessarily to be probed thoroughly by the investigating machinery as to how and with what motive and object the accused visited these locations and areas.

    “There is enough material available on the file, suggestive of the fact that while meeting different and variety of people and conducting meeting with highly elevated officials of civil administration and police the accused may have received hefty amount for different purpose which areas seem not to have been investigated so far,” the police had said, adding, “further no recoveries have been made by the investigating agency so far, hence a detailed and thorough investigating is also required to be conducted as far as this area of the matter is concerned.”

    Furthermore, the police had said, the meticulous and careful perusal of case diary file and material available on record reflects that during this all period some more persons have remained closely connected with the accused person whose nexus with the accused person requires proper investigation. 5.

    As far as “sophisticated and well planned criminal activities of the accused (Patel) are concerned”, the police said, a well knit network of the accused cannot be ruled out in terms of investigation so far conducted.

    “More surprisingly the accused has posed to be Additional Director (Strategy and Campaign) PMO, New Delhi which in normal course has not to be taken lightly. Hence again a thorough investigation is required to be conducted as to what could be the other possible connection of the accused which can be checked, scanned and controlled at the initial stage, so that an ugly situation is not again erupted,” the police had said.

    Srinagar, Mar 29 : Directorate of School Education Kashmir (DSEK) has ordered change in school timings for Kashmir province from April 1.

    According to an order issued by DSEK, the new timings for the government and the recognized private schools falling outside Srinagar Municipal limits will be from 10.00 am to 4.00 pm.

    “The order/instructions shall be adhered to strictly by all the concerned institutions,” the order reads, adding, “Any deviation in this regard shall be viewed seriously.”

    There is no mention about timings for schools located within the Srinagar Municipal Limits and it appears that it shall remain from 9.00 am to 2.00 pm. (GNS)

    Pilibhit: Thirteen policemen, including a station house officer, a sub-inspector, and 10 constables have been booked in two separate matters in Uttar Pradesh’s Pilibhit district on the orders of court of Chief Judicial Magistrate and Special Judge, SC/ST Act.

    The cops are accused of allegedly demanding extortion money from a lawyer in the first matter and for keeping a Dalit man under illegal detention and hurling casteist abuses at him in the second matter.

    In both cases, the police have yet not complied with the judicial orders.

    The first order is against sub-inspector, Dharmendra Singh, and constables of Madhotanda police station.

    As per the victim, Shiv Sharma, 56, who is a lawyer and former president of the district central bar association, the police did not lodge his complaint within seven days from the date of the receipt of the court’s order.

    The concerned order had been received by the police on March 15. Sharma has now decided to file a contempt application in the court against the defiance of the court order by police.

    Meanwhile, the Superintendent of Police, Atul Sharma, said that the police would file an appeal in the higher court as the lawyer’s allegations were false.

    It is one of the first instances in the district when police have decided to opt for an appeal challenging the lower court’s order over lodging of an FIR.

    Prior to this, the lawyer in his complaint filed in the court alleged that he was abused, and the sub-inspector demanded extortion money in September last year. He filed a complaint with the SP but no action was taken.

    Sharma, said that the police were defying the court orders as they were reluctant in lodging the FIR against their own staff members.

    In the second matter, a 37-year-old Dalit marginal farmer Bhoop Ram Jatav has alleged that he and his wife were assaulted with firearms on November 11, last year by three criminals from his native village. The duo was the witness against the assailants in a criminal case, he said.

    Jatav belongs to Bhura Sarainda village under the jurisdiction of Gajraula police station.

    The police, following a court order dated December 22, 2023, lodged an FIR but did not apply the right IPC sections. When he approached the then SHO, Ashutosh Raghuvanshi, with a request to add the appropriate sections to the FIR, he was held up in police lock-up and abused badly.

    The court of the special judge, SC/ST had ordered the police on March 23 to lodge an FIR and investigate the matter.

    SRINAGAR: Dr Syed Darakhshan Andrabi, the Chairperson of J&K Waqf Board On Saturday suspended 31 employees for neglecting their duties at various shrines in Srinagar.

    According to a statement issued, during a surprise inspection conducted by the chairperson, it was discovered that numerous employees were absent without authorization. However, the majority of the suspensions were due to the employees’ inability to maintain cleanliness at the shrines, mosques, and associated sanitary complexes/ablution points.

    Dr. Darakhshan took action following her visit to the shrines of Makhdoom Sahab, Aasari Shareef Hazratbal, and Naqshband Sahib in Srinagar. The Tehsildar of J&K Waqf Board has been instructed to investigate the incident and submit a report to the Chairperson within three days for further action.(KNO)
