    BRO opens 427 km strategic Leh-Manali highway in 138 days

    New Delhi: The Border Roads Organisation (BRO) opened the strategically important Leh-Manali highway (NH 3) on Saturday in a record time of 138 days.

    The Leh-Manali highway generally remains closed from November end with the onset of winter till it is opened in March.

    Officials said that last year, it took 144 days for the BRO to open the highway for traffic movement. It is a 427 km long strategic highway connecting Ladakh with the rest of India through Manali, having strategic importance for the movement of the armed forces and their supplies to the forward areas in Ladakh, as well as connecting the people of Ladakh with the rest of the country.

    The highway is an alternate route to the 422 km long Srinagar-Kargil-Leh highway (NH-1D), which was opened by the BRO on March 16. BRO also opened the mighty Shinkula Pass located at 16,580 feet on Nimmu-Padum-Darch road in a record time of 55 days on March 23.

    The entire 427 km Leh-Manali highway has been cleared of snow by the BRO frontline Project Himank in Ladakh and Project Deepak in Himachal Pradesh. These challenging operations commenced from two extremities of the road by two different teams comprising skilled manpower and state-of-the-art machines. As the two snow clearance teams converge at a common point in Sarchu, Himachal Pradesh, a ‘Golden Handshake’ ceremony is organised there to declare the highway open.

    SRINAGAR: The strategically important Leh-Manali Highway was  was opened for vehicular traffic by the Border Roads Organisation (BRO) on Saturday in record 138 days.

    Quoting officials, KNO reported that even though the road is open and snow clearance is mostly complete only army convoys and essential supply vehicles will be allowed in the initial days.

    Accordingly, a convoy of essential supplies has traveled from Manali to Leh after four months of the closure of the Manali Leh Highway.

    The BRO officials said that first; a trial army convoy will pass through the road up to Srachu and subsequently by civil traffic movement.

    They said that frontline projects Himank and Deepak have made this feat possible as this road will be open in record 138 days. Last year, it took 144 days for the BRO to open the highway for traffic.

    With the opening of 427km lomg strategic road, all three roads to Ladakh will be opened by BRO.

    SRINAGAR: Google is inviting applications for Google PhD Fellowship India Programme 2023. Interested candidates can apply before the application deadline of April 18, 2023 through online mode only. The decision pertaining to the award of the fellowship will be taken in July 2023 and candidates will be notified shortly after.

    To claim eligibility, the applicants must be enrolled in a PhD programme in computer science or an adjacent field. The award of the fellowship does not refer to admission in a PhD programme. The candidates must apply separately for the PhD programme in a recognized institution. The award of the fellowship will be in coherence with the guidelines of the concerned institution.

    Candidates in the early stages of their PhD programme can avail the fellowship for a period of 4 years along with a $50k stipend to cover research related activities and travel expenses. As for the candidates in the late stages of their PhD programme, the fellowship period is 1 year and the stipend is $10k. The award winners will also be assigned a Google research mentor.

    The awardees must remain enrolled in a PhD programme throughout the period of the scholarship or forfeit the award. Google employees or their household members are not eligible for the fellowship. Students who are supported by any other comparable industry fellowship award are not eligible for the award.

    Interested and eligible applicants can send their application the flat PDF format, not portfolio. The application must include the applicant’s resume (publications mentioned, if any), one page resume of the applicant’s primary PhD advisor, academic transcripts starting from Bachelors Degree first semester, research proposal(maximum 3 pages, excluding references) and 2-3 recommendation letters (at least one from the current thesis advisor).

    Moscow opens criminal case against ICC over Putin warrant

    Moscow: The International Criminal Court (ICC) prosecutor and judges, who issued an arrest warrant against Russian President Vladimir Putin, have become the targets of a criminal case, Russias Investigative Committee announced on Monday, according to a media report.

    In a Telegram post, the committee said that it has opened cases against ICC prosecutor Karim Ahmad Khan, as well as judges Tomoko Akane, Rosario Salvatore Aitala and Sergio Gerardo Ugalde Godinez, RT reported.

    Khan had sent a petition on February 22 to the ICC Pre-Trial Chamber to obtain warrants for the arrest of Putin and Russia’s Commissioner for Children’s Rights, Maria Lvova-Belova, whom he accused of being responsible for the “illegal deportation of children from Ukraine”.

    The petition was approved by the aforementioned judges, RT reported.

    Russia’s investigative committee has described the ICC prosecutions as “obviously illegal, since there are no grounds for criminal liability”. It also pointed to the 1973 UN Protection of Diplomats Convention, which grants heads of states absolute immunity from the jurisdiction of foreign countries.

    The committee considers Khan’s actions a crime under Russian law for “knowingly bringing an innocent person to criminal liability, combined with unlawfully accusing a person of committing a grave or especially grave crime”.

    He is also charged with preparing an attack on a representative of a foreign state “with the intention of complicating international relations”, RT reported.

    The three judges are being accused of attacking a foreign state representative as well as attempting a “deliberately unlawful detention”.

    Russia has disregarded the ICC warrant as having no legal basis, with ex-President Dmitry Medvedev suggesting that it was a sign of the collapse of international law. He also described the ICC as “s**tty and wanted by nobody” and said it had a poor record of holding high-profile suspects accountable, explicit pro-Western bias and had failed to investigate US war crimes in Afghanistan and Iraq, RT reported.

    SRINAGAR: The historical T5 tunnel, that would help commuters to bypass the most vulnerable spots on the National Highway in Panthayal, between Ramban and Banihal was thrown open for traffic on Thursday.

    Quoting an official of National Highway Authority of India (NHAI) KNO reported that the approach road to the tunnel along other allied works were completed successfully on Wednesday and the tunnel was opened for traffic on Thursday.

    The official said that the work on the twin-tube 880-metre tunnel, part of the highway realignment project, started in 2020.

    Now our focus will be on Jaiswal Bridge and the double-lane of Ramban Flyover and the Banihal Bypass which are expected to be completed by the end of this Month and 15 April respectively.

    To complete projects on time, traffic dry days are being observed every week on the highway, he said.

    Official said that opening this tunnel will put an end to the threat of shooting stones which have consumed numerous human lives.

    Pertinently in February, Chief Secretary Arun Kumar Mehta while taking stock of the construction works on the tunnel had directed the NHAI to make all efforts to open the T5 tunnel on the Panthiyal stretch of the highway by March 15, Jaiswal Bridge by March 31, and the double-lane of Ramban Flyover and the Banihal Bypass by April 15.

    Notably, the four-lane project of the 270-km highway, the only all-weather road linking Kashmir with the rest of the country, started in 2011. The work, which included a number of small and major tunnels, bridges and flyovers, is likely to be completed by next year after missing several deadlines over the past decade.

    Srinagar, Mar 16: In a very much relief step to the commuters, the historical T5 tunnel of the four-lane road project at Panthyal between Ramban and Banihal has been thrown open for traffic on Thursday.

    An official of the National Highway Authority of India (NHAI) told news agency—Kashmir News Observer (KNO) that the approach road to the tunnel along other allied works were completed successfully on Wednesday and the tunnel has been thrown open for traffic on Thursday.

    He said that the tunnel is going to help commuters to bypass the most vulnerable spots on the National Highway in Panthayal.

    The Delhi Commission for Women chief Swati Maliwal on Saturday revealed she was repeatedly sexually assaulted by her father as a child, at the DCW Annual Award Ceremony.

    “My own father sexually assaulted me when I was a child. He used to hit me and bet me up. I used to hide under the bed… I still remember, he used to drag me by my hair and slam me against the wall,” said Maliwal.

    Swati Maliwal further said, “Hiding under the bed, I used to plan on how I would help women achieve their rights. I used to think about how I would teach a lesson to people that assault women and girls like this”.

    Speaking to the media, she revealed that she stayed with her father until class four and he assaulted her many times during that period.

    At the award ceremony, chief minister Arvind Kejriwal felicitated the winners of the DCW International Women’s Day Awards. Around 100 women bagged the awards instituted by the Delhi Commission for Women (DCW).

    The award is given to those who have displayed extraordinary courage and commitment toward women.

    Addressing the gathering, Kejriwal said, “All 365 days (in a year) are for women. But this is a special day to celebrate women. There is a proverb: Age is merely a number. Today at this event, 104-year-old and 106-year-old women are being felicitated. We should take inspiration from them.”

    “Today, DCW Awards have become a prestigious award. Congratulations to all those who have won the award,” he added.
