CS Launches 3 online initiatives of Revenue Department

    [ad_1]

Jammu, April 26 (GNS): Chief Secretary, Dr Arun Kumar Mehta today launched 3 online services of the Revenue and Registration Departments.

The services include Downloading of Registered Document, Aadhaar based authentication and online portal of Evacuee Property.

The launch was attended by Financial Commissioner Revenue Shaleen Kabra, Commissioner Secretary IT Prerna Puri and Secretary Revenue Dr. Piyush Singla, IGR J&K Sheikh Arshad Ayub, Custodian General Rajesh Sharma and other officers of the Revenue Department.

The feature of online downloading will enable citizens to have access to the copy of registered document immediately upon registration and thus, shall no longer have to visit the Sub Registrar Office on the next day to collect it. This shall save time and effort of the citizens as well as substantially reduce the burden on the official staff. This will further entail the change in PSGA timelines from 2 days to a single day.

Aadhaar based authentication in document registration shall enable online identification of intending parties from the server of UIDAI (Unique Identification Authority of India) and thereby eliminate the chances of fraud or impersonation and also rule out ‘benami’ transactions. In future, this will enable the department to dispense with the need of identifiers in registration and finally pave the way for e-registration.

Chief Secretary was informed that the Registration portal namely NGDRS has already been integrated with key services such as PAN verification, Rapid Assessment System (RAS) and DigiLocker.

While commending the Revenue Department on the achievement of important milestones, Chief Secretary stressed on strengthening the online portals so that citizens do not have to face any speed or connectivity related issues while uploading or downloading their documents. He further directed the Revenue Department to conduct a workshop for field functionaries of the Department and come up with a comprehensive roadmap for demystification of revenue terminology, so that it becomes accessible and understandable for the common man.

He further directed the Department to expeditiously pursue the Scanning and Digitization of Legacy Registration data from the courts. He noted that online seeding of old registration data shall be a massive reform which shall hugely benefit the citizens in assurance of titles and can minimize the burden on the official machinery.

Custodian General J&K gave a brief presentation on the launch of the Evacuee Property Portal jkcustodian.jk.gov.in which contains a database of all the evacuee property of the UT spread over 14 Lakh kanals, services such as e-auction of property, Issuance of NOCs, Change of use of property, Renewal of rent, transfer of allotment, etc.(GNS)

  • Jacinda Ardern takes up leadership and online extremism roles at Harvard

Jacinda Ardern takes up leadership and online extremism roles at Harvard

    [ad_1]

Former New Zealand prime minister Jacinda Ardern has taken up three new roles at Harvard University, where she will study and speak on leadership, governance and online extremism.

Ardern announced in an Instagram post on Wednesday morning that she was “incredibly humbled” to be joining the university on joint fellowships at the Kennedy School’s Center for Public Leadership and the Berkman Klein Center for Internet and Society, based at Harvard Law School. She will focus on the study of online extremism at the law school, and on building leadership and governance skills at the Kennedy School.

The fellowships will begin in the autumn, and will take Ardern overseas for the period of the New Zealand election in October. Ardern said that “While I’ll be gone for a semester (helpfully the one that falls during the NZ general election!) I’ll be coming back at the end of the fellowships. After all, New Zealand is home!”

Ardern has visited Harvard before: last year, she given an honorary doctorate of law and earned a standing ovation when speaking at Harvard’s commencement on gun control and democracy.

The former prime minister will continue her work on the Christchurch Call – an inter-governmental and tech company pledge she developed after the Christchurch terror attacks to prevent extremist and terrorist content being spread online.

Her time at Harvard will include “time spent studying ways to improve content standards and platform accountability for extremist content online, and examine artificial intelligence governance and algorithmic harms,” the University said in a statement. She will also continue her work on the board of Prince William’s Earthshot Prize, which awards five £1m prizes each year for work providing solutions to major environmental problems.

Prof Jonathan Zittrain, co-founder of the Berkman Klein Centre, said it was “rare and precious for a head of state to be able to immerse deeply in a complex and fast-moving digital policy issue both during and after their service,” and that “Ardern’s hard-won expertise – including her ability to bring diverse people and institutions together – will be invaluable as we all search for workable solutions to some of the deepest online problems.”

Kennedy School Dean Douglas Elmendorf said in a statement that Ardern “showed the world strong and empathetic political leadership”. “She earned respect far beyond the shores of her country, and she will bring important insights for our students and will generate vital conversations about the public policy choices facing leaders at all levels.”

Ardern’s formal titles will be 2023 Angelopoulos Global Public Leaders Fellow, Hauser Leader in the Kennedy School’s Center for Public Leadership, and Knight Tech Governance Leadership Fellow, at the Berkman Klein Center for Internet and Society, based at Harvard Law School.

According to the transfer Policy for Employees of the department, Kumar however said that on administrative exigencies, offline transfers can also be affected with the approval of the competent authority.

“The surplus employee in a school or institution shall be transferred without taking into consideration their period of stay,” he said.

The areas have been categorized as zone I, II and III, IV and V.  The tenure of the employees in Zone-I, II and III shall ordinarily be three years, at a particular school while Zone-IV and V shall ordinarily be two years and one year respectively, at a particular school.

However, the mentioned tenure shall not be applicable to an employee who is willing to serve or continue in Zone III, IV and V.

“Tenure for transfer of officers on administrative posts Viz CEOs, Principals, Headmasters, ZEOs and equivalent shall ordinarily be two years with a maximum period of three years,” it reads.

The policy also states that in Zones VI and V, the period spent outside the actual place of posting on account of deputation, deployment, attachment and leave shall not be considered for claiming maximum tenure for transfer.

“Employees would be rotated between Zone-I, II, III and VI as far as practicable. In addition, there will be Zone-V which shall comprise difficult locations or in-accessible areas within the UT,” it reads.

Kumar said that an employee who has served in Zone-V will preferably be given posting in Zone-I and II to the extent possible. “Employees shall generally have to serve in Zones-III, VI and V on promotions, whether immediately or later, unless specifically excluded by the Administrative Department on some reasonable grounds.”

He said that the new appointees shall be posted in Zones-III, VI and Vas far as practicable.

Pertinently, Zone-I falls within municipal limit of district headquarter, Zone-II outside municipal limit upto 20km from district headquarter, Zone-III beyond 20km to 40Kms from district headquarter, Zone-IV beyond 40kms and above from district headquarter and also where change of residence is required. In addition, those schools where there is no motorable road and walking distance from the nearest motorable road is 7 KMs or more one way.

Zone-V is in-accessible areas in the UT of JK.

“The employees appointed under SRO-202 shall be eligible for transfer only after completion of five years tenure on the post against which they have been appointed,” Kumar said.

He further said that the employees appointed under UT, Divisional or District cadre shall be transferable only within their own cadre and shall in no case be transferable from one Divisional cadre to another Divisional cadre or District Cadre, or from one District cadre to another District cadre or Divisional cadre post except as per the provisions as laid down.

“In case of shortage of Teaching Staff in any specific subject within a School Complex, respective Directors shall make necessary arrangements for the same strictly as per instructions,” Kumar said.

The principal secretary also said that any other extraordinary arrangement to meet the shortage or deficiency of staff shall strictly be made by the Administrative Department after taking inputs from the concerned Directorates.

Stating the calendar for transfer, the School Education Department said that in order to maintain constancy during the academic session, transfers shall be made only at the close of academic session and there shall be no mid-term transfers.

“However, teaching staff can be transferred from one school to another as per the requirement even during the mid-session on cogent reasons including performance of the teacher, school results, enrollment, and requirement of subject specific teacher or any other administrative measures,” reads the communiqué.

It also said that the employees can be posted upon their promotion, revocation of suspension, resumption of duties after training or leave. “They shall be adjusted against vacant posts during the non-transfer period as far as practicable.” (KNO)

  • In Digital Telangana, an online RTI portal is a far cry

In Digital Telangana, an online RTI portal is a far cry

    [ad_1]

Hyderabad: The Right to Information (RTI) Act in Telangana seems to be non-existent with no annual reports, no information commissioners and no online portal for filing RTIs. This is concerning as there is no way to demand transparency of government functions in Telangana

Even though there has been a direction from the High Court of Telangana to build an online RTI filing portal, the state government seems to have completely ignored this direction.

Activists and advocates have been approaching the High Court demanding an online RTI portal for years now and the IT Department has been positively replying, they will get the portal ready as early as possible. In May 2022, an RTI by Kareem Ansari of YouRTI.in disclosed the portal is ready and is being tested with few departments, before it is made available to the public. Yet, almost after a year there is no portal for the public to access.

    MS Education Academy

In a state where every process has been digitised from marriage registration to building permissions, why is it that a simple Right to Information request can’t be filed online? The answer probably lies with the economic aspect of maintaining this portal as it is not a revenue generating process for the government and can actually create problems if citizens get access to information that can be used to hold the government accountable.

As a digital society, where the government itself is forcing every form of technology on us to make governance easier under eGovernance initiatives, we haven’t seen technology essentially be used for accountability measures. It is clear when the state forces us to digitise, it is primarily motivated from economic incentives. But these don’t necessarily hold true for something like RTI, Archives or other forms of information services where there is no economic incentive for the state.

In all fairness, the IT department did put some effort into publishing open data by launching a new initiative with an open data portal and a policy accessible at https://data.telangana.gov.in/. Although this is a proactive effort, this hasn’t been extended in practice across departments where we can demand data, algorithms and other digital resources as defined under section 2(f) of the RTI Act. With every form of governance digitised, it should be our right to demand information as already allowed under the RTI Act.

Increased digitization has only created information asymmetry between citizens and the state. While the state has 360 degree profiles of citizens that it is creating and even sharing with police for surveillance, there is an information asymmetry with how much we can know about the state. These barriers are not just artificially created, they are also necessary for the state to not have any opposition to its actions.

The Telangana IT Department has always promoted new technologies in the state to help the IT sector. If you can build something new, the state will become the first customer to help you promote your technology. This is not necessarily true for all forms of technologies out there, but specifically towards technologies that bring revenue.

If you want to build a blockchain solution, the government of Telangana will gladly promote you through some regulatory push like making chit-funds listed on blockchain. But if you want the same with RTIs on a blockchain, then the government will not even think twice to reject the proposal.

So what will it take to get an online portal for Good Governance, eGovernance or whatever brand words the Government wants to use for making an RTI portal available for the public of Telangana? Do we have to send a proposal to the IT secretary that we can build a chatGPT integrated RTI portal or an AI to replace the bureaucracy or mandatory Aadhaar for filing RTIs?

What will it take for the citizens to have a simple governance system that they deserve? The answer is not the benevolence of the IT Secretary, Department or the Minister. Unless people demand this, it will not happen and it is unlikely the state is going to be accountable on its own.
