    Two deaths reported as heavy rains lash Oman

    Muscat: The Civil Defence and Ambulance Authority (CDAA) of the Sultanate of Oman, announced that two deaths had been recorded after three vehicles were swept away in floodwaters in Wadi Al Batha, Wilayat of Jaalan Bani Bu Ali, in South Al Sharqiyah Governorate, local media reported.

    The Civil Defense and Ambulance Authority (CDAA) sent rescue teams to the area after receiving a report about the incident on Wednesday evening.

    The CDAA said in a statement, “In cooperation with the Police Command of the South Al Sharqiyah Governorate, the bodies of two citizens, one man and one woman were found in the stream of Wadi Al-Batha in the Wilayat of Jaalan Bani Bu Ali.”

    As per Times of Oman, the Omani citizens were among nine people who were missing after three cars were caught in the floods.

    Six people were rescued. A search is continuing for the other one.

    The Civil Aviation Authority called on everyone to take precautions and caution during thunderstorms, not to cross valleys, avoid low places, and not go to the sea during the warning period.

    According to Royal Decree No. (38/2016) of the Traffic Act, whoever intentionally crosses valleys and endangers his life or the lives of others can be punished with three months imprisonment and a fine of 500 Omani Riyals, or one of these two penalties.

    Many parts of Oman are witnessing heavy rain and the Omani Meteorological Office has warned that the rain will continue until Saturday, April 29.

    The highest rainfall is expected in the North and South Al Sharqiyah and Al Dakhiliyah governorates.

    Several roads in Jaalan Bani Bu Hassan have already been cut off due to overflowing wadis, and authorities have advised people to take extra precautions while travelling.

    Tehran: Iran’s Foreign Minister Hossein Amir-Abdollahian said his country and Oman held consultations on restoring a 2015 nuclear deal and removing the sanctions on Tehran.

    Amir-Abdollahian made the remarks in an address to reporters following his meeting with Omani Foreign Minister Sayyid Badr Hamad al-Busaidi in Muscat, reports Xinhua news agency.

    The Iranian top diplomat said that Oman has always played a “constructive” role in the nuclear talks.

    Over the past years, Oman has sought to mediate between Iran and the US to help bring the nuclear talks to fruition.

    Amir-Abdollahian noted that in the meeting with his Omani counterpart, the two sides agreed to soon hold the meeting of the joint economic commission.

    He added that, based on the official invitation extended by Iranian President Ebrahim Raisi to Sultan of Oman Haitham bin Tariq Al Said, the two ministers discussed the date for the trip.

    Heading a political delegation, Amir-Abdollahian arrived in Muscat on Tuesday for talks on bilateral, regional and international issues with Omani officials.

    Iran signed the nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), with world powers in July 2015, agreeing to put some curbs on its nuclear program in return for the removal of the sanctions on the country.

    The US, however, pulled out of the deal in May 2018 and reimposed its unilateral sanctions on Tehran, prompting the latter to reduce some of its nuclear commitments under the deal.

    The talks on the JCPOA’s revival began in April 2021 in Vienna, Austria.

    No breakthrough has been achieved after the latest round of talks in August 2022.

    Muscat: The Oman Ministry of Labour aims to provide minimum of 35,000 job opportunities for citizens this year, local media reported.

    Out of the total number of job opportunities, 14,000 job will be created “through replacement” in the private sector and 10,000 jobs will be created through “replacement and employment” in the public sector.

    In addition, 2,000 job opportunities created through initiatives by government authorities and units, Labour Minister Professor Mahad Bin Said Bin Ali Baawain said while speaking to the media on Tuesday, Oman Observer reported.

    In 2022, 80,403 jobs were created including more than 45,000 employment opportunities for the first time in the private and public sectors.

    Mumbai: Four Nepalese women have been arrested here for allegedly trying to fly to Oman from Mumbai by producing forged No-Objection-Certificates of their country’s embassy, city police said on Thursday.

    The women were to fly to the Gulf nation for taking up jobs there from the Chhatrapati Shivaji Maharaj International Airport here on Tuesday night, said a police official.

    When they produced their travel documents at the immigration counter, the officials suspected the authenticity of the NOCs purportedly issued by the Nepal embassy in New Delhi.

    All four women were heading for Muscat by a flight which was scheduled for 9.50 pm on Tuesday.

    But they were detained as the first secretary of Nepal Embassy confirmed that no NOCs had been issued to these women.

    The four had obtained NOCs from their agent who was helping them go to Oman, they told police.

    All the four women were handed over to Sahar Police Station and arrested under sections 420 (cheating), 465 (forgery) and other relevant provisions of the Indian Penal Code.

    Police were looking for their agent and his aide and further probe was on, officials said.

    Muscat: Oman has warned expatriates to avoid dressing indecent ways, particularly during the month of Ramzan.

    The authorities have advised both men and women should dress modestly as a sign of respect for the cultural norms of the local population.

    Expatriates are encouraged to abide by the dress code, customs and traditions of Oman to avoid offending the local population as well as comply with the law.

    The Times of Oman issued a report stating that Amer Salem Al-Hasani, representative of Bausher Wilayat and member of the Municipal Council of Muscat Governorate, urging stricter enforcement of the dress code reserved for expatriates.

    This call to action comes after several instances of non-compliance were identified.

    “Wearing an indecent dress in public places is not an expression of personal freedom because it offends others and does not reflect our culture and identity,” he said.

    According to the Omani Penal Code, promulgated by Royal Decree 7/2018, whoever appears in public in a way that harms public morals or contradicts the traditions and customs of society can face a prison sentence of between one and three months and a fine of between 100 and 300 Omani riyals.

    Muscat: Oman has issued a new law restricting the use of external loudspeakers in mosques in the Sultanate, which comes into effect on Monday, April 10, local media reported.

    The decision issued by the Minister of Endowments and Religious Affairs, Dr Mohammad bin Saeed bin Khalfan Al-Maamari, replaced Article (39) of the mosques regulations with a new text that limits the use of external loudspeakers for the call to prayer.

    An administrative fine not exceeding 1,000 Omani Riyals (Rs 2,13,263) may be imposed in case of violation of the provisions of mosque regulations.

    Opinion of the Grand Mufti of the Sultanate of Oman

    On April 9, the Grand Mufti of the Sultanate of Oman, Sheikh Ahmed Al-Khalili, criticized, on Twitter, the restriction of the imam’s voice inside mosques without the external arenas.

    “While some Western capitals open up to the rituals of Islam, the blessed Ramzan prayer is held publicly in public squares. We deeply regret and admire that in some Islamic countries, the institutions responsible for matters of religion issue restrictions on these rituals, so that the voice of the imam is not allowed to go beyond the sanctuary of the mosque,” Sheikh Ahmed Al-Khalili tweeted.

    Mufti’s comment came after the issuance of a decision banning external loudspeakers in the mosques of the Sultanate of Oman and imposing a fine on violators.

Hyderabadi community is holding this ‘Iftar’ for more than 20 years and it is the largest such event in Muscat.

    The Indian Ambassador H.E. Amit Narang was the chief guest and Said Al Riyami, Director Dawah Centre, Ministry of Awqaf Oman was the guest of honor. The Indian Ambassador was taken around the venue by Wasifuddin, Convener, Ismail Baig Co-Convener and Mansoor Sabri Treasurer of Deccani Wing and Suhail Khan Chief Organiser. Ambassador Amit Narang in his brief address wished the community blessings of the holy month and appreciated the efforts of the organizers.

    Jeddah: Amidst possibility of arrest and deportation to back home India as reported by a section of Indian media, prominent Islamic preacher, Dr. Zakir Naik is hectically busy in Oman delivering lectures.

    While there is buzz about his arrest, fugitive Islamic preacher had also posted a video on his Facebook page, informing his supporters that he had safely arrived in Oman on Wednesday

    He also expressed his gratitude to the Sultan of Oman for extending a warm welcome to him, according to Malaysian Media reports.

    Zakir Naik in Oman to deliver two religious lectures on the invitation of the Omani Government.

    His lawyer, Akberdin Abdul Kader in Malaysia, has refuted recent news reports suggesting that the Islamic preacher was going to be arrested in Oman and extradited to India.

    Akberdin said Zakir had in fact been given a state reception in Muscat, the capital city of Oman, according to media reports.

    “He texted me to say he was safe and staying at a hotel,” media reports quoted lawyer Akberdin saying.

    Akberdin further said Zakir had described reports of his alleged arrest as nothing more than “fabricated news” by Indian Prime Minister Narendra Modi’s government-controlled media.

    The fugitive Islamic preacher, who freely and frequently travels to the Gulf states. Lastly, he was in Qatar during the 2022 FIFA World Cup to deliver religious lectures.

    Zakir Naik was accorded the 2015 King Faisal International Prize (KFIP) for his “Service to Islam” by Saudi Arabia. He was also conferred Sharjah Award for Voluntary Work and the Dubai International Holy Quran Award–Islamic Personality of the Year in 2013.

    Dr. Naik is wanted for inciting communal hatred, money laundering, and terror funding. His sermons and speeches are broadcast on Peace TV, banned in India, Canada, UK, and Bangladesh.

     On 18 July 2017, India revoked Dr. Naik’s passport following a recommendation made by the National Investigation Agency (NIA).  He has been pronounced a fugitive since then, he has been living in Putrajaya town in Malaysia and holds permanent residency in the country.

    India has been trying to arrest him and pursuing his extradition from Malaysia, Interpol has thrice declined New Delhi’s request to issue a Red Notice against him, the last one being in 2021. Interpol has rejected the NIA’s charge-sheet in the case of Dr. Naik, saying that asking for donations during speeches and promoting religion does not constitute a criminal offense.

    Who is Zakir Naik?

    Zakir Naik is an Islamic preacher who has been in the news for various reasons over the years. He fled India in 2016 amid charges of spreading hatred and money laundering.

    Naik was born in Mumbai and completed his MBBS degree in the city. He also founded the Islamic Research Foundation (IRF), which is currently banned in India.

    He landed in a major controversy after it was revealed that one of the accused in the 2016 Dhaka cafe attack was inspired by his speeches.

    In the same year, IRF was banned under the Unlawful Activities (Prevention) Act of 1967.

    He received asylum in Malaysia

    In 2017, Naik received asylum in Malaysia and became a permanent resident. Though, he was banned from speaking in public in Malaysia, and the country has refused to extradite him.

    Recently, Zakir Naik was in the headlines when reports claimed that Qatar had extended an invitation to him to attend the FIFA World Cup. Later, the country denied the claims.

    As he jets off for a state visit to Moscow this week, China’s President Xi Jinping is doing so in defiance of massive international pressure. Vladimir Putin, the man Xi once called his “best, most intimate friend,” has just become the world’s most wanted alleged war criminal.

    The International Criminal Court issued an arrest warrant for Putin on March 17 for his alleged role in illegally transferring Ukrainian civilians into Russian territories. But that isn’t deterring Xi, who broke Communist Party norms and formally secured a third term as Chinese leader this month.

    But why is China’s leader so determined to stand by Putin despite the inevitable backlash, at a time when the West is increasingly suspicious of Beijing’s military aims — and scrutinizing prized Chinese companies like TikTok — more closely than ever?

    For a start, Beijing’s worldview requires it to stay strategically close to Russia: As Beijing’s leaders see it, the U.S. is blocking China’s path to global leadership, aided by European governments, while most of its own geographical neighbors — from Japan and South Korea to Vietnam and India — are increasingly skeptical rather than supportive.

    “The Chinese people are not prone to threats. Paper tigers such as the U.S. would definitely not be able to threaten China,” declared a commentary on Chinese state news agency Xinhua previewing Xi’s trip to Russia. The same article slammed Washington for threatening to sanction China if it provided Russia with weapons for its invasion of Ukraine. “The more the U.S. wants to crush the two superpowers, China and Russia, together … the closer China and Russia lean on each other.”

    It’s a view that chimes with the rhetoric from the Kremlin. “Washington does not want this war to end. Washington wants and is doing everything to continue this war. This is the visible hand,” Putin’s spokesman Dmitry Peskov said earlier this month.

    10-year bromance

    To understand Xi’s preference for Putin even though China’s economy is so intertwined with the West, analysts say it’s not just important to factor in Beijing’s vision for the future, but also to grasp the history that the Chinese and Russian leaders share.

    “They’re just six months apart in terms of age. Their fathers both fought in World War II … Both men had hardships in their youths. Both have daughters,” said Alexander Gabuev, a senior fellow at the Carnegie Endowment for International Peace think tank and an expert on Russo-Chinese relations. “And they are both increasingly like an emperor and a tsar, equally obsessed with Color Revolutions.”

    Their “bromance,” as Gabuev put it, began in 2013 when Xi met Putin toward the end of the Asia-Pacific Economic Cooperation summit in Bali — on Putin’s birthday. Citing two people present at the impromptu birthday party, Gabuev said the occasion was “not a boozy night, but they opened up and there was a really functioning chemistry.”

    According to Putin himself, Xi presented him with a cake while the Russian leader pulled out a bottle of vodka for a toast. The pair then reminisced over shots and sandwiches. “I’ve never established such relations or made such arrangements with any other foreign colleague, but I did it with President Xi,” Putin told the Chinese CCTV broadcaster in 2018. “This might seem irrelevant, but to talk about President Xi, this is where I would like to start.”

    Those remarks were followed by a trip to Beijing, where Xi presented Putin with China’s first friendship medal. “He is my best, most intimate friend,” Xi said. “No matter what fluctuations there are in the international situation, China and Russia have always firmly taken the development of relations as a priority.”

    Xi has stuck to those words, even after Putin launched his invasion of Ukraine just over a year ago. Less than three weeks beforehand, Putin visited Beijing and signed what China once referred to as a “no limits” partnership. Chinese officials have steered clear of criticizing Russia — and they wouldn’t even call it a war — while echoing Putin’s narrative that NATO expansion was to blame.

    Close but not equal

    Concerns are mounting over Beijing’s potential to provide Russia with weapons. Last week, POLITICO reported that Chinese companies, including one connected to the government in Beijing, have sent Russian entities 1,000 assault rifles and other equipment that could be used for military purposes, including drone parts and body armor, according to customs data.

    Chinese and Russian armed forces have also teamed up for joint exercises outside Europe. Most recently, they held naval drills together with Iran in the Gulf of Oman.

    During Xi’s visit this week, the two leaders are expected to conclude up to a dozen agreements, according to Russian media TASS. Experts say Xi and Putin are likely to sign further agreements to boost trade — especially in energy — as well as make more efforts to trade in their own currencies.

    Xi is also expected to reiterate China’s “position paper” with a view to settling what it calls the “Ukraine crisis.” The paper, released last month, mentions the need to respect sovereignty and resume peace talks, but also includes Russian talking points such as dissuading “expanding military blocs” — a veiled criticism of U.S. support for Ukraine to potentially join NATO. There are also reports that Xi could be talking by phone with Ukraine’s President Volodymyr Zelenskyy after the Moscow visit.

    But Beijing’s overall top priority is to “lock Russia in for the long term as China’s junior partner,” wrote Ryan Hass, a senior fellow at the Brookings Institution, a think tank. “For Xi, cementing Russia as China’s junior partner is fundamental to his vision of national rejuvenation.”

    To achieve this, Putin’s stay in power is non-negotiable for Beijing, he wrote: “China’s … objective is to guard against Russia failing and Putin falling.”

    What better way, then, to show support than attending a state banquet when your notorious friend needs you most?
