    In a post on the sheriff’s office Facebook page on Tuesday, officials did not address the recorded discussion but claimed the recording was illegally obtained.

    Also on Wednesday, the Oklahoma State Bureau of Investigation confirmed it has launched an investigation into the matter at the request of the governor.

    During the conversation that included Sheriff Kevin Clardy, sheriff’s Capt. Alicia Manning, Jennings and Jail Administrator Larry Hendrix, Clardy, Manning and Jennings appear to discuss Bruce Willingham — the longtime publisher of the Gazette-News — and his son Chris Willingham, a reporter.

    Jennings tells Clardy and Manning “I know where two deep holes are dug if you ever need them,” and the sheriff responds, “I’ve got an excavator.”

    Jennings also says he’s known “two or three hit men” in Louisiana, adding “they’re very quiet guys.”

    In the recording, Jennings also appears to complain about not being able to hang Black people, saying: “They got more rights than we got.”

    The Associated Press could not immediately verify the authenticity of the recording. None of the four returned telephone calls or emails from The Associated Press seeking comment.

    Bruce Willingham told the AP the recording was made when he left a voice-activated recorder inside the room after a county commissioner’s meeting because he suspected the group was continuing to conduct county business after the meeting had ended, in violation of the state’s Open Meeting Act.

    Willingham said he twice spoke with his attorneys to be sure he was doing nothing illegal.

    Joey Senat, a journalism professor at Oklahoma State University, said under Oklahoma law, the recording would be legal if it were obtained in a place where the officials being recorded did not have a reasonable expectation of privacy.

    Bruce Willingham said he believes the local officials were upset about “stories we’ve run that cast the sheriff’s office in an unfavorable light,” including the death of Bobby Barrick — a Broken Bow, Oklahoma, man who died at a hospital in March 2022 after McCurtain County deputies shot him with a stun gun. The newspaper has filed a lawsuit against the sheriff’s office seeking body camera footage and other records connected to Barrick’s death.

    Separately, Chris Willingham has filed a federal lawsuit against the sheriff’s office, Clardy, Manning and the Board of County Commissioners alleging Manning slandered him after he wrote an eight-part series of articles detailing problems inside the sheriff’s office. The lawsuit claims after the first few articles were published, Clardy and Manning began investigating which office employees were speaking to the newspaper and were attempting to get a search warrant for Willingham’s phone.

    The lawsuit, which was filed on the same day the recording was made, alleges that after the series was published, Manning told a third party during a teleconference that Chris Willingham exchanged marijuana for sexually explicit images of children from a man who had been arrested on child sex abuse image charges.

    “Manning made these (and other) false statements about Willingham in retaliation for articles he wrote about the (sheriff’s office) as a reporter for the McCurtain Gazette and to destroy his credibility as a reporter and journalist,” the lawsuit states.

    More than 100 people gathered outside the McCurtain County Courthouse in Idabel earlier this week, with many of them calling for the sheriff and other county officials to resign.

    On Tuesday, the Oklahoma Sheriff’s Association, a voluntary membership organization and not a regulatory agency, held an emergency meeting of its board. It voted unanimously to suspend Clardy, Manning and Hendrix from the association.

    Visakhapatnam: An official of Visakhapatnam Steel Plant (VSP) has died under suspicious circumstances, sources said here on Tuesday.

    T. V. V. Prasad (50), working as Deputy General Manager in the Production, Planning and Monitoring (PPM) department, was found dead while on duty on Monday.

    The officer reportedly collapsed and died while going to his office chamber on the third floor of the building. Other employees rushed him to the primary health centre and from there he was taken to Steel General Hospital but doctors pronounced him dead on arrival.

    Prasad had been associated with VSP since 1995.

    Deputy General Manager Sahadev Kumar lodged a complaint with the police. VSP police have registered a case of death under suspicious circumstances and took up investigation.

    New Delhi: Congress leader Rahul Gandhi has started shifting his belongings from his 12, Tughlaq Lane residence as he was asked to vacate the premises by April 22 following his disqualification from Lok Sabha.

    Two trucks were seen parked outside his residence and the belongings were later shifted to his mother’s 10, Janpath residence.

    Sources said Gandhi is likely to soon vacate the official bungalow allotted to him.

    While Rahul Gandhi has seen a number of houses, he may also opt to stay with his mother and Congress Parliamentary Party chairperson Sonia Gandhi.

    The Lok Sabha Secretariat had sent Gandhi a notice asking him to vacate the premises by April 22 following his disqualification as MP after his conviction and two-year sentence by a Surat court in a defamation case.

    A few years ago, Priyanka Gandhi Vadra was also asked to vacate her Lodhi Estate bungalow as SPG cover was removed from her security.

    SRINAGAR: In 1988, Handwara Degree College opened its doors to students, but unfortunately, its struggle with infrastructure, faculty, and advanced labs has been a never-ending saga. As a result, the college has failed to secure a good NAAC ranking over the years.

    Despite being home to more than three thousand students, acute faculty shortages and poor infrastructure have jeopardized the quality of education. As the college has a staff strength of 46 posts out of which 27 are filled rest posts are vacant. Similarly, the college has 18 non-faculty posts, out of which 11 are vacant.

    The lack of permanent faculty in crucial subjects like Maths, Physics, Geology, and Electronics has left students with limited resources and opportunities as subjects are without permanent faculty. Shockingly, the Electronics subject has less than 25 students left, and there has been no permanent faculty for years.

    The science labs are ill-equipped, leaving students without the necessary tools to complete experiments and assignments. With most crucial subjects lacking permanent faculty, students are forced to make do with just one class a day, and attendance has become a rarity.

    Reports suggest that GDC Handwara has only 20% permanent faculty despite a massive influx of students. The college is also lacking critical human resources like senior and junior assistants, and accountants, with accounting operations being managed by a need-based employee.

    Although the college was NAAC accredited in 2016, it failed to apply for accreditation with National Assessment and Accreditation Council.

    However, the college is currently processing its Annual Quality Assurance Report for the next five years, which could potentially lead to a not-so-good NAAC ranking because of inadequate material and human resources. Ironically, the largest college (in terms of enrollment) in the Kupwara district does not have an auditorium. The library is too small for the students with no permanent Librarian and isn’t fully automatic. The students reported a lack of a serene reading room facility and a browser center for non-BCA students.

    It doesn’t have even a First Aid facility or a rest room for its students, not even for the female students. All students complained about the absence of a dining hall facility, a gym center, and a language lab.

    The principal doesn’t even have proper accommodations. Despite being a female principal, she has no cook or proper place to stay. However, despite all odds, she has been successful in giving the college some semblance that was lost in the wilderness.

    Many students complained about the presence of outsiders in the college during class hours who couldn’t be monitored or dealt with due to the non-availability of CCTV cameras in the college.

    It is high time that the government takes note of the situation and provides the college with the necessary resources.

    Sumaya, a student in the 4th semester, complained in a resentful voice ‘Where are social justice and equality of opportunity for us? After graduation, we are supposed to compete with students who graduate from the best of the colleges in India and J&K. How can we match their academic productivity when we don’t receive 1/20th of their facilities”.

    Another student who wished to remain anonymous said, “I had a dream to become a mathematician. How I see my dream getting aborted at the altar of callous administration for whom we aren’t the focus of attention. I may be not graduating because of the non-availability of faculty and quality books”.

    This reporter found the college washrooms in dilapidated condition, two teaching blocks with broken windows and glass frames, and a library disorganized.

    The college’s growth and funding prospects depend upon a good NAAC ranking and the effective and timely completion of various ongoing works, including a multipurpose hall.

    A sense of despondency and a palpable feeling of denial about the lack of facilities and poor academic environment is brewing up on the campus. The quicker the government responds to the issues, the better it would be in the way of rectification of injustice and deprivation.

    Meanwhile, Principal GDC Handwara Prof Dilruba Rasool acknowledged the shortage of staff and said that she is managing the same by framing the roster of academic arrangements as per need.

    Over the years college has seen growth on many fronts like we have got advanced equipment for our labs. We have very expensive devices in our science labs to help our students to excel in the field of science and technology. Our infrastructure is getting improved every new day, she said.

    She said when she assumed charge, she has been putting all her efforts to bring the college into the limelight and secure a good NAAC ranking, but it is not possible overnight.

    “I am taking up the issues like staff shortage, infrastructure, and other important things with the higher-ups and I am sure the college will get serious attention,” she added. (KNS)

    The guidelines as per the notice include that the organizing body shall seek permission from this office for conducting any tournament, Proposal of the tournament should be enclosed with the application for permission, Entry fees should be suitable, the organizing body should organize only one tournament within six months, There should be one day off for local youth and zonal physical education officer shall work as nodal officer for monitoring such tournaments and if any youth found organizing any kind of tournament without seeking Permission from this office Stern action shall be taken against them.( VOK)

    Riyadh: The Kingdom of Saudi Arabia’s football club, Al Hilal, has offered Argentine star, Lionel Messi, a salary of over 400 million euros (Rs 35,99,18,15,088) per year, which will make him the highest-paid footballer in the world.

    Taking to Twitter, Italian journalist Fabrizio Romano on Wednesday said that Al Hilal is willing to pay up to 400 million euros for the Argentine star.

    However, Romano indicated that Messi’s priority is to play in Europe, despite receiving an official offer from Al-Hilal.

    Lionel Messi, who has scored 29 goals and provided 32 assists in 67 appearances for PSG, joined the club in 2021 on a two-year deal that expires at the end of the current season.

    Baghdad: Five Islamic State (IS) militants were killed in airstrikes in Iraq’s eastern province of Diyala, the Iraqi military said.

    Based on intelligence reports, Iraqi warplanes carried out two airstrikes on IS hideouts in the mountainous area of Narin near the Himreen mountain range of northern Diyala, destroying the hideouts and killing five IS militants, Xinhua news agency reported, citing a statement issued by the Security Media Cell, a media outlet affiliated with the Iraqi Joint Operations Command.

    Despite repeated military operations against IS remnants, extremist militants are still hiding in deserts and the Himreen mountains in the provinces of Diyala, Salahuddin, and Kirkuk.

    Ahmedabad: Conman Kiran Patel, who was arrested in Jammu and Kashmir last month for posing as a top official in the Prime Minister’s Office (PMO), is likely to be brought to Ahmedabad on Friday night, an official said.

    A team of Ahmedabad Police has reached Jammu and Kashmir to take custody of Patel, according to a senior official.

    Four FIRs related to cheating have been registered against Patel in different police stations in Gujarat.

    “Our team is in Jammu and Kashmir to take Kiran Patel’s custody in a cheating case registered with us. He will be brought here on Friday night,” a senior police officer said.

    Kiran Patel and his wife, Malini Patel, were accused of attempting to usurp a senior citizen’s bungalow.

    The Ahmedabad Crime Branch registered a case of cheating against them on March 22, six days after Malini Patel was arrested.

    The complainant, Jagdish Chavda, had wanted to sell his bungalow in the Shilaj area. Patel approached Chavda claiming to be a real estate agent and persuaded him to renovate the property, claiming that it would fetch a good price.

    To gain Chavda’s trust, Patel allegedly claimed to be a “Class-1 officer in the PMO” and a partner in a cafe chain.

    Chavda agreed to the renovation, and Kiran along with his wife Malini, and an interior designer took Rs 35 lakh in instalments from him for the work.

    When the renovation was underway, Chavda shifted to his friend’s residence.

    A few days later, he learned that Patel and his wife had put up their own name-plate outside the bungalow and had conducted a house-warming ritual as if they were the owners.

    When confronted, the couple left the bungalow without finishing the renovation, and Chavda moved back into the house.

    In August 2022, Chavda received a court notice informing him that Kiran Patel had filed a civil suit claiming ownership of the property using photographs of his nameplate and invitation card for the house-warming ceremony, said the FIR.

    Washington: India and the US share a robust working relationship on addressing the major challenge posed by fentanyl drugs, a top health official in the Biden administration has said.

    Fentanyl is a highly potent synthetic opioid primarily used as an analgesic. Since 2018, fentanyl and its analogues have been responsible for most drug overdose deaths in the US, causing over 71,238 deaths in 2021.

    The Biden administration launched a massive campaign on Thursday to educate young people about the dangers of fentanyl and the life-saving effects of Naloxone, a medicine that reverses opioid-related overdoses.

    “India has been very enthusiastic working with the United States to address this (fentanyl problem) because it understands the significance at a global level of leadership,” Dr. Rahul Gupta, Director of Office of National Drug Control Policy, a position which is popularly known as Drug Czar, told PTI.

    He said India is acting like a global leader when it comes to addressing the threat of synthetic drugs.

    “There is a robust working relationship between the United States and India on this because it understands the significance at a global level of leadership,” said Dr Gupta, who is one of the highest-ranking Indian Americans in the Biden administration.

    Referring to remarks of Prime Minister Narendra Modi that India is the pharmacy of the world, Gupta said the country has a large pharmaceutical and chemical industry.

    “There’s a lot of work going on, including bilateral working relationships around synthetic drugs, and mental health as well as the pharmaceutical arena,” he said.

    “We are very excited about that relationship. We’re looking forward to furthering our bilateral relationship and strengthening it because we know that India can and will and is playing the role of a global leader in this area,” Gupta said.

    The United States and Indian governments are working to make sure that they are both looking at their scheduling regimes, he said.

    “How do we schedule controlled substances? We’re working together to counteract the drug supply routes and networking, as well as prevention of the diversion of these chemicals,” he said.

    Gupta said the chemicals are often shipped to other countries and used in the production of these deadly drugs.

    He said the two countries are also working together on issues like addiction, treatment expansion, the overlap that happens between mental health and addiction.

    “There’s a lot of work, but we’re excited about the enthusiasm and the ability of both countries to partner on this very important topic,” he said.

    He said the data shows that less than half of the young people in the US know or understand that fentanyl, a dangerous drug that can kill them, is in their drug supply.

    “But if you look at it from a pandemic standpoint, so much has changed: which drugs are out in the market has changed how people acquire drugs and what those drugs have changed,” he said.

    As part of the campaign, he said the aim is to meet young people to tell them that they can also have the tools to save lives.

    Carrying Naloxone or Narcan, which is an antidote for opioids like fentanyl, it is important for them to carry it because they could be saving the life of themselves, their friends, neighbours, or somebody at school or work, Gupta said.

    “It’s really important for us to be telling young people that you are empowered and have the ability to save other people’s lives and carry naloxone with you. Because we don’t know next time who is going to be going through the poisoning,” he said.

    “We are also adding to the social media work, and messengers, digital ads that will be displayed in certain states in places like subway stations, college malls, grocery stores to make sure that we meet young people where they are and share this important message, which can often be potentially lifesaving,” he said.

    “This is a challenge, … prevails throughout communities, and I’ve seen this in the Indian American community, that it has taken the toll and has taken the lives of young children as well as young adults. So, it’s really important that we spread this message,” he said.
