    Amaravati: In a novel protest over alleged corruption in Tadipatri municipality in Andhra Pradesh’s Anantapur district, municipal chairman J.C. Prabhakar Reddy took a bath in front of the municipal office on Tuesday.

    Prabhakar Reddy, a leader of opposition Telugu Desam Party (TDP), sat on a chair and took a bath in front of the municipal office.

    He along with TDP councilors were on a sit-in at the municipal office since Monday, demanding action against the corrupt.

    Prabhakar Reddy, a former MLA, spent the night under a tent along with other protesters.

    After his bath, he continued his sit-in.

    TDP leaders and workers from surrounding areas reached there to express solidarity with him.

    TDP councilors on Monday launched a protest against corruption in the municipality. They alleged that the municipal commissioner and other officials were not taking any action.

    The protesters submitted a memorandum to the statue of Mahatma Gandhi. They also cooked the food at the protest camp at the municipal office.

    The TDP councilors demanded that the commissioner take responsibility for the theft of diesel and tyres from the municipal office.

    They alleged that the commissioner was ignoring irregularities being committed by the ruling party YSR Congress. Later, Prabhakar Reddy also joined the protesters at the camp.

    Earlier, the municipal chairman was kept under house arrest when he was to stage a protest over illegal sand mining in the Penna River.

    The police stopped him from leaving for Peddapur to inspect the banks of the river where sand is being illegally mined.

    Prabhakar Reddy, however, managed to leave the house and sat on a road to protest the police action.

    He was later detained and shifted to a police station.

    In a statement, the spokesperson said that the shifting is being made in the interest of the learners and other stakeholders.

    “The new office is located on the Dalgate-Kashmir University Road and is very well connected. We are confident that this change will allow us to enhance our Student Support Services and meet the expectations of our Learners,” reads the statement.

    It reads all the IGNOU learners and other stakeholders are informed that the shifting of the office of IGNOU Regional Centre Srinagar will start from tomorrow so that the office will remain closed for routine work from tomorrow and all the communication from April25 to 28 may be done on the official email of IGNOU Regional Centre Srinagar only.

    It added that the IGNOU Regional Centre Srinagar will start normal functioning from the new office from May 1 onwards.

    “The learners are informed not to visit the office of the IGNOU Regional Centre Srinagar from April 25 to 28. All stakeholders are informed to update their office records and make necessary changes in the office address of IGNOU Regional Centre Srinagar so as to ensure that all future correspondence is directed/send to our new office address,” it added.     New Delhi: The CBI registered an FIR against Oxfam India and its office-bearers for alleged violation of the Foreign Contribution (Regulation) Act and carried out searches at its office here, officials said on Wednesday.

    The FIR against the Indian arm of the global NGO Oxfam was registered based on a complaint from the Ministry of Home Affairs.

    The complaint, which is now part of the FIR, has alleged that though Oxfam India’s FCRA registration ceased, it planned to circumvent the law by taking other routes to channelise funds.

    “Email communication found during IT (income tax) survey by the CBDT shows that Oxfam India has been planning to pressure Indian government for renewal of FCRA through foreign governments and foreign institutions,” it alleged.

    “The Oxfam India has the reach and influence to request multilateral foreign organisations to intervene on its behalf with the Government of India,” it alleged.

    The complaint alleged that this exposed Oxfam India as “a probable instrument of foreign policy of foreign organisations or entities” which have funded it liberally over the years.

    It alleged that Oxfam India routed funds of its foreign affiliates such as Oxfam Australia and Oxfam Great Britain to certain NGOs and exercised control over the project.

    “From the email found during IT survey by the CBDT it appears that Oxfam India is providing funds to the Centre for Policy Research (CPR) through its associates/ employees in the form of commission. The same is also reflected from the TDS data of Oxfam India which shows payment of Rs 12.71 lakh to CPR in the F.Y. 2019-20…,” the complaint has alleged.

    It said the organisation got FCRA registration to carry out social activities but payment made to the Delhi-based think tank CPR through its associates or employees in the form of commission — professional or technical services — is not in the line with its stated objectives.

    “This is violation of section 8 & 12(4) of the FCRA 2010,” it alleged.

    The Central Bureau of Investigation (CBI) carried out searches at the office of Oxfam India in Delhi Wednesday, officials said.

    In a statement earlier this month, Oxfam India said it is fully compliant with Indian laws.

    “Oxfam India is fully compliant with Indian laws and has filed all its statutory compliances, including Foreign Contribution Regulation Act (FCRA) returns, in a timely manner since its inception. Oxfam India has been cooperating with all government agencies since its FCRA registration wasn’t renewed in December 2021,” the NGO said.

    The group has filed a plea in the Delhi High Court against the decision to not renew its FCRA registration, it said.

    “In times of growing inequality and greater need for action on poverty eradication, Oxfam India has been and will continue to work in Public and National interest. Oxfam India believes this is our constitutional duty as an organisation, irrespective of obstacles and hurdles in the path,” it had said.

    The CBI in its FIR registered on Tuesday also alleged that Oxfam India continued to pay sub grants to various partners even after coming into force of FCR Amendment Act, 2020 which prohibited such transfers.

    “The FCRA Amendment Act, 2020 (section 7 of the FCRA, 2010), states that FCRA registered association would not be entitled to transfer or sub grant any of the FC to other organization whether registered or unregistered under the FCRA, 2010. The amendment came in force from September 29, 2020. Oxfam India transferred funds to its partner NGOs, violating section 7 of the FCRA, 2010,” it said.

    New Delhi: Delhi Chief Minister Arvind Kejriwal, who is scheduled to appear before the CBI on Sunday in connection with the excise policy case, will be accompanied to the federal agency’s office by his Punjab counterpart Bhagwant Mann and cabinet colleagues, sources said.

    They said besides Mann, Aam Aadmi Party (AAP) MPs and Delhi ministers will accompany the party supremo to the Central Bureau of Investigation’s (CBI) headquarters here.

    Earlier in the day, Kejriwal said he will appear before the CBI in connection with the excise policy case and asserted that if he is “corrupt”, then no one in the world is “honest”.

    Addressing a press conference here over the CBI summons against him, the Delhi chief minister claimed that Bharatiya Janata Party (BJP) leaders are demanding his arrest and said if the saffron party has “ordered” the agency to arrest him, it cannot refuse to do so.

    The CBI has summoned Kejriwal in connection with the excise policy case. He has been asked to be present at the agency’s headquarters at 11 am on Sunday to answer queries of the investigating team, officials said.

    The central agency has already arrested former Delhi deputy chief minister Manish Sisodia in connection with the case.

    It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders favoured certain dealers who had paid bribes for it, a charge strongly refuted by the AAP. The policy was subsequently scrapped.

    Kejriwal is likely to visit Rajghat before reaching the CBI headquarters, the sources said. The AAP is planning to stage a protest against the CBI summons to Kejriwal on Sunday.
