    Hyderabad: Telangana’s cabinet minister K.T. Rama Rao on Thursday sent legal notice to state Congress chief A. Revanth Reddy and BJP president Bandi Sanjay for making baseless allegations against him in the Telangana State Public Service Commission (TSPSC) paper leak case.

    KTR said he sent legal notice to Congress and BJP leaders for dragging his name into the paper leak case to drive political mileage and defame the government.

    The minister slammed both the leaders for being ignorant of the fact TSPSC is a Constitutional body and it works independently.

    KTR said TSPSC was formed to independently conduct exams for recruitment of government employees with no role for the government but ignoring these facts, Bandi Sanjay and Revanth Reddy hatched a conspiracy by projecting as if the exams are conducted by the government.

    The minister made it clear that he would not tolerate such cheap attempts to drag his name into the case for political mileage.

    The BRS leader said with their ridiculous statements in the past both Bandi Sanjay and Revanth Reddy had become a laughing stock in the public.

    KTR alleged that Congress and BJP were spreading lies with a conspiracy to stop the process of recruitment of employees.

    He said the same leaders had earlier stated that the job notifications issued by the government are a conspiracy and had appealed to youth to leave the exams and join them in politics.

    Raipur: A rally was taken out on Wednesday in Chhattisgarh’s capital Raipur by a group of people in support of absconding pro-Khalistan activist Amritpal Singh, leading the police to serve a notice to the organisers of the event which had no prior permission from authorities.

    The rally, a foot march which started from Telibandha and comprised a small group of people visibly belonging to the Sikh community, culminated in front of the Aam Aadmi Party (AAP) office located in nearby Panchsheel Nagar, police said.
    The demonstrators also burnt an effigy of Punjab Chief Minister Bhagwant Mann, a senior leader of the AAP, which rules the northern state.

    After the police learnt about the rally, which was taken out without prior permission from authorities, a notice was issued to the persons who had organised the event, Raipur Senior Superintendent of Police Prashant Agrawal told PTI.
    He did not provide further details.

    Talking to the media, a protester, who identified himself as Diler Singh, said Amritpal Singh was innocent and accused the Punjab government and security agencies of falsely implicating him.

    Amritpal Singh was fighting against addiction and keeping youth away from it and also uniting them with religion, he said.
    Asked about the rally, Chief Minister Bhupesh Baghel told reporters in Assembly premises that the local administration has been keeping an eye on the issue.

    Talking to mediapersons, senior Bharatiya Janata Party (BJP) MLA Brijmohan Agrawal termed the incident as very unfortunate and said the rally was taken out at a time when the Assembly is in session in the state capital.

    The Khalistani separatist, who heads the Waris Punjab De, is on the run since the Punjab police launched a massive manhunt for the outfit’s members. Amritpal Singh was on the radar of the Punjab police after he and his armed followers stormed a police station in Ajnala last month to release one of his aides.

    New Delhi: The CBI has asked an Interpol body to restore the Red Notice against fugitive diamantaire Mehul Choksi terming its earlier decision to drop his name from the list had “serious shortcomings, procedural violations, overreach of mandate and mistakes”.

    The Commission for Control of Interpol’s Files (CCF) which had removed Choksi’s name from the list of fugitives based on his appeal last year is a separate Interpol body which is “not under the control” of the Interpol Secretariat and is mainly staffed by elected lawyers from different countries where people can challenge decisions to declare them fugitives.

    Based on repeated appeals from Choksi, who is wanted in the Rs 13,000 crore bank fraud in Punjab National Bank and is holed in Antigua and Barbuda after fleeing from India in 2018, the CCF removed his name from the Red Notice list in November 2022, the CBI said in a statement.

    Red Notice is the highest level of alert by the 195-member strong International Police cooperation organisation Interpol to locate and provisionally arrest a fugitive pending extradition, surrender, or similar legal action.

    The CBI statement came a day after the media reported the CCF decision causing a huge political uproar.

    The agency broke its silence nearly four months after CCF’s decision to drop Choksi from the wanted list was received by it in November 2022, nearly a month after India had organised a grand Interpol General Assembly, it said.

    The CCF which had rejected two previous appeals of Choksi — in 2018, to not publish his name on the Red Notice list and in 2020, to remove his name from the list –agreed with his fresh plea in 2022, a year after an alleged abduction attempt from Antigua and Barbuda, the agency said.

    Before arriving at any decision, the CCF hears the agencies that have sought an absconder’s fugitive status. The CBI was also asked to provide its input on Choksi’s appeal.

    “It was clarified (by the CBI) that the desperately wanted criminal Mehul Chinubhai Choksi has been making all possible attempts to derail ongoing extradition proceedings in Antigua and Barbuda, to evade the process of law in India. However, based on mere imaginary conjunctures and unproven surmises, a five-member CCF chamber has taken a decision on the deletion of Red Notice, communicated in November 2022,” the CBI said.

    The statement said the CBI has taken up with CCF the serious shortcomings, procedural violations, overreach of mandate and mistakes committed by CCF in the manner of reaching this unfounded and perfunctory decision.

    “The CBI continues to exercise available remedial and appellate options within INTERPOL for rectification of this faulty decision and for restoration of Red Notice,” it said.

    The CCF has subsequently clarified to the CBI that its decision “in no manner has any determination on any guilt or innocence of Choksi” for crimes he remains charged in India, the agency said.

    The CCF has reiterated that “it has not established factual certainties and there is no factual finding in their decision that Mehul Chinubhai Choksi will not have fair trial”.

    The CBI had pointed out that even Antigua authorities consider there is sufficient evidence to substantiate that Choksi concealed material facts or made false representation when he applied for his Antigua and Barbuda citizenship, a fact which reflects on previous conduct of this criminal, it said.

    Based on new information and serious errors in the decision, CBI is taking steps for the decision of CCF to be revised, the agency said.

    Choksi had fled from India in the first week of January 2018, days before Rs 13,000 crore was detected in the PNB. At the request of the CBI and Enforcement Directorate, Interpol included his name in the list of most wanted fugitives called Red Notice in December 2018.

    “It may be noted that Mehul Chinubhai Choksi was already located prior to the publication of the Interpol Red Notice and steps were also initiated for his extradition. Although the primary purpose of Red Notice was already achieved, the same was retained as a precautionary measure,” the CBI said.

    The CBI issued a diffusion notice to locate Choksi in February 2018. His movements were tracked by the CBI in close direct coordination with foreign law enforcement agencies, and he was located in Antigua and Barbuda where he had taken citizenship, a year before he escaped from India.

    “Extradition request against Mehul Chinubhai Choksi was sent through diplomatic channels to competent authorities of Antigua and Barbuda in August 2018,” the statement said.

    The CBI had booked Choksi on February 15, 2018, and after the CCF decision came, the agency slapped fresh FIRs against him.

    “The CBI has already filed two charge sheets in the case against wanted criminal Mehul Choksi and others…Subsequently in 2022, CBI registered five more criminal cases against Mehul Choksi and others for defrauding banks and financial institutions,” it said.

    The agency said that when extradition proceedings were going on against Choksi in Antigua and Barbuda, he started approaching various international forums with fully concocted and imaginary narratives to create diversions.

    “Facing possibilities of imminent extradition from Antigua and Barbuda, wanted criminal Mehul Chinubhai Choksi again with a view to create diversions from the ongoing process and derail the ongoing extradition proceedings, with false claims, concocted dramatic stories and imaginary narratives approached various international forums and also approached CCF in July 2022 to revise its earlier decision of 2020 (rejecting his claims,” the agency said.

    Choksi had disappeared from his sanctuary in Antigua and Barbuda in May 2021 to mysteriously appear in neighbouring Dominica where he was detained for illegal entry.

    The CBI mobilised its team to bring him back from Dominica, but swift legal moves by Choksi’s lawyers ensured he was sent back to Antigua and Barbuda and all charges of illegal entry were dropped.

    His lawyers had alleged that he was abducted from Antigua and Barbuda.

    New Delhi: In a major setback to Indian probe agencies, the Interpol removed fugitive Mehul Choksi, accused of committing a Rs 11,356.84 crore loan fraud case with the Punjab National Bank (PNB), fron its ‘red’ notice list.

    Choksi was added to red notice list in December 2018. As per sources, authorities concerned of the Indian government objected to the move of Interpol but it didn’t budge on the decision

    This is a setback to the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) which were waiting for his deportation.

    However, officials probing the matter said that it will not much affect Choksi’s extradition from Antigua.

    Choksi is currently in the Caribbean island nation and Indian authorities have asked Antiguan authorities to extradite him so that he could be prosecuted.

    Hyderabad: Telangana Police’s Special Investigation Team (SIT) probing the question paper leak in TSPSC has issued a notice to state Congress chief A. Revanth Reddy, asking him to share whatever information he has about the case.

    The SIT, which has stepped up the probe with the questioning of nine accused, is also issuing notices to those making allegations relating to the case.

    Revanth Reddy, however, said he has not yet received the SIT notice. He said he was not afraid of SIT notice and would share whatever evidence he has if a judicial probe is ordered in the case.

    The development came a day after Revanth Reddy made a serious allegation that state minister K.T. Rama Rao’s personal assistant was also involved in the paper leak.

    The Telangana Pradesh Congress Committee (TPCC) president had said on Sunday that KTR’s personal assistant (PA) Tirupati and one of the key accused in the case, Rajasekhara Reddy, were friends.

    He also claimed that Tirupati helped Rajasekhar Reddy get a job in the Telangana State Technological Services (TSTS) on outsourcing basis and later ensured he lands a job in Telangana State Public Service Commission �(TSPSC) in a key role.

    Rajasekhar Reddy is one of the two employees of TSPSC who have been arrested by the police for question paper leak. Rajasekhar Reddy, a network expert, allegedly copied question papers of several exams from confidential systems in the Commission and gave the same to Praveen Kumar, who then shared it with some aspirants for money.

    During a protest in Kamareddy district on Sunday, the Congress leader had also claimed that Tirupati and Rajasekhar are friends hailing from neighbouring villages in Malyala mandal of Jagtiyal district and that 100 people belonging to Malyal mandal secured more than 100 marks in Group-1 Prelims. He had demanded that TSPSC should reveal names of 100 people who scored more than 100 marks.

    The TPCC chief had also alleged irregularities in 2016 Group-1 results. He said that Madhur, the topper of that exam, came straight from the US to write the exam and secured the first rank. Rajinikanth Reddy, a TSPSC employee, secured fourth rank in that exam.

    Revanth Reddy demanded a probe by a sitting judge of the High Court saying a thorough probe was needed to find out from which year the question paper leak was going on.

    The TSPSC had conducted the examination on March 5 for 833 vacancies of Assistant Engineer, Municipal Assistant Engineer, Technical Officer, and Junior Technical Officer in various engineering departments. A total of 55,000 candidates had written the exam.

    However, the Commission suspected leakage of the question paper and lodged a complaint with the police.

    On March 13, police arrested nine people, including two employees of the TSPSC.

    Following the arrest of the accused, the Commission cancelled the exam and also postponed other exams scheduled to be held later this month.

    Amid doubts that the accused may have leaked question papers of some other exams, the Commission on Friday decided to cancel three other exams, including Group I Prelims.

    Nearly 2.86 lakh aspirants of Group I posts had appeared in Group-I exam conducted on October 16, 2022.

    New Delhi: The Delhi High Court on Monday issued a notice to the Enforcement Directorate (ED) over Hyderabad businessman Abhishek Boinpally’s plea against the trial court’s order denying him bail in the alleged Delhi excise policy scam case.

    Boinpally had moved the High Court on March 14.

    Appearing for Boinpally, his senior counsel apprised the bench of Justice Dinesh Kumar Sharma that his client’s son’s admission is hanging as both the parents have to appear in the school these days.

    The court then issued notice to ED while keeping the issue of maintainability open and listed the matter for the next hearing on April 12.

    During the last hearing, Boinpally’s plea was opposed by the ED saying that it lacks maintainability.

    Boinpally’s counsel had contended that his client is in custody since October 2022.

    Boinpally was a Director of Anoos Electrolysis & Obesity Pvt. Ltd, Anoos Health & Wellness Pvt. Ltd., Robin Distribution LLP, Agasti Ventures, SS Mines & Minerals, Master Sand LLP, Neoverse Realty Pvt. Ltd., Zeus Networking Pvt. Ltd and Valuecare Esthetic Pvt. Ltd.

    On February 16, four others — Vijay Nair, Sarath Chandra Reddy, Sameer Mahendru and Benoy Babu — were also denied bail by the Special Judge, Rouse Avenue Courts, M.K. Nagpal, who held that the method adopted by the five of them for committing the offences under the Prevention of Money Laundering Act (PMLA) makes up for sufficient incriminating evidence.

    As the ED has already made serious allegations of tampering evidence against them, the court had said that it will also be not possible to hold that the accused persons will not try to tamper with the evidence in the case if they are released on bail.

    “Keeping in view the totality of facts and circumstances and the above discussion, this court is of the considered opinion that none of the applicants/accused deserves to be released on bail in this case at this stage of proceedings as the allegations made against them are quite serious and relate to commission of an economic offence of money-laundering defined by Section 3 and made punishable by Section 4 of the PMLA. Hence, their bail applications are being dismissed,” the court had said.

    On March 16, a Delhi court extended another Hyderabad-based businessman Arun Ramchandra Pillai’s ED custody till Monday in the same case.

    Special Judge M.K. Nagpal of the Rouse Avenue Courts had noted that the ED had gathered some new details after a confrontation with Butchi Babu Gorantla, Hyderabad-based chartered accountant, on March 15.

    The probe agency has alleged that Pillai was involved in forming a cartel (now called South Group) of manufacturers, wholesalers and retailers which controlled more than 30 per cent of the liquor business in the national capital.

    The ED named the cartel, South Group, which includes BRS leader K. Kavitha, Sarath Reddy, the promoter of Aurobindo Pharma, YSRCP MP from Ongole, Magunta Srinivasulu Reddy, his son Raghav Magunta and others.

    The South Group was represented by Pillai, Boinpally and Butchi Babu, the agency has claimed.

    Chandigarh: Punjab and Haryana High Court on Sunday issued notice to the Punjab government on a habeas corpus petition seeking issuance of directions to the Jalandhar Commissioner of Police and other officials to present alleged detainee Amritpal Singh “in the interest of justice”.

    Justice N S Shekhawat fixed the case for further hearing on Tuesday.

    Petitioner Imaan Singh Khara alleged that ‘Waris Punjab De’ chief Amritpal Singh had been illegally and forcibly detained by the police commissioner and other officials without any authority of law.

    Directions were also sought for the appointment of a warrant officer to visit the “spot”.

    New Delhi: Congress leader Rahul Gandhi on Sunday sent a four-page preliminary reply to the Delhi Police’s notice about his “women still being sexually assaulted” remark made during the Bharat Jodo Yatra while questioning the process adopted by the authorities and a sudden urgency after a 45-day delay.

    The Congress leader gave the 10-point reply hours after a Delhi Police team knocked on his doors for the third time in five days. He also sought eight to 10 days to give a detailed response to the questions posed by Delhi police over his January 30 remarks, the sources said.

    The police team headed by Special Commissioner of Police (Law and Order) Sagar Preet Hooda arrived at Rahul Gandhi’s 12, Tughlaq Lane, residence around 10 am and was able to meet the Congress leader after two hours, officials said, adding the team left around 1 pm.

    According to the police, Gandhi stated in Srinagar during the Bharat Jodo Yatra that “I have heard that women are still being sexually assaulted”, and since the Yatra had passed through Delhi also, they wanted to ascertain if any victim had approached the Congress leader here so that they can initiate a probe into the matter.

    “The police had asked him to give details of these victims so that security could be provided to them,” an official said.

    Sending a preliminary reply a little before 4 pm, Gandhi termed the police action “unprecedented” and asked whether this had anything to do with his position taken both inside and outside Parliament on the Adani issue, sources said.

    According to them, Gandhi also asked what was the urgency on the part of the Delhi Police in making two visits in as many days after an initial gap of 45 days after he made his speech in Srinagar.

    The former Congress chief, the sources said, asked whether any other political party, including the ruling party, has been subjected to such kind of scrutiny or questioning over their political campaigns.

    An angry Congress has condemned the Delhi Police action and attacked the Central government, calling it the “worst case of harassment and political vendetta”, but the BJP rejected the charge and said the police was “only discharging its lawful duty”.

    New Delhi: A team of Delhi Police led by senior police officials on Sunday reached the residence of Congress MP Rahul Gandhi to record his statement in connection with his Bharat Jodo Yatra speech in Srinagar in which he had mentioned about the sexual harassment of some women.

    Sources said that senior police officials had served the notice to Gandhi in this respect.

    The source said that Gandhi himself received the notice.

    Following the meet, Congress leader Rahul Gandhi assured the Delhi police that he will share the information about the claims that he had made during his Bharat Jodo Yatra speech in Srinagar, and also said that he needed some time for this.

    “We have met Rahul Gandhi, he has said that he needs time to give his statement. Gandhi said that the Yatra was so long and he needed to recollect who had connected him and his team. After receiving details he has assured to share them with us,” said a police official who did not wish to be named.

    A Delhi police team led by Special Commissioner of Police, Law and Order, Dr Sagar Preet Hooda and Deputy Commissioner of Police (DCP), New Delhi Pranav Tayal had reached Gandhi’s residence at Tughlak lane early this morning to serve him notice.

    The Delhi police also had a questionnaire ready, which they wanted to give to him, in case he wants to reply in a written format.

    Gandhi had mentioned about the victims of sexual harassment in his Bharat Jodo Yatra speech in January in Srinagar.

    The Delhi Police took cognisance of his account of the Yatra that he interacted with some women who were raped.

    The Delhi Police had visited him twice and waited for hours to get the details about the victims of sexual abuse who had approached him to seek security.

    Congress protest after notice to Rahul Gandhi:

    The national capital on Sunday witnessed a massive drama with the Congress workers taking to the streets after the Delhi police served a notice to their party leader Rahul Gandhi over his speech made during Bharat Jodo Yatra in Srinagar.

    A few of them were detained by the Police for posing a threat to the law and order of the city.

    Soon after the Police served a notice to former Congress president Rahul Gandhi for his speech made in connection with alleged sexual assault on women, during his Bharat Jodo Yatra in Kashmir, a number of party workers gathered outside his residence in Tughlak lane area to stage a protest.

    The protestors were raising slogans against the Delhi Police and Centre.

    Sensing the gravity of the matter, extra police force which was deployed in the morning, detained the protestors.

    Delhi Police has said that they only want to take action against the culprits who sexually assaulted the women.

    Rahul Gandhi had, during his speech, said that a few women met him and alleged that they were sexually assaulted.
