    Assam Police issues notice to Congress’ Srinivas BV over harassment allegations

    Guwahati: The Assam Police on Sunday asked Indian Youth Congress president Srinivas B V to appear before it by May 2 for questioning in connection with allegations of harassment and gender discrimination against him by now-expelled party leader Angkita Dutta.

    A police team from Assam issued a notice to Srinivas at his Bengaluru residence, with the order stating that failing to comply with it could lead to his arrest.

    “A five-member team of Guwahati Police are in Bengaluru. The notice was pasted on the door of his residence as he was not present,” Joint Commissioner Prateek Thube told PTI over phone.

    “He has been given time till May 2 to appear at Dispur police station,” Thube, who is a part of the Guwahati police team in Bengaluru, said.

    The notice said that during investigation, “reasonable grounds” have been revealed to question Srinivas in the case and, hence, he has been asked to appear before the investigating officer, at 11 am on May 2.

    A set of 10 directions was given to Srinivas for compliance during the period, including not tampering with evidence, not allowing destruction of any evidence relevant to investigation and cooperating with the probe.

    “Failure to attend/comply with the terms of this notice can render you liable for arrest under Section 41 A(3) and (4) of CrPC,” it added.

    Dutta, who was the Assam Youth Congress chief, had filed a case at the Dispur police station last week, claiming that Srinivas has been “harassing and torturing her for the last six months by making sexist comments, using slang words and also threatening her with dire consequences if she keeps complaining against him to the senior party office bearers”.

    She had earlier made similar allegations against him in a series of tweets.

    Patna: After CBI served a notice to former Jammu and Kashmir Governor Satyapal Malik in the Reliance insurance scam case, JD(U) president Lalan Singh on Saturday came out in his support and called the Centre a “coward”.

    Those questioning the Centre are being targetted, he added.

    In a Twitter post, Singh said: “Malik Saheb is fighting but the ‘cowards’ are using government power to target their opponents. They do not know that the people of the country are watching them. There was an apprehension of action being taken against you on a day when you have disclosed the fact (Related to the Pulwama incident).”

    “Sarfaroshi ki tamannah ab hamare dil me hai, dekhna hai zor kitna baju-e-katil meine hai,” he said.

    Targetting the Centre, the Congress has also uploaded a tweet. It said, “Finally, PM Modi was not able to restrain. Satyapal Malik exposed him in front of entire countrymen, so CBI called him. It was expected.”

    Earlier, the former governor claimed that the CBI had asked him to appear before it at his convenience on April 27 or 28. The CBI wants some clarification on the corruption cases.

    Malik served as governor of Jammu and Kashmir from August 23, 2018, to October 30, 2019.

    Mob lynching: SC issues notice to Centre, states on plea seeking fair compensation policy

    New Delhi: The Supreme Court on Friday sought response from Centre and state governments on a PIL seeking direction to adopt uniform and fair compensation policy for victims of mob lynching in the country.

    A bench of Justices K.M. Joseph and B.V. Nagarathna noted that writ petition, filed by Indian Muslims for Progress and Reforms, has been filed in public interest seeking inter alia the implementation of the directions issued by this court in the case of Tehseen S. Poonawalla v. Union of India and others (2018).

    Advocate Javed R. Shaikh, counsel for the petitioner, drew the court’s attention to the pertinent passage in the aforesaid judgment wherein it was directed that the states shall frame a scheme for the purpose of providing victim compensation in cases of lynching/mob violence under Section 357A of the Code of Criminal Procedure, 1973.

    He submitted that certain states have formulated a scheme while many of the states have not done so till date.

    “It was further submitted that the said judgment had given guidelines as to the manner in which the victim compensation scheme had to be formulated inasmuch as the state governments have to give due regard to the nature of the bodily injury, psychological injury and loss of earnings including other opportunities such as loss of educational opportunities and expenses incurred on account of the suffering due to the mob lynching/ mob violence”, noted the top court, in its order.

    “In this regard it was submitted that the endeavour of the petitioner is to seek implementation of the directions issued by this court in the aforesaid judgment and further to have as far as possible a uniform policy for grant of exgratia compensation to the victims of hate crime/mob lynching”.

    After hearing the counsel, the bench said: “We issue notice to the respondents. The respondents are directed to file their respective affidavits with regard to the implementation of the directions issued in the aforesaid case and the manner in which it has been done. The said affidavit shall be filed within a period of eight weeks from the date of the service of notice.”

    West Bengal: NHRC notice to police over Ram Navami violence

    New Delhi: The NHRC has sent a notice to the West Bengal police chief and the Howrah police commissioner over an alleged attack on a Ram Navami procession, officials said on Friday.

    In a statement, the National Human Rights Commission (NHRC) observed that the allegations, if true, amount to a failure of authorities to exercise due diligence to avert the incident.

    The commission has taken “cognisance of a complaint alleging an attack by miscreants on Sri Ram Navami Shobhayatra despite permission from the authorities in the area under Shibpur Police Station, Howrah District, West Bengal on 30th March, 2023,” it said.

    The alleged armed attack was done with the malafide intention to ruin the peaceful yatra and to cause grievous injuries to its participants in order to frighten and deter them from organising such an event in the future, the rights panel said.

    It added that the police allegedly refused to accept a written complaint to take action in the matter against the “miscreants”.

    The Constitution of India entitles all persons to the freedom of conscience and the right to freely profess, practise and propagate religion, the statement said.

    “The State is answerable, if these rights are abrogated without substantive reasons. Accordingly, it has issued notices to the Director General of Police, West Bengal, and the Commissioner of Police, Howrah, directing them to inquire into the matter, and submit a report within two weeks. They have also been asked to ensure that proper legal procedure is followed in the investigation in the matter, and no one is subjected to hardship due to any illegal action of the police,” it said.

    The report must contain the details of the FIR registered, the status of the investigation, and the arrest, if any, in the matter. It should include the number of people injured, the treatment given to them, and also the details of the destruction of property, if any. It should also mention the safety measures taken to avoid such incidents, the statement said.

    Poonch, April 19 (GNS): Deputy Commissioner Poonch Inder Jeet (JKAS) on Wednesday placed under suspension 14 employees for remaining absent from their legitimate duties without any authorization. Moreover, official sources told GNS, show cause notices have been issued to 21 employees including some gazetted officers of Jal Shakti, PMGSY and Floriculture Departments.

    Acting on complaints received from common citizens, PRIs and various other quarters, Deputy Commissioner Poonch formed a committee of officers headed by Additional Deputy Commissioner Poonch Tahir Mustafa Malik(JKAS) to conduct surprise inspections across all the government offices in a phased manner.

    ADC poonch with his team inspected several offices including Jal Shakti, PMGSY etc and found several employees absent. Notably, they said, absent employees neither had sanctioned leave in their favour nor maintained any movement register for field visits. Moreover some HODs holding important offices were unaware of whereabouts of their immediate staff as well as field staff. Further some HODs were themselves found absent during office hours, they said.

    Subsequently, ADC Poonch recommended action against employees including HODs. Acting on the recommendations of committee, Deputy Commissioner Poonch placed under suspension more 14 employees and issued show cause notices to 21 others. (GNS)
