    North East hit by 3.9 magnitude earthquake

    Guwahati: An earthquake of 3.9 magnitude hit Meghalaya on Thursday, the third such incident in the northeast in a span of a week.

    A report by the National Center for Seismology report also said that the epicenter of the latest quake, recorded at 9.26 am, lay in East Khasi Hills at a depth of 46 km.

    The impact of the quake was felt in Shillong, the district headquarters of East Khasi Hills district, Ri-Bhoi and parts of Assam’s Kamrup Metropolitan district.

    There was no immediate report of any injury or damage to any property.

    The two quakes that were reported last Sunday and Monday, of 4 and 3.2 magnitude respectively, had epicenters near Hojai in Central Assam.

    The northeastern region falls in a high seismic zone, with earthquakes occurring frequently recorded there.

    The spate of shootdowns followed the Feb. 4 downing of a Chinese surveillance balloon off the South Carolina coast after it traversed North America for a week. The Biden administration’s decision to wait before shooting down that balloon touched off days of intense criticism from Republicans and Democrats, who claimed the delay left America vulnerable to China’s intelligence collection apparatus. Lawmakers have since called for more information from the White House after the weekend shootdowns.

    On Tuesday, National Security Council spokesperson John Kirby said that the U.S. does not believe the three unidentified objects shot down last weekend were from China or posed a national security threat.

    “We don’t see anything that points right now to being part of [China’s] spy balloon program,” Kirby told reporters. It is also unlikely the objects were used in “intelligence collection against the United States of any kind — that’s the indication now,” he said.

    The three objects, which were much smaller than the 200-foot-tall Chinese balloon, were likely “tied to some commercial or benign purpose,” Kirby added.

    It’s not yet clear what this past weekend’s objects were, and the administration has offered scant details. There are also questions over the potential for the debris to be recovered. While the Chinese balloon landed in less than 50 feet of water close to the coast, the Alaska and Yukon objects landed in harsh Arctic terrain that is difficult and dangerous to access, and their small size may limit how much material actually remains. The situation is similar for the object that was downed over Lake Huron.

    A statement from the U.S. Northern Command said recovery operations near South Carolina continue, and “crews have been able to recover significant debris from the site, including all of the priority sensor and electronics pieces identified as well as large sections of the structure.”

    Senators received another classified briefing from the administration on the incursions on Tuesday, but there has been little information offered publicly from that briefing.

    Mumbai: Shiv Sena president Uddhav Thackeray on Sunday said his party doesn’t discriminate between Marathi-speaking people and north Indians settled in Mumbai, remarks viewed as an outreach to the key vote bank ahead of the crucial city civic polls.

    Addressing a gathering of north Indians, the former Maharashtra chief minister called for unity and said Hindutva doesn’t mean spreading hate and dividing people.

    “I fell out with BJP but I never abandoned Hindutva. The BJP is not Hindutva. Uttar Bharatiyas want answers on what Hindutva is. Hating each other is not Hindutva. We don’t discriminate between Marathi-speaking and north Indian people residing in Mumbai,” Thackeray said and appealed to the community to sink the past misunderstandings.

    Significantly, the Shiv Sena has always projected itself as the sole guardian of the sons-of-the-soil and had led violent agitations against north Indians in the past.

    Thackeray said he walked out of the alliance with BJP to protect his dignity and joined hands with the NCP and Congress to form the Maha Vikas Aghadi (MVA) after the 2019 Assembly polls.

    “…..Otherwise I would have been a slave with a belt around my neck just like some of my people have now become,” he said in an apparent reference to the rebel Shiv Sena MLAs who belong to the Balasahebanchi Shiv Sena faction led by Chief Minister Eknath Shinde.

    Thackeray said he becomes a victim of the smear campaign whenever he meets north Indians or Muslims and questioned are raised on his Hindutva.

    “My meeting with you has been criticised. If I meet Muslims, it is said I have given up Hindutva. When PM Narendra Modi came to Mumbai two days back, whose kitchen did he go to? If I had done that I would have been called anti-Hindu. But if the prime minister does that then it is said he has a big heart. I want to make it clear we have nothing against the Bohra community. They are with us,” he said.

    During his latest visit to Mumbai, the prime minister inaugurated the new Marol campus of the Aljamea-tus-Saifiyah Arabic Academy, a prominent educational institution of the Bohra community, and said he had come there as a family member of the community.

    Thackeray accused the BJP of creating a rift among Hindus.

    “I come here to open your eyes and not provoke you. Shiv Sena never discriminates among people while helping them when it comes to blood donation or taking patients to hospitals in their ambulances. If we are together for five years why should we be separate during elections? “he asked.

    He said everyone should come together to protect the freedom achieved from the British and ensure we don’t become slaves of our own people.

    “These people don’t have the daring to call for elections- be it for Lok Sabha, Maharashtra Assembly or municipal corporations. They don’t have guts to face challenges and they call themselves leaders of Hindus,” he said targetting the BJP.

    Thackeray also said that unity among people is the “security kavach” for him.

    He took a dig at Maharashtra governor Bhagat Singh Koshyari quitting the office, saying it was a good day for the state.

    “Chhatrapati Shivaji Maharaj’s coronation was performed by a priest from north India, and today the person who insulted Shivaji Maharaj has been sent back,” he said.

    In the 2017 Brihanmumbai Municipal Corporation polls, the BJP made giant strides by winning 82 seats, just two seats behind the Shiv Sena in the 227-member civic body.

    The Bharatiya Janata Party, which shares power with the Balasahebanchi Shiv Sena faction, has said it would register a record win in the Mumbai civic polls, due since early last year.

    “Analysis of 2nd Generation Weather Satellite (Meteosat-9) of EUMETSAT( European Operational Satellite Agency) confirms that yesterday’s Yellowish/dusty snowfall over some parts of North Kashmir was dust carried out by winds from central parts of Pakistan & Southern Afghanistan which started around 7 PM IST and travelled Northeast wards and reached North Kashmir around 02:00 hours AM(IST),” the Metereological department said in a statement issued to GNS.     The Hwasong-17 has the theoretical range to make it all the way to the United States from North Korea. But Pyongyang has yet to demonstrate the warhead’s survivability upon reentry or that it could hit a desired target from so far away.

    Regardless, the message from North Korea and its leader Kim Jong Un is clear: Despite repeated efforts, the U.S. can’t stop us. It’s a defiant display that both underscores the nation’s stunning military advancement and Western failures to get the ruling Kim family to part with its weapons.

    “It punches a hole in 20-plus years of U.S. homeland missile defense policy predicated on defending against a ‘limited’ missile threat from North Korea. That threat is no longer limited and the United States cannot count on missile defense to confer anything close to invulnerability to North Korean retaliation in a conflict,” said Ankit Panda, a senior fellow at the Carnegie Endowment for International Peace and author of “Kim Jong Un and the Bomb.”

    Critics of the ground-based midcourse defense system, or GMD, say it wouldn’t take so many North Korean missiles to get past it. It might only take one.

    “The testing has been utterly unrealistic,” said James Acton, who co-directs Carnegie’s nuclear policy program. GMD has only ever been tested at night once and it failed, he continued, noting that that’s a problem since the sun makes it easier to track the reentry vehicle carrying the warhead. It’s why experts believe an adversary might launch ICBMs at night.

    President Joe Biden has taken a hands-off approach to North Korea — but that’s not wholly by design. North Korea has yet to respond to the administration’s offer to sit down anywhere, any time without preconditions. The goal is to get Pyongyang talking about any issues in the relationship, but so far every advance has been rebuffed.

    In the meantime, the U.S. has grown closer to South Korea and Japan — infuriating North Korea. Pyongyang has repeatedly expressed anger at the resumption and augmentation of joint U.S.-South Korea military exercises that North Korea views as a precursor to war. Both to improve its arsenal and respond to those drills, North Korea launched by far the largest number of cruise and ballistic missiles during a one-year period in 2022.

    That historic rate in part led South Korean President Yoon Suk Yeol to openly weigh having his nation develop nuclear weapons.

    “It’s possible that the problem gets worse and our country will introduce tactical nuclear weapons or build them on our own,” he said in January. “If that’s the case, we can have our own nuclear weapons pretty quickly, given our scientific and technological capabilities.”

    The problem may only get worse. North Korea also showcased a series of vehicles carrying solid-fuel missile canisters representing their effort to develop land-based, solid-fuel ICBMs. Those weapons don’t need to spend time fueling up before launch — they essentially come preloaded — shortening the time Pyongyang has to rush them out for launch before an adversary shoots them on the ground.

    However, analysts didn’t get a look at the real thing. They say that the canister on the nine-wheel chassis is likely a mock up. But this year’s version is bigger than previous iterations, showing North Korea is moving closer and closer to its goal of fielding an operational solid-fuel ICBM.

    “North Korea generally parades systems they intend to produce,” said David Schmerler, a senior research associate at the Middlebury Institute of International Studies at Monterey. “The designs from parade to launch might change slightly, but the addition of the canistered [launcher] reflects efforts in country to produce a land-based, solid-fuel ICBM.”

    It’s unclear how the Biden administration will respond — a request for comment from the National Security Council wasn’t immediately returned. But the implication for policy is clear: Administration after administration has failed to stop North Korea’s march to this moment, and now Pyongyang is literally parading in front of the world.

    “North Korea, whether we like it or not, is a third nuclear deterrence relationship for the United States that will need to be dealt with, much like we’d plan to deal with Russia and China,” said Carnegie’s Panda.
