New Delhi: A high-level Parliamentary panel has asked the government to broadly define the term “fake news” and has also sought its response on the need for various fact-checking units (FCUs) in the country.
Noting that “fake news” is becoming a disturbing trend in the country, the Parliamentary Standing Committee on Communication and Information Technology has disapproved of the government’s silence on the matter.
The comments from the panel have come just days after the government decided to extend the timeline for consultations of its plan to take down information which is marked as “fake” by the FCUs of the Press Information Bureau (PIB) of the Ministry of Information and Broadcasting.
The extension came amid protests from all quarters against the move.
The Parliamentary panel’s observations have been made in its action taken report on “Ethical Standards in Media Coverage”, submitted in Parliament by the panel last week during the Budget session.
In the light of false or fake news becoming a disturbing trend in India, the committee has also sought to know from the Ministry of Information and Broadcasting, whether it intends to have such FCUs for countering misinformation in general.
The panel has also expressed its disappointment over the ministry’s silence on its earlier recommendation of using latest technologies like Artificial Intelligence, considering existing expertise in non-government agencies and to study the anti-fake news laws of countries like Australia, Malaysia and other democracies for developing some legal provisions.
It noted that “the ministry’s reply is silent on all these aspects and they submitted merely the statutory and institutional mechanisms for preventing spread of fake news existing for print media, TV channels and digital news publishers”.
However in the light of rapid spread of fake news due to latest technologies and its impact on the citizens, the committee has recommended that “there is always a scope for learning from the expertise of non-government organisations in the field and for studying anti-fake news laws of other countries so as to have some legal provisions for curbing fake news in the country”.
It has thus asked the Ministry to provide action taken in this direction along with the initiatives taken for utilising latest technologies such as Artificial Intelligence for intervening and checking fake news in near real time.

Jharkhand’s Ramgarh assembly constituency has declared a public holiday due to the by-elections to be held on February 27. Information has also been issued for this. During this, industrial establishments, government offices and public banks will be closed. At the same time, it will benefit the employees. The Hemant Soren government of the state has declared a local public holiday under Section 25 of the Instrument Act 1881.
The resignation of David Malpass, president of the World Bank, was greeted with relief and joy on Wednesday evening by climate experts and campaigners, who said it should open up a new era for financing the global shift to a low-carbon economy.
Malpass, who was appointed to the role by the then US president Donald Trump in 2019, had been facing mounting calls to step down after a series of missteps, including lacklustre plans for green investment, and appearing to deny climate science when confronted by a journalist.
In a statement, Malpass said the World Bank Group, which provides investment and finance to alleviate poverty and build services and infrastructure in developing countries, was “fundamentally strong, financially sustainable, and well-positioned to increase its development impact in the face of urgent global crises” and that he would “pursue new challenges”.
His departure, which will take place on 30 June to give time to find a successor, should herald sweeping reform of the bank and its sister institutions to focus much more on the climate crisis, experts said. Al Gore, former US vice-president, said: “Humankind needs the head of the World Bank to fully recognise and creatively respond to the civilisation-threatening danger posed by the climate crisis. I am very happy to hear that new leadership is coming. This must be the first step towards true reform that places the climate crisis at the centre of the bank’s work.”
Developing countries have grown increasingly frustrated with the paucity of World Bank funds available for their pursuit of clean energy and to help them adapt to the impacts of extreme weather. Donor nations were also grumbling and pushing for reform, impatient with the bank’s slow progress in delivering a comprehensive climate plan.
Jake Schmidt, strategic director for climate at the US Natural Resources Defense Council, said: “Malpass’s departure allows the World Bank to hit the reset button and finally commit to the leadership needed in the climate finance space. The world needs more and better climate finance to meet the scale of the climate crisis and the needs of developing countries. With new leadership, the World Bank now needs to rapidly evolve, as a growing chorus of countries and experts have been urging.”
Calls for Malpass’s resignation gathered strength after an incident last September, on the fringes of the UN general assembly, when a New York Times journalist asked him on stage to confirm his acceptance of climate science. He fumbled for words and refused to validate climate science. Although he later attempted to clarify his position and insisted he was not a climate denier, the impression had been clearly given and his leadership irrevocably damaged.
Then at the Cop27 UN climate summit last November, arriving late after the plane he was on was hit by lightning, Malpass flew into another storm. Mia Mottley, prime minister of Barbados, spearheaded a carefully coordinated attempt to gather international backing for a new global system of climate finance, with a reformed World Bank at its centre.
The World Bank and its subsidiaries were set up under the Bretton Woods framework, developed by the allies of the second world war in 1944. Mottley told world leaders: “Institutions crafted in the mid-20th century cannot be effective in the third decade of the 21st century. They do not describe 21st-century issues. Climate justice was not an issue then [when the bank was set up].”
Some of the criticisms of the World Bank are that its climate spending is too small, too scattered, uncoordinated and badly targeted, and hard to access by the poorest countries. The bank has also continued to fund fossil fuel projects, despite claiming to phase it out. According to data published last year, the bank has provided $15bn to fossil fuel projects since the Paris agreement was signed in 2015.
Mottley, whose country is one of the many small island states at gravest risk from the climate crisis, was cheered and feted at Cop27, and country after country came forward to support her plans. World leaders including France’s Emmanuel Macron, Germany’s Olaf Scholtz, Rishi Sunak of the UK and the US climate envoy John Kerry discussed what reform could look like.
Malpass, when he finally arrived, could only reiterate that his leadership was delivering a record $32bn (£26bn) for climate finance – sums derided as falling far short of the hundreds of billions and even trillions needed for the green transition.
Yet reform of the World Bank need not involve vast new expenditure by developed country donors, according to its former chief economist Nicholas Stern. He estimates that because of the structure of the bank’s capitalisation, investment of about $9bn from developed countries over several years could enable it to raise about half of the $2.4tn a year he calculates will be required in total climate finance by 2030, to put the world on a low-carbon path.
“These sums are not scary,” Lord Stern told the Guardian at Cop27. “They are about 5% more than the current investment [much of which goes to fossil fuels and high-carbon infrastructure]. We could, if we wanted to, get started quickly.”
Mottley is expected to set out her proposals, known as the Bridgetown Agenda, in some detail in the coming weeks, to be discussed by world governments before the spring meetings of the World Bank Group in April. Then in late June, Macron will hold a climate finance summit in Paris, by which time – if nations can keep up their constructive spirit – the new plans may be ready to start putting into action.
By then, a new World Bank president should be ready to take over. Since the Bretton Woods institutions were set up, that appointment has always been made by the US president, while European leaders choose the head of the International Monetary Fund. Some developing countries would like to see that convention reformed, too, and have a global competition to find a new president – but that might be a step too far for Malpass’s successor.

Engineer Hacks Police’s Passport Verification System To Impress His Wife, Arrested
Trying to impress his wife landed an engineer in trouble after cyber police of crime branch arrested him for allegedly hacking into the system of the city police’s passport verification branch and clearing the inquiry reports of three applicants, including his wife.
TOI reported that the 27-year-old accused Raja Babu Shah wanted to impress his wife, who planned to go abroad for a job, police said. To avoid any suspicion, Shah, a tech-savvy person, cleared two more inquiries. “Documents submitted by Shah’s wife were in order and there was no problem. But after the FIR, Shah’s wife’s passport has been stopped, said police. The accused is in judicial custody.

The hacking incident took place last year on September 24 which was a holiday. The passport branch of the police was shut on that day. Later cops registered FIR against an unknown person at Azad Maidan police station for forgery of valuable security, will, identity theft, punishment for cheating by using computer resources under various sections of IPC and Information Technology Act.
Investigation was transferred to the south region cyber police station of crime branch. A team led by DCP Balsingh Rajput and comprising ACP Ramchandra Lotlikar, senior PI Kiran Jadhav and PSI Prakash Gawli collected technical intelligence and arrested the accused, Raja Babu Shah from Ghaziabad in UP. Shah was staying in a rented house in UP.
“Shah’s wife works in Mumbai. She had applied for a passport. Shah illegally accessed the system and cleared three inquiries including his wife’s,” said police. Police however, declined to say how Shah accessed the system.

Bride Drugs Groom, In-Laws on Train, Runs Away With Jewellery- Details Here
The Government Railway Police (GRP) has arrested a bride and her accomplice for absconded with all the cash, jewellery as well as other valuables. She was traveling with her new groom on the Marudhar Express train enroute Jaipur.
As per reports from media websites, the groom (Ankit) had come to Uttar Pradesh with his family to get married to Gudiya at an acquaintance’s home. The wedding took place in Matiyara village in Balua area of Chandauli district, UP. February 6 was the day of the marriage.
On the day of the marriage, the newlywed couple left for Varanasi with the groom’s family members and bride’s relative named Nagina for sightseeing. From there, they boarded a train for Ajmer from Varanasi’s railway station. On their way, another of the bride’s known persons, Chhotu Khatkana joined them. Chottu got dry fruits as well as tea for everyone which was laced with drugs and served it to the groom and his family.
Once the family fell unconscious, the three collected all the valuables and got off the train at Kanpur Central railway station.
The groom filed a complaint with the Government Railway Police (GRP) in Etawah. This was enquired and found out that this was the bride’s second marriage.
After drugging the groom and his family, the three accomplices, Gudia, Nagina and Chhotu got off the train and took a bus from Prayagraj and headed towards Varanasi. The GRP nabbed both Gudiya and Nagina at the Varanasi station from where they were trying to scot off to Gorakhpur.

The reporter said in a statement Wednesday that he was grateful for who those worked to see that the charges were dismissed, including DeWine.

Police said Lambert was talking loudly while on the air from the back of the gym while DeWine was speaking at the same time.
Yost, who was asked by the county prosecutor to review the charges, said the local officials appeared to be following the lead of the National Guard.
“Regardless of the intent, arresting a journalist reporting at a press conference is a serious matter,” Yost said. “Ohio protects a free press under its constitution, and state officials should remember to exercise a heightened level of restraint in using arrest powers.”
DeWine, who as governor was at the news conference giving an update about the derailment of a train carrying toxic chemicals, said he did not authorize the arrest or see the disagreement, adding that reporters have “every right” to report during briefings.
He had called for the charges to be dismissed and said on Tuesday that he had talked with Harris. “I think the general regrets the whole situation,” DeWine said.
Body-camera footage showed Harris confronted and pointed a finger at Lambert and then briefly pushed the reporter with one hand in the chest. Lambert also was pointing and talking to Harris until a state trooper stepped in between the two and moved away the commander, the footage showed.
Lambert later pulled away from two officers who then pushed him to the floor and handcuffed him, the video showed.
“This is what it’s like to be a Black reporter in 2023,” Lambert said while he was being held down, according to the footage.
The two officers who handcuffed Lambert are white as is the Columbiana County sheriff who ordered Lambert to leave. Both Lambert and Harris, the national guard commander who is a member of the governor’s cabinet, are Black.
Lambert said in his statement Wednesday that he was still processing what was a traumatic event “in the context of a time where we are hyper aware of how frequently some police interactions with people of color can end in much worse circumstances.”
