  • National Opposition, JK Leaders Submit Memorandum To ECI, Seek Early Assembly Polls

    SRINAGAR:  National opposition and Jammu and Kashmir regional parties on Thursday submitted a memorandum to Election Commission of India, seeking early assembly polls in the Union Territory.

    The signatories of the memorandum include National Conference president Dr Farooq Abdullah, Congress national president Mallikarjun Kharge, CPI (M) General Secretary Sitaram Yechury, NCP chief Sharad Pawar and other senior leaders of national political parties.

    The memorandum reads that Jammu and Kashmir is without a legislative assembly and an elected government for last five years.

    “In disregard of the letter and spirit of the Constitution, an unrepresentative and unaccountable bureaucracy is allowed to run the government to the discomfort and inconvenience of the general public, “ it reads.

    It reads that the panchayat elections and elections to other PRIs cannot be substitute to legislative assembly elections and the government and for that matter the ECI cannot avoid and delay assembly elections on that ground.

    “Had it been so, there would be no need to conduct assembly elections in states, that the ECI is with due dispatch and punctuality, as is evident from recently held assembly elections in Meghalaya, Tripura and Nagaland and the elections scheduled to be held in Karnataka.”

    It added in each case the argument though, inherently specious, could have been that as PRIs were in place there was no need to hold assembly elections.”

    “The Home Minister and other functionaries of Government of India have more than once stated that the government is ready to facilitate conduct of assembly elections and final call is to be taken by the Election Commission of India.”

    It reads the Election Commission of India is under a constitutional obligation to hold assembly elections in Jammu and Kashmir and delay in and denial of assembly elections would amount to denial of fundamental and democratic rights of the people of Jammu and Kashmir and a breach of constitutional obligations.

    “We however reiterate that the assembly election would be first and important step towards restoration of all the constitutional rights guaranteed in the constitution of India and fulfillment of political aspirations of the people of Jammu and Kashmir,” it reads.

    The memorandum reads, “We the signatories to this memorandum representing different political parties of Jammu and Kashmir and various national political parties implore and request the Election Commission of India to announce the assembly elections in Jammu and Kashmir without any further delay and notify the election schedule so that the democratic rights of the people of Jammu and Kashmir and access to democratic institutions is restored.”

    Earlier in the day, JK leaders during a meeting with representatives of various national opposition parties discussed prevailing situation in Jammu and Kashmir and delay in holding of assembly elections.(KNO)

    The posters take a satirical jab at the BJP leader, labelling him “Wanted. Talented man in MLA poaching.” apart from declaring a prize.

    The award itself is a jab at Prime Minister Narendra Modi’s unfulfilled promise of Rs 15 lakh in each Jan Dhan account.

    BRS MLC Kavitha on Thursday was scheduled to appear before the Enforcement Directorate in connection with a Prevention of Money Laundering Act case, that arose out of the Delhi Excise Policy Scam.

    Riyadh: The Kingdom of Saudi Arabia’s Crown Prince Mohammed bin Salman announced on Sunday, the establishment of a new national airline, the Saudi Press Agency (SPA) reported.

    The new carrier will be called “Riyadh Air” and it aims to improve connectivity between the Kingdom and the three continents in which it operates— Asia, Europe and Africa.

    Riyadh Air also works to raise the competitiveness of national companies in accordance with the objectives of Saudi Vision 2030.

    Riyadh Air will be based in the capital and will be supported by the Public Investment Fund (PIF).

    Riyadh Air will be led by an elite group of local and international experts, and its board of directors will be chaired by the Governor of the Public Investment Fund, Yasser bin Othman Al-Rumayyan.

    Former Etihad CEO Tony Douglas has been appointed CEO of Riyadh Air, who has more than 40 years of experience in the transport, aviation and logistics sectors.

    To enrich the passengers’ experience, Riyadh Air aims to launch flights to more than 100 destinations around the world by 2030 and will provide exceptional levels of integrated services, mixed with authentic Saudi hospitality.

    Riyadh Air is set to be a “global airline”, expected to add 20 billion dollars to non-oil GDP growth and create more than 200,000 direct and indirect jobs.

    Riyadh Air and King Salman International Airport are among the latest investments of the Public Investment Fund in the aviation sector, which aim to raise the financial sustainability of the aviation sector system and enhance its global competitiveness in order to achieve the goals of Saudi Vision 2030.

    Jammu, Mar 11: Ahead of resumption of parliament session, Member Parliament and president National Conference, Farooq Abdhulla on Saturday said that a delegation of Jammu and Kashmir’s opposition parties will leave for national Capital Delhi and apprise all national political parties about the situation in the Union Territory.

    Addressing a press conference at his Jammu residence, Dr Abdullah, as per news agency—Kashmir News Observer (KNO), that uncertainty prevails in Jammu and Kashmir after union government changed its status and took over all its affairs.

    He said the delegation of Jammu and Kashmir will apprise national leadership about the ground situation in J&K and uncalled delay in starting the democratic process.

    “After day-long deliberations with all opposition parties we decided to leave for Delhi and call all national leaders to apprise them about the condition of Jammu and Kashmir,” Dr Abdhullah said, adding, “The delegation will also meet Election Commission of India over the delay in conducting the elections.”

    He further added that on one had Prime Minister and all sections of Government of India claimed that situation has improved in the Jammu and Kashmir, while in May G20 meetings also planned in the UT. “So, we don’t understand the delay in conducting the assembly elections,” the NC chief said.

    Dr Abdullah added that JK delegation apprised the national leadership about issues like land eviction drive, recruitment scams, imposition of taxes so they understand “our issue and raise it appropriately in upcoming parliament session”.

    Dr Abdhullah was flanked by former minster and National Panther’s Party Leader, Harshdev Singh, JK Congress Chief Viqar Rasool Wani, former Minister and Congress Vice President Raman Bhalla, DDC member and AAP leader Taranjit Singh Tony, former MLA M Y Taragami and others, JK Shiv Sena President Manish Sahwany, PDP leader Amrik Singh Reen

    “Property tax or any another tax is the right of assembly not the bureaucratic rules. Government should conduct elections and also respectfully return our statehood. This is a temporary arrangement and permanent arrangement is assembly, that why we are saying restore assembly let people decide about tax,” he added.

    Dr Abdullah said that we will discuss the issue of unemployment, compulsion of conducting recruitment to blacklisted company, property tax and others.

    On invitation to DPAP president Gulam Nabi Azad, Dr Abdhulla sad that he yet not be invited but doors has been opened for all.

    It is worthy to mention that Parliament’s Budget Session was commenced in January. It observed recess from February 14 till March 12 to enable the department related Parliamentary Standing Committees to examine the Demands for Grants and make reports relating to their Ministries/ Departments.

    The proceeding of session will commence again on March 13, ahead of which JK opposition likely to meet senior opposition leaders of the country—(KNO)

    There’s a new push to create a Space National Guard. Lawmakers say the price is right.

    Lawmakers from seven states and one U.S. territory that contain National Guard units with military space missions are banking that this year they’ll sway the administration and skeptical senators that a Space National Guard is the best way to provide part-time forces to the fledgling Space Force. But they still have a high hurdle to clear.

    Advocates are aiming to convince cynics the true cost is much lower than administration estimates that drove the initial opposition. They’re also banking on a long-delayed report from the Air Force that outlines how to best structure the space guard and reserve mission. And one top proponent is making the case directly to the Space Force’s top officer.

    “I think momentum is building,” Rep. Jason Crow (D-Colo.) said in an interview. He argued that the current structure, in which members of the Air National Guard with space-related duties would stay in the Air Guard, is “not workable in the long term.”

    The Space Force has a complex mission, which includes keeping an eye on missile warnings, monitoring space launches and detecting nuclear detonations. So it will likely rely heavily on part-time personnel, who bring high-tech experience from their day jobs and who don’t want to commit to the military on a full-time basis. But those weekend warriors are now in the Air National Guard, an arrangement that proponents of a new outfit argue complicates training and staffing of the Space Force.

    Several prominent lawmakers from both parties support creating a separate Space Guard. Crow and Colorado Republican Doug Lamborn, who chairs the House Armed Services panel that oversees military space issues, are reintroducing a Space Guard bill, while Sens. Dianne Feinstein (D-Calif.) and Marco Rubio (R-Fla.) are spearheading legislation in the Senate. National Guard brass are also on board. Several state Guard leaders have publicly called for the shift and Guard Bureau Chief Gen. Daniel Hokanson supports the move.

    The White House and the Pentagon aren’t sold, however, and neither is much of the Senate, as many prefer to wait and see what Air Force and Space Force leaders propose.

    Crow plans to make his case directly to Space Force brass. The Colorado Democrat said he’s spoken to Chief of Space Operations Gen. Chance Saltzman about the issue several times, including at the Munich Security Conference last month.

    “We’re going to follow up,” Crow said. “He agreed to take a meeting with me to discuss it.”

    Fear of a budget blowup

    The biggest hurdle for proponents — which includes space-heavy states such as Colorado, Florida, California and Hawaii — is convincing the Biden administration that creating a new Guard branch out of the current space missions housed in the Air National Guard won’t be as expensive as they fear.

    Administration officials “strongly oppose” creating a separate Space National Guard, the White House declared last July, citing the “additional overhead” that would come with a new component.

    The Congressional Budget Office assessed the costs of creating smaller and larger models for a Space National Guard in a 2020 report.

    A smaller Space Guard — based on transferring 1,500 personnel from existing Guard units with space missions in Alaska, California, Colorado, Florida, Guam, New York, Ohio and Wyoming — would result in $100 million in additional annual operating costs, the nonpartisan scorekeeper assessed.

    The CBO also examined a larger model in which a Space National Guard is a size proportional to the Air National Guard relative to the active-duty Air Force, and could have a presence in every state and territory. CBO estimated doing so would balloon the hypothetical organization to 5,800 personnel.

    The nearly $500 million annual price tag is a figure that OMB cited when arguing against creating the organization. The nonpartisan analysis group is not currently working on an update to the 2020 report, a spokesperson said in a statement.

    That sticker shock is a concern that mired a push to create an active-duty Space Force years ago. But Space Guard advocates say the hefty price tag doesn’t accurately capture their plans.

    “I think there is a substantial misunderstanding about what it is we’re trying to achieve here. We’re simply trying to grandfather in the existing states and territory that have Space Guard and reserve components into a Guard,” Crow said. “We’re not trying to create a new Guard infrastructure in every state. And that seems to be what OMB thinks we’re trying to do.”

    Proponents, including the National Guard Bureau of the United States, argue the costs are wildly overstated, with some advocates arguing the actual cost could even be as low as $250,000 and would not require any new facilities.

    ‘Organizational disconnect’

    Supporters contend that, just like other branches, the Space Force needs its own part-time cadre to draw the personnel it needs to fully carry out its mission.

    Lawmakers also argue that the Space Force won’t truly be on par with other military branches while its Guard personnel continue as part of the Air National Guard, which they warn would undermine training, recruiting and funding.

    Feinstein said doing so will fix an “organizational disconnect” between active-duty and Guard personnel in the Space Force.

    “A Space Force National Guard would save money because otherwise we will eventually have to replace the capabilities we have in the Guard today with new units created from scratch inside the Space Force,” Feinstein said in a statement. “A Space National Guard should have been created when Space Force was created.”

    Air National Guard units that are conducting space missions have an unusual relationship with the Space Force. While they fall under the Air Force’s command structure, the personnel receive operational tasking orders from the Space Force.

    The arrangement makes it difficult for these Air National Guard personnel to get appropriate training because that is overseen by a different service, said Lt. Gen. Michael Loh, head of the Air National Guard and former Colorado adjutant general.

    “I can’t right now send them to basic military training with the Space Force [the service] they would actually be going off to combat with,” Loh told reporters last year at the Air & Space Forces Association annual Air Warfare Symposium.

    But opponents consider the move a power play by Guard and state leaders, and even some leaders who see a Space Guard as inevitable aren’t convinced it’s needed just yet.

    On top of the potential cost, they contend a Space Guard would mean extra bureaucracy and overhead when the Space Force was intended to be as streamlined and cost-effective as possible when it was created.

    Space Force brass, meanwhile, haven’t publicly endorsed the concept, instead floating a hybrid model that draws on both active-duty and reserve guardians.

    Senate skeptics

    Some on the Armed Services Committees are waiting to see the Space Force’s proposal before choosing sides. The service is expected to submit a proposal for a reserve component as part of the fiscal 2024 budget request.

    “There’s a little bit of hesitancy without a solid, solid plan to impose the entirety of the [National Guard Bureau] structure on top of such a small and agile service,” said one congressional aide, who was granted anonymity to discuss the debate.

    Plan or none, the debate is expected to play out again in annual defense policy legislation. Senate Armed Services Chair Jack Reed (D-R.I.) — whose support is needed for a Space Guard proposal to pass the upper chamber — isn’t swayed yet. Instead, Reed says he’s waiting to see what Saltzman and Air Force Secretary Frank Kendall recommend.

    “I don’t sense the movement,” Reed said of senators supporting a Space Guard. “But we really haven’t brought it up.”

    Only one of Feinstein and Rubio’s eight cosponsors, Florida Republican Rick Scott, sits on the Senate Armed Services Committee.

    House Armed Services is likely to approve a Space Guard as part of its version of the National Defense Authorization Act, as it has done with little controversy over the past two years. But even House leaders who support the concept aren’t sure the time is right for a full-fledged Guard.

    Decorating the Christmas tree

    House Armed Services Chair Mike Rogers (R-Ala.) said he’s “fine” with Crow and Lamborn’s proposal being included when the committee considers the defense bill in the spring, but said congressional leaders would ultimately make a call based on whether the Space Force agrees.

    “This is one of those things that I want the Space Force to have what they need, but I’m gonna let them do it at their pace,” Rogers said. “I think it’s inevitable that it’s going to happen. I just don’t think it’s gonna happen right away.”

    It’s unclear so far what the Pentagon will recommend or if top brass will ultimately come around to agree with a standalone Guard branch.

    Saltzman stuck to the Pentagon line that a dedicated Space National Guard isn’t currently needed during his Senate confirmation last September. He reiterated the service’s stated goal of a hybrid model that includes full and part-time guardians in a “single component.”

    And the argument over how best to train, equip and supply part-time talent to the Space Force may get overshadowed by other more heated space debates on Capitol Hill. The Colorado and Alabama delegations are engaged in a political slugfest over the fate of the permanent headquarters of the U.S. Space Command.

    But a slow and steady buildup could win again if the most vocal advocates of the newest military branch aren’t anxious to move ahead with a separate Guard.

    “It’s like a Christmas tree. You start with just the tree. Then you start adding lights and then you start adding decorations,” Rogers explained. “We just put the tree up that first year and what we have done subsequently has just been layering on things. And that’s always the way I’ve envisioned the Space Force growing.”

    Panaji: Defence Minister Rajnath Singh on Monday said that the Indian Navy has strengthened the country’s position as “Preferred Security Partner” in the Indian Ocean Region.

    Rajnath Singh, who arrived in Goa on Monday afternoon, reviewed the operational capabilities of the navy during the Naval Commanders’ Conference held aboard India’s first Indigenous Aircraft Carrier INS Vikrant.

    He lauded the Navy for standing firm and protecting national interests with courage and dedication. “The Indian Navy has strengthened India’s position as ‘Preferred Security Partner’ in the Indian Ocean Region,” he said.

    He described secured borders as the first requirement to ensure social and economic progress.

    “Defence sector has emerged as a major demand creator, which has been boosting the economy and ensuring the country’s development. In the next 5-10 years, orders worth over $100 billion are expected to be placed through the defence sector and it will become a major partner in the economic development of the country. Today, our defence sector is on the runway, soon when it takes off, it will transform the country’s economy,” he said.

    Rajnath Singh also commended the Navy for being at the forefront of indigenisation and innovation through inductions of ships and submarines and development of niche technologies, in consonance with the ‘Aatmanirbhar Bharat’ vision.

    The operational demonstrations witnessed by the Defence Minister included complex aircraft carrier and fleet operations, weapon firing by ships and aircraft, and underway replenishment at sea.

    Lucknow: The Lucknow bench of Allahabad High Court has said that the Centre should take an appropriate decision to ban cow slaughter and declare it as a ‘protected national animal’.

    “We live in a secular country and must have respect for all religions. In Hinduism, the belief is that the cow is the representative of divine and natural beneficence. Therefore, it should be protected and venerated,” Justice Shamim Ahmad said while dismissing a plea seeking the quashing of criminal proceedings against a person under the Uttar Pradesh Prevention of Cow Slaughter Act, 1955.

    The petitioner, Mohammad Abdul Khaliq, had pleaded that the police booked him without any evidence and hence the proceedings pending against him in the court of additional chief judicial magistrate should be quashed.

    Dismissing the plea, the bench held that from the facts on record, prima facie case was made out against the petitioner.

    While passing the order, the judge observed, “The cow has also been associated with various deities, notably Lord Shiva (whose steed is Nandi, a bull) Lord Indra (closely associated with Kamadhenu), Lord Krishna (a shepherd in his youth), and goddesses in general.”

    He said, “According to legend, she emerged from the ocean of milk at the time of Samudramanthan (the great churning of the ocean by the gods and demons). She was presented to the seven sages and with time came into the custody of sage Vasishta.”

    The judge further said that a cow’s legs symbolise the four Vedas and her milk is four ‘purushartha’ (or human objectives — ‘dharma’ or righteousness, ‘artha’ or material wealth, ‘kama’ or desire and ‘moksha’ or salvation. ‘Her horns symbolise the gods, her face the sun and moon, and her shoulders ‘Agni’ (the god of fire).

    The cow has also been described in other forms: Nanda, Sunanda, Surabhi, Susheela and Sumana,’ Justice Ahmad said. He said that the origin of the veneration of the cow can be traced to the Vedic period.

    “The Indo-European peoples, who entered India in the second millennium BCE, were pastoralists. Cattle had a major economic significance that was reflected in their religion. The slaughter of milk-producing cows was increasingly prohibited. It is forbidden in the Mahabharata, and in the ‘Manusmriti’. A cow which produces milk was said to be ‘unslayable’ in the Rigveda, the court said.

    According to the high court bench, legends also state that Brahma gave life to priests and cows at the same time so that the priests could recite religious scriptures while cows could afford ghee as an offering in rituals.

    “Anyone who kills cows or allows others to kill them is deemed to rot in hell for as many years as there are hairs upon his body,” the judge said.
