  • A Disaster the Size of Multiple Katrinas Is Building Off Washington’s Coast

A Disaster the Size of Multiple Katrinas Is Building Off Washington’s Coast

    [ad_1]

    port angeles 5883

That was encouraging. But it was no guarantee that they’d be able to get there under actual quake conditions — escaping tumbled buildings, gathering personnel scattered around various facilities, crossing jumbled, sunken ground and roiling water. “It would take us 20 minutes to get underway,” says Ivan Carlson, the pilot association’s president — barring severe disruption. That leaves nearly no time to stop at the Coast Guard station’s docks on the way out; what would they do with injured personnel who couldn’t make it to the dock? Would they have room for any tourists and shoppers at the base exchange?

Practice makes better. The pilots and Coast Guard conducted their last evacuation drills in 2018, practicing both fleeing to deep water and ferrying passengers across the harbor to Port Angeles, where they would have to scramble on foot about half a mile uphill. “It went perfectly,” says vonBrandenfels, “because we planned it.” Then the pandemic hit, and drills and planning lapsed.

The Coast Guard’s rotation policy further gums up planning and communication, according to the pilots. Personnel and officers are routinely promoted and transferred to new posts around the country every two to four years, two for commanding officers. The Port Angeles station has had nearly as many COs in its 88 years as the United States has had presidents in 224. Cuttie, who spearheaded tsunami readiness at the Port Angeles station, went on to contend with hurricanes as the Coast Guard’s assistant operation commander in New Orleans, following a stint in Jacksonville.

The Coast Guard sees this rotation as necessary to build interoperability — a model developed in the early 2000s and first tested against Hurricane Katrina, which drew resources from across the country. With interoperability, “commanders can request assets from all over the Coast Guard,” says Lt. Stephen T. Nolan, the public affairs officer for Coast Guard District 13, the regional command for four Northwest states. “That’s the beauty of the standardization model.” Under it, “you don’t get pockets of operational culture,” Petty Officer Clark explains. “So everyone can work with everyone.”

But frequent rotations make it hard to build institutional memory and sustain focus on a unique local challenge like tsunamis. “Size really exacerbates the transfer schedule” noted Cuttie. “If 40 percent of 1,500 people at a large base transfer, you still have lots of continuity. But the Coast Guard’s so small” — and Port Angeles is a small base within it — that transfers have much more effect. “It’s really hard for them to keep up with the plan,” sighs vonBrandenfels. “We’ll get the new commander involved, at least get a reasonable communication schedule” — and then he or she is gone.

Cmdr. Joan Snaith, the commanding officer at Port Angeles until last summer, didn’t have a chance to get briefed on tsunami impacts and evacuation prospects by Ian Miller or another expert; she arrived in June 2020, in the depths of the pandemic. So it may not be surprising that when I reached out to her she expressed a relatively sanguine view of the information and evacuation options that will be available in the 45-plus minutes between the earthquake’s shaking and the tsunami’s arrival. “The size of the wave will determine how we’ll need to respond,” Snaith told me in March 2022. “If we can get people off safely by land, we’ll do that.”

A land exit might be a reasonable response for the more common sort of waves generated by a distant earthquake or volcanic eruption, most likely in Alaska. (A Jan. 15, 2022, eruption in Tonga produced a tsunami warning but only minor waves along Washington’s coast.) Coasties and others on Ediz Hook would have several hours to prepare and evacuate.

Not so for the much larger tsunami generated by a Cascadia Subduction Zone quake, which would arrive an hour or less after the shaking starts. “Any official tsunami alert bulletins that come out before the wave arrives will likely not be based on the actual event because they won’t have time to compute actual wave arrival times or amplitudes,” Corina Allen, the state Geological Survey’s chief hazards geologist, explained via email.

And no one knows exactly how big tsunami waves will be until they land; multiple variables, including bathymetry, tides, and the location and character of the quake, influence wave height. Still, “for a local-source tsunami, the ground shaking will be the warning,” says Maximilian Dixon, who manages the state Emergency Management Division’s Earthquake Program. How long that shaking continues will give some indication of the quake’s severity, but it’s hardly a precise gauge of the tsunami to follow.

Yemeni govt, Houthis clash in Taiz, causing multiple casualties

    [ad_1]

Aden: Clashes broke out between government forces and Houthi militia in Yemen’s southwestern governorate of Taiz, resulting in multiple casualties, a government military official said to Xinhua.

The conflict, which lasted for several hours, was triggered by an attempted infiltration by Houthi fighters into positions held by Yemeni government forces on the eastern outskirts of Taiz province, said the local military source, who requested anonymity, on Saturday.

The government forces successfully repelled the Houthi assault, resulting in the death of four Houthi fighters and injuries to five others, the official confirmed, adding that two soldiers from the government side lost their lives during the fighting, Xinhua news agency reported.

    MS Education Academy

The Houthi group has yet to respond to the conflict.

The recent fighting in Taiz coincides with attempts of regional and global powers to make headway in diplomatic endeavours towards restarting negotiations between the warring factions in Yemen, with the aim of renewing a prior humanitarian truce that was facilitated by the UN.

Yemen has been embroiled in a civil war since late 2014, when the Houthi rebel fighters invaded a number of northern provinces and drove the Yemeni government out of the capital city of Sanaa.

The years-long military conflict has resulted in a dire humanitarian situation in Yemen, with millions needing assistance and access to basic necessities.

Telangana: KTR launches multiple development projects in Husnabad

    [ad_1]

Hyderabad: Telangana IT minister, K T Rama Rao on his tour to the Husnabad constituency launches various development projects including a government degree college building worth Rs 2.25 crore, a tribal girls college hostel worth Rs 1 crore, a teachers training centre building at a cost worth Rs 2 crore, a municipal commercial complex worth Rs 1.5 crore, and a Basti Dawakhana building and double bedroom houses in the town on Friday.

Following the inauguration, KTR laid the foundation stone for the development and beautification of Ellamma Pond to be undertaken under the auspices of the tourism department.

The minister who arrived in a chopper, also played shuttle in the newly inaugurated indoor stadium.

    MS Education Academy

Addressing a public meeting, KTR said that the BRS government works for the cause of farmers and their welfare and assured that the state government would purchase every grain produced by the farmers.

“Chief minister K Chandrashekhar Rao has already directed the officials to procure soaked and discoloured paddy from the farmers without imposing any conditions,” said KTR while he urged farmers not to worry about the crop losses triggered by unseasonal rains.

Recalling Husnabad to be famous for drought and parched lands, KTR asserted that KCR has now deployed Bhagiratha Maharshi to construct the Gouravelli project and brought Godavari water to Husnabad ensuring water supply to the farmers.

Taking a dig at Congress, “In the Congress rule, power was supplied hardly for six hours to the farming sector but now 24 hours free power was being supplied to farmers,” he said.

Listing out the welfare and development programmes executed in Husnabad by the Telangana government, the KTR slammed the BJP for its unfulfilled promises.

“When Narendra Modiji became Prime Minister, the domestic gas cylinder price was Rs 400 and today it escalated to Rs 1200,” underlined KTR.

Slamming the Telangana BJP MP Bandi Sanjay, KTR said that he always indulges in communal politics and insists on digging into mosques to derive political mileage when he should focus on the promises made by his party.

“Do we need such MP? Lands should be dug up for laying the foundation for canals and development works,” the minister said, adding that if BRS candidate had been elected, Karimnagar would not have an IIIT.

In the aftermath of the incident, UP Police also conducted a flag march in Lucknow’s Husainabad.

    MS Education Academy

Police were also seen patrolling in Mathura.

According to UP police officials, security has been beefed up in various districts after the incident.
Police also conducted a patrol in Ayodhya, officials informed.

Uttar Pradesh Government on Sunday imposed Section 144 of CrPC in all the districts, in the aftermath of Atiq Ahmed, Ashraf Ahmed being shot dead in Prayagraj, officials informed.

“After the simultaneous killing of mafia Atiq Ahmed and Ashraf, police will be deployed in Prayagraj, especially the old areas of the city,” police officials informed.

UP Police officials also mentioned that a Rapid Action force is being deployed in the Prayagraj to maintain high security.

In view of the tension, we have increased vigilance,” the official said.

“Rapid Action Force has been called. Police are arranging security by dividing Prayagraj city into several zones,” he added.

Days after Atiq Ahmed’s son Asad was killed in an encounter in Uttar Pradesh’s Jhansi, the mafia-turned-politician and his brother Ashraf Ahmed were killed on Saturday while being taken for a medical in Prayagraj.

Atiq Ahmed was accused in the 2005 BSP MLA Raju Pal murder case and also in the Umesh Pal murder case which happened in February this year.

UP Police so far has arrested a total of 3 shooters in this incident.

In the aftermath of the incident, Uttar Pradesh Chief Minister Yogi Adityanath ordered a high-level inquiry into the matter.

“CM Yogi immediately called a high-level meeting and ordered a high-level inquiry into the whole matter. Chief Minister also gave instructions for the formation of a three-member Judicial Commission (Judicial Inquiry Commission) in the matter,” officials said.

Reacting sharply to the incident, AIMIM Chief Asaduddin Owaisi said that this incident is a perfect example of the Uttar Pradesh CM Yogi’s failure on law and order system in the state.

Asaduddin Owaisi took to Twitter and said,” Atiq and his brother were in police custody. He was handcuffed. JSR slogans were also raised. The killing of both is the failure of Yogi’s law and order system. Those celebrating encounter Raj are also responsible for this murder”.

KTR launches multiple developmental works in Rajanna Sircilla

    [ad_1]

Hyderabad: The launch of multiple developmental works in Cheerlavancha Village of Rajanna Sircilla was uptaken by the Telangana municipal administration and urban development minister KT Rama Rao on Monday.

To begin with, a 33/11 KV electricity sub-station at Cheerlavancha village in Tangallapally Mandal was first launched followed by the unveiling of the statue of Dr BR Ambedkar and Chakali Ailamma in the district by the minister.

A rural dispensary constructed in Lakshmipur village of Tangallapally Mandal of Rajanna Sirisilla district was also launched by KTR.

    MS Education Academy

KTR then went on to inaugurate the Gram Panchayat building constructed at Papayyapalle village in Tangallapally mandal in the district.

Minister of physiotherapy services at Primary Health Center in Tangallapally Mandal was also launched where the collector of the district, Anurag Jayanthi and other officers participated.

In addition to the above, statues of Dr BR Ambedkar, Mahatma Jyoti Rao Phule and Savitribai Phule, established in Mandepalli and Gandilachapeta villages of Tangallapally mandal of the district were also unveiled by KTR.

A poultry farm established under Dalit Bandhu Scheme in Gandilachapeta village, Rajanna Sirisilla district was kick started by KTR where a meal with the beneficiaries was organised later.

Inauguration of a bridge constructed at a cost of Rs 4 crore over Chittivagu in Dumala village of Ellareddypet mandal, Rajanna Sirisilla district and Swashakti Mahila Sangam building was taken up.

Launching a series of developmental programmes held in different villages of Rajanna-Sircilla on Monday, KTR promised to provide jobs to local youth from Cheerlavancha and other surrounding villages in the AquaHub which would be developed in the Mid Manair reservoir.

Taking a dig at the central government, KTR said that despite non-cooperation from the Union government, welfare activities in Telangana continued.

Stating that the people would decide in the elections as to who was Lord Rama and who was the demon king Ravana, KTR asked opposition parties to join hands with the Telangana government for speed deveopment.

“Telangana became a role model to the entire country by introducing innovative schemes during the last eight years and it was the only state providing Rs 65,000 crore to 65 lakh farmers under the Rythu Bandhu scheme,” lauded KTR.

KTR further held that while Telangana was supplying round-the-clock free power supply to the agriculture sector, the Centre mounted pressure on the state to fix meters to agricultural motors.

“In the united Andhra Pradesh, the peak power demand was 13,117 MW. However, this was 16,000 MW in Telangana.

“The state government was spending Rs 10,000 crore to supply quality power to the people, he said, adding that it was the Telangana government that enhanced the ST reservation quota to 10 percent from 6 percent,” KTR added.
