    Delhi Assembly: BJP to bring no-confidence motion against Kejriwal, AAP to attack Centre, LG

    New Delhi: The budget session of the Delhi Assembly, starting Friday, is likely to witness heated exchanges between the treasury and opposition benches, with the ruling AAP targeting LG V K Saxena and the Centre over the arrest of Manish Sisodia and the BJP bringing a no-confidence motion against the Arvind Kejriwal government.

    The session will start with an address by the lieutenant governor (LG) and the budget will be presented on March 21, officials said.

    A senior Aam Aadmi Party (AAP) leader said that the session will have discussions on the arrest of former deputy chief minister Sisodia and how the lieutenant governor was interfering in the works of the elected government.

    “The party will also raise the issue of the LG being involved in an incident with noted social activist Medha Patkar in 2002. We will also raise the issue of misuse of CBI and ED by the BJP-ruled Centre and the LG’s interference in government functioning,” he said.

    Another senior functionary of the AAP said, “The misuse of CBI and ED by the Centre is the biggest issue. The world’s best education minister, Manish Sisodia, has been put behind bars in a false case. This is the biggest issue of Delhi.”

    Leader of Opposition in the Assembly Ramvir Singh Bidhuri said in a statement that the BJP will bring a no-confidence motion against the Arvind Kejriwal government over its involvement in “corruption”.

    The BJP MLAs, in a joint statement, said that they will corner the Kejriwal government as its two ministers were behind bars and it was facing allegations of “scams” involving liquor policy, classroom construction, electricity subsidy, and snooping by its Feedback Unit.

    “In such a situation, this government has no moral or constitutional right to be in office and a no-confidence motion is being brought against the government,” it said.

    Bidhuri said the budget session has been called only for five days, out of which the provision of question hour has been kept only on two days.

    “This is like attacking the rights of the legislators and this government is continuously robbing the rights of the legislators,” he alleged.

    The BJP will demand that the session be extended by at least 10 days, he said.

    The BJP MLAs have given notices to discuss the serious problems of Delhi in the Assembly and they want that all issues should be discussed so that the truth can come before the public, he said.

    Issues such as corruption, air pollution, drinking water crisis, collapse of the transport system, non-opening of new schools and colleges, lack of teachers, irregularities in mohalla clinics, and the Yamuna pollution will be raised by the opposition MLAs, he said.

    Delhi minister Saurabh Bharadwaj said the session will focus on making Delhi a modern, clean and development-oriented city.

    “There will be more focus on providing funds for sanitation, cleaning garbage mountains, making world class infrastructure in Delhi, making it development oriented in terms of good transport, making well connected network and bringing more electric buses.”

    The annual budget for 2023-24 will be presented by Kailash Gahlot who assumed the charge as finance minister after the arrest of Sisodia by the CBI in connection with an alleged liquor policy scam.

    Bhopal: Congress MLAs on Tuesday walked out opposing a censure motion that the Madhya Pradesh assembly passed against the BBC for allegedly showing Prime Minister Narendra Modi in a bad light in its documentary on the 2002 Gujarat riots.

    The House on Monday passed the censure motion against the British Broadcasting Corporation (BBC) after it was introduced as a private member resolution. It came days after the Gujarat assembly passed a resolution requesting the Centre to take strict action against BBC for “tarnishing the image and popularity of PM Modi”.

    As the house convened on Tuesday, Leader of Opposition Dr Govind Singh quoted news articles saying it was reported that the censure motion was approved “unanimously” by the House, though the Congress had not supported it.

    It is incorrect to say that the motion was approved unanimously as it was brought during “Zero Hour’ without prior notice, Singh said. Also, the motion was not brought before the House business committee for discussion, which he said was against democratic norms.

    The Opposition leader said that the Congress legislature party was opposing this censure motion.

    Minister for Parliamentary Affairs Narottam Mishra, however, countered the charge saying most of the Congress MLAs, except for the party’s state chief Kamal Nath, were present when the motion against BBC was passed in the House. But the leader of opposition didn’t speak then, he said.

    Dr Singh claimed that he had opposed the censure motion at the time but it was not recorded. Some Congress MLAs, including Sajjan Singh Verma, also started speaking about the resolution related to the BBC documentary.

    With several members speaking together, the leader of the opposition announced that the Congress legislature party was staging a walkout against the motion.

    As the Congress members walked out, Speaker Girish Gautam clarified that the censure motion against BBC was passed with a voice vote and not “unanimously”.

    On Monday, the motion against the UK broadcaster was introduced as a private member resolution moved by ruling Bharatiya Janata Party (BJP) MLA Shailendra Jain and seconded by minister Narottam Mishra.

    Before the motion was passed by voice vote, MLA Jain said the BBC had telecast an objectionable documentary by misinterpreting the 2002 Gujarat riots and portrayed then chief minister Narendra Modi in a bad light.

    He said the documentary had also cast aspersions on the country’s judiciary which amounts to contempt of court and added that the judiciary works independently and freely in India.

    Jain said the Central government should take action against the broadcaster.

    The speaker placed the resolution to test which was passed by a voice vote.

    The Gujarat assembly had on Friday passed a resolution requesting the Centre to take strict action against BBC for “tarnishing the image and popularity of PM Modi with the documentary”.

    A censure motion is an expression of strong disapproval. In Parliamentary procedure, it is a debatable main motion that could be adopted by a majority vote.

    The MP assembly has 230 members 96 from the Congress and 127 from BJP besides four independents, two of BSP and one SP.

    Bhopal: The Madhya Pradesh Legislative Assembly on Monday passed a ‘censure motion’ against a BBC documentary for allegedly showing Prime Minister Narendra Modi in a bad light over the 2002 Gujarat riots.

    The motion was a private member resolution moved by ruling Bharatiya Janata Party (BJP) legislator Shailendra Jain with the approval of the state’s Parliamentary Affairs Minister, Narottam Mishra. It was passed by a voice vote.

    With this, after Gujarat — the home state of PM Modi, Madhya Pradesh became the second BJP-ruled state to pass a ‘censor motion’ against the BBC.

    Notably, the Gujarat Assembly had on Friday passed a resolution requesting the Centre to take strict action against the BBC for tarnishing the image and popularity of PM Narendra Modi with the documentary.

    A censure motion is an expression of strong disapproval. In Parliamentary procedure, it is a debatable main motion that could be adopted by a majority vote.

    Before the motion was passed by the Madhya Pradesh Assembly by voice vote on Monday, Jain said the BBC had telecast the objectionable documentary by misinterpreting the 2002 Gujarat riots and portraying the then chief minister Narendra Modi in a bad light.

    The controversial two-part documentary by the BBC titled ‘India: The Modi Question’ claims to have probed certain aspects of the riots, which took place after the Godhra train burning incident, when Modi was the chief minister of Gujarat.

    Notably, earlier in January, soon after its release, the government had issued directions to block multiple YouTube videos and Twitter posts sharing links to the documentary.

    Mumbai: Shiv Sena (UBT) MP Sanjay Raut’s purported statement labelling the ruling Shiv Sena as fake and a ‘chor mandali’ (gang of thieves) sparked a massive row in the Maharashtra Assembly with demands for a breach of privilege motion against him, as the House saw four adjournments.

    Speaking on the issue, Deputy Chief Minister Devendra Fadnavis said calling the House as ‘chor mandal’ would not be tolerated and it was an insult to the legislature.

    He urged that it was not a matter concerning any individual party or member but an onslaught on the dignity of the House, the elected representatives, it could set a precedent and in future anybody could say anything and get away.

    Bharatiya Janata Party (BJP) MLA Atul Bhatkalkar moved a notice of breach of privilege motion against Raut terming it as an ‘extremely serious matter’, a slur on the House, the people and the Constitution.

    Speaker Rahul Narwekar said that he would fully enquire into Raut’s utterances in the next couple of days and would take a decision in the matter on March 8, and adjourned the House till Thursday.

    On his part, a besieged Raut claimed that his ‘remarks were misinterpreted’ but said he was prepared to attend any enquiry in the matter.

    Earlier, BJP MLA Ashish Shelar, Nitesh Rane, and others slammed Raut and termed his statement as a ‘betrayal’ of Maharashtra.

    Similarly, Nationalist Congress Party’s Leader of Opposition (Assembly), Nationalist Congress Party’s Ajit Pawar termed Raut’s outburst as ‘wrong’, while Sena (UBT)’s Leader of Opposition (Council) Ambadas Danve said his party colleague’s statement was ‘incorrect’.

    Amid a huge ruckus on both sides, the House was adjourned for around 10 minutes this morning, followed by at least three more adjournments, and finally at around 1 p.m., it was adjourned for the day.

    Soon afterwards, the ruling Shiv Sena-BJP members staged a vociferous protest on the stairs outside the legislature, and raised slogans condemning Raut’s utterances.

    Currently on a tour of Kolhapur for the ;Shivgarjana’ and ‘Shivsamvad’ initiatives, at one point, Raut hit out at the rival faction, allegedly saying that “there is a fake Shiv Sena in the legislature, it’s a gang of thieves”.

    Referring to the manner in which the Shiv Sena of Chief Minister Eknath Shinde is erasing the influence of former Chief Minister Uddhav Thackeray and his son Aditya Thackeray, Raut said that even if they are removed from any post, they will not quit the party, since the late Balasaheb Thackeray had given them many such posts and the party is supreme.

    The Sena (UBT) MP also pointed out how his party made a roaring success of the ‘Shivgarjana’ in Dharashiv (Osmanabad) Tuesday, and now this will be repeated all over Maharashtra as the party is getting stronger.

    The relations between the Sena (UBT) and Shiv Sena have deteriorated after the Election Commission of India (ECI) last month recognised the Shinde faction as the ‘real’ one and awarded it the ‘Shiv Sena’ name and ‘Bow-and-Arrow’ poll symbol, which the Sena (UBT) has challenged in the Supreme Court, along with other related issues.
