    Visakhapatnam: A week after Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy declared that Visakhapatnam will be the state capital, authorities have begun arrangements to shift the administrative capital to the port city from Amaravati.

    Visakhapatnam district administration is busy identifying suitable buildings including a building for the Chief Minister’s official residence.

    Though the district authorities are yet to receive formal orders about shifting of the state capital, the officials were doing the ground work to keep everything ready in advance. The orders are likely to be issued anytime.

    A building for the Chief Minister’s official residence is likely to be finalised on Beach Road, a key landmark area in the city. The official circles are abuzz with the talk that if everything goes well, the Chief Minister may perform the house warming ceremony on March 22 or 23.

    Officials were also busy identifying buildings for the government offices and residences of the minister and senior IAS and IPS officials.

    Addressing a meeting in New Delhi on January 31, Jagan Mohan Reddy had announced that Visakhapatnam will soon become the state capital.

    He was addressing a curtain raiser event for the global investors’ summit in Visakhapatnam on March 3 and 4.

    “Here I am to invite you to Visakhapatnam, which is going to be our capital, in the days to come. I myself would also be shifting over to Visakhapatnam in the months to come as well,” said Jagan Mohan Reddy, who is currently running the government from Amaravati.

    Though several ministers had been speaking about this, it was the first time that the Chief Minister made a categorical statement about shifting the administrative capital to Visakhapatnam.

    It was in 2019 that the YSR Congress Party (YSRCP) government mooted the idea of three state capitals with Visakhapatnam as the administrative capital. However, protests by farmers of Amaravati over shifting of the capital and the High Court order directing the government to develop Amaravati as the state capital had delayed the process.

    On December 17, 2019 Jagan Mohan Reddy had announced in the state Assembly that three state capitals will be developed reversing the decision of the previous TDP government to develop Amaravati as the state capital.

    The YSRCP government mooted Visakhapatnam as administrative capital, Kurnool as judicial capital and Amaravati as legislative capital.

    This triggered massive protests by farmers of Amaravati who had given 33,000 acres of land for the capital and the previous government had also undertaken the works on some components of the mega project.

    On March 3, 2022, Andhra Pradesh High Court had directed the state government to develop Amaravati as the state capital in six months. A bench of three judges had pronounced the judgment on 75 petitions filed by Amaravati farmers and others challenging the government’s move on three capitals.

    However, the state government filed an appeal in the Supreme Court. In November last year, the Supreme Court stayed the High Court order saying that the court cannot act like a town planner or an engineer.

    However, Kriti quashed all the rumours calling them ‘baseless’. Taking to Instagram, she wrote, “Before some portal announces my wedding date-let me burst your bubble. The rumours are ABSOLUTELY baseless!”

    Kozhikode: A transgender couple in Kerala has announced that they are expecting a baby next month, in possibly the first such pregnancy of a trans person in the country.

    Ziya Paval, a dancer, took to Instagram and announced that her partner, Zahhad, is now eight months pregnant.

    “We are about to realise my dream of becoming a mother and his dream of becoming a father. An eight-month-old foetus is now in (Zahhad’s) belly… From what we came to know, this is the first trans man’s pregnancy in India…,” Paval said in the Instagram post.

    The couple, who have been living together for the past three years, were undergoing hormone therapy.

    However, Zahhad, who was transitioning to become a man, has stalled it to conceive a baby.

    Zahhad was undergoing the process for breast removal surgery that was stopped for the pregnancy.

    Paval has thanked her family and the doctors for their support.

    Islamabad: Since July 2019, January 2023 has been the deadliest month in Pakistan as 134 people lost their lives, a 139 percent spike, and 254 others were injured in at least 44 terror attacks across the country, according to statistics.

    The figures released by the Islamabad-based think-tank Pakistan Institute for Conflict and Security Studies (PICSS) revealed the pattern of terrorist attacks continued in the new year, with Khyber Pakhtunkhwa remaining one of the worst-hit regions, reports Dawn news.

    Although the number of terror incidents slightly declined in January, the fatalities increased by 139 percent, mainly due to the January suicide blast at a mosque in Peshawar which resulted in the death of 101 people.

    In January, two suicide bombings were recorded — one in Peshawar and the other one in the Khyber tribal district.

    At the same time, the security forces foiled a number of attacks by arresting at least 52 suspected militants, mainly from Punjab, and killing 40 suspects, mostly in Khyber Pakhtunkhwa.

    In Khyber Pakhtunkhwa not only the militant attacks increased from 17 to 27, but the resultant deaths also increased from 17 to 116 compared to December 2022, Dawn news quoted the think-tank as saying.

    At least 232 people were also injured in the province, most of them police officials wounded in the Peshawar blast.

    However, militant attacks declined in Balochistan during January, where only nine militant attacks were reported compared to 17 attacks in December 2022.

    The resultant deaths also dropped from 14 to 7 and the number of wounded declined from 48 to 20. Bolan, Panjgur, Kalat, Khuzdar, Mastung, and Quetta were the affected districts during the month.

    Meanwhile, in Punjab, four militant attacks were reported in which three security forces personnel were killed while two low-profile attacks were reported in Sindh in which one person died, Dawn news reported.

    The most high-profile attack was carried out in Mianwali’s Makarwal police station by “around two dozen TTP militants” on January 31.

    The attack was repulsed, but it showed the numerical strength and ability of banned outfits to mobilize armed militants across the KP and Punjab border.

    One attack each was reported in Rawalpindi, DG Khan, and Khanewal, the report claimed.

    SRINAGAR: The recasting and re-modelling of British era Polo View market has led the 35-odd traders to book losses in 2022. The project is part of the Smart City Srinagar project.

    The exquisite flower shops, magnificent shawl outlets, the shops donning  papier machie items, restaurants, and many other stores are all bearing the brunt of the market’s redevelopment, which is going on to turn the roadway into a concrete sitting space.

    Earlier, the market had its own parking space to provide a hassle-free experience to commuters and visitors.

    As per the Smart City Mission, the market would be decorated by installing benches on the stretch, which has been made a no-vehicle zone. The market would come up as a model for the redevelopment of other such markets in the city. The government has already spent Rs 5 crore.

    The traders are unsure if the market’s mighty Chinars would survive.

    Chinar Development Officer, Tariq ul Habib, said the laid guidelines suggest that no construction work can undertaken at a place nearby a Chinar.

    “There has to be a 40 feet demarcation at a place beholding Chinar where construction work has to be taken up,” he said.

    A shop owner said, “Customers are unable to park their cars. They have to park their cars somewhere else and walk to shop here which creates a problem for them. It is causing loss to our business.”

    A parking space on one side of the market’s shops has now been turned into a road. Earlier, the shoppers as well as the owners used to park their vehicles in that space to access the market.

    With the parking gone, the footfall to the market has significantly nosedived. The lack of parking space is adding to the mess. If the customers park cars nearby, they attract fines.

    Mohammad Amin, a shop owner at Polo-View Lane said, “Since the Smart City initiative began, we have undergone significant losses. We have met with the Deputy Commissioner (DC), Srinagar and other relevant authorities multiple times during the past year.”

    The deadline for completion of the Polo-View market is the end of February 2023.

    Chief Engineer Smart City Mission Iftikhar Kakroo said that they area aware of the issues the traders have flagged. “The traffic that was passing through the Polo View is now diverted from a new road behind the same market,” he said. “Power distribution lines that were over ground have gone underground.”

    In terms of reports of the slow speed of work, Kakroo said that the endeavour is at its finishing phase, as the path tiles are being laid. “For this venture, we were able to arrange for the activity to be done without hindering traffic movement,” he said, noting that the work will be concluded by the end of February.

    Kakroo asserted that the store owners are supporting us and to their advantage each advancement is being monitored vigilantly in order to forestall any complications.

    Regarding the parking conditions, he declared that a detailed parking plan is established throughout the region. “Chosen spots have been pinpointed to circumvent the parking dilemma for the retailers,” he continued, affirming that in the past the path was utilised there for parking objectives.

    New Delhi: Amid outrage over a plan to give powers to its arm PIB to police fake news on social media, Union Minister Rajeev Chandrasekhar on Tuesday said that the government will next month hold discussions with stakeholders before the proposal is implemented.

    The minister said that the rules for regulating online gaming are expected to be notified by January 31 after which these will be tabled in Parliament.

    “We will hold separate consultation (on PIB fact check) sometime early next month,” Chandrasekhar said when asked about clarification on the proposed amendment to the IT rules 2021.

    Chandrasekhar also said that the consultation on Digital Personal Data Protection Act is over and it is being processed within the realms of the government for notification.

    The Ministry of Electronics and Information Technology (MeitY) last week released a modification to the draft Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which it had previously released for public consultation.

    While the consultation is largely going on for framing rules for online gaming, it added a small note in the due diligence section for the removal of content identified as false, fake or misleading by the PIB or any government-authorised agency.

    Under the proposed amendment, the due diligence by intermediaries shall include making such efforts to not upload, publish, transmit or share information identified as fake or false by the Fact Check Unit of the Press Information Bureau, which takes cognizance of fake information both suo motu and by way of queries sent by citizens on its portal or through e-mail and WhatsApp and responds with correct information when the same pertains to the government.

    The determination of fake news cannot be in the sole hands of the government and will result in the censorship of the press,” the Guild said in a statement here, voicing “deep concern” over the draft amendment to the Information Technology (IT) Rules.

    New Delhi: Some ChatGPT users on Monday posted on social media that they have been granted access to a “ChatGPT Professional” version which costs $42 a month.

    OpenAI, the Microsoft-owned AI company that developed the sensational chatbot, was yet to confirm the pricing.

    AI developer Zahid Khawaja posted the screenshot of ChatGPT pricing, showing $42 per month. He said that paid system responds faster than the free version.

    However, another Twitter user posted that “I very much wanted to pay for a plan but 42$ is just too much”.

    AI research organisation OpenAI has said it will soon monetise its ChatGPT platform, after seeing a mammoth response to its AI chatbot that can write poems, essays, emails and even codes.

    The Microsoft-owned company said it is “starting to think about how to monetize ChatGPT” as a way to “ensure long-term viability.”

    “Working on a professional version of ChatGPT; will offer higher limits and faster performance,” said Greg Brockman, President and Co-Founder, OpenAI.

    ChatGPT last reported over a million users.

    ChatGPT Professional will be always available (no blackout windows), fast responses from ChatGPT (no throttling) and as many messages as you need (at least 2X regular daily limit).

    “If you are selected, we’ll reach out to you to set up a payment process and a pilot. Please keep in mind that this is an early experimental programme that is subject to change, and we are not making paid pro access generally available at this time,” said the company.
