    New Delhi: The Centre is “closely monitoring” the situation in Punjab after supporters of preacher and Khalistani sympathiser Amritpal Singh stormed a police station to secure the release of an aide, officials said on Friday.

    The protesters armed with rifles and swords broke into Ajnala police station in the outskirts of Amritsar city and virtually forced a commitment from the officials of withdrawing kidnapping case filed against Lovepreet Singh ‘Toofan’.

    Union Home Ministry officials said the Punjab government had already been asked to keep a close watch on Singh’s activity.

    They said “the Centre was closely monitoring the situation in Punjab” as it is a sensitive border state and any incident which is violation of law and has wider ramifications is a matter of concern.

    However, it is not immediately known whether the central government has sought a report from the Punjab government on the incident and the prevailing situation in the state.

    On Thursday, Amritpal Singh’s supporters, some of them brandishing swords and guns, broke through barricades and barged into a police station in Ajnala extracting an assurance from the police that kidnapping case accused Lovepreet Singh will be released.

    ‘Waris Punjab De’ chief Amritpal Singh and his supporters also brought a vehicle carrying a copy of the Guru Granth Sahib for holding “amrit sanchar” (a Sikh ceremony) at the police station.

    Following the incident, Amritpal Singh’s aide and kidnapping accused Lovepreet Singh ‘Toofan’ walked out of jail in Ajnala on Friday.

    Punjab DGP Gaurav Yadav said the demonstrators had used the holy Guru Granth Sahib as a shield and attacked police personnel in a cowardly manner, leaving six of them injured.

    Despite giving an assurance of a peaceful demonstration, the protesters used sharp-edged weapons.

    London: The UK government is “closely monitoring” the situation as the BBC said some of its staff have been asked to remain at their Delhi and Mumbai offices to cooperate with the “ongoing enquiries” of the Income Tax (I-T) authorities on Tuesday.

    In New Delhi and Mumbai, officials said the surveys were being carried out to investigate issues related to international taxation and transfer pricing of BBC subsidiary companies, and alleged that the broadcaster was served with notices in the past, but was “defiant and non-compliant” and had significantly diverted its profits.

    While there has been no official statement related to the action, British government sources said they are “closely monitoring reports of tax surveys conducted at the offices of the BBC in India”.

    The action comes weeks after the UK-headquartered public broadcaster aired a controversial two-part documentary in the UK, India: The Modi Question’, referencing Prime Minister Narendra Modi and the 2002 Gujarat riots.

    “The Income Tax Authorities remain at the BBC offices in New Delhi and Mumbai. Many staff have now left the building, but some have been asked to remain and are continuing to cooperate with the ongoing enquiries,” a BBC spokesperson said in a statement.

    “We are supporting our staff during this time and continue to hope to have this situation resolved as soon as possible. Our output and journalism continues as normal and we are committed to serving our audiences in India,” the spokesperson said.

    There was shock as the news of the action unfolded in the UK early on Tuesday morning and a broad consensus has been that the action was linked to the controversial BBC documentary on Prime Minister Modi aired in the UK last month.

    “Everyone’s shocked and no one is fooled that today’s tax survey, as it’s being called, is a retaliation to the recent BBC documentary India: The Modi Question’,” said Dr Mukulika Banerjee, a leading author and academic at the London School of Economics (LSE).

    “The BBC is an independent public broadcaster so if it puts out a documentary, it is not acting at the behest of the British government. In fact, BBC journalists routinely grill the British PM and all elected officials holding them accountable for their actions. The word independent’ means just that,” she said.

    “The Indian government has appointed India as the Mother of Democracy’ during its year of the G20 Presidency and plastered posters across every inch of the country proclaiming that. It should know then that one of the basic principles of being a democracy is to recognise that press freedom is an essential central pillar of a functioning democracy. They really need to understand that this is what press freedom looks like. And stop its shameful harassment of the BBC in Delhi and Mumbai,” she added.

    The South Asia Solidarity Group, a human rights organisation based in the UK, dubbed it a “blatantly vindictive move”.

    “In the wake of the government’s ban on sharing extracts or screening the documentary, this raid makes it clear that the Modi government will attack all those who criticise Narendra Modi, the BJP and those close to them,” said Mukti Shah, spokesperson for the group.

    Meanwhile, there were others such as the Global Hindu Federation which expressed support for the action.

    “As a ‘coloniser collaborator’ the BBC has been living rent free in our heads, and no doubt financial irregularities abound in their ongoing occupation of the India media space,” said the federation’s chair Satish Sharma.

    Last month, the Indian government had branded the two-part series on Prime Minister Modi a “propaganda piece”, designed to push a particular “discredited narrative”.

    “The bias, lack of objectivity and continuing colonial mindset is blatantly visible,” the Ministry of External Affairs (MEA) said at the time it was aired in the UK last month.

    The documentary also triggered coordinated Indian diaspora protests at BBC offices across different UK cities at the end of last month.

    The UK government responded in the House of Commons to the protests by insisting the BBC as a media organisation was “independent in its outlet” and reiterating its commitment to enhance ties with India.

    “We recognise how this portrayal of the Indian government has played out in India. I made it clear that the BBC is independent in its output, that the UK regards India as an incredibly important international partner and that we will be investing heavily in that relationship in the coming decades,” UK Foreign Secretary James Cleverly said earlier this month.

    His remarks were later echoed by British Prime Minister Rishi Sunak’s official spokesperson in Downing Street: “The BBC is independent in its output and we would stress that we continue to regard India as an incredibly important international partner.

    “We will be investing heavily in our relationship with India over the coming decades and we’re confident it will only go from strength to strength.”

    This App will be used by officers of all ranks i.e. from Commissioner of Police to the Court Duty Officers in supervising the day to day progress of the trial of cases.

    Based on the stage and progress of every case, the officers will be able to define and plan their next course of action. This APP will also help the Prosecution Review Committee in identifying the lapses or gaps which need to be corrected or to improve the investigation quality and hence the conviction rate.

    The app was launched by Police Commissioner Stephen Raveendra in the presence of Joint CP Avinash Mohanty, Deputy Director Prosecutions (RR District) and other police officials, count duty officers, court constables and others participated.

    Indore: Amid the raging controversy over Adani Group’s stocks, the BJP on Saturday said financial markets are highly regulated and the Centre is closely monitoring the situation.

    Stocks of the Adani Group have taken a beating on the bourses after US-based activist short-seller Hindenburg Research made a litany of allegations, including fraudulent transactions and share price manipulation at the Gautam Adani-led group.

    The Adani group has dismissed the charges as lies, saying it complies with all laws and disclosure requirements.

    “I do not want to name any particular group but Finance Minister Nirmala Sitharaman has already spoken on this subject. The Reserve Bank has also given a detailed explanation as per which banks of the country have given huge loans to various companies by following all parameters,” Bharatiya Janata Party’s national spokesperson Gopal Krishna Agarwal told reporters.

    He said financial markets are heavily regulated by the Reserve Bank, SEBI and other regulators. The Finance Minister has made it clear that all regulators are doing their job.

    Agarwal said the SEBI has also issued a statement regarding the current situation.

    He said the corporate sector had seen ups and downs in the past also and the government is keeping a close watch on the current situation.

    On the Congress’ demand for setting up a Joint Parliamentary Committee (JPC) to investigate the allegations of fraud and stock manipulation against the Adani Group, the BJP spokesperson avoided a direct response, saying, “The government will look into this matter.”

    Meanwhile, Agarwal said the general budget will strengthen the economy and several new jobs will be created due to the expansion of the manufacturing sector.

    He said there is no recession in India by any means currently and its economy is growing at the fastest rate in the world.

    Srinagar, Jan 27 (GNS): Government on Friday constituted Public Private Partnership cum Project Appraisal Cell (PPCPA) and Steering Committee in the Planning Development & Monitoring Department for overseeing the selection, formulation and implementation of the projects to be undertaken by different departments.

    According to a government order, a copy of which lies with GNS, Public Private Partnership cum Project Appraisal Cell (PPCPA) will have Team Leader, Urban Development Expert, Procurement Expert, Support Personnel (Infrastructure Expert), Planning cum Housing Expert, Transport Expert, Industries cum Tourism Expert, Social Sector Expert, Finance/Appraisal Expert, PPP Expert, Environment Expert and MIS/Network Manager. ”The actual filling of positions in PPCPA shall be on the basis of Project Requirement and manpower support received from NITI Aayog/DEA, GoI from time to time.”

    Terms of reference of the PPCPA Cell include among others to seek qualified professionals as Consultants, Domain Experts to be housed in the PPCPA for institutional, regulatory and procedural reforms and to work towards standardization of PPP documents, develop concession agreements in different sectors, appraisal of projects, framing of Standard Bid Documents, scrutinizing the cost escalation proposals and preparation of shelf of projects.

    It has been also tasked with building the capacity of the government to handhold various departments in identification, preparation and implementation of projects under PPP mode; Process cases under viability gap funding (VGF) under various PPP schemes of GOI; Appraise the project reports/DPRs costing more than 10 crore (or as deemed fit by the Govt.); Carry out Cost Benefit Analysis (CBA) and Internal Rate of Return (IRR)/Return on Investment (ROI) of the project and Providing assistance in engagement of project specific Transactional Advisor, as per requirement.

    The six-member Steering committee for PPP projects will be headed by Chief Secretary as chairman, according to the order with Global News Agency. Its members include Administrative Secretaries of Finance Department Revenue Department, Planning Development & Monitoring Department (Member Secretary) and Secretary, Law, Justice& Parliamentary Affairs Department besides Administrative Secretary of concerned implementing Department
    The terms of reference steering committee includes among others to oversee the selection, formulation and implementation of the projects to be undertaken by the line departments and approve the projects for funding under Viability Gap Funding scheme of GOI and other source of funding. The other terms of references include approving the quantum of Viability funding for recommendation to DEA, Ministry of Finance, GoI as well as to approve the UT share of Viability Gap Funding as per norms of viability Gap Funding scheme notified by DEA, GoI within the budgetary provisions. Besides, it is tasked with to deal with any other issue related to successful implementation of PPP projects. “All PPP projects shall be undertaken after seeking approval of the competent authority,” the order added.     Srinagar, Jan 25: The government on Wednesday ordered creation of 20 posts for establishment of Terror Monitoring Group (TMG) in Jammu and Kashmir Police.

    According to an order, a copy of which lies with the news agency—Kashmir News Observer (KNO), the sanction has been made with reference to Administrative Council decision taken on January 22 this year.

    “Sanction is hereby accorded to the creation of following 20 posts in different categories for establishment of Terror Monitoring Group (TMG) in J&K Police,” reads the order.

    As per the order the sanction has given for creation of one post of Senior Superintendent of Police, 6 posts each of Deputy Superintendent of Police, Inspector and Head Constable and one Follower post—(KNO)
