  • CS for declaring all villages ‘ODF Plus Model’ by Aug 15

    Srinagar, Feb 11 (GNS): Chief Secretary, Dr Arun Kumar Mehta on Saturday reiterated his direction to all the Deputy Commissioners  to achieve  ‘ODF(Open Defecation Free) Plus Model’ status for all their villages by the 15th of August this year.  

    Dr Mehta made these remarks while inaugurating the Divisional Level Capacity Building Programme on Management of all Components of SBM(G)- Phase-II for officers of the Rural Development Department (RDD) attended by the Deputy Commissioners of Kashmir Division.

    The inaugural ceremony was also attended by Commissioner Secretary, RDD; Secretary in RDD; Director, Rural Sanitation and many other concerned officers.

    Speaking on the occasion, the Chief Secretary stressed upon all participants to put in dedicated efforts to ensure that the open defecation free behaviour is sustained in all the Gram Panchayats, besides safe solid and liquid waste management facilities in these villages.

    Dr Mehta also called for proper disposal of legacy waste and improving visual cleanliness in the rural areas. He also maintained that happiness of common masses is connected with cleanliness so every one has to contribute in terms of sanitation and cleanliness of their surroundings.

    Dr Mehta urged the officers to work in coordination with each other evolving a simple methodology without complicating the action plan to achieve the target. He observed that the task of cleanliness is basic and understood by all. He emphasised on conducting the cleanliness activities in a dedicated manner with clear objective to remove all the dirt around us. He remarked that this task is easy if  everyone considers it as basic  necessity; just as food, shelter, water, electricity and clothes.

    Emphasising on active involvement of people and PRI members in such activities the Chief Secretary asked officers to motivate and convince the rural population by sensitizing them about the significance of the cleanliness. He emphasized that it is vital for sustenance of good health and prosperity of the people. He stated that no human likes to reside in a dirty place. He directed all to make it a mission and make a resolve that we have to make our rural areas clean and hygienic by this year’s Independence Day without any fail.

    The Commissioner Secretary, RDD, Mandeep Kaur in her address revealed that the progress of UT from last few years is although good but much has to be achieved yet. She made out that around 4400 of our villages are in the aspiring category of becoming ODF+ villages.

    She set out that the model is lying with us and the process is underway to make whole of the UT as ODF+ within the  given timeframe. She made out that much of the work like door to door collection of waste and clearing of legacy waste has been started in all of our villages.

    While highlighted the importance of capacity building she said that it helps us in implementation of our policies in a smooth manner. She remarked that the trainings are going to be imparted in every panchayat in order to take the mission to its conclusion.

    In his Welcome address, the Director Rural Sanitation, Charandeep Singh made out that the mission is the outcome of the priority nation gives to sanitation of villages. He revealed that more than 140 villages have already been declared ODF+ in the UT. He said that this capacity building would enhance our ability to perform the task in an efficient manner. He emphasized bringing about  behavioural change rather  than just creating the physical infrastructure.

    He said that we have been successful in preparation of DPRs to create the Soak pits, Composit pits, Leach pits, Twin pits besides the plans for solid, liquid and plastic waste management. He acknowledged that today we have district plans available for each component of cleanliness and the necessary infrastructure and manpower is in place everywhere to make our villages clean.

    During the ceremony it was revealed that after this Divisional level workshop the trainings are to be held at district level to train master trainers. These Master Trainers would thereby impart trainings at panchayat level. It was given out that at least two trainers would be trained in each block. A pool of around 600-650 field trainers would be created to give trainings in all the 4280 GPs in 285 blocks across the 20 districts of the UT.

    The objectives of this programme was to undertake capacity building activities in Gram Panchayats to ensure open defecation free behaviours among all, to ensure proper solid and liquid waste management and to encourage cost effective and appropriate technologies for ecologically safe and sustainable sanitation.

    These also include strengthening of grass root democracy of Jammu and Kashmir through Capacity building & training and Exposure visits, besides  developing  governance capabilities of Panchayati Raj Institutions (PRls) to deliver on the Sustainable Development Goal (SDGs).

    Pertinent to mention here that all the Deputy Commissioners and concerned officers of the RDD present in the training program like ACDs and BDOs committed to put in their best efforts for achieving ‘ODF Plus Model’ villages by the deadline of 15th of August this year as directed by the Chief Secretary.     In light of the revelations of the Hindenburg report, the Congress party on Saturday retweeted party MP Rahul Gandhi’s old tweet from 2020 and said that the country has the right to know what Gautam Adani’s business model is like and if it is 100 percent ethical.

    “Do you remember this tweet? Now, the important question is, how has he managed to multiply his wealth over the years? What is his business model? Is it 100% ethical? India has the right to know,” the grand old party asked.

    Back in 2020, when Adani beat Elon Musk and Jeff Bezos in the list of the wealthiest people in the world amassing 16.2 billion dollars to his net worth, Rahul had asked people if their wealth has increased in 2020.

    “How much did your wealth increase in 2020? Zero. You struggle to survive while he makes Rs 12 Lakh Cr and increases his wealth by 50%. Can you tell me why?” he asked.

    What is Hindenburg’s report?

    Hindenburg Research, a well-known short seller in the United States, disclosed short positions in the Adani Group on Wednesday, accusing the conglomerate of the improperly wide use of businesses established in offshore tax havens and expressing worry about excessive debt levels.

    The revelation, which comes just days before Adani Enterprises’ (ADEL.NS) $2.5 billion share sale, sent Adani group businesses’ shares tumbling.

    It also said that seven Adani listed firms had an 85% downside on a fundamental basis because to what it dubbed ‘sky-high valuations’.

    Hindenburg stated key listed firms in the group headed by billionaire Gautam Adani have ‘significant debt’ which had put the entire company on a ‘precarious financial footing’.

    The firm published an investigative document titled ‘Adani Group: How The World’s 3rd Richest Man Is Pulling The Largest Con In Corporate History‘ and revealed findings of their two-year investigation presenting evidence that the Rs 17.8 trillion worth Adani group has engaged in a brazen stock manipulation and accounting fraud scheme over the course of decades.

    According to the report, Gautam Adani, the Adani Group’s founder and chairman, has a net worth of about $120 billion, which he has increased by more than $100 billion in the last three years, primarily as a result of stock price growth in the group’s seven most important publicly traded companies, which have increased by an average of 819 percent during that time.

    Adani has frequently downplayed worries about debt. Adani’s Chief Financial Officer Jugeshinder Singh told the media on January 21 that “Nobody has raised debt concerns to us. No single investor has.”

    “Even if you ignore the findings of our investigation and take the financials of Adani Group at face value, its seven key listed companies have 85% downside purely on a fundamental basis owing to sky-high valuations,” said Hindenburg Research in its report.

    The key listed Adani firms have also accrued enormous debt, most notably by pledging shares of their inflated stock as security for loans, putting the group’s entire financial status in jeopardy.

    According to reports, the Adani Group has been the focus of four big government fraud investigations totaling US$ 17 billion, including charges of money laundering, tax evasion, and corruption.

    In its report, Hindenburg Research said that the Adani family members allegedly cooperated to create offshore shell entities in tax-haven jurisdictions like Mauritius, the UAE, and Caribbean Islands, generating forged import/export documentation in an apparent effort to generate fake or illegitimate turnover and siphon money from the listed companies.

    Riding on ‘Telangana model’, TRS eyes hat-trick but challenges remain

    Hyderabad: Two decades after it was floated by K Chandrasekhar Rao to revive the Telangana movement, the Telangana Rashtra Samithi (TRS) turned a new chapter last month by being renamed the Bharat Rashtra Samithi (BRS).

    Projecting the Telangana model of development before the country, BRS is looking to expand to other states.

    KCR has succeeded in making the country take note of the Telangana model and is now pitching an alternate agenda before the nation.

    Aiming to play a key role in national politics, KCR looks to expand the party’s base to other states. In less than a month, BRS managed to attract a few leaders from other parties in Andhra Pradesh and Odisha.

    While the 2024 Lok Sabha elections will be the target of the BRS, its immediate goal will be to retain power in its stronghold Telangana.

    Political observers believe that the emergence of the BJP as a key force with two wins in Assembly by-elections has put pressure on the BRS.

    According to K. Nageshwar, after the BJP’s victory in two Assembly by-elections (Dubbak in 2020 and Huzurabad in 2021) and its good show in the Greater Hyderabad Municipal Corporation, the BRS is under pressure.

    “Because the Congress was weakening, BRS thought it would have no opposition. Interestingly enough, they got a new opponent and a strong opponent in the form of the BJP,” said Nageshwar.

    KCR, as Rao is popularly known, succeeded in claiming credit for achieving the goal of a separate state by winning the public mandate in 2014. In the elections held just before formal bifurcation of Andhra Pradesh, TRS won 63 seats in the 119-member Telangana Assembly.

    KCR consolidated the party by attracting leaders and legislators to the TRS. Though the TRS won a huge mandate by bagging 88 seats in 2018, KCR made about a dozen MLAs from the Congress to defect to the TRS. A few legislators from other parties also switched loyalties to take the TRS tally to a whopping 103. He virtually decimated the Congress party but political observers believe that by doing so KCR indirectly helped the BJP to occupy that space.

    However, unfazed by the BJP gaining strength, KCR is confident that the BRS will win the next elections hands down. The chief minister said all the surveys he had commissioned gave a favourable report about the BRS. “In the December 2018 elections, our party won 88 assembly seats. This time, the number will go up to 95. We are going to come back to power for the third consecutive time,” he told a meeting of party leaders recently.

    His son and BRS working president K. T. Rama Rao believes that KCR will become South India’s first chief minister to assume the post for the third consecutive time.

    The TRS in recent months witnessed infighting in some districts. Rama Rao, however, downplayed the infighting between the party leaders terming it as an indication of strong leadership and people’s acceptance of the party.

    KTR believes that none of the Opposition parties are strong enough to compete with TRS in all the constituencies. “Neither the Congress nor the BJP has a strong presence in most of the constituencies. Hence, it is not sensible to name one of them as our main opponent,” he said in a recent media interaction.

    Despite the bravado displayed by the BRS leaders, challenges remain for the party. The opposition parties are mounting an attack over the promises it failed to keep.

    Family rule, corruption and the state’s huge debt burden are the issues being raised by the BJP and other opposition parties.

    An alliance among like-minded opposition parties may add to the problems for KCR and his party. With elections still 10-11 months away, new political formations and permutations may make the poll scenario in Telangana more complex.

    Union MoS PMO chairs DISHA meeting of Doda district 

    Union Minister of State (Independent Charge) Science & Technology and Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today chaired District Development Coordination & Monitoring Committee (DISHA) meeting to review progress of various Centrally Sponsored Schemes (CSS) being implemented in Doda district.

    The meeting was attended by Secretary Tribal Affairs J&K, OSD to Minister, Deputy Commissioner Doda, Chairperson District Development Council Doda, Chairperson Block Development Council, Chief Planning Officer, SSP Doda, Principal GMC Doda, Additional District Development Commissioner Doda, senior officers from line departments and other concerned.

    At the outset, District Development Commissioner Doda, Vishesh Paul Mahajan delivered a presentation on the achievements and progress recorded under different Centrally Sponsored Schemes and presented an overview of various major projects being executed by different departments and agencies in the district.

    Deputy Commissioner gave the status of physical and financial progress of scheme-wise being executed under various CSSs.

    While stressing for the synergy between public representatives and the administration while taking up the projects for execution, Dr Singh said better coordination between these representatives and the district administration is key to schemes being implemented on ground.

    While reviewing cultivation of lavender in the district, Dr Jitendra Singh said that as the farmers are taking up lavender cultivation on commercial scale for being a profitable farming, Doda district would be branded as a role model in the country in lavender farming.

    Detailed presentation was given on various CSS schemes being implemented in different sectors in the district wherein financial as well as physical progress of mega projects which include widening of NH-244, GMC Doda, and other major projects, High Altitude Medicinal Plant Bhaderwah under AYUSH, besides achievements in Back to Village programme, R&B, JJM, PMGSY, Power, MGNREGA, PMAY-Urban, SBM-Grameen, Mission Youth’s Mumkin Scheme & Tejeswani, Amrit Sarovar, beneficiary oriented schemes, Ayushman Bharat Abhiyan-SEHAT, RBSK, PMBJAK, other social security scheme (Pension/scholarship), employment generation schemes etc.

    The minister took detailed review of all these schemes undertaken by different departments in the district wherein he enquired about the status of each scheme.

    On the occasion, public representatives flagged various issues before the minister who issued on spot directions to the concerned for early redressal.

    Dr Singh also directed the concerned departments to work with renewed zeal and dedication for effective implementation of all schemes and coverage of 100 percent eligible beneficiaries under all schemes.

    He said that it is the endevour of Prime Minister Narendra Modi to trickle down the benefits of all the centrally sponsored schemes to the deserved lot and to the last person in the queue while urging all the concerned to work in close coordination for better results at the grass root level.

    He also directed the concerned officers to remain in touch with the public representatives whenever they visit their area and make people aware about the benefits of these schemes.
    On the occasion, Dr Singh also complimented the Doda Administration for implementing various CSSs successfully in the district and achieving over 90 percent saturation in various schemes.
