    The legislation the House approved on a 83-28 vote, SB 254, is less restrictive than previous versions of the measure. One of those versions sought to bar private insurance companies from covering gender-affirming care to minors and adults and forbid any changes to gender on birth certificates for transgender individuals.

    But the sponsor of the House bill, state Rep. Randy Fine (R-Palm Bay), said he’ll revisit those provisions during Florida’s next annual legislative session.

    “We cannot let perfect be the enemy of good,” Fine said. “There are certainly things we wanted in our bill and there’s always next year.”

    The measure marks the latest bill the Florida Legislature passed focusing on the transgender community. On Wednesday, GOP lawmakers approved a bill that ban school employees from asking students for their preferred pronouns and restricts school staff from sharing their pronouns with students if they “do not correspond” with their sex. They also passed a bill that makes it a misdemeanor trespassing offense for someone to use bathrooms in government buildings and schools that don’t align with their sex at birth.

    DeSantis, who is expected to announce a White House bid in the coming weeks, has publicly objected to gender-affirming care and said doctors who perform such related surgeries should be sued. His administration last year blocked state-subsidized health care from paying for treatments of transgender people while Florida medical boards also banned transgender minors from receiving gender-affirming care.

    The state actions banning Medicaid payments and minors for receiving gender-affirming care are currently facing separate lawsuits in federal court.

    The American Academy of Pediatrics and the American Medical Association support gender-affirming care for adults and adolescents. But medical experts said gender-affirming care for children rarely, if ever, includes surgery. Instead, doctors are more likely to recommend counseling, social transitioning and hormone replacement therapy.

    Democrats said Thursday that the bill banning minors from receiving gender-affirming care will hurt children diagnosed with gender dysphoria and will lead to transgender people being alienated in Florida.

    “Trans people are no different because they are humans too,” state Rep. Jennifer “Rita” Harris (D-Orlando) said. “Their existence is valid, and they’re no more likely to commit a crime or seek to hurt someone than anyone else.”

    SRINAGAR: Authorities in the Regional Transport office here on Friday asked all the registered dealers, officers, officials of the Motor Vehicle Department and insurance agencies not to make any sale, purchase or register any vehicle involving a minor.

    A circular, issued by the Office of the Regional Transport Officer (RTO), Kashmir, reads that it has observed that motor vehicle dealers have sold and registered motor vehicles in the name of minors, which amounts to a violation of Section 10 of the Indian Contract Act, 1872.

    In the circular, it is underlined that under the Indian Contract Act, 1872, any sale agreement executed with a minor is deemed void ab initio, adding that a registered motor vehicle along with its registered owner is a legal person and in case of violation of provisos of motor vehicle laws and rules made thereunder, by any such vehicle invokes penal action against the owner.

    “Now, therefore, in the interest of law and justice, it is enjoined upon all the registered dealers, officers/officials of the motor vehicle department, the general public, insurance agencies, and other stakeholders, not to make any sale/purchase or to register any vehicle involving a minor,” the order reads.     Hyderabad: The City Commissioner’s Task Force East Zone team apprehended six minor boys who were allegedly doing bike racing and performing dangerous stunts in public places on Sunday. Three bikes have been seized.

    According to the police, the stunts were performed in a rash and negligent manner in public places at Saidabad, Malakpet and Chanchalguda area. They filmed their daredevilry activities and planned to post them on social media platforms.

    “With the help of CCTV cameras, we traced the perpetrators. They have been handed over to the Saidabad police station. Their parents/guardians have been also summoned,” said police inspector D Santosh Kumar.

    Mumbai: Merely moving a hand over the back and head of a minor girl without any sexual intent does not amount to outraging her modesty, the Nagpur bench of the Bombay High Court remarked while quashing the conviction of a 28-year-old man.

    The case dates back to 2012 when the convict, then 18 years old, was booked on charges of outraging the modesty of a 12-year-old girl.
    According to the victim, the accused had moved his hand on her back and head and commented that she had grown up.
    The order was passed on February 10 and was made available on March 13.

    A single bench of Justice Bharati Dangre, while setting aside the conviction, noted there was no sexual intent on the part of the convict and that his utterance indicate he had seen the victim as a child.

    “In order to outrage the modesty of a woman, what is most important is having the intention to outrage the modesty. It is not the case of the prosecution that the accused did something more than what has been alleged, that is, moving his hand over the back and head of the victim.

    “Neither the victim girl aged 12-13 years spoke of any bad intention on his part, but what she deposed is she felt bad or indicating some unpleasant act, which made her uncomfortable,” the judge said in the order.

    The HC further said the prosecution failed to produce any material to show there was a specific intention on part of the appellant to outrage the modesty of the girl.

    “In absence of a specific intention being established by the prosecution to outrage the modesty, it is not understood as to how Section 354 has been invoked and even held to be proved, with the specific version that the victim was frightened at the accused touching her on her back and saying that she has grown up,” the court said.

    The utterance by the accused definitely indicates he had seen her as a child and, hence, he said that she has grown up, the bench added.
    As per the prosecution, on March 15, 2012, the appellant, who was then 18 years old, visited the victim’s house when she was alone to give some documents.

    He then touched her back and head and said she has grown up, and the girl got uncomfortable and shouted for help, as per the prosecution.

    The man, who was convicted by the trial court and sentenced to six months in jail, had filed an appeal against the order in HC.
    In its order, the HC said the trial court had erred as the present case, prima facie, appeared to be an impromptu action with no sexual intent.

    SRINAGAR: In the shocking case of kidnapping, raping and murder of a minor girl in Ikhrajpora, the court has convicted Zahoor Ahmad Sheikh and the quantum of punishment is to be awarded on March 14.

    “It is established that the accused at the time of occurrence was major, a grown-up aged more than 20 years. He has committed the heinous and barbarous crime of rape and murder of a girl aged about 7 to 10 years who was not so much healthy,” the Second Additional Judge Srinagar, Renu Gupta observed in her 100-page verdict. “She was kidnapped in a planned manner by the accused who was her distant relative and were residing in the same house by offering her toffees some of which were found lying at the place of occurrence because she was innocent and could not understand the design of the accused. She became a helpless victim of a diabolic person whom the child could trust to be her own family member. The medical evidence shows the cruel manner of causing injuries on the body of the child at the time of committing rape which was followed by murder in a brutal manner by crush injury to her head causing multiple fractures to skull bones by striking the bricks on her head and also tried to burn her body.”

    The shocking case was reported on August 23, 2007, when the father of the Ikhrajpora girl reported to police that his daughter is missing. Her body was recovered a day later from a deserted migrant house in the same locality.

    As the police started investigations, they got enough evidence to hold Zahoor responsible for the crime. He was formally arrested on August 30, 2007. Forensic examination has established that the hair recovered from the deceased minor’s trousers matched with those of the accused, who, however pleaded not guilty.

    The witness have told the court that the accused was a drunkard and a drug addict. He was putting with his victim’s family – he was their distant cousin – and victim’s elder sister was very uncomfortable over his presence in her family.

    Hyderabad: GHMC Mayor Gadwal Vijaya Laxmi on Tuesday expressed grief over the death of a five-year-old boy who was mauled to death by stray dogs in Amberpet. She held a meeting with the veterinary officials at the Greater Hyderabad Municipal Corporation (GHMC) headquarters regarding the incident.

    Mayor Vijaya Lakshmi ordered the officials to immediately take up an inquiry into the incident. On behalf of the government, GHMC is providing assistance to the boy’s parents. GHMC Mayor Vijaya Laxmi said that animal birth control and anti-rabies injections have been allotted to each circle so that such incidents do not recur.

    According to a press note from her office, the GHMC Mayor said that complaints about stray dogs are being monitored from time to time and appropriate action is being taken. Vijaya Laxmi added that two officers and one vehicle for each circle has been arranged for this purpose.

    Necessary steps will be taken to take care of the dogs during the coming summer season, the Mayor stated according to the release. It added that there are 5.75 lakh stray dogs across Hyderabad and 75% of them have already been sterilized. Along with GHMC, five voluntary organizations are continuously conducting the sterilization process, the Mayor added.

    GHMC intensifies sterilisation after incident

    Veterinary officials from the GHMC informed Mayor Vijaya Laxmi that they have already identified 33 dogs in the wake of Amberpet incident and sent them to GHMC Animal Care Center Mahadevpur for observation and sterilization and anti-rabies vaccination. Out that, the GHMC sterilised 25 animals.

    “Sterilization and anti-rabies vaccination are being done through five animal care centers of GHMC so that there is no danger to the public,” added the GHMC release. Veterinary officials in the meeting explained to the Mayor that 50,091 stray dogs were sterilized by GHMC in 2020-21, 73,601 in 2021-22 and 40,155 in 2022-23.

    GHMC chief veterinary officer Dr. Abdul Vakil, central zone deputy director Chakrapani Reddy, and other officials participated in the meeting organized by Mayor Vijaya Laxmi.

    In the unfortunate incident that transpired on Tuesday, the deceased minor was identified as Pradeep, who had accompanied his father to his workplace where the incident took place. The boy’s father, Gangadhar, works as a security guard. He took his son with him to work on Sunday and while he was strolling outside, a pack of stray dogs attacked him, sources said, adding that the CCTV footage of the incident has surfaced as well.

    Khandwa: A Muslim cleric and one more person were stabbed and injured on their way to the mosque in Khandwa in Madhya Pradesh allegedly by three minor boys, all of whom have been detained, a police official said on Monday.

    The incident took place late Sunday night and ‘alim’ (scholar) Sheikh Uzefa and one Mohammad Talha, in his mid-20s, have been hospitalised in nearby Indore, the official said.

    “Three minors were detained during the day for the incident. Uzefa is in stable condition while Talha is out of danger. Both were injured near the chest,” Khandwa Superintendent of Police Vivek Singh told PTI over phone.

    After the incident, several members of the Muslim community had held a protest at Padam police station, with independent corporator Ashafaque Sighad seeking immediate arrest of those involved.

    Police has been deployed in the area, which remained peaceful, SP Singh added.

    Three persons – a father and his sons – were arrested on Wednesday on charges of assaulting two Muslim minor boys in Khasparia village of Barabanki district, Uttar Pradesh.

    According to police, the incident happened on January 29. The victims – Shadab and Shakeel – had gone to the village to collect fodder for their goats.

    As they were returning home, they were suddenly intercepted by Triloki and his sons – Sonu and Suraj – who tied them to a tree and started beating them with sticks.

    A video has gone viral on social media platforms regarding the incident. In the video, abuses are being hurled at the minor boys who look visibly scared.

    The boys were soon rescued by nearby villagers. They informed their father Majbulla who immediately rushed to the spot and took his boys home.

    A police complaint was lodged against Triloki, Sonu and Suraj under sections 342 (Whoever wrongfully confines any person shall be punished with imprisonment), 323 (Punishment for voluntarily causing hurt) and 506 (Punishment for criminal intimidation) of the Indian Penal Code.

    However, police said that Triloki has alleged he beat Shadab and Shakeel because they were caught harassing his minor daughter.

    While Triloki is in his 50s, Sonu and Suraj are majors. Investigations are still on, police said.

    New Delhi: The National Commission for Protection of Child Rights (NCPCR) on Friday sent a notice to the Police Commissioner of Indore over the presence of minors during a protest organised by some people of the Muslim community in the Madhya Pradesh city, demanding the arrest of Bajrang Dal workers for their alleged statements against Prophet Muhammad.

    Stating that the use of minors in protests is in violation of the Juvenile Justice Act, the NCPCR sought a reply within 7 days from the Police Commissioner.

    A video of the protests that took place on Thursday went viral on social media.

    The Commission stated that it has taken suo motu cognisance of the media reports that some unruly youths in Indore’s Barwali Chowki area, brought minors and raised slogans, including ‘sar tan se juda’.

    The Child Rights body, in its notice, instructed the Commissioner to take action against those who used the children in the protest, after gathering information through surfaced videos and other means, and sought a report on it.

    The commission said that the minors involved in the protests should be presented before the Child Welfare Committee and a copy of the Committee’s order should be sent to the NCPCR.

    Along with this, it has asked to ensure necessary action for the counselling of the minors involved in the protest.
