    SRINAGAR: Clearing its stand on declaring Hindus a minority community in Jammu and Kashmir, The National Commission for Minorities (NCM) on Monday said that the commission has nothing to do with the granting of minority status to any community in the country.

    The Indian Express reported that member NCM, Syed Shahezadi on Monday said that if Government wants to grant minority status to Hindus, including Kashmiri Pandits, in Jammu and Kashmir and parliament wants to enact a law for the same, let them do it.

    She said that the decision is out of the commission’s bounds and Supreme Court is the absolute authority to take the final call.

    “The commission has categorically made it clear that they are not the law makers and it is for Parliament and the Supreme Court to take a decision on this matter,’’ Shahezadi said.

    The NCM member earlier in the day held discussions with UT Chief Secretary Dr Arun Kumar Mehta on implementation of centrally funded welfare schemes for minorities in Jammu and Kashmir.

    She further said the NCM aims at setting up minority commissions in every state and UT of the country and the Commission will write to the government for setting up one in the UT of Jammu and Kashmir as well.

    Pertinently, Supreme Court in November last year had asked the Centre for completing consultations with states on the demand to grant minority status to Hindus in states where their numbers are below other communities.

    This followed the government submission before court that it had received comments from 14 states and UTs and has sent reminders to others to send in their views at the earliest.

    Jammu: The J&K government has ordered a probe by a Special Investigation Team (SIT) into the illegal lease of temple properties in Kashmir.

    Officials said that a letter addressed to all the 10 deputy commissioners in the Valley has directed them to probe the illegal lease of temple properties and the nexus involved therein.

    “The deputy commissioners will furnish an updated inventory of such properties within one week.

    “The inventory should include updated details of religious minority properties, including temples, Gurudwaras and others,” officials said.

    The officials added that the directions received from the Lt. Governor’s secretariat in this regard have been communicated to all the deputy commissioners by the divisional commissioner (Kashmir).

    Khejuri: West Bengal Chief Minister Mamata Banerjee on Monday alleged that the BJP was deliberately taking out rallies in minority areas of the state without permission.

    Banerjee’s comments come a day after clashes broke out between two groups during a Ram Navami procession in Rishra and Serampore in Hooghly district.

    “Why will there be Ram Navami processions for five days? You can organise several such rallies on the day it is celebrated. We will have no objection… But, do not carry arms with you,” Banerjee said at a public distribution program here at Thakurnagar Ground.

    “They (BJP) are deliberately entering minority areas with such processions without permission. Yesterday in Rishra, too, they took out rallies in which people were seen with arms,” she claimed.

    Violence during Ram Navami celebrations also rocked parts of the Howrah district on Thursday and Friday, leading to the arrest of 45 people.

    Kolkata: The defeat in the recent bypoll to the Sagardighi Assembly constituency in Murshidabad district, which hinted at substantial erosion of a dedicated vote-bank in the minority-dominated erstwhile Trinamool Congress stronghold, has prompted Chief Minister Mamata Banerjee to replace the minister in charge of minority affairs and madrasa education and take charge of the same herself.

    The decision to remove Ghulam Rabbani as the minority affairs minister was announced on Monday, when it was also said that the affairs of the department will now be under the purview of the Chief Minister. Rabbani has been transferred to the horticulture department.

    The current minister of state in charge of MSMEs and textiles department, Chandranath Sinha, has been given the additional charge of minister of state for minority affairs and madrasa education.

    In the Sagardighi bypoll, Left Front supported Congress candidate Bayron Biswas had defeated Trinamool’s Debashis Banerjee by a margin of 22,980 votes. The result came as a shocker for Trinamool, as Sagardighi — a minority-dominated constituency — was a traditional stronghold of the ruling party, where it won by big margins since 2011.

    Recently, Trinamool had also reshuffled the party’s minority cell.

    Now the Chief Minister herself taking charge of the minority affairs and madrasa education department becomes significant in West Bengal’s evolving political situation.

    Eligibility Criteria-:

    Alpsankhyak Chatravriti Yojana Eligibility – To apply under this scholarship scheme, students have to fulfill the following criteria:

    • The pre-matric scholarship will be given to those students belonging to minority communities such as Muslims, Christians, Sikhs, Buddhists, (Parsis) and Jains and studying in classes 1 to 10.
    • To be eligible under this scheme, students have to score more than 50% in the last final exam.
    • The annual income of the parent/guardian of the student should not exceed one lakh rupees from all sources.
    • Under the Minority Scholarship Scheme, the scholarship will be given to two students from one family.
    • A 30% scholarship is reserved for girl students. In case of not having a sufficient number of students, these will be provided to the eligible male students.

    Scholarship Amount-:

    Pre-Matric Minority Scholarship Scheme Amount – Selected students will be awarded Pre-matric scholarship for the entire duration of the course. While maintenance allowance will be given for 10 months in an academic year. The scholarship rate is mentioned below:

    (1) Admission fee from class VI to X:

    • Hostel: Rs 500 per year
    • Day Scholars: Rs 500 per year

    (2) Tuition fees from class VI to X:

    • Hostel: Rs 50 per month
    • Day Scholars: Rs 50 per month

    (3) Maintenance allowance is payable for a period not exceeding 10 months in an academic year:

    • (Class I to V) Hostel: Neil | Day Scholar: Rs 100 per month
    • (Class VI to X) Hostel: Rs 600 per month. Day Scholar: Rs 100 per month

    Terms and Conditions-:

    1. If a student fails to achieve 50% marks in the annual examination except for the unavoidable reasons notified by the Principal / Competent Authority of the school, the award will be discontinued.
    2. Students should be present regularly, for which yardstick will be decided by the competent authority of the school.
    3. Will certify the student’s claim of being an external student residing in the hostel of the school/institute/ school concerned.
    4. The migration of a student from one school/institution to another will not normally take place during the academic year except in exceptional circumstances.
    5. If the student violates any other terms and conditions of school discipline or scholarship, the scholarship may be canceled.
    6. The scholarship will be canceled on receipt of scholarship by a student by furnishing the wrong details/certificate.
    7. The course fee/tuition fee and maintenance will be credited to the student’s bank account through the Direct Benefit Transfer (DBT) mode.
    8. Candidates who have been selected under this scholarship scheme will not be allowed to avail benefits under any other scholarship scheme for the same purpose.

    Pre-matric Minority Scholarship 2023 Apply Online

    How to Apply Online for Pre-Matric Scholarship Scheme 2023 for Minority – The concerned State Govt / Union Territory Administration announced the scheme by placing advertisements in leading language newspapers and local dailies and using other appropriate promotional media. Offline applications will not be accepted for this scholarship scheme.

    1. All applications can be uploaded on the National Scholarship web portal of the Government of India, i.e. on scholarships.gov.in. Students can also get the scholarship link from minorityaffairs.gov.in.
    2. The concerned State Government/UT Administration will supply the application forms.

    New Delhi: The government informed Parliament on Thursday that there has been a reduction of 38 percent in the budgetary allocation of the minority affairs ministry for 2023-24 compared to the current fiscal. This was owing to the adoption of a new mechanism for release of central funds and changes made in the pre-matric scholarship programme.

    Minister for minority affairs Smriti Irani in response to a question in the Lok Sabha, seeking to know the reasons behind the huge cut in budgetary allocation for the ministry, said that the budget was reduced from Rs 5,020.50 crore for 2022-23 to Rs 3,097.60 crore for 2023-24.

    The Pradhan Mantri Jan Vikas Karyakram (PMJVK) and pre-matric scholarship schemes consist of around 80 percent of the ministry’s budget.

    Several opposition MPs had raised the issue of pre-matric scholarships having been stopped by the government, during the Winter session of Parliament last year.

    Replying to the question, which was posed by BSP MP Danish Ali, Irani said that the reduction in the ministry’s budget was effected due to the adoption of a new mechanism for release of the Central share of funds under the Centrally sponsored schemes and Central sector schemes, for which the state nodal agencies (SNA) and the Central nodal agencies (CNA) were required to be appointed.

    As per the revised procedure of the finance ministry’s expenditure department, the release of funds under PMJVK is not tied to the individual projects and the amount available in the account of the SNA forms a common pool.

    As on March 1, 2023, the unspent amount with the states in their SNA account was Rs 2,466.48 crore, and the states are required to first incur expenditure from the SNA account, to complete the ongoing projects, the minister informed.

    Secondly, she said that the scholarship schemes of the minority affairs ministry were to be aligned with the pattern followed by the education ministry as well as the tribal affairs and social justice ministries.

    However, since the verification of the institutions is being carried out, funds under the scholarship schemes are not being released.

    Further, the minister informed that the Centre has taken the decision to limit the coverage under the pre-matric scholarship scheme for minorities to only classes ninth and 10th, as it was observed that the participation of students from the minority communities is at par with the national average at the primary and elementary level.

    Also, the students at these levels are already covered under the Right to Education (RTE) Act, Irani said. A need was felt to harmonise the coverage under the pre-matric scheme for minorities with similar schemes implemented for other target groups like SCs, STs and OBCs, she said in her reply.

    New Delhi: In the run-up to the 2024 parliamentary elections, the BJP’s minority morcha on Wednesday launched a year-long Muslim outreach programme — “Sufi Samvad” — with a special focus on the Muslim-dominated districts in Uttar Pradesh, Bihar, West Bengal, Kerala and Telangana.

    A team of 150 people linked to Sufism has been formed for the campaign which will culminate with a large meeting to be addressed by Prime Minister Narendra Modi, the party’s minority morcha head Jamal Siddiqui said.

    The initiative comes months after Prime Minister Modi suggested that party workers should reach out to Sufis, Bohras and Pasmandas among the Muslim community in the country.

    “On the directions of Prime Minister Modi to reach out to the Sufis who are advocates of peace and harmony, this initiative has been taken,” Siddiqui told reporters here.

    At the launch of the campaign on Wednesday, people working in Sufi dargahs across 30 states and Union territories gathered at the BJP headquarters to firm up various events under the campaign.

    Media coordinator for the programme Yasir Jilani said the fact is that the Modi government has worked for all, irrespective of caste, creed and religion, and the objective is to reach out to the Muslim community and spread this message.

    Majority of the events under this initiative will be held in the Muslim-majority districts and where there is a substantial population of Muslims.

    A special focus will be laid on Uttar Pradesh, West Bengal, Kerala, Bihar and Telangana, which cumulatively send 199 members to Lok Sabha.

    Hyderabad: Fraudsters are hacking into the phones of families who have applied for minority scholarships offered by the Telangana government to scam them. After gaining access, they collect all data from the phones and then begin threatening the families, especially women, of leaking morphed pictures into the public domain.

    Several complaints of such a frauds have been reported at the cybercrime police stations in Hyderabad said senior police officials.

    According to the victims who did not want to be identified, in one of the cases, a person introducing himself as Khaja Mohiuddin had called a family on phone identifying himself as a government employee from the Haj House at Nampally. “He asked one of the family members to download the IMO APP on the phone. The man was telling the family all of the details of Aadhar cards, school names and all other relevant information furnished at the time of filing of online scholarships,” said the cop.

    Later, the fraudster reportedly asked the family members to also share details of their Aadhar cards and other information. “When we refused to do it, the person was telling us we will not get the scholarship. After some days, he is sending photos of our family and contacts or other details and threatening us,” said one of the victims, according to a cyber crime police official from Hyderabad. 

    After receiving complaints the police in Hyderabad registered cases, which are being investigated. “It appears some persons had obtained the information provided by parents for online scholarships and used it to trap victims. The women from the families are threatened with the information and morphing of photos. So far no one has demanded money and the motives are being investigated,” said an official from the Hyderabad Cyber crime police department.

    Hyderabad: The United Muslim Federation (UMF) in the city has questioned Telangana government for sanctioning incomplete funds to the Minorities Finance Corporation for the Muslim minorities to fetch subsided loans under the state’s economic support schemes.

    “Why did the government promise loans to Muslim minorities, if only 12 thousand out of the 2 lakh applicants will be getting loans under the state’s economic support scheme?”:

    While more than two 2 lakh Muslims applied for the loan, the corporation reportedly said that only 50 crores out of the promised 120 crores have been sanctioned by the state government in this regard.

    The federation thus held that only 12 thousand out of 2.16 lakh applicants will receive the benefit under the minority scheme.

    Upset over the minorities being denied befits from the state schemes, the general secretary of the federation, Abrar Hussain Azad, held a press meeting and urged the Muslims to make a memorandum and visit their nearest corporator’s office on Friday demanding the immediate release of minority loans to all the applicants.

    Officials from the federation have also directed the Muslim minorities to race out to MROs and Mandal offices and raise grievances on pending funds.
